Performing Janazah Salaat for Deceased Person Discovered After A Delay?

Salaam,

Big trouble in little Batley at the moment.

A muslim was found deceased after several weeks of passing away.
Local ulama (hanafi) declared janazah cannot be performed due to the delay and condition of the body.
Local mosque chairman claimed he has asked other scholars who declared janazah can be performed, so he went ahead and performed the janazah. I believe one scholar was present as well.
He is under heavy criticism for his claim and actions.

I couldnt find the hanafi opinion online. Only opinion i found was from the salafi site www.islamqa.info
Here is their fatwa which claims janazah salaat MUST be performed even after several years.

Can anyone shed any light on this?

If the deceased is buried and the people have not observed the funeral Salah over him yet, the Salah could be performed over his grave for few days[68].

If the deceased is buried without salāh being observed upon him, then it should be read by his grave as long as it is within three days of burying him[86].

[86] وإن دفن بغير صلاة صلي ما لم يغلب علي ظنه تفسخه

Fatāwā mahmūdiyyah, [8: 551, D al-Iftā Jamiah Farūqiyah, Karachī] states:


جب تک اس میں میت سلامت ہو، جس کی مدت عادتا تین دن ہے


Hence, the salāh may be observed if within three days.

After asking a local scholar it appears the body was there for 2 months. It was only found after someone smelt the stench from the dead body. There was hardly any body left. So in accordance to what is mentioned in the books of fiqh (quoted above by the sister) the scholars ruled that Salah will not be read over the deceased.

ولو وجد أکثر البدن أو نصفہ مع الرأس یغسل ویکفن ویصلی علیہ، کذا في المضمرات، وإن وجد نصفہ من غیر الرأس أو وجد نصفہ مشقوقًا طولا، فإنہ لا یغسل ولایصلي علیہ ویلف في خرقۃ ویدفن فیہا، کذا في المضمرات۔ (الفتاوی الہندیۃ

Interesting facts about the body after death. One can only imagine the state of the body after 2 months.

BODY DECOMPOSITION TIMELINE
24-72 hours after death — the internal organs decompose.

3-5 days after death — the body starts to bloat and blood-containing foam leaks from the mouth and nose.

8-10 days after death — the body turns from green to red as the blood decomposes and the organs in the abdomen accumulate gas.

Several weeks after death — nails and teeth fall out.

1 month after death — the body starts to liquify
