Makkah Emir Prince Khaled Al-Faisal, who is also advisor to the Custodian of the Two Holy Mosques King Salman, stated that Makkah should be the most beautiful city in the world. “Makkah, Makkah and Makkah is at the top of my priority list,” he said. Such strong statements and affirmative promises if translated into action will surely transform not only Makkah but the adjoining region into modern urban areas with world-class amenities.

The ambitious implementation of such mega-projects requires a master plan and clear goals. A commitment within a time frame is also a must. Prince Khaled has already set the ball rolling; however, he has no magic wand. As an experienced official, he has a vision and is well informed about the latest developments in the more advanced cities of the world. He is well aware of the level of municipal efficiency and other related services applied in other countries, but we cannot expect much without proper cooperation and efficient implementation by government institutions and contractors undertaking projects in the city.

The holy city of Makkah requires the support of every man and woman in order to transform it into a global city. There should be no room for negligence or incompetence. The task is itself daunting. It will not be easy to overhaul years of neglect, corruption and complacency. Prince Khaled took on the task in his first tenure as Makkah Emir and he has now been given the opportunity to complete it. The public is eager to support him and hopefully his team will not disappoint him.

There is no substitute for hard work and time is of the essence. In the past, a lot of money went down the drain and much effort was in vain. We cannot allow ourselves to be embarrassed further by the abuse of power, mismanagement, poor services and substandard and mediocre projects.

Prince Khaled has outlined his vision and stated his goals clearly. Officials and the public should not ruin the momentum by indulging in lip-service commitments or producing false promises. Good governance and sound management must prevail. The Emir needs capable partners who are innovative, creative and sincere. The people of Makkah region should rise to the occasion, exhibit civic sense and work hard to make the city of Makkah among the top cities of the world.

Conference to discuss ways

The first international conference on the development of slum areas in Makkah will be held in 1437H and will be chaired by Prince Khaled Al-Faisal, governor of Makkah and adviser to Custodian of the Two Holyy Mosques King Salman. The announcement was made by Bakri Assas, president of Umm Al-Qura University, on Sunday.

Assas said that the conference will be organized by Umm Al-Qura University with the aim of developing the slum areas of Makkah and provide and apply scientific strategies to deal with all the social, economic, urban and security dimensions for the development of these areas locally and globally.

He said it will also devote an important aspect of the project that was sponsored and started by the late King Abdullah for the reconstruction of Makkah and the development of slum areas. He said it will also highlight the efforts of Prince Khaled in the development of districts and neighborhoods of Makkah with traditional solutions to bring the holy city on a par with the top cities of the world.

Assas said the conference will coincide with the preparations of the third conference on "human stability” under the supervision of United Nations that is expected to take place in 2016, with sustainable development goals for humanity and development of slums.

Amjad Abdulrahman, general supervisor of the conference, said the conference aims to link the most important issues related to slum areas and focus on the humanitarian living. The conference will offer effective and creative experiences to develop slum areas, identify the most important challenges, emerging issues in the light of modern and variables solutions to develop slum areas and role that could be played by international academic institutions in the development of policies and strategies in the Arab region.

Abdulrahman said the conference will have many events and scientific sessions along with lectures and panel discussions by international experts in the field of development of slums. He said experts will be invited from around the world who have experience in this regard and workshops held to discuss realistic projects that can be implemented in Makkah.

Expropriated Makkah properties
revalued, worth goes up 25%

MAKKAH — Another valuation of properties in Makkah that had been expropriated to make way for various development projects has increased their value by 10 to 25 percent, the Arabic daily Makkah reported.

The committee that values such properties, assigned by the Administrative Court in Makkah and the Makkah Chamber of Commerce and Industry’s (MCCI) real estate committee, has looked into 12 transactions involving expropriated properties in two months since its establishment.

Member of the valuation committee and MCCI’s real estate committee Muhsin Al-Suroori said the transactions that were revalued led to the compensation for the properties in question being increased by 10 to 25 percent.

He added that all these transactions were returned to the Administrative Court in Makkah for the judges to examine and approve the compensation recommendations.

