isnt that what most local masjids do?

1. There isn't a single text or narration from Imam Abu Haneefa (RA) or his students about this night
2. Down the line, it is mentioned by Allamah Imam Ibn Abideen (RA) [1783-1836]  (see below) but gives no daleel for it. According to Hanafi Madhab it is Makrooh to gather in the Mosques on any of these nights as mentioned in the same reference as our dear respected brother has quoted. It is Makrooh in the Hanafi Madhab to make gatherings in the Mosque for any prayers apart from Taraweeh!
3. Shaykh (Maulana) Ashraf Ali Thanwi (RA) reversed his Fatwa on Isaal-e-Sawab on this night (see below)

وَإِحْيَاءُ لَيْلَةِ الْعِيدَيْنِ ، وَالنِّصْفِ مِنْ شَعْبَانَ ، وَالْعَشْرِ الْأَخِيرِ مِنْ رَمَضَانَ ، وَالْأُوَلُ مِنْ ذِي الْحِجَّةِ ، وَيَكُونُ بِكُلِّ عِبَادَةٍ تَعُمُّ اللَّيْلَ أَوْ أَكْثَرَهُ .

مَطْلَبٌ فِي إحْيَاءِ لَيَالِي الْعِيدَيْنِ وَالنِّصْفِ وَعَشْرِ الْحِجَّةِ وَرَمَضَانَ

( قَوْلُهُ وَإِحْيَاءُ لَيْلَةِ الْعِيدَيْنِ ) الْأَوْلَى لَيْلَتَيْ بِالتَّثْنِيَةِ : أَيْ لَيْلَةِ عِيدِ الْفِطْرِ ، وَلَيْلَةِ عِيدِ الْأَضْحَى .

( قَوْلُهُ وَالنِّصْفِ ) أَيْ وَإِحْيَاءُ لَيْلَةِ النِّصْفِ مِنْ شَعْبَانَ .

( قَوْلُهُ وَالْأُوَل ) أَيْ وَلَيَالِي الْعَشْرِ الْأُوَلِ إلَخْ . وَقَدْ بَسَطَ الشُّرُنْبُلَالِيُّ فِي الْإِمْدَادِ مَا جَاءَ فِي فَضْلِ هَذِهِ اللَّيَالِيِ كُلِّهَا فَرَاجِعْهُ .

( قَوْلُهُ وَيَكُونُ بِكُلِّ عِبَادَةٍ تَعُمُّ اللَّيْلَ أَوْ أَكْثَرَهُ ) نُقِلَ عَنْ بَعْضِ الْمُتَقَدِّمِينَ ، قِيلَ هُوَ الْإِمَامُ أَبُو جَعْفَرٍ مُحَمَّدُ بْنُ عَلِيٍّ أَنَّهُ فَسَّرَ ذَلِكَ بِنِصْفِ اللَّيْلِ وَقَالَ " مَنْ أَحْيَا نِصْفَ اللَّيْلِ فَقَدْ أَحْيَا اللَّيْلَ " وَذَكَرَ فِي الْحِلْيَةِ أَنَّ الظَّاهِرَ مِنْ إطْلَاقِ الْأَحَادِيثِ الِاسْتِيعَابُ ، لَكِنْ فِي صَحِيحِ مُسْلِمٍ عَنْ عَائِشَةَ قَالَتْ " مَا أَعْلَمُهُ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَامَ لَيْلَةً حَتَّى الصَّبَاحَ " فَيَتَرَجَّحُ إرَادَةُ الْأَكْثَرِ أَوْ النِّصْفِ ، لَكِنَّ الْأَكْثَرَ أَقْرَبُ إلَى الْحَقِيقَةِ مَا لَمْ يَثْبُتْ مَا يَقْتَضِي تَقْدِيمَ النِّصْفِ . ا هـ .

[ ص: 26 ] وَفِي الْإِمْدَادِ : وَيَحْصُلُ الْقِيَامُ بِالصَّلَاةِ نَفْلًا فُرَادَى مِنْ غَيْرِ عَدَدٍ مَخْصُوصٍ ، وَبِقِرَاءَةِ الْقُرْآنِ ، وَالْأَحَادِيثِ وَسَمَاعِهَا ، وَبِالتَّسْبِيحِ وَالثَّنَاءِ ، وَالصَّلَاةِ وَالسَّلَامِ عَلَى النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ الْحَاصِلُ ذَلِكَ فِي مُعْظَمِ اللَّيْلِ وَقِيلَ بِسَاعَةٍ مِنْهُ . وَعَنْ ابْنِ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا بِصَلَاةِ الْعِشَاءِ جَمَاعَةً ، وَالْعَزْمِ عَلَى صَلَاةِ الصُّبْحِ جَمَاعَةً ، كَمَا قَالُوهُ فِي إحْيَاءِ لَيْلَتَيْ الْعِيدَيْنِ . وَفِي صَحِيحِ مُسْلِمٍ قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ

مَنْ صَلَّى الْعِشَاءَ فِي جَمَاعَةٍ فَكَأَنَّمَا قَامَ نِصْفَ اللَّيْلِ ، وَمَنْ صَلَّى الصُّبْحَ فِي جَمَاعَةٍ فَكَأَنَّمَا قَامَ اللَّيْلَ كُلَّهُ

Shaykh (Maulana) Ashraf Ali Thanwi (RA) [1863-1943] on 15th of Sha'baan:

1. Shaykh (Maulana) Ashraf Ali Thanwi (RA) wrote that to send Isaal-e-Sawaab to the dead in this night is Sunnah in "Bahishti Zewar" and "Islahir-Rusoom"
2. Shaykh (Maulana) Ashraf Ali Thanwi (RA) retracted this in "Imdadul-Fatawa" and said that "Islahir-Rusoom" shouldn't be printed without the correction

People for some reason continue to stick to the original opinion of Hazrat Thanwi (RA). The issue is highlighted in great detail by Shaykh (Mufti) Rasheed Ahmed Ludhyanwi (RA) along with the opinion of Deobandi Akabir in his book Saat Masa'il.

Should we bother with the 15th night or not?

A simple straight "YES" or "NO" or "IT DOESNT MAKE A DIFFERENCE" answer will suffice for now, unless I need further clairifcations later....

Ameer Saheb is still recovering and I do some of the stuff on there...

He is a quiet private brother and doesn't hang around on forums. Site has been running for 6-7 years and there are plenty of Ulamah whom you can consult about it but specifically about him, he doesn't engage with people and publicise himself.
