Weekend Umrah package rates dive

Umrah travel operators in the capital have drastically reduced the weekend pilgrim package to SR100, down from its original price of SR220 during the holy month of Ramadan.

The peak season for the pilgrimage ended with the Eid holidays on July 28. This year, the peak season coincided with the summer holidays. A large number of vacationers could be seen with their families in Makkah and Madinah during the break.

A return fare from Riyadh to Makkah by a luxury coach, including accommodation in the holy city, will cost SR100 per pilgrim.

Accommodation can be upgraded to four-star hotels in the holy city upon an additional payment of SR50 per pilgrim.

One travel operator said the weekend package to Makkah and Madinah starts at 4 p.m. from Riyadh on Thursday and ends on Saturday at midnight.

Each family is given a large room at a three-star hotel, while bachelors share four to a room. Children under 12 cost only half the fare.

There are nearly 275 Umrah travel operators spread in the capital that are largely concentrated within the Batha city center.

During the journey, coaches stop over at three points for the Maghreb prayer, Isha prayer and dinner and at the ‘meeqat’ in Taif for allowing the pilgrims to don their ihram (attire for performing pilgrimage) to be able to perform morning prayers at Makkah.

Local hotels in Madinah, in liaison with the local tour operators, have arranged city tours to historical sites for visitors to the Prophet’s Mosque in Madinah. Places of interest include Quba Mosque, the first mosque built by the Prophet Muhammad (peace be upon him) in Madinah, and the Qiblatain Mosque, where the direction of prayer was shifted from Al-Aqsa Mosque in Jerusalam toward the House of God in Makkah.

Ministry warns against bogus Haj operators

The Ministry of Haj is executing a plan to crack down on fake Haj operators inside the Kingdom who fleece their customers by collecting money for the Haj in advance and then suddenly vanish without a trace. They shut down their offices and keep their mobiles switched off leaving their victims in the lurch.

The ministry is also monitoring the service category where some operators claim to offer “VIP” services but it is merely a trick to charge large amounts of money from the hapless customers.

The authorities have been advising people to be cautious while dealing with Haj operators and this year it has drawn up an effective plan to eradicate the fraudulent practices.

“The Haj Ministry will closely monitor the marketing and advertisement campaigns of local Haj operators to prevent fraud,” Bandar Hajjar, Haj minister said in a statement on Sunday.

“We will monitor all the modes of communications including the print and social media, brochures and leaflets distributed on the streets or any posters pasted in the localities,” he added.

The Haj minister pointed out that it is mandatory for all Haj operators inside the Kingdom to display on their advertisements their license number, class of accommodation and the allowed number of pilgrims in Mina.

The minister warned that action would be taken against operators who failed to adhere to the new rules and urged the public not to approach operators who did not advertise their details as proclaimed by the ministry. Hajjar also advised the people not to fall into the trap of the VIP services or luxury facilities as the ministry had instructed the Haj operators to refrain from duping the public.

He also urged people to lodge their grievances or observations on the Haj ministry’s web portal at www.haj.gov.sa

The minister further warned expatriates who are involved in Haj operating offices and have cases against them that they would be deported after completion of their prison sentences while Saudi citizens would be dealt with very strictly.

This year, the civil defense authorities have been tasked with tracking down Haj operators who are not in compliance with the safety regulations.

This was revealed in a meeting recently held in Jeddah between various ministries with the participation of the Haj establishments.

There are several bogus Haj operating services in the major cities across the Kingdom and in the Makkah region in particular. According to the Haj ministry’s statistics, the Makkah region alone accounted for 13 such cases last year.

Domestic Haj firms handed guidelines

In steps to streamline Haj accommodation in areas close to Mina, the Ministry of Haj has prevented domestic Haj companies and establishments from renting rest areas, wedding halls and buildings unless they have a license authorized by the Civil Defense.

The ministry has put in place 15 conditions for renting areas in the vicinity of Mina which are normally used by Haj establishments to accommodate domestic pilgrims.

The ministry has stipulated that buildings allocated for pilgrims’ accommodation should be licensed by the housing committee and that the operators have a copy of the permit.

