It is permissible for the Imām to make zikr in congregation in the masjid, as long as the Imām and congregation do not intend or consider it to be fardh, wājib or sunnah. If they do, then such an act will be considered bid’ah (innovation). Furthermore, the audible zikr should not cause disturbance to others offering prayer or reciting Qur’ān in the Masjid. 
One can make zikr after Fardh or Sunnah prayers.
Note, after the Fardh prayer, is a time when du’ās (supplications) are readily accepted , thus it should be encouraged to do so after the Fardh prayer. However, if one regards making du’ā after the Fardh prayer as compulsory, it will also be an act of bid'ah.
