Fitrana, Sadaqaul-Fit'r, Zakatul-Fitr Calculations for 2008!

Looking at the randomness of the amount in various Masajid, it doesn't appear that most Masajid bother checking the details.
I checked the following:
Calculations based on price of flour (common brands):
1) We use one of the following two brands of Wholemeal flour for home use:
a. Brand One: £16.99 for 25 KG thus 0.67/KG
b. Brand Two: £9.99 for 25 KG thus 0.39/KG
2) According to Brand One our Fitrana per person is £1.18/Person and according to Brand Two our Fitrana per person is £0.70/Person
Calculations based on price of Wheat (commodity price):
3) The wholesale price of Wheat in UK (October 2008) was £103/Metric Tonne which is equivalent to £ 0.10/KG (is that right check the maths???) which would make the Fitrana to be £0.18/Person. So basically for home use you have to get it cleaned, processed, ground up and then packaged and then transported to your store and then you make Roti out of it.
Perhaps Ulama can answer as to which option 1 or 3 one should use?
P.S: the Actual weight is slightly less then 1.70 KG but Mufti Taqi Usmani (DB) has used 1.75 KG so calculations are based on 1.75 KG of wheat.

The three top brands of Flour in UK are:
1) Elephant ata (white) - £13.99 for 25KG
2) Elephant ata (gold & wholemeal) - £14.99 for 25KG
3) Chitta/ Alasa ata - £10.99 for 22KG
Based on Mufti Hussain's suggestions but using Mufti Taqi Usmani (DB)'s recommended weight (1.75 Kilograms of wheat or its value in money), the calculations for Fitrana, Sadaqaul-Fit'r, Zakatul-Fitr would be as follows (for UK):
1) For the first brand = £13.99/25KG X 1.75KG = £0.98/Person
2) For the second brand = £14.99/25KG X 1.75KG = £1.05/Person
3) For the third brand = £10.99/22KG X 1.75KG = £0.88/Person
Calculations based on price of Wheat (commodity price):
The price of Wheat has been risen slightly since last year (see my last post above) and based on July 2009 prices:

Mufti Hussain (DB)'s figure of 1.65 KG: £0.99/Person (for Elephant ata (gold & wholemeal))

ASDA (Smart Price) Plain Flour: = £0.43 (for 1.5 KG) Smart price is like cheaper generic version of ASDA stuff.