There are evaluations of transactions that are still pending because their papers are incomplete, said Al-Suroori. The committee holds a session every Wednesday, he said.

“When the papers are complete, this enables the committee to look into the compensation value presented by development companies or government authorities that are carrying out the demolition of the citizens’ properties.

“In these cases, the citizens have objected to the value of the compensation.

“The formation of this committee comes due to the numerous objections presented to the Administrative Court by the citizens on the valuation of their properties by the authorities taking over them.”

Real estate expert Humaid Al-Zuhair said: “The holy capital is witnessing many development projects at present, especially in the central area and the neighboring areas.

“The projects include the construction of new roads. This necessitates the demolition of many buildings by the development companies or the government authorities.”

Chinese pilgrim dies after falls
from mataf bridge

MAKKAH – A female Chinese Umrah pilgrim died Monday after falling from the temporary circular bridge into the mataf (circumambulating area around the Holy Kaaba).

Brig. Gen. Muhammad Al-Ahmadi, commander of the Grand Mosque Security Force, said that the body of the pilgrim was taken to the morgue at King Faisal Hospital in Makkah.

Meanwhile, ‘Sabq’ online newspaper said the woman committed suicide by jumping from the temporary mataf bridge.

The woman stood on a chair and climbed up a wall in a high place in the mosque before jumping down, it said citing police sources.

وباشرت الجهات الامنية بالمسجد الحرام الحالة وتم تسليم ملف الحالة الى الجهة المعنية فيما تم نقل الجثة الى ثلاجة الاموات بمستشفى الملك فيصل بالعاصمة المقدسة، وقامت لجنة الطب الشرعي بالكشف عليها لاصدار تقرير طبي عن حالة الانتحار.

وبين قائد قوة أمن المسجد الحرام العميد محمد الأحمدي أن الجهات الأمنية المختصة بمكة المكرمة ممثلة في البحث والتحري الجنائي والأدلة الجنائية والبصمات باشرت الحالة، حيث تولى ملف التحقيق في القضية مركز شرطة الحرم بشرطة العاصمة المقدسة وهيئة التحقيق والادعاء العام بحكم الاختصاص، فيما تم نقل جثة المعتمرة الصينية إلى ثلاجة الوفيات بمستشفى الملك فيصل بالعاصمة المقدسة.

من جهته، كشف لـ«عكاظ» مصدر أمني في شرطة العاصمة المقدسة أن المعتمرة الصينية أقدمت على الانتحار بعد أن ألقت بنفسها من الطابق العلوي للمطاف المؤقت، مؤكدا أنها كانت تعاني من أمراض نفسية حادة.

وبين المصدر أن المعتمرة وصلت إلى المملكة قبل عدة أيام لأداء العمرة برفقة زوجها وطفلتها (ثلاث سنوات تقريبا)، ولم يسبق لها أداء العمرة من قبل، لافتا إلى أنه حسب إفادة زوجها فقد حضر وزوجته إلى مكة المكرمة قبل أسبوع للزيارة وأداء العمرة، مؤكداً أنها حاولت الانتحار خارج الحرم قبل 48 ساعة من وفاتها، وتم تحويلها إلى جهات التحقيق في العاصمة المقدسة لحظتها قبل أن تعود معه لمقر سكنهما، موضحاً أنهما عادا أمس للحرم للطواف وفقدها أثناء ذلك قبل معرفته بأنها ألقت بنفسها من أعلى المطاف المؤقت.

وأكدت مصادر التحقيق أن المنتحرة كانت تستخدم مهدئات للسيطرة على ما تعانيه من أمراض نفسية وصفت بالحادة، حيث لا تستطيع السيطرة على نفسها حال تعرضها للحالة، منوهة إلى أن الطفلة كانت برفقة والدها أثناء انتحار الأم وسيتم تسليم الجثة إلى زوجها إذا رغب دفن جثمانها في مكة المكرمة.

