No coronavirus cases reported in Makkah

MAKKAH — Director of Makkah Health Affairs Dr. Abdullah Al-Muallim has said no coronavirus cases have been reported in the holy city of Makkah so far.

He said Emir of Makkah Prince Khaled Al-Faisal had issued directives to transfer all cases of the Middle East Respiratory Syndrome (MERS) in the region to the newly established King Abdullah Medical Complex in north Jeddah.

Health Ministry data showed on Friday 10 more people have died in the country from MERS since last week.

The latest deaths occurred between March 6 and 12, mostly in Riyadh, bringing to 17 the number of MERS deaths so far this month.

A total of 950 people have been infected with the virus since it was first identified in the Kingdom in 2012, and 412 of them have died.

Increased scrutiny on umrah pilgrims
to ensure no IS terrorist links

NUSAJAYA: Malaysian umrah pilgrims will soon have to undergo strict scrutinising procedures before they could be allowed to perform the minor pilgrimage in Mecca, Saudi Arabia.

Tourism and Culture Minister Datuk Seri Mohamed Nazri Abdul Aziz said the move was deemed necessary in view of missing Malaysian umrah pilgrims.

He said that the Government wanted to make sure the purpose of them going to Mecca and Medina was solely to perform the pilgrimage and not joining the Islamic State (IS) in Iraq and Syria.

“There are cases of missing umrah pilgrims from Malaysia who went missing after performing the umrah to join the IS,’’ Nazri told reporters after visiting Pinewood Iskandar Malaysia Studios here on Wednesday.

He said that the scrutinising of the umrah pilgrims would involve those travelling to Mecca individually as well as those going via umrah packages offered by travel agents.

Nazri said the security agencies and authorities would have to come out with the security procedures to ensure that the Malaysian umrah pilgrims would return to the country after performing their umrah.

“We will work closely with the Saudi government to tackle the issue (of missing umrah pilgrims) as the issuance of umrah visas comes under their jurisdiction,’’ he said.

Nazri said apart from umrah pilgrims, a similiar move would also involve Malaysians going holiday abroad as they could also be going to Iraq and Syria via a third country to join IS.

He supported the proposed Prevention of Terrorism Act (Pota) said he would bring the issue to be debated in the current Parliament sitting at the IS threat was not only to Malaysia but also the world.

Police detect two individuals
involved in IS through umrah

KUALA LUMPUR: Police have detected two individuals who joined the Islamic State (IS) militant group through their umrah (minor haj) trip before meeting up with the militants in Syria.

Inspector-General of Police Khalid Abu Bakar said they had used the services of an umrah agency for the trip to ease their plan and to avoid detection by the authorities of their real intention.

“So far, we have detected two such cases where on the pretext of going for umrah, they actually wanted to join the IS militants.

“They went (to the Holy Land) not for a religious purpose….imagine, the umrah being misused,” said Khalid, who declined to reveal the identity of the two individuals.

He was met by reporters after handing out letters of appreciation to selected courteous road users and the best police contingents in the “Op Selamat” 6/2015 held in conjunction with the Chinese New Year celebration.

Khalid said police believed that the umrah agency had no connection with the individuals involved in the IS.

He said the problem, however, needed to be tackled holistically, including through legal means.

The IGP said police had so far identified 50 Malaysians who had gone to Syria to join the IS, while another 70 had been arrested including those trying to leave the country to go to Syria and also those who had returned from there.

Recently, Deputy Foreign Minister Hamzah Zainuddin revealed about individuals planning to join the IS movement through the umrah package, and information on this was obtained through sharing of information with certain countries, including members of the Organisation of Islamic Cooperation (OIC).

On another development, Khalid said police would call Penang Deputy Chief Minister II, P. Ramasamy over his statement deemed as racist which appeared on social websites.

“I have been informed that it is an old tweet, but we will still investigate whether it is an old or new tweet. We will call him and investigate the matter.”

Khalid said to avoid trouble or tension, elected leaders and community leaders should be careful before making statements, especially on social websites, as these could incite their followers.

DOHA: A Saudi ban on foreigners entering the Kingdom for performing Umrah in private vehicles has hit a number of aspiring pilgrims in Qatar.

People travelling by road to Saudi Arabia for Umrah are now required to go with an authorised tour operator (Muqawil) in their buses, industry sources have disclosed.

