It depends on the elevators velocity. After the initial acceleration if the velocity of the elevator is constant, then the effect of Earths gravity on me will decrease as the distance between me and the center of the earth is increasing. And eventually I ll start floating.

In case the elevator has changing velocity, ie accelaration, I ll feel some kinda downward force and will not float.

Sorry, let me be a bit more clear. Its not about the elevator. You are standing on the roof of the very tall building. So now you are at the same height as a floating astronaut would be. Would you also be floating on the roof of that building? That is the question.
