علمت «عكاظ» من مصادر فنية بمشروع قطار الحرمين، أنه تم الانتهاء من الأعمال المدنية «المرحلة الأولى» لمنطقة المدينة المنورة، والتي تقع من المحطة الكيلومترية 255 إلى المحطة الكيلومترية 447 على مسار المشروع.

وأوضحت المصادر أن مقاول المرحلة الأولى «ائتلاف الراجحي» أنهى أعماله المقررة وتسليم المنطقة إلى مقاول المرحلة الثانية «ائتلاف الشعلة»، وذلك بعد الانتهاء من تنفيذ جميع الجسور والعبارات والقطع والردم وتنفيذ شبك الحماية على طول المسار، حيث يبلغ عدد الجسور في منطقة المدينة المنورة 34 جسرا، وهي كالتالي: 19 جسرا للقطار، 6 جسور سيارات، و6 معابر للجمال، نفق للقطار، جسران للأودية.

وبينت المصادر أن إجمالي كمية القطع الصخري في المنطقة بلغ حوالي 17,500,000 مليون متر مكعب، فيما وصل ارتفاع القطع إلى 75 مترا، كما بلغ إجمالي كمية الردم حوالي 25,500,000 مليون متر مكعب، بينما وصل ارتفاع الردم إلى 28 مترا.

وعلمت «عكاظ» أن تقاطعي التحلية والنزهة والمطار سيتم الانتهاء منهما نهاية الشهر الجاري، حيث إن أعمال السفلتة مستمرة لفتحهما أمام حركة السير.

Washing of Kaaba postponed

MAKKAH — The ghusl (washing) of the Kaaba that was scheduled for Tuesday has been postponed to the next Islamic year, the General Presidency of the Affairs of the Two Holy Mosques announced.

Ahmed Al-Mansouri, spokesman of the presidency, said the postponement was necessitated by the ongoing construction work inside the Grand Mosque and around it.

He said the northern plazas of the Grand Mosque are currently being expanded.

The area that encircles the Kaaba is being developed to accommodate a larger number of pilgrims.

“These development projects have made it imperative on us to delay the washing of the House of Allah to a later time,” he added.

The spokesman said directives were issued to delay the washing of the Kaaba this year because of ongoing development projects.

“This step has been taken to enable Umrah pilgrims on these days to do their rituals in peace and comfort,” he said.

The Kaaba is washed twice a year: First, in mid Shaban, which is the 8th month of the Islamic calendar, and the second in mid Muharram, the first month in the calendar.

It is washed with 45 liters of Zamzam water and Taif rose water.
It is also incensed using luxurious Cambodian wood. The Kaaba is dressed in its new dress (kiswa) on Dhul Hijja 9, the day of Arafat marking the Haj climax.

وبين الشيبي أن الأعمال التي يشهدها الحرم المكي من توسعات تستلزم إيقاف أي أمر يمكن أن يؤثر على سير تلك الأعمال التي تجري على قدم وساق في محيط الحرم.

وأشار الشيبي إلى أن هذا الإيقاف هو الأول من نوعه، حيث كان غسل الكعبة في عهد الملك عبدالعزيز ـ يرحمه الله ـ ومن بعده الملك سعود والملك فيصل يوم الـ15 من شعبان، ويوم 7 من ذي الحجة، قبل تغيير تلك المواعيد بسبب الازدحام الذي يحصل في الحرم تلك الأيام لانتشار شائعة كتب الأعمار في ليلة الـ15 من شعبان، بالإضافة إلى تزايد أعداد الحجاج، الأمر الذي تسبب في تغيير موعد السابع من ذي الحجة إلى بداية شهر محرم، ويوم الـ15 من شعبان إلى بداية نفس الشهر في عهد الملك خالد رحمه الله، وعليه يجري العمل حتى تاريخ اليوم، ولم يسبق تأجيل أو تأخير غسل الكعبة عن موعده.

من جهته أوضح المتحدث الإعلامي بالرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي أحمد المنصوري لـ»مكة» أن التوجيه صدر بتأجيل غسيل الكعبة بسبب المشاريع التي يتم تنفيذها خلال هذه الفترة في محيط الحرم المكي الشريف.

