In India; every state (province) has Hilal comittee. It meets on 29th of every month. It has scholars and a Astronomical consultant as members. Decision is based on witnesses communicating the physical sighting of the moon.

A microscopic group of a rebel group among the Gair muqallideen follow the Saudi calendar. Alhamdulillah we are guided towards the right path by our scholars. Have full faith on them.

I my self, a hobbyist in astronomy.

Normally masjid committees consult the Hilal Comittee through phone on 29th evening itself. And news spreads across the city and the whole state. The majority muslims won't use Internet. But SMSes and Whatsapp are used to spread the message. Also local urdu news papers publish the message. And important festivals are announced through government controlled media and english and local language news papers.
