Foreigners wishing to undertake pilgrimage will have 4,000 slots

Manama: Saudi and Kuwaiti officials have agreed that 14,000 Kuwait-based Muslims will be allowed to perform Haj next month.
According to the quota approved by the two countries at a high-level meeting in Saudi Arabia, 10,000 Kuwaiti citizens and 4,000 foreigners working in Kuwait will be allowed to undertake the trip to Makkah for the pilgrimage.
Islam requires physically fit adult Muslims with the necessary financial means to perform Haj at least once in their lives.
A Haj quota was introduced in 1987 following an agreement by all member countries of the Organisation of Islamic Cooperation (OIC) that the number of pilgrims allowed by each country would be 0.1 per cent of its population.
Mutlaq Al Qarawi, Kuwait’s Islamic affairs assistant undersecretary for technical coordination, external relations and Haj, said that around 90 per cent of the would-be pilgrims would be flying into Saudi Arabia and that the remaining 10 per cent would be travelling overland.
“The Kuwaiti would-be pilgrims will be travelling with 70 Haj operators and will be divided into three categories,” Al Qarawi said, Saudi media reported on Monday.
Unlike foreigners, Kuwaiti nationals do not need visas to enter Saudi Arabia under an agreement between the six members of the Gulf Cooperation Council (GCC) — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE — to waive restrictions on travel within the bloc for nationals. However, the GCC nationals need to register with a Haj agency to be able to enter Makkah during the Haj season.
Under Saudi Arabia’s laws, no Haj applicant can enter the country if he or she is not registered with a tour operator.
The rule is in place to ensure there are no clandestine operations or the smuggling of people into the country on the pretext of performing Haj. Riyadh has also often reported that several Haj applicants overstay their pilgrimage visas and seek to settle in Saudi Arabia without proper documents.
Around three million people performed Haj last year.
Haj, based on the lunar calendar consisting of 12 lunar months in a year of 354 or 355 days, is expected to start between October 24-29 this year.
Pilgrims to holy places in Mecca and Medina are set to leave next month, Al-hajji Juma Shiwuyo, the secretary for Hajj (pilgrimage to holy places), has said. Hajj is in fulfilment of the fifth pillar of Islam.
During an interview on Tuesday, Shiwuyo said the pilgrimage would last one month. “We shall leave for Mecca and Medina on October 10 and return on November 10,” he said.
He noted that 9,000 Muslims are expected to go for pilgrimage this year and they are required to pay sh10m each to cater for accommodation, travel and other expenses.
Shiwuyo advised Muslims to attend Hajj lessons if they are to have a fruitful journey. “It is useless to pay your money, yet you are not going to follow the rules of Hajj,” he advised.
Hajj occurs during the Dhul-Hajj, the 12th month on the Islamic calendar and all financially-able Muslims are required to perform it.
During Hajj, rituals such as moving seven times around theKaaba, drinking water from Zamzam well, running between the hills of Marwa and Al-safa, hitting the ‘devil’ with stones and slaughtering animals, are performed by the pilgrims.
The number of Haj pilgrims from Qatar this year is limited to 1,500 - including 500 expatriates – under an agreement signed with Saudi authorities, reports said.
The Department of Haj and Umrah in the Ministry of Awqaf and Islamic Affairs said in a statement that the Saudi Minister for Hajj Affairs has expressed his inability to increase the number of pilgrims from Qatar this year.
“He has requested that we should abide by the minutes signed by us at the joint meeting,” local Arabic newspapers said quoting a spokesman for the ministry.
Besides the 1,500 pilgrims 200 people will also be allowed as members of the Haj delegation from Qatar.
All Haj tour operators have been informed accordingly, the spokesman said. Efforts are still being made get the number increased “but there is no assurance of succeeding in our efforts,” the spokesman said.
The tour operators expressed shock and dismay, and said they will have to incur huge financial loss as they have already made advance payments for accommodation and other amenities including contracts signed with caterers and transport companies in the holy cities of Makkah and Madinah.
