Pedestrian bridges worth SR25m

RIYADH: Al-Madinah Municipality has constructed pedestrian bridges worth SR25 million at various locations to cope with high pedestrian density, said an official from the municipality.

According to the official, the move is in the interest of pedestrian safety in the city.

The undersecretary for studies and supervision at the municipality, Adnan Al-Sayed, said the bridges with a length of 360 meters are located in a number of areas that have a high pedestrian density.

In this context, he referred to a bridge with span of 57 meters on Khaled bin Al-Waleed near Qiblatain Mosque. Other bridges already built include one with a span of 54 meters on Prince Abdul Majeed bin Abdul Aziz and another bridge (48 m) on King Fahd Road.

Work is also in progress on the construction of another three pedestrian bridges on Prince Abdul Mohsen Street with length of 50 meters, and a bridge along Abu Bakr Road near Salam College for Girls measuring 62 meters in length.

“This comes under the guidance of Madinah region Mayor Dr. Khaled bin Abdul Qadir Tahir as part of the city’s efforts to protect pedestrians and avoid accidents,” he said, adding that eight bridges measuring 445 m in length have been implemented across various roads and streets.

Killer crane removed from Grand Mosque



The giant crane was dismantled and cut into segments to shift it outside the Grand Mosque.

MAKKAH — Large segments of the giant crane that killed about 111 people and injured more than 285 when it collapsed in the Grand Mosque in Makkah on Sept. 11 have been shifted outside the Grand Mosque.

Informed sources said the crane was dismantled and shifted to a safe place so as not to obstruct the movement of pilgrims and visitors.

However, the cement base on which the crane was erected is still in its place.

The sources said large parts of the crane, which were dismantled and shifted, were covering parts of the Mataf (the circumambulation area) and were resting on the upper part of the Masa (were pilgrims walk seven times between the hillocks of Safa and Marwah).

They said the large parts were cut into small pieces which could easily be removed.

The sources said the damaged areas in the Grand Mosque, especially the Masa, have been completely repaired.

The German-made Liebherr Group crawler crane LR 11350 involved in the incident was operated by the Saudi Binladin Group, which was heading the expansion of the Grand Mosque.

Custodian of the Two Holy Mosques King Salman ordered that SR1million be paid as compensation to the families of each of those who died in the crane collapse and also to each of those who suffered permanent disability, and SR500,000 to each of the injured.

King Salman also decreed that these compensation payments will not prevent private legal claims by the injured and families of the deceased.

The King also sanctioned the Saudi Binladin Group after an investigative committee concluded that the company “was in part responsible” for the tragedy.

Investigators found that the crane was allegedly “in a wrong position” when the high winds struck, as its main arm should have been lowered.

The firm’s executives have been forbidden from leaving the Kingdom pending the completion of legal action, and until the case is closed, the company will also be excluded from new public projects.

Crane in Mecca was technically faultless

- Liebherr crane experts complete the investigations on the cause of the accident.
- The crane which overturned in Mecca did not have a technical defect.

A crawler crane of the type LR 11350 manufactured by Liebherr-Werk Ehingen GmbH collapsed on 11 September 2015 on the Grand Mosque in Mecca (Saudi Arabia) killing more than 100 people and injuring hundreds of others.

According to the findings of the Liebherr crane experts sent to Saudi Arabia the LR 11350 was erected at the time of the accident with a boom length of approximately 190m, parked outside of the Grand Mosque and put out of operation. Previously it had sporadically been used for assembly works. In the late afternoon of 11 September 2015, during a strong thunderstorm and sandstorm with measured wind speeds of 80km/h (according to the CNN Weather Service) and 105km/h (wind recording of a Liebherr Tower Crane near the place of accident), heavy rain falls and a sudden drop in temperature by 20⁰C, the crawler crane was caught by the wind and tilted over the last support rollers of its crawler tracks.

The operating instructions of the LR 11350 and the associated "Wind Speed Charts" show that the crawler crane could not withstand such a high wind load and that the boom should have been lowered to the ground preventatively to avoid the tilting of the crawler crane.

In the meantime Liebherr has taken this very tragic accident in Mecca as reason to point out again to the operators of comparable Liebherr cranes worldwide the influences that wind has on cranes and to the unconditional compliance with the appropriate regulations mentioned in the operating instructions.

