People say according to ibn Taimiyah rahimullah it's Sulaiman (as) however it's not as his students Hafiz ibn Qayyam and Hafiz ibn Kasir rahimullah disagree with him.

Shaikh al-Islam Shabbir Ahmed Usmani has mantioned the name of the Prophet who first built Masjid al-Aqsa and its not Hazrat Salaiman .

Hazrat Yacub bin Ishaq bin Ibrahim (as) was the first one to build Masjid al-Aqsa. He built it 40 years after Hazrat Ibrahim rebuilt the Kaba. Then 1000 years later Hazrat Salaiman (as) rebuilt it.
