25-Saudi of the Hanabilah Madhab are under the concept of Food Halal unless proven to be Haraam.
This can play a big part in the whole issue, not only in Saudi, but also in the west, as its a big headache to travel to UK, USA , and Canada and have to be doubting food and questioning food especially when your practicing Muslim non hanafi companions are eating and the people selling the food or meat are Muslims . Its a big headache.
Also you have to take information coming from many people within Saudia with a pinch of salt. We know that your stay within KSA depends on your political stance, furthermore many Muslims have Bias favoring Saudia so tend to overlook some errors.
I don't know the full story about meat but I do know that investigations from HMC (UK) and Mufti Nana (USA) clearly highlight fundamental flaws within the companies which supply the meat...Perhaps WHEN KSA Authorities inspect the meat the flaws are not there, perhaps KSA only Audit companies which are transparent.
I also know that many of these Halal bodies are simply paper-tigers and don't really exist...A walk through the meat aisle of any major UK Store and a few phone calls will easily reveal this anomaly.
I believe that Saudi Ulama (perhaps in line with their Madhab) sign contracts and then assume that they are being followed by all, we know this is not the case.
All in all Shaykh Dudha (HA) will give us some good insight but the crux of the argument lies outside of KSA which HMC and Mufti Nana have far greater (and direct) dealings with.