Secondly, the number of pilgrims in a building should be within the stated limit as defined by the housing committee.

Companies are also required to present a list of the pilgrims’ names and information regarding their permit numbers, nationalities and phone numbers.

In addition, they should also present a copy of the lease and a map of the location including the name of the person responsible for the building and supplying him with a copy of the regulatory documents.

They should hand him the schedule which states the pilgrims’ arrival and departure times, the log of which may be submitted to supervisors if necessary.

Further, the company is charged with presenting a list of workers and their personal documents in addition to contracts signed with them.
They should provide security and make it mandatory for all workers and security guards to wear a uniform.

Companies should also put up signs with the name of the company, the permit number and the number of pilgrims.

They should take care of the building’s hygiene by putting waste in allocated places, park vehicles of the establishments outside the housing area and present documents to the general directorate for domestic pilgrims as soon as their locations are defined, but no later than Oct. 21, 2014. Additionally, they should not use unapproved names.

Mohammad Al-Beijawi, secretary general of the Ministry of Haj, Madinah branch, disclosed that a unified gate for external pilgrims will be implemented this year. He said that the ministry is using modern technology to complete all its contracts with other countries through its electronic portal.

Work is still under way to draft technical plans and the project is being done in coordination with the geographic information system (GPS) to cover all pilgrims, Al-Beijawi said.

The ministry will offer a bundle of services to pilgrims, including services and accommodation to achieve the highest level of transparency and accuracy, to guarantee pilgrims’ rights and to make sure they enjoy all the services.

Hotels introduce free Wi-Fi in Madinah

Free Internet is now available across hotels in Madinah, much to the delight of pilgrims, who will now be able to stay in touch with their families back home around the clock.

Several hotels have risen to the task given the high demand for Wi-Fi, whether by businessmen or worshippers.

As such, many knew that they simply could no longer do without it.

In fact, according to several hotel staff, Wi-Fi has been rated the most important factor when choosing a hotel by pilgrims.

Many people then concurred that they would like Wi-Fi services to be free of cost.

“In the past, free Wi-Fi only used to be available in the lobby, but with the ever-growing number of pilgrims, running free Wi-Fi became a magnet that is great for business,” said a staff member of Madinah’s Al-Ansar Hotel.

“Internet connectivity has become a must and pilgrims find Internet just as important as any other basic amenities.”

Mohammed Abdullah, a hotel director in Madinah, concurred.

“We have renovated hotels and overhauled services in recent years,” he said. “The only remaining issue was free Wi-Fi access, which we ticked off our list. Guest satisfaction rates have since been higher. It makes a big difference to pilgrims to be able to communicate with family back home.”

1.3 million Muslims from abroad to perform Haj

More than 1.3 million foreign pilgrims are expected to perform Haj this year, according to the Haj Ministry. South Asian countries will send the largest contingent of 410,000 Hajis followed by Arab countries with 250,000.

About 228,000 pilgrims will come from Southeast Asian countries including Indonesia and Malaysia, while Turkey and European countries will send 190,000, non-Arab African countries 170,000 and Iran 63,000.

Saad Al-Qurashi, a member of the National Haj & Umrah Committee, said about 150,000 domestic pilgrims, including expatriates, would perform Haj this year. “Among them 41,000 will benefit from low-cost Haj services,” he told Arab News.

The Tawafa Organization for South Asia, which takes care of pilgrims from India, Pakistan and Bangladesh, held a high-level meeting two days ago to review preparations for the annual pilgrimage.

Raafat Badr, chairman of the organization, urged heads of 115 field service groups to extend the best possible services to the guests of God to help them perform their religious duties in comfort.

The Haj Ministry, meanwhile, refuted reports that the government would take the assistance of foreign security companies to manage the annual pilgrimage, the largest gathering of Muslims in the world.

“These are just rumors. There is no need to take the assistance of foreign security companies as reported by some media,” an Interior Ministry source told Asharq Al-Awsat Arabic daily.

A Haj Ministry official emphasized that the Kingdom would employ only Saudi companies to manage Haj affairs.