It is estimated that Category A operators will suffer a loss of QR7mn and Category B QR1mn.
If all the 30-odd operators were to get an equal share of the quota, each one will have only 50 pilgrims, said one operator.
All the operators were unanimous in their opinion that the ministry should have assessed the situation in Saudi Arabia and sounded them out on the ground realities. That would have avoided the crisis situation. Advance payments and signing of contracts with the parties in Saudi Arabia could have been avoided, they said, adding things were taken for granted to the extent that the ministry officials inspected many of the arrangements made by them in the two holy cities.
They urged the ministry to take up the issue at the highest level in Saudi Arabia and increase the number of pilgrims allocated for Qatar. Last year 9,000 pilgrims performed Haj from Qatar.
This year the number of applicants is 13,000 among whom are 3,474 Qatari nationals, 101 GCC nationals and 9,001 expatriates; and 415 who will perform Haj on an Emiri grant.

Scholars, Al-Azhar demand Iran refrain from screening film on beloved Prophet

With the announcement almost three yearsagoaboutthe production ofa film portrayingthe life of Prophet Muhammad (peace be uponhim),the Iranian director Majeed Majeedi sparked a controversy all over the Islamic world. Now, as the film is ready for viewing, the temperature is rising.
First came the thought ofpresenting the Prophet's (pbuh) personality,whichis regarded inadmissible and undermines the religious values, as fatwas prohibit any depiction of the Prophet (pbuh) andhis Companions.
The Iranian announcement about the film triggered resentment among Muslim scholars. Ahmed Al-Tayeb of Al-Azhar said that production of such a film is not permitted religiously.
A statement by Al-Azhar scholars and elders demanded a prohibition onthe film foritviolates Islamic laws, and a firm and decisive stance towardIran. "We demand that Iran refrain from releasing the movie so that the image ofthe Prophet (pbuh) is not distorted inthe minds of Muslims," the statement said.
Al-Azhar AcademymemberHamedAbuTaleb said that making suchfilms is inappropriate for an Islamic country andexplained that since there is no direct knowledge of the prophets' personalities, any depiction of Prophet Muhammad (pbuh) will differ from reality and will therefore be a lie. He said that Islamic Research Academy recommended that Egyptian satellite channels refrain from screening the film.
Senior adviser to the sheikh of Al-Azhar and the head of the Arabic Language Academy Hassan El-Shafei warned Iran against depicting the Last Prophet (pbuh) in artwork, and compared this irresponsible behavior to the publishing of the offensive cartoons of the Prophet (pbuh) in the West. He explained that the prophets and messengers,as well as the Prophet's Companions, must not be depictedinartworkduetotheirsanctity, and warned that suchact would causea rift in the Islamic nation.
Addressingthe Iranian authorities incharge of approvingfilms,Al-Azhar'sAcademyofIslamic Studies stressed that the Prophet (pbuh) andhis Companions must not be depicted,so as to keep their image untaintedinthe Muslimminds andpreserve Muslim unity. Al-Azhar clerics demanded the film not be screened.
Two prominent members inthe CouncilofSeniorScholars,Dr. Alibin Abbas Al-Hekmiand Abdullah bin Salman Al-Munea, also an adviser in the Royal Court, denounced the personification of the Prophet (pbuh),saying that portrayingprophets, Prophet Muhammad (pbuh) in particular is a big sin. "Depicting prophets is against Islamic laws. It contradicts with the sacredness of prophecy," Al-Hekmi said. "There are no justifications whatsoever for the personification of prophets. This involves caveats - perhaps the most importantone is that no one deserves to embodythe Prophet (pbuh). Whoever plays the role willnot andcannot reach the status ofthe Prophet (pbuh),regardless ofhis goodnessandvirtue," he added.
