KSA population is 30.8 million; 33% expats

Saudi Arabia’s population stood at 30.8 million at the end of 2014, a 2.6 percent rise from 2013, according to data released by the Kingdom’s Central Department of Statistics and Information (CDSI).

There were 20.7 million Saudis, making up 67 percent of the population, while the number of foreigners stood at 10.1 million or 33 percent, according to an analysis conducted by the economics reporting unit of Al-Eqtisadiah newspaper.

The population had grown by 2.7 percent from 2012 to 2013, amounting to 29.2 million people. This consisted of 20.3 million Saudis and 9.7 million foreigners.

The CDSI said that the country’s Gross Domestic Product (GDP) stood at SR2.82 trillion at the end of 2014, while per capita GDP was SR91,700.

Per capita GDP had grown by 9 percent over the past 11 years, an annual increase of SR4,900.

The highest per capita GDP growth was between 2004 and 2005, when it grew by 23 percent, or from SR43,000 to SR52,800.

According to the analysis, per capita GDP dropped 19 percent between 2008 and 2009, from SR87,600 to SR63,400, as a result of the global financial crisis.

Al-Eqtisadiah had estimated that the Kingdom’s population would reach 37.2 million by the year 2020 based on the average annual growth rate over the past nine years.

King gifts 216-year-old manuscript to museum

الملك سلمان يهدي "الدارة" مخطوطة فقهيّة عُمرها 216 عامًا


Custodian of the Two Holy Mosques King Salman gifts King Abdul Aziz Museum (Darat) a 216-year-old manuscript.
The King has also pledged SR10 million for each literary club in the Kingdom.

الرياض 11 ربيع الآخر 1436 هـ الموافق 31 يناير 2015 م واس

برز من بين الوثائق التاريخية التي تملكها دارة الملك عبدالعزيز، مخطوطة كان قد أهداها خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز آل سعود ـ حفظه الله - للدارة قبل 18 عامًا، باسم (المُقنِع) لموفق الدين أبو محمد بن قدامة الذي عاش ما بين 541 هـ و620هـ، وأعيد نسخها في الدرعية عام 1220هـ، متناولة الأمور الفقهيّة التي يحتاجها المسلم في حياته.

ولم تكن هذه المخطوطة إلا واحدة من سلسلة الوثائق التاريخية التي حرص الملك سلمان بن عبدالعزيز - وفقه الله - على اقتنائها من مختلف مصادرها، تلبية لشغفه الفطري بالعلم الذي لازمه منذ الصغر، وكان سببًا في وصفه برجل التاريخ والثقافة والفكر، إضافة لرغبته - أيده الله - في خدمة تاريخ الجزيرة العربية، وعلومها، وآدابها، لإمداد الباحثين وطلبة العلم بما يرفد معارفهم من المصادر الأصيلة والكتب النافعة.

وعدّت خطوة الملك سلمان في إهداء المخطوطة "إبان توليه إمارة منطقة الرياض ورئاسة مجلس إدارة دارة الملك عبدالعزيز" مثالاً، استشهد به كل من يملك وثيقة تاريخية قديمة في المملكة، ليهرع الجميع إلى إيداع ما لديهم من مصادر تاريخية إلى الدارة، فأودعت كل مصدر باسم صاحبه، حتى يعود إليه متى يشاء، تنفيذًا لتوجيهات الملك المفدى - رعاه الله -.

ويؤكد المسؤولون في الدارة أن مخطوطة (المُقنِع) من أهم ما ورد إليهم عن تراث الدولة السعودية الأولى قبل سقوط الدرعية عام 1233هـ، وأعاد نسخها في 375 صفحة الشيخ سليمان بن عبدالله بن محمد بن عبدالوهاب - رحمه الله - في فترة أوج الدرعية، ورخائها الاقتصادي، وذلك بخط عربي أقل ما وصف بغاية الحُسن والضبط الذي استخدم فيه الألوان الزاهية، والزخرفة، والخطوط المتعدّدة.