“All companies we deal with during the Haj season are 100 percent Saudi,” said Hatim Qadi, deputy Haj minister, adding that companies that provide security services are licensed by the Interior Ministry.

Some foreign media reports claimed that the Haj Ministry was planning to appoint a company that cooperates with Israel to provide some services. The report was referring to Al-Majal, which is a Saudi company licensed by the Saudi Commerce Ministry 33 years ago, the Arabic daily said.

Mohammed Al-Othaim, a media expert, said such false reports were aimed at tarnishing the Kingdom’s image and create confusion among pilgrims. “They spread these false information through the social media including Facebook and Twitter using fake names,” he pointed out.

SR32 billion revenues expected from Haj

Haj revenues this year are projected to reach almost SR32 billion, a three-percent increase from the SR31 billion spent in 2013, according to a recent study conducted by the Makkah Chamber of Commerce and Industry (MCCI).

The study also forecast that around 1.4 million foreign pilgrims and 600,700 domestic pilgrims would perform Haj this year.

These figures indicate that 70 percent of Haj pilgrims come from abroad, contributing to a whopping 89 percent of revenues, or SR28 billion.

This year’s estimates are similar to last year’s figures based on the fact that government restrictions on the number of pilgrims remain in place due to ongoing expansion works at the Grand Mosque.

The number of pilgrims from foreign countries was cut by 20 percent, while the number of domestic pilgrims was scaled down by more than half to make way for the revamp.

Pilgrim spending was also estimated according to average expenditure in 2009. Foreign pilgrims had spent an average of just over SR17,000 each and domestic pilgrims around SR5,000 each that year.

The rise in price indices in subsequent years was also taken into account to come up with yearly averages.

A 2.7-percent inflation rate was registered during the first 10 months of this year, explaining the marginal increase.

The number of Haj pilgrims fell by 37 percent in 2013 compared with 2012, according to a study carried out by the Central Department of Statistics & Information.

The latest figures are a 21-percent decline from the 1.75 million foreigners that performed Haj in 2012 and a 57-percent decline from the 1.4 million locals who had traveled to Makkah for the pilgrimage that same year.

Naturally, pilgrims coming from economically advanced countries tend to spend more than people coming from poorer countries.

Male pilgrims, surprisingly, have been found to spend more than female pilgrims, according to the study.

15-day Umrah visits
to avert crowding in Haram Mosque

The Haj Ministry has developed new control mechanisms that will limit the stay of Umrah pilgrims to 15 days.

The new quotas will be directly proportionate to the capacity inside the Grand Mosque. The new mechanisms will also force Umrah firms to limit the number of pilgrims they take on in a bid to avert congestion during Ramadan.

Firms will also be obliged to inform the Haj Ministry of changes to accommodation arrangements.

Umrah service providers have been given one week to respond to the new proposal in order to come up with a unified strategy before the next Umrah season.

Haj Minister Bandar Hajjar discussed these issues during a recent meeting held with high-ranking officials in Madinah.

The meeting brought together the heads of Umrah firms and top hospitality companies and establishments.

The minister stressed the importance of establishing programs that will gauge the quality of service packages offered to pilgrims.

“The ministry is not only concerned with operational plans, but also with quality,” said the minister.

Hatem Al-Qadi, official spokesman of the Haj Ministry, said the meeting came after the end of the recent Umrah season, which saw more than 6 million pilgrims flock to the Kingdom from abroad.

“The meeting reviewed operational plans that had been put in place during the last Umrah season in order to stop mistakes from recurring,” said Al-Qadi.

Haj Ministry proposes law
to limit Umrah visas to 15 days

MADINAH — Umrah pilgrims will only be able to stay in the Kingdom for a maximum 15 days, according to new rules proposed by the Haj Ministry.

Under these new rules, the service-providing companies were advised against bringing in large batches of Umrah pilgrims at any one time, especially during Ramadan.

The ministry also asked them to inform it of any change in accommodation arrangements for their pilgrims.

Al-Madinah daily reported on Monday that the ministry communicated these proposed rules to the companies to obtain their opinions and asked them to send their feedback within a week.

The ministry said after receiving the observations and remarks of the companies, it will draft its new Umrah rules that will be implemented from the next season, which starts in December.

