Unfortunately, his statement is absolutely correct. In most Muslim countries, imports are not properly verified, even in countries such as Saudi and the UAE. For example, it might surprise you to know that Al-Baik is not Halal (as in "Zabihah") as their meat is from Brazil, certified by some Latin American Islamic council which does not have the correct standards for slaughter.
Even the standards of most Muslim countries (e.g. UAE, Qatar, etc.) allow machine slaughter and imports from non-muslim countries in which the certification is mostly based off money and not proper certification. I would suggest reading Mufti Taqi Usmani's book on the Rulings of Slaughter (Ahkam adhibaha), published by White Thread Press, for more information.
