1. If a person who lives out of country most of the time and comes back to home country every 2, 3 months for 10, 12 days will be considered traveler i.e. he will be required to shorten prayers? Someone told me that when you are going back to your home place then you are not considered traveler.
2. So if a person is traveler at some place, does that mean he cannot pray Zuhur, Asar and Isha in congregation?
It appears if one is going to Watanul Iqama (which is more than 78 KMs) then he will pray full salah there even if he intends to stay less than 15 days, correct?
My question is related to safr.
I was born and raised in Dubai, UAE and my parents are still living in the same house. I have got a job in Alain, which is more than 140km away from Dubai. I have bought an apartment in Alain and stay in that apartment during the week. I travel back to Dubai every weekend, or sometimes even during the week when I have off days. I would like to ask about qasr salah and where will it be necessary for me to pray qasr and where would I have to pray the full salah. Jazak Allah Khair

In the Name of Allah, the Most Gracious, the Most Merciful.
Assalāmu ῾alaykum wa Rahmatullāhi Wabarakātu
Dubai is you watan asli, (place of birth). You will perform full salah in Dubai at all times.
If your work place (Alain) is a temporary residence and you intend to stay there for fifteen or more days then you will have to perform the full salah in Alain.
If you intend to stay less than fifteen days in Alain, then you will be a musafir and will make Qasar there.

Al-Salam `alaykum
A musafir must pray the full prayer when he is following an Imam who is not a traveller. The prayer that was offered full behind the Imam is valid and correct.
The following is from Anis al-Musafir:
“A musāfir can also follow an imām who is a muqīm as long as it is within the time of that salāh. If the time has expired then he can follow him for the Fajr and Maghrib salāhs and not for the Zuhr, ‛Asr, and ‛Ishā salāhs.”
In this case he must offer the full salāh behind the imām.
This cannot be undone and I am sure it will be greatly appreciated.