Ahmed Mater's Magnetism (2012) is emblematic of the vibrant new art scene emerging from the Gulf. The etching print, which exists in several versions, pictures a black cubic magnet neatly encircled by steel dust—a poetic evocation of the pilgrimage to Mecca, known as the Hajj, and of the pilgrims' undulating movements around its most sacred building, the Ka'aba.

This didn't stop watchmaker Omega, part of the Swiss Swatch group, to appropriate Magnetism in one of its latest ad campaigns, replacing the Ka'aba with a Seamaster Aqua Terra watch. The Quotidien de l'Art reports that the artist never agreed to this commercial use and is now suing the group for copyrights and moral rights infringement via a Paris law firm. He has requested €1,337,500 in damages, as well as an injunction to stop using the image in France.

In legal documents quoted by the QdA, Mater's lawyer, Michel Dutilleul-Francoeur, explains that the artist couldn't possibly have given the authorization to use his image without an official green light from the Saudi authorities, since blasphemy is a crime in the kingdom. Hinting at early negotiations, he mentions the fact that Mater might have considered a deal if Omega had acquired two editions of the work and donated them to a museum, but this didn't come to pass.

“Omega SA has destroyed several years of work by letting the public believe that [Mater] is mocking religion when he lives in a country with a religious police and where blasphemy is a crime—it is thus putting the artist and his family at risk," Dutilleul-Francoeur states. “They could be forced into exile should a fatwa be declared against him and those who broadcast these counterfeited images."

Contacted by Le Figaro, Swatch's head of communications, Bastion Buss, said the he believed it was within the group's rights to use the image “to extol the watch's antimagnetic properties." “For the first time in the history of watchmaking, a watch resists magnetic fields superior to 15,000 gauss," he said. “It's a real technological prowess."

“This is exactly what we are showing with the steel dust that cannot get near the watch, demonstrating its magnetic resistance," he explained, adding that, “Antimagnetic properties have always been illustrated in this way in reference manuals."

Mashaer Rail workers wait
for salary four months after Haj

A number of seasonal workers employed on the Mashaer train project during last year’s Haj in Makkah have launched legal action against three companies who had allegedly not paid salaries owed to them four months ago.

Mohammad Al-Bishi, one of the workers, said their contracts stipulate that they should have been paid SR3,000 each. He claimed the company he worked for ignored all requests for payment.

Another worker, Majid Hussein, said he and several colleagues completed the work assigned to them. “But after two weeks we received text messages requiring us to sign financial settlement documents. When we asked about our salaries, the company told us we would be receiving them after two weeks,” he said.

Majid Baqader, a citizen, said he had joined other workers in asking for their salaries and reference letters. “The company did not even offer us decent meals during our two shifts. When a meal was provided, it wasn’t fit for human consumption.”

Baqader said the company refused to give them their salaries because most of the workers are foreigners and cannot demand their rights through the Labor Office.

Lawyer Awad Al-Harthi, who is representing the workers, said the case is currently being considered by the Labor Office in Makkah. “When I tried to get copies of the contracts on the company’s website and searched its business records on the website of the Ministry of Commerce and Industry, I did not find anything,” he said.

He said a class action suit was filed at the Labor Office. “Two of the operating companies were present during the session, the third did not show up. The company employed 5,000 Saudi and non-Saudi workers without official mandates from sponsors and the Labor Office,” he said.

The director general of the project, Abdulaziz Abdullah, said on social networking sites recently that all cash entitlements would be paid out as long as the project is under way and agreements have been signed.

Custodian of the Two Holy Mosques King Salman has instructed authorities to open the newly expanded areas of the Grand Mosque in Makkah for use by the growing number of Umrah pilgrims and worshippers.

“King Salman has approved the opening of the completed areas of King Abdullah Haram Expansion Project for worshippers,” said Sheikh Abdul Rahman Al-Sudais, head of the Presidency of the Two Holy Mosques.

The royal gesture will create additional space for at least 500,000 worshippers. The move is significant as it would help accommodate the thousands of pilgrims who come from different parts of the world for Umrah.

King Salman’s order also comes at a time when the ongoing third phase of the mataf (circumambulation area around the Kaaba) expansion has denied access to some parts of the existing mosque for worshippers.