Haj Minister Bandar Hajjar met in Madinah on Sunday with the government and private sector companies in charge of the Umrah pilgrims.

Meanwhile, Hajjar directed his ministry to study a file presented to him by the National Committee for Haj and Umrah that contained proposals to upgrade the services provided to Umrah pilgrims.

The chairman of the committee, Osama Bin Yahya Filali, said the file contained four main sections that outlined the work to be carried out by the pilgrims themselves, their foreign agents, the Umrah companies and the Haj Ministry.

The minister on Sunday met in Makkah with the owners and directors of the Umrah companies.

This was his first meeting with them since he has assumed his portfolio in which he discussed with them all the services to be extended to the pilgrims to make their Haj comfortable.

"We are thankful to the minister for the meeting, during which he has favorably responded to many of our demands," Filali said.

SR150m company eyed to transport domestic pilgrims

The head of the transport committee at Makkah Chamber of Commerce and Industry said local pilgrim companies have begun a feasibility study to set up a transport company with a capital of SR150 million.

Saad Al-Qurashi told Makkah daily one of the main objectives and priorities of the company is to solve the annual problem of renting buses from other countries.

He pointed out local pilgrim companies this year have contracted with specialized land transport companies from Egypt, due to the events in Syria and Turkey, and that the cost of these rented buses have exceeded SR70 million.

He said: “The local pilgrims transport sector has to transport around 105,000 people from different areas in the Kingdom to the Holy Sites.

“This requires around 2,900 buses, of which 820 will be assigned for the transportation of those on low-cost programs.”

Al-Qurashi explained that negotiations were completed with three Egyptian transport companies to provide buses at a cost of SR20,000 to SR25,000 for each vehicle, including drivers for the whole Haj season.

Normally, local transport companies charge SR35,000 to SR50,000 a bus.

He said these buses would arrive in the Kingdom through the Dhiba and Nuwaibei seaports.

He added 11 flights from different airports in the Kingdom have been booked to transport local pilgrims.

JEDDAH/MAKKAH — Authorities have restricted entry into the holy city of Makkah to those without Haj permit or those residing outside the city limits. The move comes as the first batch of pilgrims from South Africa arrived at Jeddah’s King Abdulaziz International Airport on Tuesday.

A report in Makkah daily on Tuesday said expatriates with regular iqamas issued in cities other than Makkah will not be allowed to enter the city. The ban, the paper said, came into effect from Monday.

The sources said this is a precautionary measure to prevent expatriates who are not residing in the holy city or without official Haj permits to enter Makkah or go to the holy sites.

They said the Jawazat has liaised with the Makkah police to ensure not a single expatriate will be able to enter Makkah if he or she is not a regular resident of the holy city or holder of a Haj permit.

The sources said security forces have been stationed at all entry points to Makkah from Riyadh, Taif, Jeddah and other regions to enforce the ruling. They said all roads leading to Makkah from anywhere in the Kingdom are being closely monitored.

“The measure has been taken to stop anyone who dares to challenge the Haj rules and regulations, try to perform the pilgrimage or find work opportunities in the Holy Sites,” said a source.

Meanwhile, Khaled Al-Harbi, director of the department of Haj and Umrah at KAIA, said he and officials from the Bangladeshi embassy would on Wednesday receive about 300 pilgrims from Dhaka on arrival. He said Haj flights would continue arriving in the Kingdom until Sept. 28.

Al-Harbi said 14 lounges in the Haj terminal have been set aside to receive pilgrims.

Meanwhile, Haj Minister Bandar Hajjar has categorically denied reports that the Kingdom was charging fees for the issuance of Haj or Umrah visas.

“Our diplomatic missions abroad grant Haj and Umrah visas free of charge,” he said.

Hjjar said the government departments involved in providing Haj services do not charge pilgrims for the services offered to them.

“We even provide financial help to pilgrims who may run out of money during Haj for one reason or another, enabling them to complete their rituals and go back home,” he said.

The minister explained that pilgrims only pay to the private sector establishments for their transport, accommodation and sustenance.