Al-Munea emphasized that its inadmissible to personify and represent prophets and holy messengers, saying that portrayalofsuchholycharacters by illegible persons distorts history.
"That's why the Councilforbidsthe personification ofprophetsinfilms andseries," Al-Munea said. "This leads to mocking them andloweringtheirdignity. Itdestroystheirprestige inthe hearts of Muslims."
The president of the Assembly of MuslimJurists inAmerica and member of European Council for Research and Iftaa, Hussein Hamid Hassan, said that portraying the Prophet (pbuh) is violating the consensus of the nation. He emphasized that Islamic laws prohibitanydepiction of the Prophet (pbuh),his family, Companions and other prominent figures from early Islam in works of art.
A campaign by Facebook users has been organizedtoboycott the Iranian film, demanding that Muslimcountries should banthe screening ofthe film andfile a lawsuitagainst the filmmakers.
There was so much secrecysurroundingthe actorwhoplayed the role ofthe HolyProphet (pbuh), but it turned out that Majeedi himself played the role. The film itselfis the firstpart of a trilogy depicting the Prophet's childhood and the periods afterward.
Though Majeedi knows exactly the gravity of the situation and the criticism his film will receive, he says that the production ofthe film is veryimportantbecause ofthe fewnumber of films that talk about the life of the Prophet (pbuh) whose life was dedicated to "the enlightenment ofhumanity," while there are more than 200film aboutChristians andJews.
Majeedi, said the first movie in the series attempts to show the nature of Arab society at the time of the Last Prophet's childhood andthe othercircumstances that led to his emergence in that particular era. He added that spiritual and moral values are foremost in his mind in making the movie, and that the trilogypresents the Prophet (pbuh) as the embodiment of these values. "We only seek to present the Prophet (pbuh) in his best image for his nation and the world,"Majeedi said. He requested everyone to see his work before judging it.
Some scenes were filmed in the cities of Kerman, Nur and Asaluyeh in the southofIran. A small modelof Kabaa was built from stones, covered with cloth and idols, with palm trees brought from Bam regionto the eastofIran,andplantedaroundthe site ofshooting, along with 60 authentic housesconstructed inthe mentionedcities. Scenes ofthe films show the attack of Abrah,the Abyssinian, and parts of Madinah, and the movement of convoys between Makkah and Madinah before the mission. The budget of the film exceeds $30 million, the most expensive film shot in Iran in the pastcouple ofyears.
Majeedi suggested earlier that he might choose Morocco to shoothis film,buta statement by the Moroccan Cinematographic Centermade itclearthat Morocco did not want tohave any relation with this, saying "we have a frame ofrelevantcriteria toprevent anyabuse affecting the administrative, financial, or dramatic aspects of these works."
Mohammed MehdiHeidarian is the producer, while Majeediworked for three years with Kambozia Partovi on the screenplay with assistance of a team of researchers and translators and several clergymenfrom Iran,Morocco,Tunisia, Lebanon, Iraq,andAlgeria.
The trilogy,as Heidarian andPartovisuggest,aims tomonitorthe life ofthe Prophet (pbuh), from his birth till death, stressing that the life of the Prophet (pbuh) cannot be covered by a single movie.
Iranian films about prophets and holy messengers are supported bythe Iranian government, and often rely on stories and novels that are incorrect and twistedina waythat expresses their point of view.
There is a foundation called Hanibal, which is in the process ofestablishinga correction course by focusing on the specialrelationship with the Ali bin Abi Talib and previously produced films about Abraham, Jesus, and Mary.
No doubt that the film represents a clear challenge to the feelings of millions of Muslims who are against the personification of prophets and messengers,inparticularProphet Muhammad (pbuh), in any artwork, film, or documentary. Hence the attack on the filmmakers, and the strong objection to its screening throughout the Arab andIslamic world.

A second industrial citywillbe built in Makkah and will be operational by 2016, Al-Sharq Arabic daily reported.