Hajis’ number to touch 5m in five years

JEDDAH: The number of Haj pilgrims is expected to reach five million and Umrah pilgrims 30 million in the next five years, said Haj Minister Bandar Hajjar on Thursday.

Speaking to businessmen in Madinah, he said the ministry has completed preparations to receive a record number of Umrah pilgrims during Ramadan, which is likely to begin on June 18.

“We have taken into consideration the huge increase in the number of pilgrims in the coming years,” Hajjar said and urged private service providers to extend the best possible services to the guests of God.

The minister said the opening of the new King Abdulaziz International Airport in Jeddah and Prince Mohammed International Airport in Madinah would help improve services to pilgrims.

“The expansion of the Grand Mosque in Makkah and Prophet’s Mosque in Madinah will help accommodate huge numbers of pilgrims,” he said.

Mohammed Al-Khatrawi, chairman of Madinah Chamber of Commerce and Industry, said the Haj and Umrah sector would contribute immensely to the Kingdom’s GDP and support its diversification drive.

“It’s one of the largest revenue earning and job creating sectors,” the chairman said, adding that it was contributing greatly to the region’s economy. It offers the best option to diversify revenue sources for the region, Al-Khatrawi said. “It can also boost investment and reduce dependence on oil revenue.”

The meeting discussed prospects of improving services to the millions of domestic and foreign pilgrims who visit Madinah after performing Haj and Umrah.

MADINAH — Foreign pilgrims will be fingerprinted in their homes before departing for the Kingdom, said Minister of Haj Bandr Al-Hajjar in a statement to the Al-Watan newspaper.

Al-Hajjar said that fingerprinting is part of the Haj system and that foreign pilgrims will be informed about the new system before they leave their home countries.

He added that according to the new system, pilgrims will be fully aware of their accommodation, transport and food. He added that the new electronic Haj system will help facilitate procedures for pilgrims arriving in and departing from the Kingdom via its airports, seaports and land borders.

“The Haj trip will be easy and fast. Pilgrims will complete all procedures before their arrival,” he said.

JEDDAH: Custodian of the Two Holy Mosques King Salman arrived in Jeddah on Thursday for his first visit since ascending the throne on Jan. 23, where he would outline efforts to further develop the region and improve services for pilgrims.

Makkah Gov. Prince Khaled Al-Faisal, adviser to the king, Jeddah Gov. Prince Mishaal bin Majed, Crown Prince Mohammed bin Naif, deputy premier and minister of interior, and Madinah Gov. Prince Faisal bin Salman, were present to meet the monarch at the airport.

A large number of princes and senior government officials were also present. The king was accompanied by senior princes and officials including Prince Muqrin.

Jeddah’s streets were decorated with more than 1,000 Saudi flags, photographs of the king, huge banners and lights. “Citizens and residents all over the city are happy to receive King Salman,” said Jeddah Mayor Hani Abu Ras.
“The first instruction I received from the king as governor and adviser was to put the welfare and progress of Makkah residents and pilgrims on top of my priority list,” Prince Khaled said in an interview.

“The royal visit provides a golden opportunity to learn about the king’s vision for the region’s overall development,” the governor said. “Makkah concerns not only Saudis but also Muslims across the world,” he said. The governor hinted that the government plans to correct the legal status of foreign communities living in Makkah, like the Burmese.

King Salman plans to perform Umrah and pray at the Grand Mosque, where he would seek strength and guidance from the Almighty to carry out his responsibilities, Prince Khaled said. He would also pray for peace and prosperity for Muslims across the world.

“King Salman is a strong believer and is emotionally attached to Makkah and its people.” Prince Khaled said the king is familiar with the city and region’s streets and families, and “knows its spiritual and historical value.”

He said King Salman has always been keen to listen to people and get their views first hand.

“We cannot forget his visit to Jeddah last Ramadan when he met with people and attended some events. This reaffirms his close relationship with people of the region.”

Prince Khaled urged citizens to be proud of their country. “Our biggest problem is that we do not know the value of our country and do not give it the status it deserves, especially at a time when the whole world appreciates us more than we do ourselves.”

Prince Khaled commended King Salman’s leadership role in Operation Decisive Storm to restore the legitimate government in Yemen. “The UN support for the Yemen operation reflects the Kingdom’s international reputation and credibility,” he added.

