The obvious answer is 99 so oh well, i guess i'm wrong

Think about all the different things you can do with numbers and read the question to yourself a couple of times! Think carefully, its about making another number using 2 digits!
Clue: (the final number can be more than a 2 digit number)
Is is 99x99=9801? (99squared)

How in the world did you manage to work out 9 to the power of 9 without a calculator.8 to the power of 8 = 16,777,216. But that's with a calculator.Genius indeed. Lol(Searching for maths on the forum and came across this)