“The opening of the expanded area of King Abdullah project would ensure smooth flow of pilgrims and worshippers,” Al-Sudais said.

He added that the presidency would keep the area ready by providing prayer mats, light and sound systems, Qur’an copies and Zamzam water cans.

The latest Haram Mosque expansion, which was launched by the late King Abdullah, was estimated to cost SR80 billion. It will increase the mosque’s capacity to two million worshippers while that of mataf 130,000 per hour.

King Salman also ordered to provide translation of the Juma sermon at the two holy mosques in Makkah and Madinah in Turkish and Hausa languages in addition to English, French, Urdu and Malay.

MAKKAH — Custodian of the Two Holy Mosques King Salman has issued directives on Thursday to take advantage of the areas that have been completed from the King Abdullah Expansion Project of the Grand Mosque.

The King’s directive came in the wake of the heavy turnout of Umrah pilgrims and visitors to the holy mosque.

The ongoing third and final phase of the mataf (circumambulation area around the Holy Kaaba) expansion is expected to complete before the next Haj.

Sheikh Abdurahman Al-Sudais, head of the Presidency for the Affairs of the Two Holy Mosques, said that the presidency will take initiatives to implement the royal directive with immediate effect.

Meanwhile, the evacuation of areas in Madinah to make way for the expansion of the Prophet’s Mosque had been postponed till after the Haj pilgrimage.

MADINAH — The municipality in Madinah has begun moving the remains of the dead at a cemetery near Quba Mosque to a new location before starting expansion work on the mosque.

The spokesman of Madinah Municipality Yahya Saeed said expansion of the mosque and its cultural center was “very important” so it could accommodate larger numbers of worshippers, prompting the decision to relocate the remains buried nearby. He said the cemetery was closed to new burials years ago.

The operation to remove the remains of the dead from the cemetery is being carried out by experts in this field, he added.

Muhammad Khatri, head of the branch of the Ministry of Islamic Affairs, Endowments, Call and Guidance, said the expansion of Quba Mosque would coincide with the expansion of the Prophet’s Mosque.

أكد لـ(عكاظ) وكيل الرئيس العام المساعد لشؤون الخدمات مشهور بن محسن المنعمي، أن الإدارة المعنية في الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي بدأت في تنفيذ الأمر السامي الكريم من خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود بالاستفادة من المساحات التي تم الانتهاء منها من مشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز - رحمه الله - لتوسعة المسجد الحرام.

وبين أن المساحة التي تتم الاستفادة منها تمثل 70% من إجمالي المساحة الإجمالية لمشروع التوسعة، متوقعا أن تصل النسبة إلى 90% خلال شهر رمضان المقبل، مشيرا إلى أنه تم فتح كافة مشاريع دورات المياه الجديدة حول المسجد الحرام ضمن أربعة مشاريع تم إنجازها مؤخرا ليستفيد منها ضيوف الرحمن.

وبين أنه تم التنسيق مع الإدارات والجهات المعنية بتقديم خدمات لضيوف الرحمن في المسجد الحرام لتنفيذ الأمر الملكي، مضيفا: استفاد المعتمرون وقاصدو بيت الله الحرام من المساحات التى تم الانتهاء منها من مشروع توسعة المسجد الحرام خلال صلاة الجمعة أمس، موضحا أنه تم تجهيز الساحات بالفرش اللازم وتوفير السقيا من ماء زمزم، وتأمين وسائل الأمن والسلامة الضرورية، وانتشار رجال الأمن من القوة الخاصة بأمن المسجد الحرام ورجال الأمن والسلامة التابعين للرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي.

This area has the capacity to hold 150,000 worshipers, the Saudi Press Agency reported.

“The presidency has also readied all the required services including Zamzam water containers, prayer rugs, light and sound systems and air-conditioning. Promote values through new media

Imam and Khateeb at the Grand Mosque Sheikh Saleh Bin-Humaid called on the believers to employ the new media to promote virtue, humanitarian sentiments and values, love for others and encourage good and charitable deeds and cooperation in good deeds and piety.