Bodies of stampede martyrs to be buried 
in 6 cemeteries in Makkah

MAKKAH: The Makkah Secretariat is preparing 74,700 graves across six graveyards which could accommodate some of the martyrs of the stampede in Mina among others, according to the Secretariat's Director of Media, Osama Zaytoun.

These include the Maalaa Cemetery, which has space for 30,000 graves, Al-Adl cemetery, which can take another 2,000 graves, Al-Sharea cemetery, which can absorb 22,000 graves, and Al-Haram Martyr’s cemetery, which has enough space for another 20,000 graves.

At the Holy Sites, Zaytoun confirmed that there are two cemeteries, Al-Rabway Cemetery and Arafat Cemetery, which can take the bodies of the martyrs, noting that each cemetery contains a washroom for the deceased and all other burial services.

The concerned authorities will finalize the burial procedures for the deceased upon the approval of their family members, while the bodies and all relevant assistance will be delivered to family members wishing to bury their relatives in their homelands.

JEDDAH: The bodies of the Mina stampede are being buried in separate graves after giving a bath and offering funeral prayers, the National Society for Human Rights (NSHR) of Makkah has said.

“The bodies are not being buried in mass graves. They are being buried separately as per the wishes of their relatives,” an official of the NSHR was quoted as saying by local media on Saturday.

The official said the authorities are collecting all information about the deceased, like fingerprints, DNA samples and photos, before being buried.
The NSHR in its report said that the secretariat of the Holy Capital was providing all the services, including preparing and numbering of graves, providing vehicles for transportation of bodies and workers.

Dr. Mufleh bin Rabian Al-Qahtani, chairman of the National Human Rights Association, was quoted as saying that constant efforts are being made by the government under the leadership of the Custodian of the Two Holy Mosques and the crown prince and deputy crown prince to make the Haj pilgrimage as smooth as possible.

“Whoever is criticizing the government has a political agenda and should abstain from that,” he added.

A team of the NSHR visited the emergency complex of Muaisem in the holy capital where the bodies of Mina stampede victims are kept. The team met with a number of workers in the joint management of the complex.

The team talked to a number of workers and tried to know the efforts being made to prepare the dead bodies for prayer and then after burial in Al Muaisem graveyard.

Al-Qahtani urged Muslim countries to educate and train the pilgrims before they travel for Haj.

“Embassies and consulates would help in identifying those killed in the tragedy and inform their relatives back home,” he added.

Hajj stampede death toll raised to 1,453

Latest figure for tragedy at religious site outside Mecca, compiled by 
the Associated Press, is nearly twice official Saudi estimate

A fresh tally of casualties killed in a stampede near Mecca last month has raised the death toll to 1,453, making this year’s incident the deadliest recorded during the hajj.

The figure, compiled by the Associated Press, was gathered from officials and statements by 19 countries whose citizens were declared dead at the pilgrimage.

The figure is substantially higher than official Saudi figures. The kingdom’s government had placed the death toll at 769 during the stampede near Mina, a religious site outside the holy city, where religious rites are conducted as part of the pilgrimage.

The incident sparked a diplomatic row. Iran, which announced that 465 of its nationals were killed, blamed its regional rival, Saudi Arabia, for failing to protect worshippers at Islam’s holiest sites and condemned its leadership.

The second-highest death toll was of Egyptians at 148, followed by Indonesians at 120, according to AP’s figures.

It is unclear why there is such a great disparity between the AP toll and that of the Saudi government, which said it was investigating the cause of the stampede.

The deadly incident came only 12 days after the collapse of a crane at the Grand Mosque in Mecca, in which more than 100 people were killed.

During the hajj, hundreds of thousands of pilgrims in Mina conduct a stoning ritual, where pillars representing the devil are pelted with pebbles to symbolise the rejection of sin. Pilgrims have often been killed or injured amid the crush of worshippers over the years in Mina, but the scale of this year’s tragedy dwarfs those of previous years.

If AP’s figures are accurate, the Mina stampede would be the single deadliest recorded incident in the hajj. The worst incident recorded until this year was in 1990 when 1,426 people died in a stampede in a tunnel leading out of Mecca.