Saad Al-Qurashi, Makkah Chamberof Commerce board member,said the citywillhave an initial capital investment of SR 50 million which will grow to more than SR 1 billion in 10 years. "The citywillhouse 50factories andprovide more than 4,000 jobs for young Saudi men and women," he added.
"The chamber and some of the city's business leaders approachedthe municipalityto approved the piece ofland donatedbybusinessmanYousuf Al-Ahmadi," said Al-Qurashi.
"The lack of available land was the main obstacle to building the new city," he said.
He went on to reveal the donatedpiece ofland,onthe old Jeddah-Makkahroad,is five million square meters andfive times bigger than the requiredspace.
Al-Qurashi expects planning will take about a year to complete and will include cooperation between the chamber,the municipalityandthe MinistryofCommerce andIndustry. "Construction work will take three years and the city is expected to be ready by 2016," he said.
The new factories will concentrate on the production ofsouvenirs,whichare popularwith pilgrims wanting to take home a giftfrom Makkah. "Once the factories startproducing,the Kingdom will no longer have to import Haj gifts from India, China and Southeast Asia," he said. The souvenirs would display a "Made in Makkah" label.

Arab Contractors on track to complete Medina infrastructure of Haramain rail project this year

Osman Ahmed Osman andCompany,commonlyreferredtoas The Arab Contractors says it has completed 90% of the infrastructure developmentofthe Haramain High Speed Rail Project in the SaudiArabiancityofMedina andwillputthe finishing touches onitbeforethe year ends.
The Medina part of the rail project, also known as the Makkah-Medina rail link and expected to cost more than USD 14 billion, includes 50kilometers out of the overall length of 440km, Amr El Tanbouli, project manager at The Arab Contractors, told Zawya.
"The value of the Medina infrastructure part is USD 10.66 million," he said.
The Arab Contractors is also workingonthe USD 117millionprojecttoextend KingFaisal Road in Medina, which will be 2.3km long when completed. It will have three tunnels in the southern part of the road,andcompletion is expected inthe firsthalfof2014.

The Kingdom's GrandMuftiSheikh AbdulAziz Al-Asheikh called on the international community to criminalize acts of abusing great prophets and messengers such as Abraham, Moses, Jesus and Muhammad (peace be uponthem all),according to a statement issued today.
The statement was issued in response film in the United States denigrating Islam and ridiculing the Prophet (pbuh).
Al-Asheikh also appealed to the Ummah to react to any attempt to denigrate Prophet Muhammad (pbuh) bystrictlyadhering tothe values advocated bythe Prophet (pbuh) instead of unleashing violence against innocent people, the Saudi Press Agency reported.
"Condemnation of the attempts toabuse the Prophet (pbuh) should be withinthe LawofAllah and Sunnah of the Prophet.The Muslims should not shedthe blood ofinnocentpeople,or vandalize private properties or of public institutions," the Grand Mufti said.
The muftisaid the attempts ofa filmmakerfilled withhatred to Islam would not harmthe great personality of the Prophet (pbuh) or anything in Islam in any manner but would only reflect on the people who spread venomous ideas.
The Supreme Court today slashed the government's VIP Haj quota from 2,550 to 300 in an effort to curtail its discretion in allotting such seats.
The 2,550 seats were reserved for recommendations by dignitaries and eminent persons for nominees who failed to make the draw of lots a particular year.
The remaining 2,250 seats will now be distributed between state Haj committees, according to the order passed by a bench comprising Justices Aftab Alam and Gyan Sudha Mishra.
The same bench had earlier ruled that the Haj quota was "illegal" and "unconstitutional" and asked the government to phase out Haj subsidy.
Of the 300 VIP seats now on the government's list, the President can allot 100, Prime Minister 75, Vice-President 75 and the foreign ministry 50.
Al-Azhar sheikh demands new international law criminalizing defamation of religion

Grand Sheikh of Al-Azhar Ahmed al-Tayyeb has demanded a UN resolution criminalizing blasphemy against Islam and other world religions, as well as demanding that those he described as “misled” be punished for committing “these heinous acts of abuse to the Prophet.”