Several expatriates here who left for Umrah in their cars without knowing about the new rule were turned away at the Abu Samra border post over the past few days, said the sources.

The Umrah season has started in Saudi Arabia and will continue until the end of Ramadan, which falls in summer. Many people, especially expatriates in Qatar and other GCC countries, preferred to go for the pilgrimage in private cars, due to lower expenses and the convenience it offers while travelling with families.

Many pilgrims also take the opportunity to visit friends and relatives staying elsewhere in Saudi Arabia, which will not be possible with the new rule.

The new decision will apparently lead to a surge in bookings with the authorised tour operators and a possible increase in the tariffs, say industry sources.

People intending to go for Umrah now have two options — they can go by air or by bus. In both cases, they need to make the arrangements through a tour operator,” said a source.

Most tour operators conducting Umrah trips by road charge QR900 per person including accommodation and transport, but this may go up with an expected increase in demand, he added.

Representative of a community organisation that conducts Umrah trips for expatriates in collaboration with an authorised tour operator said they have got several new enquiries over the past one week from people who had originally planned to go in their cars.

“We are conducting Umrah trips this month coinciding with the Indian school holidays. All our seats are full and we are not in a position to accommodate new people,” he said.

An Arab expatriate said he was planning to go for Umrah in his car but changed his mind when he knew about the new rule from the tour operators about a week ago.

“I have got the visa and now I am planning to go by air,” he told this daily last evening.

Ilford women’s charity embarks
on pilgrimage to holy city Mecca


A women’s charity has set off
on a 11-day pilgrimage to Saudi Arabia.


13 March 2015

Thirty members of the Redbridge Disabled Women’s Welfare Association (RDWWA) are embarking on a journey to the holy cities of Mecca and Medina.

They were waved off in Clements Road, Ilford.

Abida Iqbal, chairman of the RDWWA, said: “We went last year with 20 members and it was such a successful trip that the ladies asked me to organise it again.”

The group will be staying for five days in Mecca and five in Medina for the Muslim pilgrimage, called Umrah.

They will carry out rituals including walking between the hills of Safa and Marwah and circling around the Kaaba, a building at the centre of Islam’s most sacred mosque.

Abida said: “It is a very spiritual journey to take and with the daily stress and problems we all encounter it is even more of a meaningful one.

“This pilgrimage is a time of selflessness; praying for our friends and families.

“We are going as one big family because this journey always brings us closer together and in sync with ourselves and God.”

No injuries in Madinah airport fire

There were no injuries reported after a fire at Prince Muhammad International Airport on Friday.

The fire broke out as a result of an electrical short circuit in a women's lounge at an executive office, according to fire safety officials of the airport. Prince Muhammad International Airport is one of the busiest airports in the Kingdom serving as a crucial gateway for pilgrims.

Passers-by cannot ignore the shouting of taxi drivers when crossing the streets of Makkah’s Al-Gaza neighborhood, where the expansion operations of the northern yard of the Grand Mosque are being implemented.

The shouts of taxi drivers trying to lure passengers to take them to Taif and Jeddah can be heard among the normal hubbub of people, as they wander alongside the visitors and pilgrims. They block the sidewalks of the streets with their vehicles, trying to find a parking lot in the narrow and congested location. Some of the taxi drivers go as far as Al-Dawareq traffic light on Sitteen Street to find some place to park and pick up passengers.

The taxi parking lots were absorbed in the expansion projects prompting the taxi drivers to voice their concern.

Ahmad Al-Otaibi, a driver, said the parking lots allocated by the competent authorities in the central area were lost now among the giant projects being implemented in Makkah.

“The taxi drivers are now in a bad situation because they cannot find a location to park their vehicles to pick up passengers. They just wander around Makkah streets randomly, mixing with other private-owned cars and expats operating their vehicles as taxis,” he said.

He and his fellow drivers appealed to the authorities to allocate suitable locations where they can park their cars.

SCTA shuts down four Makkah hotels

MAKKAH — Four hotels were shut down by the Saudi Commission for Tourism and Antiquities (SCTA) for violating its charter, Makkah reported.

Acting head of SCTA licensing Majdi Younis said the authority has been running thorough inspection campaigns and the four hotels shut down were in the Ajyad, Al-Aziziyah, Al-Muabidah and Al-Misfalah districts.