The governor disclosed his plans for massive development of the region, especially Makkah, Jeddah and Taif, by setting up comprehensive public transport systems including metros and developing underdeveloped residential districts.

Referring to stalled government projects, Prince Khaled stressed the need to promote a culture of responsibility and good management across all departments through direct and daily communication. “King Salman is personally interested in this vital aspect and is eager to ensure government agencies meet citizens’ requirements quickly and efficiently,” he added.

Prince Khaled commended Saudi youth and students for winning awards at global events in the fields of innovation and science. Steps would be taken in coordination with ministers to provide them with good opportunities and jobs, he said.

JEDDAH: Prince Khaled Al-Faisal, Makkah governor and adviser to the Custodian of the Two Holy Mosques, signed a deal Wednesday with Maher bin Saleh Jamal, chairman of the Makkah Chamber of Commerce and Industry, for the developmental integration of the region.

The governor asserted that the initiative of the developmental integration program is in no way linked with falling oil prices or Operation Decisive Storm, or any other reason for that matter.

"It stems from my belief to follow up the most successful approaches practiced all over the world. Jamal said this marked the care and diligence for all development programs implemented by the government, and highlights progress in the construction process and the advancement of human development.

وقال فدا لـ"مكة" إن مشروع مترو مكة يتضمن إنشاء محطات توقف ومحطات انتقالية كتلك المزمع إنشاؤها في جرول، كما سيتضمن سير المترو العديد من التقاطعات، وخطوط الانتقال من خط إلى آخر، فيما ستنشأ محطات التوقف على جانبي الطريق، وغالبا ما يكون مسار القطار في منتصف الطريق، منها طريق المدينة، مبينا أن كل هذه التفاصيل جرت دراستها بعناية في شركة مترو مكة.

وبين أن قطارات مكة ستكون خطوط سيرها عبر أربعة خطوط أطلق عليها خطوط «A، وB، وC، وD»، حيث خصصت المرحلة الأولى لتنفيذ خطي «B، وC» الذي يبدأ من طريق الطائف بجوار جامعة أم القرى بالعابدية مخترقا العزيزية ليرجع إلى جنوب محبس الجن، ومن ثم يسير إلى جنوب الحرم، حيث يتلاقى مع محطة كدي 2، ليتجه شمالا نحو طريق المدينة وهذا المسار هو «B».

أما المسار «C» فيبدأ من نقطة انتهاء قطار المشاعر بمنى، ليتجه من مخرجها مخترقا المنطقة الجبلية نحو الشمال حيث توسعة الملك عبدالله الجديدة بالحرم المكي، ثم يتقاطع مع طريق الدائري الثاني، ثم شارع أم القرى العام، ليتقاطع مع طريق الملك عبدالعزيز على الطريق الموازي، حيث توجد محطة انتقالية تحت مستوى الأرض، ومن هناك يمكن لمن يريد الوصول إلى جدة أو المدينة المنورة استقلال قطار الحرمين.

وأشار إلى أن خطوط القطار في المنطقة المركزية ستكون تحت الأرض، بينما ستكون الخطوط سطحية خارجها، وعن المدة الزمنية المتوقعة لاكتمال المشروع أوضح فدا أن الخطة الزمنية لنهاية مسار «B»، و»C» تتراوح بين أربع إلى خمس سنوات، وخلال الفترة ستكتمل كل الطرق الدائرية والإشعاعية في مكة المكرمة.

ونفى فدا أي تعطل لمشروع الدائري الثالث في منطقة تقاطع شارع الحج، وبرر توقف المشروع بسبب استكمال نزع الملكيات وتحويل الخدمات فيه، ليتواصل بعد ذلك الطريق باتجاه غرب جسر الجمرات، حتى يتقاطع مع شارع العزيزية العام، وصولا إلى منطقة المسخوطة.

وعن إطلاع المواطنين على مسارات القطار بمكة، قال مساعد الأمين العام لهيئة تطوير مكة المكرمة إن الأمر في انتظار موافقة أمير المنطقة، وتوجيه أمين عام الهيئة التطويرية من أجل إعداد ورش عمل متخصصة لإطلاق خطة إعلامية للتعريف بالمشروع ومسار القطار، وستصل الحملة لجميع شرائح المجتمع المكي.