MAKKAH: The Makkah municipality will build the first footbridge in the Sharaie area in east Makkah at a cost of SR5.358 million.

The municipality has announced the location to the implementing company, who will begin work at the beginning of next month.

Head of the municipality's supervision administration, Sharaf Al-Qurashi, said Thursday that the location of the bridge was chosen carefully to be situated on Omar Qadhi Street, a busy road with many commercial shops in the area. He clarified that the footbridge will be carefully designed with escalators.

Al-Qurashi also noted that the project will ease congestion and ensure traffic safety on roads, reducing accidents. Additionally, the municipality is building the Duqum Al-Wabar overpass, linking Al-Haram Road and Muzdalifah Road with King Abdulaziz Road.

The municipality's assistant director for roads, Mohammad Abu Taleb, said that the municipality is hoping to execute this project over a very short period of time, no more than five months, so that the season can benefit the most from the development. Additionally, the director of road construction, Ahmad Dahi, said that the longest road in the project is 1,050 meters, which was built in order to empty traffic from Mina to Al-Haram Road.

This led to a great improvement in traffic flow on other ramps and roads.

Makkah-Jeddah train every 10 minutes

JEDDAH: There would be trains between Makkah and Jeddah every 10 minutes once the Al-Haramain high-speed railway project is completed.

Trains between Makkah and Madinah would be available every 30 minutes, an official working on the project was quoted as saying by an online publication.

The official said that the final design for the tickets has been completed, which would be issued once the current experimental phase is over. 

Passengers would have some flexibility in terms of routes, and can choose direct journeys. The capacity of the trains would be increased depending on the passenger loads. However, there would be no compromise on comfort and safety levels, he was quoted as saying.

The 35 electric trains, which will travel at speeds of about 300 km per hour, were manufactured by Talgo, a Spanish manufacturer of intercity, standard and high-speed trains.

Seven trains will run within one hour to and from Jeddah, two trains will run between Makkah and Madinah, and four trains will run between Makkah and Rabigh.

Gang bottling fake Zamzam water
in Madinah busted

MADINAH: Health inspectors in Madinah have busted a room in a building in the city center where a group of foreigners were using the facility to bottle normal water in packs and market them as Zamzam water.

Earlier, a truck was detected while it was unloading empty bottles in the building and, accordingly, municipality officials were ordered to verify the contents of the building, head of the municipality Awwad Al-Tamimi said.

The inspectors, together with security patrols, stormed the building and found large quantities of empty bottles, fake Zamzam water labels, packing tools, and packs of milk, he said.

The foreign workers were held and handed over to the police while the truck and all items were seized and the location closed, he said.

Undersecretary of Madinah Municipality for Branch Municipalities Eng. Hamza bin Jafar said the municipally will never hesitate to clamp down on violators who are marketing items that may expose risks to public health.

He appealed to citizens and residents to join hands in chasing such violators by calling the municipality operations room at 940.

Makkah crane collapse 
compensation process begins

Specialized committees have started collecting data on the victims of the crane collapse in the Grand Mosque on September 11 which killed about 111 people and injured about 238 others.

Saudi Arabia’s King Salman bin Abdulaziz al-Saud ordered a compensation of SR1 million for the kin of each of the dead and for each of the permanently disabled victim and SR500,000 for the injured in addition to other incentives including the invitation of two relatives for next year’s Hajj pilgrimage as personal guests of the King.

King Salman also decreed that such compensation payments will not prevent private legal claims by the injured and families of the deceased.

“There is no room for fraud. Nobody can illegally benefit from the royal compensation,” said Dr. Mustapha Baljoun, director of the Department of Health Affairs in Makkah.

He told Makkah daily on Wednesday that the personal data of every dead or injured victim has been carefully registered in the hospital showing the time of admission by hour and minute.

“We will carefully collect the data of all the dead or injured victims to forward complete reports on them to authorities concerned to study their separate files and decide on their cases,” he said.

Baljoun said the data is “definite and crystal clear. It will include the name of the victim, his or her nationality, passport number, the number of his/her bed, time of admission, discharge or death.”

He said medical committees will follow up each case to determine the nature of injury if it is curable or permanently disabling.

Baljoun said, “Almost all the dead victims have been identified and many of the inured have recovered.”

