Question: Explanation of verse
Is it true that all tabi’een scholars agreed that the verse ‘and stay in your houses refers to all women? We’re some of them of the opinion that it only applies to the wives of the Prophet SAW?

This ruling applies to all Muslim women universally.

The verse means, that to a certain degree women do have the permission to go out of the home, of course on condition that they go out in hijab wearing an outer garment like burqa' etc.

معني هذه الآية الأمر بلزوم البيت وإن كان الخطاب لنساء النبي صلى الله عليه وسلم فقد دخل غيرهن فيه بالمعنى ……الخ
فإن مست الحاجة إلي الخروج فليكن علي تبذل وتستر تام
