By U.S. law, the measurement given for the amount of food must not include its container. If the food is solid, semi-solid, or viscous, the measurement is given as a weight. If the food is liquid, the measurement is given in fluid ounces. Since ketchup is viscous, the measurement was probably 20 ounces by weight.