The victims were of 12 different nationalities, with the greatest contingents of fatalities being 25 Bangladeshis and 23 Egyptians. Of the injured, the most represented nationalities were 51 Pakistanis and 42 Indonesians.

JEDDAH: Twenty foreign pilgrims were found with fake passports this year, according to the Passport Department.

Brig. Gen. Niyaf Al-Rowais, commander of Haj department, said the pilgrims were deported to their countries after their fingerprints were taken, a local publication reported.

Al-Rowais said the airport staff is specially trained to deal with these and other issues. There are also interpreters to assist in investigations and arrests.

He said there are 142 counters at the Haj and VIP lounges with state-of-the-art technolog, including computers, cameras and machines to record biometrics. Officials now spend about two minutes processing a passenger, he was quoted as saying.

He said work procedures clearing people to travel to the holy sites are in line with quality criteria required by the government.

stop work over payment delay

MADINAH — Work in King Fahd Qur’an Printing Complex in Madinah has stopped on Tuesday when about a 1,000 workers of the company operating the facility did not show up protesting the delay in the payment of their monthly salaries.

According to Al-Madinah newspaper on Wednesday, about 500 workers in the final supervision section and a similar number of workers in other sections have stopped work over the salary delay, which entered its third week now.

Accordingly, the daily said, printing of the holy book in various languages has stopped for the time being.

The employees claimed that there were payment delays during the past four months and said the company’s management did not bother to respond to their inquires on the issue.

They asked the Ministry of Islamic Affairs, Endowments, Call and Guidance to constitute a committee to make sure that they receive their monthly payments on time.

The employees said a permanent solution to the matter of the continuous payment delays must be found.

They said this was not the first time they had to stop work as they had done it more than once previously protesting their low pay.

The employees said they filed a lawsuit against the company in the Administrative Court in Madinah and subsequently their salaries were increased.

On the other hand the branch of the Labor Ministry in Makkah Province has halted all the ministry’s services from a private establishment in Jeddah for delaying payment of salaries to its 600 workers by more than six months.

Majdi Bamkoura, director of the ministry’s inspection department, said the services that were halted included recruitment, issuance, renewal and transfer of iqamas, change of profession, among others.

He did not name the establishment but said it has also committed another violation by not executing the ministry’s wage protection program.

Bamkoura said the ministry has obliged the establishment to sign a pledge to pay its employees all their outstanding salaries and to implement the wage protection program.

He said the owner was summoned to the ministry where he was asked to solve the problem and to prevent its recurrence in the future.

On their part, the employees claimed that the establishment delayed the payment of their wages for many months in the past.

They said the payment delay started by two months then went up to three before reaching six months now.

The workers said the owner was emboldened because they did not protest his decision to delay their wages at the first time. They added that he was deliberately delaying payments though had enough liquidity.

An employee, who did not want to be identified, said about 130 employees have resigned and asked to be issued with final exit visas.

He said the iqamas of about 400 have expired but the establishment did not make any move to renew them.

Dutch experts called in
to help recover toppled Mecca crane

The site of this month’s fatal crane collapse in Mecca, Saudi Arabia, has now been cleared of debris after a delicate lifting operation developed by heavy-lifting specialists from Mammoet.

Details of the collapse – which killed 109 people - and photographs of the clean-up operation have been published by Saudi Aramco, which was brought in as part of the task force investigating the accident and recovering the site.

Only the crane crawler’s body now remains in its place, barricaded off to maximise space for pilgrims to enter the mosque.

The accident

The collapse happed on 11th September 2015 after prayers in Mecca, the holiest city in the Muslim world. Weather condition changed suddenly winds reach 88 km/h and the crane location was effectively in a in wind tunnel corridor.

Contractor Saudi Bin Ladin had erected its LR 11350 Liebherr crane with its full 84m luffing fly as well as the full 102m main boom for construction work inside the mosque. Most of the construction works were completed a year ago; only small sections remained. The crane fell above the Massa, a three-storey route inside the mosque, measuring some 400m long by 20m. All pilgrims walk this route seven times as part of their main duties when they arrive and prior to their leaving.


