Why does India receive so much global attention despite its low Human Development Index and per capita income? Is it mainly due to its large consumer market and demand for petroleum?

Indians are genetically very strong in computer engineering.
International computer industry get cheap software/hardware engineers in India. The infrastructure is also very cheap.
They efficiently work for minimum 14 hours a day.

Our neighbors Pakistan and Bangladesh have the same genes, but sectarian violence keeps the industry away from these countries.

No they don't. The employers make them work for the sake of it. Working 14 hours a day is not same as being productive for 14 hours.

Why is India's computer engineering industry thriving while neighboring countries like Pakistan and Bangladesh struggle despite having similar genetic potential?

Pakistan is busy in calling everyone kaafir.
No one pays taxes.
Even Foreign exchange send by non residents are not reaching the government.
There is chaos everywhere. Muslims killing each other. Hundreds of ulema are martyred.
.............then who will invest there.
And intellects hate to live there and they migrate to other countries.

As far as I know, Pakistani people are very talented and hardworking, though like in every country, there may be a few exceptions. It's important to remember that issues like racism and division can be found everywhere, not just in one specific place or among one group of people. We shouldn't judge an entire nation based on the actions of a few. Sorry if my view is incorrect.

In India also the computer industry is limited to a few states, other states are parasites.

Due to strict implementation of laws, the foreign exchange sent by non residents reaches the Indian government. While Pakistan has to beg with other countries like china, saudia or take loans from IMF to keep healthy foreign exchange reserves.
