Burning chillies to get rid of Nazar is not from Sunnah.

Both Taweez and Ruqya are mentioned in the Hadith and Sunnah.

It is mentioned in Tirmidhi in the chapter of taking wage for Taweez, the Hadith he cited was Abu Saeed Khudri رضي الله عنه when he recited (Ruqya) Surah Fatiha to treat the sting of a scorpion.

Abu Sa'eed narrated: "The Messenger of Allah صلي الله عليه وسلم dispatched us on a military expedition. We camped with some people and asked them to entertain us but they did not entertain us. Their leader was stung so they came to us saying: 'Is there anyone among you who can treat a scorpion sting with Ruqyah?' I said: 'Yes I can. But I will not do any Ruqyah until you give us some sheep.' They said: 'Then we shall give you thirty sheep.' We accepted that, and I recited Al-Hamda [Lillah] seven times. He became better and we took the sheep." He said: "We became concerned about that being permissible and said: 'Do not be hasty until we reach the Messenger of Allah صلي الله عليه وسلم." He said: "When we arrived with him I mentioned what I did to him. He صلي الله عليه وسلم said: 'How did you know that it was a Ruqyah? Take the sheep, and assign me a share among you.

So to do Taweez I.e. to recite Fatiha on a sting is a Sunnah. Also, Taweez can be written on a piece of paper and hung or on a bowl and made to drink.

The Taweez that people wear around their necks hanging تعليق is the one that the Prophet صلي الله عليه وسلم disliked.

Prophet صلي الله عليه وسلم has said , whoever hangs anything he will be entrusted to that thing only.

Uqbah ibn Amir رضي الله عنه reported: I heard the Messenger of Allah, صلي الله عليه وسلم say, “Whoever hangs an amulet around his neck, then Allah will not fulfill his wishes; and whoever hangs a seashell as a charm, then Allah will not leave him without penalty. ”

These were the practices of the people of ignorance (Jahiliya), there was no Quran written but things and items that they will hung around their necks.

According to the Ulamaa, With regards to wearing Taweez amulet which have words of Shirk, Kufr, Sihr, symbols and non Quranic Arabic words, this is Haram and impermissible.

When it contains verses of Quran Ulamaa allow it but for the child only as they cannot recite, like it has been reported that Abdullah ibn Amr would teach,
to children who could recite and those who couldn’t he would write it and put it over their necks.

But It is better for parents to recite Ruqya verses and blow over the child and on themselves too.

It is discouraged by someone who can recite to use Taweez, though it is permissible but with less benefit.

It is best to refrain from wearing Taweez amulet as it can take a person away from Tawakkul (reliance) of Allah because people rely on it so much that they have neglected to recite Ruqya verses, Azkars and Duas which has much more impact and benefit than wearing Taweez amulet.

It is the Sunnah practice of the Messenger (صلي الله عليه وسلم) to do Ruqya I.e. recite and blow on himself.

Narrated 'Aisha رضي الله عنها: Whenever the Prophet (صلي الله عليه وسلم) went to bed every night, he used to cup his hands together and blow over it after reciting Surat Al-Ikhlas, Surat Al-Falaq and Surat An-Nas, and then rub his hands over whatever parts of his body he was able to rub, starting with his head, face and front of his body. He used to do that three times.
