India has a dubious history of forced sterilization and birth control, under the egregious policies of the planning commission. There is no doubt that Gursaran Talwar, along with many others, worked on sterilization programs, both temporary and permanent. Something similar (forced sterilization) is being done to Uighurs in Xinjiang, China.

There is correlation shown between prosperity and declining birth rates. Birth rates are the lowest in the developed world, and they are highest in the poorer countries. Not so long ago, the average citizen of the West was not very prosperous, and each family had many offspring. Here in India, too, when there was less prosperity, there was a higher birth rate. As prosperity levels have risen, birth rates have fallen.

One of the prosperity indices is health care. With adequate health care, coupled with economic support, prosperity rises. And, world trends have shown that with a rise in prosperity, people tend to have fewer kids. And, vaccines play an important role in controlling preventable diseases (polio, small pox, diphtheria, pertussis, tetanus, and others).

Even anecdotally, our grandparents were less well off, and they had nearly a dozen kids. Our parents' generation was more prosperous by leaps and bounds, and guess what, they had fewer kids than our grandparents, generally speaking. Our generation is a little bit more prosperous, and, mostly, we have fewer kids than our parents had.