The minister reiterated the importance of the Haj permit for domestic pilgrims, including Saudis and expatriates living in the Kingdom.

“Even GCC citizens are not exempted from the requirement of Haj permits that they can obtain from their own countries,” he said.

Hajjar denied claims by some foreign Haj companies that the Kingdom had decided special quotas for Umrah pilgrims. He said: “There is no truth to this claim.

“We have no intention of limiting the number of Umrah pilgrims. “The quota system is only applied to pilgrims who come for Haj.”

He described the recently concluded Umrah season as very successful and said more than 6 million people had come to perform their rites. “They all left for their respective homes, except for a very few who are now getting ready to depart,” he said. The Umrah season started late November and concluded in July. Around 1.39 million pilgrims are expected to come for Haj this year.

JEDDAH – The first batches of a total of 235,000 pilgrims from India and Bangladesh arrived on Wednesday in the Kingdom for this year’s Haj.

An Air India flight carrying 235 pilgrims from Kolkata arrived at Madinah’s Prince Muhammad International Airport at 12.00 p.m. while 419 Bangladesh pilgrims landed at the Haj terminal of King Abdulaziz International Airport, Jeddah.

Indian Ambassador Hamid Ali Rao, Consul General B.S. Mubarak, Deputy Consul General and Consul (Haj) Md Noor Rahman Sheikh and other officials received the pilgrims.

Air India flight AI 5001 landed nearly four hours behind schedule. Senior officials from the Ministry of Haj, the General Authority of Civil Aviation and the Madinah airport were also present to welcome the pilgrims.

The first batch of pilgrims was accommodated at Muktara Al Alami building near Maktab Daruzzaman on Sitteen Street at Markazia (central Haram area). A total of 2,200 pilgrims arrived from India on board nine flights on Wednesday, Consul General Mubarak told Saudi Gazette.

There were two flights each from Kolkata and New Delhi, and one each from Lucknow, Sri Nagar, Mangalore, Guahati and Gaya. All these pilgrims were accommodated in the Markaziya area.

The pilgrims will be served breakfast, lunch and dinner at their lodgings in Madinah for the first time this year.

“The pilgrims expressed their happiness over the warm reception and elaborate arrangements made by the Saudi authorities and Indian mission officials. The pilgrims’ immigration clearance and movement to their accommodation have been completed smoothly and comfortably,” he said.

Mubarak also appreciated the service of Indian Haj Welfare Forum volunteers who distributed water and dates to the pilgrims.

Earlier, attending a meeting of the volunteers, Mubarak urged them to download the Indian pilgrims locator application to get exact information about their accommodation and other details.

The Indian Haj Mission is the first foreign mission to introduce a new state-of-the-art Google map navigation system called “Indian Haj Accommodation Locator” to locate the pilgrims’ accommodation in the holy cities.

By simply entering the cover number or passport number of the pilgrim, a user-friendly menu will guide the user to the pilgrims’ accommodation in Makkah, Mina and Madinah.

Saudi Arabian Airlines and Air India will operate a total of 360 flights to transport 100,020 pilgrims who come through India’s Central Haj Committee from 21 embarkation points.

A total of 136,020 Indian pilgrims, including 36,000 who come through private tour operators, have been picked for performing Haj this year.

A Biman Bangladesh Airlines flight from Dhaka landed at Jeddah Haj terminal at 10.30 a.m. carrying the first batch of Bangladeshi pilgrims. Bangladesh Ambassador Md Shahidul Islam, Consul General A.K.M. Shahidul Karim and Consul (Haj) Md Asaduzzaman received the pilgrims at the airport.

Abdullah Muhammad Marghalani, deputy minister and director general (Haj) at the Jeddah branch of the Ministry of Haj; Maj. Gen. Mohammad Abdullah Barawi, chairman of General Car Syndicate; Dr. Rafat Ismail Badar, chairman of South Asian Establishment; and Khaled Mokther, director of Transport at the Haj terminal, were among those who were present at the airport to greet the pilgrims.

Marghalani presented prayer mats and rosaries to the first group of pilgrims as a gesture of goodwill from the Saudi government.