In a statement released Saturday, Tayyeb called on UN Secretary General Ban Ki-moon to criminalize the defamation of religion, saying that such actions and words threaten world peace and international security.
“Is not that irresponsible tampering, Mr. Secretary General, similar to the issue of [anti-Semitic] prejudice, which you condemn all the time, and [against] which verdicts were issued against alleged perpetrators in many countries of the world, even if they are great thinkers and scientists?” Tayyeb asked in the statement.
Tayyeb also called on all Egyptians to keep calm and condemned attacks on innocent people and expressed sympathy for victims of the recent violence. He also stressed the need to protect diplomatic missions and the headquarters of international organizations.

RIYADH - Sheikh Abdul Aziz Bin Abdullah Aal Al-Sheikh, Chairman of the Board of Senior Ulema and Administration of Religious Affairs and Ifta, Saturday denounced attacks on diplomats and embassies as un-Islamic after deadly protests against a US-made film against Prophet Muhammad (peace be upon him).
The Grand Mufti also called on governments and international bodies to criminalize insults against prophets and excoriated the film that has prompted a wave of fury across the Muslim world.
"It is forbidden to punish the innocent for the wicked crimes of the guilty, or to attack those who have been granted protection of their lives and property, or to expose public buildings to fire or destruction," he said in a statement carried by Saudi Press Agency.
Describing the release of the crudely made short film as "miserable" and "criminal", he added that attacks on the innocent and diplomats "are also a distortion of the Islamic religion and are not accepted by Allah."
"The greatest victory to the Prophet (pbuh) is to follow his guidance, adhere to his Sunna and spread his virtues," Al-Sheikh said, adding that the futile criminal attempt manifested in the blasphemous movie will not harm the Prophet in any way nor the religion because Almighty Allah has raised high the Prophet's esteem and brought upon those who oppose him a painful torment and humiliation.
He stressed that Muslims' condemnation of this criminal attempt should be within the boundaries decreed by Allah in His Holy Book and His Prophet's Sunna.
He said Muslims should be enlightened enough to understand that this sinful and criminal endeavor was not meant to insult the Prophet (pbuh) because by all means they cannot hurt him. History tells us that through such provocations enemies try to distract Muslims from strengthening unity and progress. Thus the best and most effective answer to these provocations would be for Muslims to go ahead in strengthening unity and achieving progress with greater determination, he said.
Saudi Arabia Thursday condemned the release of the movie and the deadly attacks against US missions.
The Kingdom "condemns the violent reactions in several countries against US interests," an official source said.
Saudi Arabia also denounces "the production by an irresponsible group in the United States of a film insulting Prophet Muhammad (pbuh)."
The Kingdom conveyed its condolences and sense of grief on the death of US diplomats in the attack at the US consulate in Benghazi, Libya, the official statement carried by Saudi Press Agency (SPA) said Thursday. It also "affirms its rejection of all acts that insult religions and religious symbols," the statement said.
MAKKAH — Muhammad Najm Al-Islam, Bangladeshi Consul General in Jeddah, praised the mega projects carried out by the government of King Abdullah, Custodian of the Two Holy Mosques, in Makkah, Madinah and the holy sites.
Following a meeting with Adnan Katib, Chairman of the South Asian Pilgrims’ Tawafa Establishment, here recently, Al-Islam said pilgrims from Bangladesh and the rest of the world have benefitted from the services these projects have provided.
The diplomat said he discussed with Katib the arrangements for receiving over 112,000 Bangladeshi pilgrims that are expected this year. Of these, 3,000 pilgrims come under the official Bangladeshi mission while the rest are distributed among 342 tourist agencies.
Al-Islam said Bangladeshi Prime Minister Hasina Wajed intends to perform Haj this year, adding this is an opportunity for her to visit the Tawafa establishment.