He said: “We inspected over 100 tourist resorts and attractions.

“Out of them, 48 were issued violation notices.

“The violations concerned pricing, licensing, quality of service and investment contracts.”

He added tourists and residents of Makkah can report to the authority any violations they see or unsatisfactory services they experience by calling 19988.

MAKKAH – The Al-Omrah branch municipality in Makkah has confiscated and destroyed more than 70,000 containers of different sizes containing fake Zamzam water, said the local authority’s chairman Luai Bin Jamal Ashour.

He said inspection teams from the municipality discovered an illegal factory for refilling and packaging the blessed water to sell to residents, pilgrims and visitors.

“The source of the blessed water is unknown. We have confiscated and destroyed the fake Zamzam water.”

Ashour said the municipality is coordinating with local authorities to close down the factory and clear the area.

Earlier this year, the Ministry of Haj noticed illegally packaged containers of Zamzam water being distributed to pilgrims.

The ministry said the containers were not manufactured according to the specifications of the King Abdullah Zamzam Water Project to provide holy water to pilgrims before their departure for their home countries.

A ministry’s official source said the ministry warned all Umrah companies against distributing these containers to pilgrims at their accommodation after investigations revealed that a number of unlicensed people were illegally distributing Zamzam water to pilgrims.

He said the ministry urged Umrah companies to ask pilgrims to obtain the holy water from its correct source, which is the National Water Company (NWC).

The NWC outlet, located in the Kudai district, has a daily supply capacity of 5,000 cubic meters of Zamam water and produces about 200,000 containers daily each with a capacity of 10 liters. The project was opened in 2010 at a cost of SR700 million.

It has 42 distributing points and is working around the clock to provide the holy water to pilgrims, visitors and residents.

Unlicensed Zamzam water seized

Makkah Municipality officials seized over 4,000 liters of unlicensed Zamzam water in the warehouse of a hotel in Ajyad District. The municipality also shut down 25 stores and seized 500 pieces of clothing in its inspection campaign this week.

‘My Umrah trip and Madinah

For Pakistani pilgrim, Mohammed Ali, this visit to Saudi Arabia is a dream come true. He is thankful to Allah that he was able to come and perform Umrah and pray at the Prophet’s Mosque in Madinah.

“I’ve had the honor of sending blessings and salutations upon the Prophet (peace be upon him),” he told Arab News, adding that he spends most of his time at the mosque.

Ali visited famous historical sites and battle sites in the holy city.
Sometimes, he left the mosques to go buy gifts and souvenirs to remember a journey like no other. “I bought small gifts for family and friends, such as beads, dates, and perfumes,” he said.

He added that his trip was very smooth and he did not suffer any challenges.
“The Kingdom spares no effort to develop services in all fields to make sure that Haj and Umrah pilgrims have the safest and most convenient journey.”
Ali has been amazed by expansion projects at the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah.

“I used to hear about these projects in the media but now I can see, with my own eyes, the majestic expansion projects, and I believe that Kingdom’s government is paying utmost attention to the Two Holy Mosques,” he said.
The trip cost Ali around SR4,500, including tickets and accommodation.

Licensing set for buildings for Umrah accommodation

The Saudi Commission for Tourism and Antiquities (SCTA) has decided to activate the resolution by the Council of Ministers which will facilitate issuing licenses to Haj buildings and using them to accommodate Umrah pilgrims and visitors.

Hate Qadi of the Haj Ministry told a local newspaper that the removal of buildings surrounding the Two Grand Mosques had forced officials to find alternatives to accommodate the growing number of visitors and Umrah pilgrims.

Pressure has increased on the officials because of the expansion projects. Al-Qadi confirmed that delays in implementing the required conditions by owners of buildings allocated for Haj pilgrims prevents Umrah visitors from benefiting by the decision.

He said the difference between Haj and Umrah accommodations is that the latter is subject to SCTA conditions, which differ from general rules stipulated in other residence buildings.
He pointed out that residential buildings should meet the required conditions, saying the Ministry of Haj had held meetings with SCTA to clarify what is required for accommodating pilgrims and Umrah visitors.

The SCTA held a meeting which applied the decision by the Council of Ministers to issue the necessary licenses for Haj accommodation and use the buildings to house visitors and Umrah pilgrims.

