They are probably waiting for that ground invasion. Furthermore Lebanon is bitterly divided, with Shia, Sunni, Christian and Druze factions. The Israelis exploited those divisions quite well in their war with Lebanon in the 1980's. A lengthy indiscriminate campaign will unite the Lebanese another reason for the Hizb to watch and wait.

But ultimately as for aerial counter assault, they are clearly outgunned. Even if they have 40 thousands missiles. And if they launched a thousand a day at Israel it will leave them with zero missiles in 40 days. So they will need to stretch these out over a long period using them strategically.

Along with the education system, universities, hospitals.
The top university in Lebanon Is the American University.

Their effectiveness has seriously been compromised due to no communications and the aerial assault is knocking out their weapons big time. They still haven't launched their advanced missiles, perhaps due to them being decimated.

As far as your present present post Yoav Gallant is in no way shape or form a trustworthy source. Nor is the Times Of Israel that you are citing.

As far as I am concerned any claims made by Israel are a lie unless they can be independently verified. Attacking civilian buildings and killing civilians then claiming they are command centres, or weapons plants is a tired lie rehashed and reused by the Zionists for decades,

Hamas has been wiped now its hezbi turn , and still ground invasion has not even started yet.

I won't be surprised if Tehran communicationas are penetrated as well but the surprise attack on them is yet to come .
