If such people had any contacts with Ahl Haq (people of truth) or had doubts in their belief and didn't make any contemplation to search for the truth, such people will be accountable. On the contrary, if they had no experiences of such then there's difference opinion amongst scholars regarding this, whether they are accountable or not. Imam Ghazali is of the opinion they are not accountable.

ذهب جمهور مشائخ الحنفية الي أنه تعالي لولم يبعث الناس رسولا لوجب عليهم بعقولهم معرفة وجوده تعالي ووحدته واتصافه بما يليق به...

فقد قسم الامام الغزالي الناس في شأن محمد صلي الله عليه وسلم ثلاثة أقسام الأول من لم يعلم بها بالمرة قال وهؤلاء ناجون.....الخ