وحظيت المخطوطة بأهمية بالغة لدى علماء الفقه الإسلامي، وحقق إعادة طباعتها حاليًا في كتب فاخرة انتشارًا واسعًا في العالم الإسلامي، حيث عُدت مرجعًا علميًا أصيلاً في القضايا الفقهية المتعدّدة، ناهيك عن دورها التاريخي في إبراز اهتمام الدولة السعودية الأولى بالعلم، والعناية بنشر الكتب في فترة ذاع فيها صيت النسخ والنشر على أيدي الوراقين.

وتحتفظ الدارة بمخطوطة (المُقنِع) في مركز للمخطوطات يقع في قاعة تضم أكثر من خمسة آلاف وثيقة أثرية، وما إن يدلف الزائر إليها إلا ويعود به الزمن إلى القرن السادس الهجري، حيث الكتب والمخطوطات التاريخية الإسلامية والخاصة بالجزيرة العربية، والعهد السعودي تحديدًا، يتوسّط ذلك أدوات عتيقة استخدمها الوراقون في نجد للنسخ خلال القرون الوسطى، وأوراق متناثرة هنا وهناك تحت زجاج حافظ مرقمة وموصومة بأسماء أصحابها، وتحمل في طياتها بصمات لحقب زمنية متنوعة.

وبضغطة زرّ واحد تتغير الأجواء في ممرات ومكاتب دارة الملك عبدالعزيز ما بين البرودة والاعتدال، إلا أن مركز المخطوطات يحتفظ بدرجة حرارة ثابتة قدرها 21 درجة، وهي أجواء أكد خُبراء الورق أنها تؤمّن حفظ الأوراق التاريخية من التلف، بعد أن تم إعادة ترميمها في مركز الملك سلمان بن عبدالعزيز للترميم والمحافظة على المواد التاريخية التابع للدارة.

وتتيح الدارة للباحثين وطلاب العلم الاطلاع على محتويات المركز الذي أنشئ عام 1423هـ، وسجل عضوًا في هيئة المخطوطات الإسلامية بجامعة كامبريدج البريطانية، وذلك للاستفادة المعرفيّة منها، في حين بلغ عدد الرسائل العلمية التي اعتمدت على هذه المخطوطات 250 رسالة، إضافة إلى ترشيح عدد من المخطوطات لتحويلها إلى كتب مطبوعة.

RIYADH — The newly appointed emirs and ministers took the oath of office before Custodian of the Two Holy Mosques King Salman here on Sunday.

Addressing them, King Salman said: “It is hoped from our ministers and emirs of regions that they will do good. They are from the roots of this country that was unified by Allah and then the late King Abdul Aziz. Thanks to Allah it is enjoying security, prosperity, stability and unity. “The Kingdom is the Qibla of Muslims and it is the cradle of revelation.

“Our loyalty is to our country and people. The late King Abdullah’s advice was to serve our citizens and religion before anything else. Thanks to Allah, this state since it was unified by King Abdul Aziz has been in security and stability. In front of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and in presence of the Crown Prince and the Deputy Crown Prince; princes, ministers Cabinet's members, governors of regions, and assistant speaker of Majlis Al-Shura, who were appointed by royal orders in their posts, swore an oath at Al-Yamamah Palace in Riyadh today.

At first, they all listened to the recitation of the verses from the Holy Quran.

They swore separately saying, 'In the name of Allah, the most gracious, the most merciful, I swear by Allah Almighty to be loyal to my religion, King and country, and not to divulge a secret of the State secrets, to maintain its interests and regulations, and to perform my duties sincerely, honestly and faithfully.

The princes and ministers who swore the oath shook hands with the Custodian of the Two Holy Mosques.

Then, the princes, who were appointed by Royal Orders as Governors of Makkah, Riyadh and Qassim Regions, swore the oath. They included Prince Khalid Al-Faisal bin Abdulaziz, Advisor of the Custodian of the Two Holy Mosques and Governor of Makkah Region; Prince Faisal bin Bandar bin Abdulaziz, Governor of Riyadh Region; and Prince Faisal bin Mishaal bin Saud bin Abdulaziz, Governor of Qassim Region. Moreover, Dr. Yahya bin Abdullah Al-Samaan who was appointed by a Royal Order as Assistant Speaker of Majlis Al-Shura, swore the oath.