أكد لـ«عكاظ» مدير إدارة المشاريع في الرئاسة العامه لشؤون المسجد الحرام والمسجد النبوي المهندس سلطان القرشي، أنه سيتم الاستفادة من مبنى توسعه المطاف بمراحله الثلاث للأدوار «الصحن، الأرضى، الأول، السطح للمرحلة الأولى والثانية»، مؤكدا الانتهاء الكامل من أعمال الأساسات للمرحلة الثالثة من مشروع رفع الطاقة الاستيعابية لصحن المطاف بنسبة 100 %.

وأوضح المهندس القرشي، إيقاف الأعمال الإنشائية والتشطيبات خلال الشهر الجاري، على أن تستأنف الأعمال بعد موسم رمضان للانتهاء من دور السطح للمرحلة الثالثة من المشروع قبل موسم الحج، مبينا أن أعمال توسعة الحرم المكي وصحن المطاف وصلت إلى مراحل متقدمة من التنفيذ، وأن الرئاسة ضاعفت جهودها بالتنسيق مع المجموعة المنفذة لمضاعفة الإنتاجية اليومية لإنجاز المشاريع من أجل خدمة ضيوف الرحمن وتيسير أداء الفريضة.

وأردف «تم الانتهاء من أعمدة دور الصحن بنسبة 94 %، والأسقف بنسبة 85 %، كما وصلت نسبة الإنجاز في أعمدة الدور الأرضي بنسبة 81 % والأسقف بنسبة 66 % وفي الدور الأول بلغت نسبة إنجاز الأعمدة 46 %، وللأسقف 14.3 %، وتم الانتهاء بالكامل من عبارات الخدمات في المشروع في دور الصحن، وكذلك إعادة بناء وتركيب الرواق العثماني بنسبة 40 %، وذلك من خلال إنشاء الأعمدة وتشطيب بعض الأجزاء منه».

ولفت المهندس القرشي، أن استئناف العمل في الأعمال الإنشائية والتشطيبات سيكون بعد موسم رمضان للانتهاء من دور السطح للمرحلة الثالثة من المشروع قبل الحج، لأنه من المقرر إيقاف كافة الأعمال خلال الشهر الجاري، مشيرا إلى أنه يجري حاليا العمل على توريد وتركيب السلالم الكهربائية للمرحلة الثالثة لتسهيل حركة كبار السن مع استمرارية ما تبقى من أعمال التشطيبات للأرضيات بالإضافة إلى تركيب الإنارة والتهوية المؤقتة لأدوار الصحن الأرضي والأول، مبينا أن أعمال التسليح والصب جارية بمنارتي باب الملك عبدالعزيز وسيتم الوصول إلى مستوى الدور الأرضي قبل موسم رمضان.

e-bracelets on the way for pilgrims

JEDDAH — The Ministry of Haj will soon ask all pilgrims to wear electronic bracelets containing important information, Al-Watan Arabic daily reported on Saturday.

A source from the government department said ministries of Haj and interior have completed an initial feasibility study into introducing the scheme.

He said: “The project is now with the Ministry of Finance for a budgeting proposal. Once the Ministry of Finance and the higher authorities approve the project, the Ministry of Haj will immediately implement it.”

He added the e-bracelet is water resistant and is to be worn by each pilgrim. “The e-bracelet has a barcode where all of the pilgrim’s information is stored.

The information stored includes address of residence in the Kingdom and full medical records. By scanning the barcodes, the ministry will be able to obtain all the information it needs.”

He added the project has six phases starting with the initial study of the project, followed by planning the project, getting the approval on it, forming committees, manufacturing and implementation, distribution and supervision.

The source said: “The e-bracelet will have services for pilgrims as well as a GPS system.

The e-bracelet will also have a prayer times alert, a compass pointing the pilgrims to where they should face when they pray, Haj and Umrah steps and supplications for both pilgrimages.”

He also said there would be an information desk contact available in a number of languages to help pilgrims maneuver the streets of Makkah.

“The ministry aims to serve pilgrims and visitors of Makkah within in its utmost capacity.

“The e-bracelet will be a technological revolution that will expedite many processes such as collecting statistics of pilgrims.”

