Assalam o Alikum
I have two residential plots:
1. one purchased with the intention of constructing house on that
2. other purchased with intention to save money for now, and sell plot to make house on the other in future.
What are rulings of zakat for the 2nd plot?

If a plot of land is purchased with the intention of selling in the future, then it will be classed as a trade asset and zakat will have to be paid on it as per rules of zakat regarding trade assets and goods.
Zakat will have to be paid on it every year based on the market value of the plot at the time of calculating zakat.
قوله: وأما عدم صحة النية إلخ) جواب عما أورده الزيلعي من أن الأرض الخراجية لا يجب فيها الزكاة وإن نوى عند شرائها التجارة مع أنها من العروض، والجواب ما تقدم قبيل باب السائمة من قوله والأصل أن ما عدا الحجرين والسوائم إنما يزكى بنية التجارة بشرط عدم المانع المؤدي إلى الثني (قول لا؛ لأن الأرض إلخ) رد على ما في الدرر حيث أجاب عما أورده الزيلعي بأن الأرض ليست من العرض بناء على ما نقله عن الصحاح.
قال في البحر: وهو مردود لما علمت من أن الصواب تفسيره هنا بما ليس بنقد اهـ (حاشية ابن عابدين، ج٣ ، ص ٢٢٨، دار عالم الكتب).