They swore separately saying, 'In the name of Allah, the most gracious, the most merciful, I swear by Allah Almighty to be loyal to my religion, King and country, and not to divulge a secret of the State secrets, to maintain its interests and regulations, and to perform my duties sincerely, honestly and faithfully.'

Then, they shook hands with the Custodian of the Two Holy Mosques.

Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud delivered a speech on this occasion, in which he expressed confidence in the ministers and governors of the regions, describing them as the roots of this country which was unified by Allah and then by the late King Abdulaziz based on the Holy Quran and the Sunnah. King Salman also said that the country is blessed with security, prosperity, stability and unity.

The Custodian of the Two Holy Mosques also said that Muslims travel to the Kingdom of Saudi Arabia to perform Hajj and Umrah as the place of revelation is Makkah and Madinah. Thank to Allah Almighty, the Kingdom of Saudi Arabia enjoys security and stability. Our devotion to our country and our people is a matter that we were brought up to do since the era of former kings - from the late King Abdulaziz to the late King Abdullah.

Praise be to Allah Almighty, this country has enjoyed security and stability since being unified by the late King Abdulaziz to its new era. Also, this country has been based on Islam and the Islamic faith since being founded by Mohammed bin Saud, the Custodian of the Two Holy Mosques concluded.

People in the Makkah Province have wholeheartedly welcomed the reassignment of Prince Khaled Al-Faisal as their governor, as announced in Thursday’s royal decree.

They hope that with the return of Prince Khaled, known for his strict governance and discipline, the holy city will once again reverberate with activities, notably, workshops, government council meetings, excellence awards and inspection tours.

During his tenure as governor, Makkah witnessed a giant leap in all fields — economic, cultural and social. A number of governorates were promoted and the municipal budgets increased for projects.

This was reflected in serving the citizens directly from the governorate, implementing public sector projects, and creating thousands of job opportunities.

Citizens also are aware of the way projects were implemented with the deadline set for them for completion during the prince’s administration. This led to the culture of transparency in project implementation, notably those related to floods and overpasses. “We hope such mechanisms are applied in the railway and airport projects as well,” a citizen said.

Prince Khaled has always been against provisional and temporary solutions, and detests the work of paving and asphalting roads carried out before his scheduled visits. He also showed his displeasure about posting or hanging welcome billboards and signs during such visits.

They expect the prince will once again convene youth meetings in his office, where heads of government bodies, council members and the other concerned parties meet together to discuss projects, the time schedule for their completion and withdrawal of the delayed projects from contractors.

Experts in the urban development sector said the return of Prince Khaled will accelerate the pace of work in projects, especially as most of the strategic projects were planned by him and he engaged national and international firms in these projects.

Prince Khaled always kept his eyes on the media to follow up any complaints and reports, one expert said.

Saeed Al-Amoudi, a real estate development expert, said the residents of Makkah give credit to Prince Khaled for the speedy achievement of projects and the quantum leap in providing some government utilities, which contributed to the development of the region.

Al-Amoudi hoped that with the return of Prince Khaled the pace of development will gather speed, problems facing government bodies will be solved and paperwork at government offices reduced.

The deputy chairman of the property assessment committee in Makkah, Imad Al-Rasheed, said Prince Khaled is known for his leadership qualities. “He always supervises the projects himself and does not settle for what is written in the reports of the committees. This has made him a very successful leader in economic, cultural, tourism and social fields,” added Al-Rasheed.

He expects the return of the prince will solve many problems facing the public and private sector projects, mainly the housing issue and activate tourism projects in Jeddah and Taif.

Saudi Arabia has asked several countries to shut down their Haj missions in the holy cities of Makkah and Madinah in the off-season, in a renewed bid to curb the mushrooming of illegal offices in these cities.

The Haj missions would be allowed to operate during the Haj season for four months from Shawwal to Muharram every year.

“A circular has been received by the Pakistani mission in this regard,” said Khayyam Akbar, deputy chief of mission at the Pakistani Embassy, Monday. Akbar said the Ministry of Haj had instructed the embassy to open its offices only during the four months stipulated.