''The new media has brought about various kinds of positive and negative social changes some of which are good, some bad, useful or harmful. It is a significant media platform that transcends geographical borders as people can come into contact from all corners of the world, cutting across distances of space and time. Its role is immense in the lives of individuals, families and nations and it has made giant strides in the world of communication,'' Bin-Humaid said while addressing the congregation at the Grand Mosque in Makkah on Friday.

The new media has the potential to open the doors of virtue making the path to righteousness easy, enabling a man to be obedient to Allah and engage in charitable deeds, he said.

It can also maintain the good relations between individuals, communities, relatives and friends and also between workers of the same profession and enable exchange of useful information and create a mutually loving and kind community doing virtuous deeds. It also can save time, efforts and money and communicate fast.

It is an effective means for teaching, learning and calling to Allah and offering guidance, and engage in good deeds and piety. It is also a new means to prevent evil and hostility from near and distant places,'' the imam said in his sermon.

The sheikh pointed out that officials can discover the faults in their official duties and administration, and look for better ways of performance.

On the other hand, the information networks, social media, chat rooms, blogs, personal accounts and Internet forums offer interactive relations between individuals or people at different places and positions without any time or moral restraint and so have the potential to waste one's precious time resulting in self-destruction, psychological disorders, frustration, upsetting personal relations and negligence in discharging one's responsibilities, the sheikh pointed out.

Bin-Humaid drew the attention of the believers to the perils that lurk in the new media such as spread of destructive ideologies, poor supervision and freedom from all checks and controls, no restriction in publishing permissive or pornographic contents that lead to moral degeneration, and waste of time and energy besides keeping people aloof from their families and communities, and become addicts to permissive sites.

He added that the new media also provides the platform to spread gossips, falsehoods and material for character assassination without revealing the identity of the villains. They can also be used for promoting hatred, sectarianism, enmity and disintegration of societies.

In his seron at the Prophet's Mosque in Madinah, Imam and Khateeb Sheikh Abdul Bari Al-Thobaiti called on the believers to struggle to win the love and satisfaction of the Almighty. He stressed the need for dedicated and sincere efforts to serve one's parents and the society at large.

Grand Mufti Sheikh Abdul Aziz Al-Asheikh has stressed the importance of rallying all efforts from media and educational institutions to combat terrorism.

“The misuse of the religion by extremists is greatly damaging the image of Islam,” he said.

Those sinners attribute their inhuman actions to Islam when they claimed an Islamic State and Allah knows that the hypocrites are liars, said the grand mufti.

Al-Asheikh made these remarks during his weekly talk show while highlighting the importance of an international conference, opening in Makkah on Sunday, to discuss counter terrorism from a Muslim perspective.

Under Custodian of the Two Holy Mosques King Salman’s patronage, Makkah Gov. Prince Khaled Al-Faisal will open the conference, titled “Islam and the Campaign Against Terror.”

The Muslim World League (MWL) is organizing the event.

According to MWL Secretary-General Abdullah Al-Turki, the theme of counterterrorism was selected because of the deeply upsetting events taking place in the world as a result of terrorist acts falsely attributed to Islam.

He declared that combating terror is a religious necessity in Islam.

“The terrorist groups, their supporters, who declare society as a whole as infidel and kill innocent people as a religious act, are misguided groups that are not following the right Islamic path,’’ said Al-Turki.

Stressing that the international community should confront those supporting terrorism, the secretary-general pointed out that terrorist organizations are inciting sedition in Muslim communities.

Al-Turki claimed that MWL subsidiaries in various countries have been striving to fight against terror.

“The conference will also focus on the Kingdom’s tireless efforts to combat terror and also the implementation of the Shariah law and the mutual support between the Kingdom’s people and its leaders,” said the MWL secretary-general.

Several academics and officials from Islamic centers and societies across the world are taking part in the conference.

The first session will focus on the definition of terror from the Islamic perspective and also its definition from the international standpoint, as well as the use of religion as an umbrella for terror.
