I believe in Shab e Barat but my family and relatives don't. Is it kufr to not have faith over this night? Will Allah punish them for not believing in that night?

Shaban is a significant and virtuous month of Islam. Laylatul Bara’at, Shabe Bara’at or 15th day of Sha’ban is a Nafal (optional) deed. The ruling of a Nafal is Whosoever performs this deed will be rewarded those who don’t will neither be rewarded or punished. If someone rejects it will not make someone a Kafir.

Prophet (صلي الله عليه وسلم) said:

It is a month where people tend to neglect, between the months of Rajab and Ramadan. It is a month in which the deeds are raised to the Lord of the worlds, and I like my deeds to be raised while I am fasting.

(Sunan An-Nasa’i)

On the 15th of Sha'ban, wake up to observe the vigil-prayer in the night and fast during the day, for Allah descends to the nearest heavens from dusk to ask: Is there anyone seeking forgiveness so that I may forgive him? Is there anyone seeking provisions so that I may provide him? Is there anyone facing tribulations so that I may protect him? (and it goes on) Is there anyone this and that’ until the sun rises at dawn”

(Ibn Maajah)