An official source said that “several offices, neither allowed by the Saudi government nor associated with foreign diplomatic missions, have sprung up illegally in the three cities, making money through unscrupulous agents.” The move is to close down these operators, he added.

Asked about the status of Indian Haj missions in the two holy cities, B.S. Mubarak, consul general at the Indian Consulate, said that “a circular from the Saudi side has been received.” He said India would comply with the decision.

“We have already removed the signboards from our Makkah mission, while our Haj office in Madinah has fallen under the Madinah demolition zone.” Mubarak said that India would limit the operation of its Haj missions to four months as per the provisions.

Indonesia, which operates its Haj mission in Jeddah, has two offices in Makkah and Madinah, said Ahmed Dumyati, Indonesian Haj consul.

Dumyati said “the Indonesian Haj mission in Jeddah is part of its Jeddah Consulate.”

“We have posted a caretaker to look after our office in Makkah, which is currently closed; while our building in Madinah is also not occupied,” said the Indonesian official.

Several other diplomats contacted by Arab News said they also received the circular. Pakistan, India and Indonesia are among the five countries that send the most pilgrims and workers to Saudi Arabia.

These countries together with several other Muslim states maintain and operate dozens of Haj offices in Makkah, Madinah and Jeddah. Most of these offices also offer residential facilities for diplomats and foreign guests, who fly to the Kingdom throughout year, especially during the Haj season.

Saudi diplomatic missions abroad issue about 8 to 9 million Haj and Umrah visas every year.

Umrah visas represent 55 percent of the total visas issued by the 112 Saudi diplomatic missions and 12 temporary Saudi Haj missions abroad. The ministry of Haj currently deals with about 5,000 private companies including diplomatic missions for Haj and Umrah.

JEDDAH – India and Saudi Arabia on Tuesday signed an agreement for the 2015 Haj season under which the quota for Indian Hajis will remain the same as the previous year.

Owing to the ongoing massive expansion works of the Grand Mosque in Makkah, the Haj quota was curtailed for the last two seasons.

Tuesday’s agreement was signed following a meeting between Saudi Haj Minister Bandar Hajjar and India’s Minister of State of External Affairs V.K. Singh here.

A total of 136,020 Indians will perform Haj this year, of which 100,020 pilgrims would come through Haj Committee of India and the remaining 36,000 would come through private tour operators.

Hajjar and Singh discussed issues related to the performance of Haj by Indian pilgrims, including their transportation, accommodation and awareness campaign.

Hajjar briefed the Indian minister on the great efforts and elaborate arrangements being made by the Saudi government to make available the best ever services and facilities for the pilgrims to perform their rituals in ease and comfort. He specially noted the ongoing largest ever expansion in the history of the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah, in addition to the development projects implemented at the holy sites of Mina, Arafat and Muzdalifah.

The need to make cooling system effective in Mina, better bus facilities for pilgrims to move between Jeddah, Makkah and Madinah, catering services to pilgrims and standardization of baggage also figured in the talks, according to B.S. Mubarak, consul general of India.

On his part, Singh appreciated the Saudi authorities for extending the best services to pilgrims. He conveyed deep condolences on the death of King Abdullah and expressed best wishes for Custodian of the Two Holy Mosques King Salman. Singh fondly recalled the meeting between Prime Minister Narendra Modi and King Salman while the latter was crown prince during the G20 Summit in Brisbane, Australia last November.

The Indian delegation also included Ambassador of India Hamid Ali Rao, Chairman Haj Committee of India Qaisar Shamim, Joint Secretary (Haj), Ministry of External Affairs, Ajit Gupte, Consul General Mubarak, CEO Haj Committee of India Ataur Rahman, Consul of Haj Noor Rahman Sheikh and representatives from Ministry of Civil Aviation.

Mataf expansion enters final phase

The Presidency of the Two Holy Mosques Affairs has announced that about 30 percent of the third and final phase of the ongoing mataf (circumambulation area) expansion in the Grand Mosque in Makkah has been completed.

Work on the final phase started about four months ago and included the demolition and reconstruction of the mosque’s southeastern portion facing Al-Safa Palace.