The meeting was under the direction of SCTA chief Prince Sultan bin Salman. Its purpose was to coordinate between relevant authorities and activate the decision and involve them in the implementation of the system.
The meeting discussed purposes and procedures for Haj pilgrims’ accommodation, the mechanisms for receiving Umrah visitors all year round, improving the level of services in addition to clarifying the role of relevant authorities and studying minimum requirements for licensing accommodation centers.

The meeting recommended the review of minimum requirements for hotel operation established by the SCTA in Makkah and Madinah. It also provided the SCTA with all models and conditions to be studied by members who should express their views. In addition, the SCTA will provide a list of licensed accommodation for Haj pilgrims which will also be used by Umrah pilgrims all year round.

The SCTA aims to hold a meeting concerning electronic links between the commission and other relevant authorities.
Haj buildings for accommodating visitors and Umrah pilgrims throughout the year should be safe and able to bear weight. The rooms should face the street with 2.5 meters allocated to each person. No one should be accommodated in kitchens and passageways. Rooms should be fitted with air-conditioning and the Qibla should be prominently indicated.

Egis/Systra consortium to undertake
design studies for Madinah metro

The Madinah Metro Development Authority (MMDA) has contracted a consortium of Egis and Systra to carry out the design studies of metro network in the Saudi Arabian city.

Under the contract, the consortium will undertake feasibility studies for green, red and blue lines of the proposed metro, covering a total of 95km, including 25km underground and 48km overhead.

In addition, the agreement includes the development of a preliminary design for the metro, including the preparation of invitation to tender documentation for design and build contracts.

The new metro network in Madinah is part of a plan initiated over the past few years to develop and modernise Saudi Arabia's transport infrastructure.

With this new rail network, Madinah will be able to serve millions of pilgrims every year. The metro is scheduled to start operation in 2020.

The Madinah Metro project is divided into two distinct phases.

Along with Systra and Parsons, the French engineering group is currently in charge of the project management and construction supervision of three lines of the future Riyadh metro in Saudi Arabia.

In February, the Louis Berger Egis Rail Joint Venture (LBER JV) secured a project management contract from Qatar Railways Company for all elevated and at grade sections of the Doha metro in Qatar.

Medina makes plans for

Pilgrims travelling to Islam’s second holiest city could soon be arriving at the Prophet’s Mosque on driverless trains.

A proposed metro system in Medina, Saudi Arabia, is likely to include driverless trains, the chief executive of the city’s public transport programme said yesterday.

The metro is likely to be operational within eight years and will be mostly overground.

Proposals for the multibillion riyal mass transit system including three metro lines, two bus rapid transit (BRT) lines, four express bus routes and seven feeder bus routes were announced by Saudi Arabian government officials last November amid soaring numbers of Haj and Umrah visitors.

Speaking at the Middle East Rail conference in Dubai yesterday, Mamdouh Tarabishi, the chief executive for the Public Transportation Programme for Medina, revealed futuristic images of the city’s proposed metro carriages, adding that they would “most likely” be employing a driverless design.

“Many Muslims spend their whole lives saving up to visit the city of Medina so the least we can do is provide a safe and easy to use transport system to accommodate them,” he told conference delegates.

He added that the city of 1.3 million inhabitants currently hosts about 8 million visitors a year and has no public transport apart from taxis.

A working committee including the finance and transport ministers has been established to facilitate and supervise the project, which is expected to be rolled out within eight years.

But Mark Loader, global director for rail at the engineering consultancy CH2M Hill, which was involved in building the city’s new airport, warned future contractors to prepare carefully for working in the city.

“The city of Medina presents a number of unique challenges for contractors,” he said. “Part of the city is off-limits to non-Muslims, which can cause difficulties. When we were working on the airport there was only one hotel in the city that was open to non-Muslims. And, as in any Saudi contract you must plan early what visas you will need because it is very difficult to bring in extra labour.”

Saudi Arabia is also constructing a metro system in the capital Riyadh and a mass rail system in Mecca as part of its major infrastructure upgrade across the kingdom.

Construction of the Riyadh metro started last April and it is set to open in 2019, while work on the Mecca system is expected to start next year and will be completed in three phases over a period of 10 years.