 


The crane was placed to build the 2nd and 3rd floors of the Massa, which is being expanded to cater for a projected increase to five million pilgrims from this year’s two million. Its main boom was placed at an angle of 85° ready to resume construction after the pilgrimage season. This was against the manufacture instruction of keeping the boom horizontal at ground level while it is not in use.

The crane boom landed on the mosque during a storm. The hook block snapped out of the boom into the middle of the mosque, killing 109 people and injuring many more.



 


Liebherr’s statement

Liebherr has put out a statement saying that the crane itself was technically faultless. “According to the findings of the Liebherr crane experts sent to Saudi Arabia the LR 11350 was erected at the time of the accident with a boom length of approximately 190m, parked outside of the Grand Mosque and put out of operation. Removing the collapsed crane

The 20t jibs that fell on the mosque’s roof were lifted with assistance of a 50t tower crane (HC-L 335) and one of 60t (540 HC-L). The main challenge was the shape and location of the W-section that had penetrated through the roof and entered two levels of the building. Consultant Dar helped the contractor in designing a shoring system to transfer the load into the column and beams to reduce the weight on the roof. 

Mammoet supported the project by designing the lift plan. Also, the firm also designed a 6m-high wall supported with concrete blocks to prevent the crawler crane’s body from sliding into a main water supply line.

The pins of the boom and jibs were twisted in a way that they could not be removed except by cutting the sections.


 


The challenges of the clean-up

The main challenge was to return the mosque back to use for the peak pilgrimage season from 22 September to 28 September. The contractor and the government were racing against time working 24 hours to remove the wreckage of the crane safely and to open the roof and Massa.

The other challenge was removal of the 100t main boom section while preventing damage to the Massa façade. The contractor used an LTM 1500, AC 700 and two LTM 1400 to lift the boom and an LTM 1225 -225 to hold the winch drum and its components. The site’s HC-L 335 tower crane was used to release the boom from the façade wall. 


 


The aftermath

The government rapidly established a task force to respond to the crisis, producing a final investigation report within 24 hours and issuing a penalty on the contractor. Families of the deceased victims are being issued with compensation of up to one million Saudi Riyals (£175,000) and people left disabled by the accident are getting half a million Riyals.

Civil defences authorities as well as the contractor are working to enhance their safety systems with the aid from others entities including Saudi Aramco to ensure that the hundreds of other crane operations at the site are concluded safely.

Liebherr said that it has taken the accident in Mecca as reason to “point out again to the operators of comparable Liebherr cranes worldwide the influences that wind has on cranes and to the unconditional compliance with the appropriate regulations mentioned in the operating instructions”.

أطلقت الإدارة العامة للمشاريع بالرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي خدمة " شاحن " والتي دشنها معالي الرئيس العام الشيخ الدكتور عبد الرحمن بن عبد العزيز السديس بمكتبه وبحضور معالي نائبه لشؤون المسجد الحرام الشيخ الدكتور محمد بن ناصر الخزيم أوضح ذلك مدير إدارة المشاريع بالرئاسة سعادة المهندس سلطان القرشي .
وأبان القرشي أن إطلاق هذه الخدمة لشحن الهواتف النقالة داخل المسجد الحرام تم بعد موافقة وتدشين معالي الرئيس العام و بعد دراستها بشكل مفصل بكافة جوانبها التقنية والهندسية وتهدف الخدمة بشكل خاص لتلبية حاجة قاصدي المسجد الحرام من الطاقة الكهربائية اللازمة لتشغيل هواتفهم وشحنها بطريقة آمنة .

ولفت القرشي أن ذلك قد تم تلافياً لاستخدام المقابس والتوصيلات الكهربائية غير مخصصة للشحن وتجنب الحمل الزائد والعشوائي مما يسبب خطراَ على مرتادي المسجد الحرام .

وأكد القرشي أن خدمة "شاحن" مجانية وجميع أجهزة الشحن مزوّد بثمانية مخارج متنوعة تتلاءم مع كافة أنواع الهواتف المحمولة ويعمل الجهاز أوتوماتيكيا لتيار كهرباء بجهد ( 110-220 أمبير) وقوة جهاز الشحن (18 فولت) ويمكن تثبيت الجهاز بطريقتين مختلفتين : 1- التعليق على الحائط 2- الوقوف طوليا ( استاند) .