قطعت توسعة المطاف في الحرم المكي الشريف شوطا كبيرا في تنفيذ أعمالها خلال المرحلة الأخيرة بعد أن استمرت في هذه المرحلة نحو الـ4 أشهر شملت إزالة المباني الغربية الجنوبية من الرواق العثماني والمصليات والأبواب الخارجية من جهة قصر الصفا، بالإضافة إلى صب أول أعمدة خرسانية، في التوسعة قبل شهر في مطلع ربيع الأول الماضي لتصعد بعض أساسات التوسعة على الأرض تمهيدا لرفع البنيان بعد إكمال ترتيبات الخدمات في تلك المنطقة، وهو ما يساوي قرابة الـ30% من أعمال المرحلة الأخيرة لتوسعة المطاف بحسب إدارة المشاريع برئاسة الحرمين الشريفين.

وكانت توسعة المطاف في مرحلتها الأخيرة قد أمضت 127 يوما منذ تسوير المنطقة الواقعة بين بابي الملك فهد والملك عبدالعزيز وفصل التيار الكهربائي عنها لنقل أدواتها الكهربائية والثريات وجميع الخدمات التي تقع بها من مفارش وسقيا ومصاحف وغيرها، لتبدأ أعمال الإزالة بعد ذلك والتي شملت جهة باب الملك عبدالعزيز والمكبرية الجنوبية للمؤذنين، لتتسارع أعمال المرحلة الأخيرة من التوسعة المقرر انتهاؤها بنهاية العام الهجري الحالي 1436.

وتماشيا مع الجدول الزمني المقرر لأعمال التوسعة أوضح مدير إدارة المشاريع برئاسة الحرمين المهندس سلطان القرشي أن التوسعة تسير وفق جدول زمني محدد، وذلك لحساسية المكان وأهميته البالغة لدى جميع المسلمين في شتى بقاع الأرض، مبينا أن رئاسة الحرمين تفتح بين الفينة والأخرى منافذ جديدة في الجهات التي تشغلها أعمال التوسعة للعمل على انسيابية حركة الزوار والمعتمرين إلى الحرم بدون تأثير أعمال التوسعة على دخولهم وخروجهم من الحرم.

وأكد القرشي أن أعمال التوسعة موافقة تماما للخطة الموضوعة مسبقا، مبينا أن جميع الأعمال المقرر إنجازها في هذه الفترة تم إنجازها على أرض الواقع، مؤكدا في ذات الوقت أن كافة أعمال التوسعة لا تؤثر على عملية العمرة والزيارة لضيوف الرحمن القادمين من كل فج عميق.

وتعويضا للمواقع التي تشغلها توسعة المطاف بمرحلتها الثالثة أكد القرشي أن المرحلة الأولى ستتاح للمصلين بكافة طوابقها، لافتا إلى أن الدخول لصحن المطاف من الجهة الغربية للمسجد الحرام عبر الدور الأرضي لتوسعة الملك فهد، ومن الجهة الشرقية من خلال أبواب السلام بقبو المسعى وأبواب المسعى الأرضي مروراً بالمرحلة الأولى ما بين الصفا إلى باب الفتح.

أعمال مشاريع الحرم بالإضافة إلى التوسعات تتركز على:

1 - إنشاء جسور تربط توسعة المطاف ومبنى التوسعة السعودية الثالثة.
2 - تهيئة الطواف الآلي ونظام التظليل لصحن الطواف والسطح.
3 - تدعيم إنشاءات التوسعة السعودية الثانية بما يتلاءم مع أعمال إنشاءات توسعة المطاف.
4 - إعادة توزيع الخدمات في بدروم التوسعة السعودية الثانية بما يحقق ارتباطا أكبر بين بدروم التوسعة الثانية وصحن المطاف.
5 - تأمين الشبكات المغذية للتوسعة السعودية الثانية والمسعى خلال تنفيذ التوسعة.
6 - توفير عناصر الحركة الرأسية لربط أدوار المطاف كافة بما في ذلك المصاعد المخصصة لخدمة ذوي الاحتياجات الخاصة.
7 - فتح مخارج إضافية للبدروم ناحية المروة ومخرج للدور الأرضي ناحية الساحة الشرقية.