He added a private association of Arab pilgrims has already developed a prototype e-bracelet. “The e-bracelet the association used had the GPS system as its main feature.

“Their plan was to quickly and easily locate the pilgrims in case of emergencies. “The experiment paved the way for our new e-bracelet.”

Redeveloping underdeveloped districts
in Makkah not impossible: Prince Khaled

JEDDAH — Makkah Emir Prince Khaled Al-Faisal, adviser to Custodian of the Two Holy Mosques, emphasized on Saturday that redeveloping the underdeveloped districts of major cities in Makkah province is not an impossible thing in view of the massive support being extended from the higher authorities.

"It is imperative for us to recognize that there is nothing impossible toward achieving development and growth because the government is giving all support and assistance to realize the progress of the country and the people,” he said.

The emir made the remarks while addressing the 16th meeting of the executive committee to develop underdeveloped districts in the region.

Prince Khaled, who is also chairman of the committee, reviewed the progress of work being carried out in three underdeveloped districts in Makkah and the districts of Petromin and Ghulail in Jeddah.

He was also briefed on the working plans to quickly draw up mechanism to address emergence of new underdeveloped neighborhoods and take necessary preventive measures.

The emir earlier instructed completion of regenerating the underdeveloped districts in Makkah in the coming five years. He also stressed the need for completion of all projects in the holy city on their scheduled time. The committee approved a time bound plan and executive program to develop these neighborhoods by the year 1440H.

Construction debris in Makkah angers citizens

MAKKAH — Current projects in Makkah to establish a new water network, roads and flyovers have created the problem of debris constantly being left near construction sites and other nearby empty spaces, Al-Riyadh reported.

During a tour, the newspaper found cement, wires, lampposts and other materials being dumped all over the holy city, especially at its entrance points.

Saleh Al-Hathly, a Makkah resident, said debris was spoiling the sites at the entrance of Makkah from the Taif side.

He said: “In every city, the municipality works hard to make the entrance of the city beautiful for visitors.

“At the entrance point from Al-Sharaie near Taif, we greet visitors and pilgrims with the ugly scene of construction materials and heavy equipment on the side of the road.

“There is a fleet of heavy machinery and damaged cars and other heavy construction trucks on the side of the road.

“What we need is beautiful trees and colorful sidewalks.” Obaid Saleem, another Makkah citizen, criticized construction companies for being “careless” about disposing waste.

He said: “Let us take the example of the third ring road on old Jeddah road. “The construction companies are dumping their waste materials everywhere.

“There are tons of waste materials and hundreds of trucks dumping their waste. “This is a big problem for Makkah residents because the pollution coming from the waste materials will affect us.”

Awad Muawaad, Makkah businessman, said it is not only construction companies that leave their garbage in the open in the city, but also small businesses.

He said: “Take for example furniture companies, which leave their waste in the open. “Same with car repair shops; they also leave damaged cars, engines and waste in the open.

“This is not how Makkah should be. “Soon it will be Ramadan and Haj and we will receive millions of pilgrims and visitors and this is not the way we should receive our pilgrims.”

Fahd Al-Harbi, investor in the tourism sector, said Makkah needs to redevelop streets and open spaces. He said local authorities should look at the successful examples of other international cities in this field and emulate them.

He said: “We should have innovation. The waste materials of big projects are not an innovation and should be dealt with quickly.”

The Word Council for Cities Data (WCCD) has awarded ISO golden quality management system standard, the world's most prestigious quality certificate, to Makkah Urban Observatory as the city of Makkah is among the constituents of the WCCD.

In a statement here today, Dr. Osamah bin Fadhl Al-Barr, who received the highly-evaluated certificate at a special ceremony in London recently, said the certificate paves the way for Makkah to exchange knowledge and experience with the world's leading cities and international organizations and their corporate and academic partners who are heading for more innovation, portraying alternative futures and building better and most appropriate city living standards.

Giving more information, the Executive Manager of Makkah Urban Observatory Eng. Ahmed bin Hussein Al-Khalagi said the certificate is given to cities who completed all required data to the council according to ISO No. 37120 dealing with sustainable development for constructional societies, indices for city services, and life quality upon 2014 criteria.
