Qaza of fasting in Ramzan

Suppose there are two countries A and B. In country A, Ramzan starts a day earlier than country B.

A person skips one fast in Ramzan in country A due to health issue. Then after some days he goes to country B and skips another fast in Ramzan.

So now he has to give qaza of 2 fasts or only 1 provided he didn't skip any other days in both country A and B.
