The Quran tells us in Surah Tauba; Verse 60 which people we can give zakat to. As told to us by Dr Zakir Naik on many occasions. (A brilliant speaker on Comparative Religion)
Zakat is the amount of money that every adult, mentally stable, free, and financially able Muslim, male and female, has to pay to support specific categories people.
This category of people is defined in surah at-Taubah (9) verse 60: "The alms are only for the poor and the needy, and those who collect them, and those whose hearts are to be reconciled, and to free the captives and the debtors, and for the cause of Allah, and (for) the wayfarers; a duty imposed by Allah. Allah is knower, Wise." (The Holy Qur'an 9:60).
Or in other words
As-Sadaqat are only
1) For the Fuqara (poor), and Al-Masakin (the poor)
2) And those employed to collect (the funds);
3) And to attract the hearts of those who have been inclined (towards Islam);
4) And to free the captives;
5) And for those in debt;
6) And for Allahs Cause;
7) And for the wayfarer (a traveler who is cut off from everything);
A duty imposed by Allah. And Allah is All-Knower, All-Wise.

However
I heard in a talk by Mufti Abdur Raheem Limbada, (During Ramadhan 2010 regarding The Reality of the Salaf Part2, it can be heard here, Brilliant talks, Press the Stand by button to switch it on) that if you have given your Zakat to Dr. Zakir Naik for his TV Channel, then you should call him up and ask for your money back as your Zakat has not been counted. Your obligation has not been fulfilled or lifted. Consider your Zakat donation as Lillah.(To many people that would be "OUCH")

But then how and which renowned scholars of Islam says that we can give Zakat to a satallite channel, even if that is spreading Islam? They are already loaded with TONS of Money. These so-called Scholars are Truly amazing, and they call us (Followers of a School of thought) "Blind Followers" & "Innovators" How Typical, using their own description to describe the followers of a School of thought. SubhanAllah
Because
"You should give out your zakat personally to the poor and needy who are eligible to accept zakat. If you choose to give your zakat to an organization make sure that there are competent Ulama there who are well versed in the laws of Zakat. You should not give your zakat to an organization where there are no reliable Ulama and the organization is not well versed in the laws of zakat. (It can be seen that the Ulama of Peace TV are not competent in the laws of Zakat) If they did not discharge your zakat according to Shariah, your zakat obligation will not be fulfilled.