Welcoming the pilgrims, Islam wished their wellbeing and safety and hoped that the pilgrims would be able to perform their Haj rituals with ease and comfort this year.

He said the Bangladesh government and the Haj mission made all arrangements to enable the pilgrims to perform the Haj rituals smoothly and comfortably.

Speaking to Saudi Gazette, Consul General Karim said a second flight carrying 378 pilgrims also arrived in Jeddah Wednesday and all these pilgrims are accommodated in Misfalah in the central Haram area of Makkah.

This year 98,814 Bangladeshis will perform Haj. Of them, 1,557 will travel under the Bangladesh government’s arrangements and the rest through private tour operators.

Biman and Saudi Arabian Airlines will transport the pilgrims. The last flight carrying the pilgrims will arrive on Sept. 28, he added. Meanwhile, the first group of pilgrims from Malaysia arrived in Madinah on Wednesday.

They were received at the airport by officials from the Ministry of Haj, Saudi Arabian Airlines, the National Establishment for Guides and deputy head of Malaysian pilgrims' office Noreen Anwar Bin Shamsuddin.

The complex of Hajj and Umrah Terminals at King Abdulaziz International Airport received today 20 flights of pilgrims with 22 flights expected to arrive tomorrow.

Prince Mohammed bin Abdulaziz International Airport in Al-Madinah Al-Munawarah received today this year's first Hajj flights coming from Calcutta.

JEDDAH – The Haj terminal of Jeddah’s King Abdulaziz International Airport is back to full steam with pilgrims began streaming in from all over the world.

On Wednesday, the terminal received 20 Haj flights, starting with a flight from Islamabad carrying 300 Pakistani pilgrims.

A total of 27 flights will arrive on Thursday, and the number of flights arriving will reach up to 144 daily (six flights every hour) as the season picks up steam.

Faisal Al-Sughair, deputy chairman of the General Authority of Civil Aviation, on Wednesday made an inspection tour of the terminal and expressed satisfaction over the elaborate arrangements.

Al-Sughair was briefed on the operation plan for this year’s Haj, including arrangements and facilities made by the airport authority and various government agencies to receive the pilgrims and expedite their processing.

With a capacity to accommodate 47 planes simultaneously, the terminal can receive 3,800 pilgrims an hour during the arrival phase and 3,500 pilgrims during the departure phase.

In addition to 142 immigration counters, 158 check-in counters, 10 luggage conveyer belts and 16 customs counters, the terminal has 120 counters of the Ministry of Haj and 240 counters of the United Agents Office, which is the official agency responsible for receiving arriving pilgrims.

The arrival of flights will continue until Sept. 30 (Dhul Hijjah 6) and the departure phase will start on Oct. 8 and last until Nov. 7 .

Buses to transport pilgrims in Makkah

MAKKAH — Recommendations on how pilgrims are transported from their residences to the Grand Mosque will be submitted to Makkah Emir Prince Mishal Bin Abdullah, said member of the high committee for pilgrims monitoring Isam Toonsi.

He pointed out one of these recommendations was to designate routes for the transportation of pilgrims according to their nationalities, especially as most of them now reside at buildings away from the Grand Mosque due to the expansion projects in the vicinity.

He added such transportation would be handled by buses in both directions, helping to reduce crowding and congestion around the Grand Mosque.

كشف حساب منبر المهندسين السعوديين‏ لتبادل المعلومات الهندسية بـ”تويتر” أن وزارة المالية ستبني أبراج كدي في مكة المكرمة وعددها 12 برجاً بتكلفة 13 مليار ريال.

وأضاف الموقع أن الأبراج تبعد حوالي 1.7 كيلو متر من الحرم المكي، ونشر صورة المجسم المعتمد لبناء تلك الأبراج الاثني عشر، وقد جاء بتصميم وطراز إسلامي جميل ظهرت في أعلى برجه الأكبر قبة أندلسية وكذا فوق الأبراج الأخرى المحيطة به مدارج للطائرات العمودية التي يُستفاد منها في خدمات الإخلاء والإسعاف الطائر أو الطيران الخاص بمروحيات الدفاع المدني وذلك حسبما ذكر موقع تواصل
