Difference in mashafs of Quran

Below are two different mashaf of Quran. You will see that in one mashaf there is وقف لازم while in another there is none. Why is that? Which one shall we follow?

I'll have to check my mushaf, but personally I pray that verse without the necessary stop. Reading the translation also doesn't show why we would stop there.

Allahu alum.

I'll let the experts correct me. We are all learners till the end of time.

I'm no authority and don't have any reference for you, but I heard from various teachers that the Waqf signs in our Mushafs are not MUSTS. The only reason we have Waqf Lazim is that if one was to continue at that spot, the possibility would exist that a listener eventually misunderstands the meaning of the Ayah. Otherwise it's not sinful, forbidden or anything else to continue, thus there's nothing wrong with Mushafs without them. Keep in mind that it does not mean at all abiding by the signs is totally futile or in vain.

I hope more knowledgable brothers can insha'Allah describe the issue in a clearer way.

The Noble Quran tafseer by Mufti Taqi Usmani also does not contain the stop.

Waqf signs are like motorway stations on your way. You do not stop at all of them, but only then when the need arises (breath etc.). I'm paraphrasing an eminent South African Qari and teacher.

The thing is, what's the point of having "optional stops," "better stops," "necessary stops," and "compulsory stops" [not sure what's the difference between the meaning of the last two anyway] if they all truly stand for optional?

This letter mim is an abbreviation of al-waqf al-lazim. It means if a stop is not made here an outrageous distortion in the meaning of the verse is possible. So, it is better to stop here. Some phoneticians of the Qur'an have also called this al-waqf al-wajib or the obligatory stop. But this is not 'wajib' of fiqh which brings sin if abandoned. In fact, the purpose is to stress that making a stop here is the most preferable of all stops (al-Nashr, 1/231).

Now this is more confusing. So basically it is mandatory to stop at وقف لازم but it is not mandatory to stop? How can it be both ways? Either you stop or you do not stop.