He said the meeting dealt with the Bangladeshi pilgrims’ transport arrangements, including access to the Mashair Railway.
He reassured that all pilgrims from Bangladesh will have camps in Arafat near the train station. This will allow them to reach different holy sites quickly. He added train tickets for pilgrims in the official Bangladeshi mission have been purchased, although seats still need to be booked.
Al-Islam said they asked Katib to distribute containers of Zamzam water before the end of Haj. He said they could be loaded onto below-capacity planes returning to Bangladesh before the pilgrims are ready to return. If implemented, this proposal will reduce the load on planes transporting pilgrims to Bangladesh, he added. It will also enable pilgrims to focus solely on performing their rituals.
He said Katib has promised to talk to the Zamzam water factory as soon as possible.
Al-Islam said he told Katib the Bangladeshi government would address any failings of some tourist agencies that could affect the pilgrims’ comfort, especially in matters concerning housing. He added that the Ministry of Religious Affairs in Bangladesh is keen to take action against agencies that are proven to be negligent.
The ministry is prepared to penalize these agencies and even stop some of them from organizing Haj tours next year.
BANDAR SERI BEGAWAN: Authorities in Saudi Arabia have expressed regret that they are unable to approve Brunei Darussalam’s request to secure more quotas for intending Haj pilgrims for 2012 corresponding to the Islamic year 1433 Hijrah, Borneo Bulletin reported.
The Minister of Religious Affairs, Pg Dato Seri Setia Dr Hj Mohammad bin Pg Hj Abdul Rahman, yesterday said that the Sultanate will only be allowed to send 400 pilgrims (or 0.1 per cent of the country’s total population) this year, as the Government of Saudi Arabia through its Haj Ministry has ordered every country, including Brunei, to adhere to their official quotas.
Such a system had been in place since 2002, where the Sultanate had been allocated an official quota of 400 pilgrims. However, through annual while, giving the Sultanate a total quota of 1,400 for each Haj season.
According to the Haj Ministry of Saudi Arabia, the move to cap the number of quotas for Haj pilgrims from countries around the world was due to the increasing number of Muslim population and haj pilgrims from Muslim countries. Furthermore, the Haj Ministry has received many applications for additional quotas that has put a strain on facilities and places of worships in the Holy Land, especially in Masyair Mina.
Saudi Arabia is also implementing a number of projects at Masjidil Haram and Masjid Nabawi, as well as in Masyair Mina, to enhance the capacity consultations with Saudi Arabia, Brunei has been allowed to apply for 1,000 more quotas all this to accommodate the growing number of Haj pilgrims.
In view of the unexpected announcement of the cut in Haj quotas for Brunei, relevant agencies are taking steps to send an appeal application to the Government of Saudi Arabia to ask for special consideration for Brunei.
The Ministry of Religious Affairs hoped that intending Haj pilgrims from Brunei would be understanding if they learn that they did not make the cut to be part of the 400 selected people.
Those whose names are not listed in this year’s lit should remain patient and pray for that they would be able to perform the Haj in future.
The Ministry of Religious Affairs said it respects the Government of Saudi Arabia’s decision. It is hoped that efforts to add more quotas for Brunei in the future would come into fruition once projects implemented by the Government of Saudi Arabia to enhance the capacity to accommodate the increasing number of pilgrims have been completed.
Selection Process For Intending Haj Pilgrims
Brunei’s Ministry of Religious Affairs has decided that the selection process for intending Haj pilgrims would be based on the following:
(1) Those who have never performed the Haj;
(2) Priorities in accordance to age groups such as 60 years old and above, 59 to 50 years old, 49 to 40 years old, 39 to 30 years old and 15 to 29 years old (those aged 15 years and below will not be given priority);
(3) Haj pilgrims who suffer from weaknesses and need a companion (These individuals will have to forward their application to the Haj Affairs Department for consideration); and
