RAMADAN BONANZA: Saudis with SUVs make a killing ferrying pilgrims to and from Makkah.

Several Saudis here are illegally transporting Umrah pilgrims between Jeddah and Makkah, Arab News has found.

Many are making more money now because of the surge in pilgrims during the holy month of Ramadan.

Most Umrah pilgrims gather at a particular point in Kilo 8 in Jeddah where Saudi drivers wait for them. Each car can take from four to eight people and pilgrims have to cough up SR50 for a one-way trip.

Pilgrims complain that these drivers have cars that are not roadworthy and likely to break down at any time.

Many Umrah visitors are apprehensive about dealing with Saudi drivers because they are independent and not affiliated to any transport company.

"I have been transporting Umrah pilgrims between Makkah and Jeddah for the past three years, but my earnings are the highest during Ramadan when the number of pilgrims increases dramatically. That is when most Saudi drivers increase their rates by 50 percent," Abdullah Al-Zahrani, a Saudi driver, told Arab News.

"I work for a private company from 10 a.m. to 4 p.m., but at night I use my private car to transport domestic Umrah visitors who gather at the Kilo 8 site. I make three trips a day," Saeed Rihan, a Saudi driver, told Arab News.

Khaled Saleh, an Eritrean Umrah pilgrim who lives in Jeddah, told Arab News that he was looking for a car for three hours to take him home, but the Saudi drivers were demanding SR100 for the trip.

Transport companies say that there are too few drivers during the busy Umrah and Haj seasons and have called on the Ministry of Labor to issue them seasonal visas for bus drivers.

Jeddah’s traffic police have warned private vehicle owners from working as chauffeurs during Ramadan. The police plan to set up checkpoints across the city’s streets and neighborhoods.

"This will be considered a traffic violation," said Brig. Gen. Zaid Al-Hamzi, spokesman of the traffic police. "Violators will be fined SR300 and have their vehicles impounded for 15 days."

The electric golf carts provided by the Presidency of the Two Holy Mosques have so far transported 120,000 visitors to the Grand Mosque, according to public relations director Abdulhafiz Al-Thubaiti.

This service helps old visitors and those with physical disabilities. The carts work around the clock.

Top security in place to deal with Makkah rush

Authorities in Makkah have intensified efforts to cope with the influx of pilgrims flooding into the holy city during the last 10 days of Ramadan.

Security forces are only allowing Umrah pilgrims wearing “ihram,” the pilgrimage attire, to enter the Grand Mosque, while barricades have been set up at every entrance and gates by security forces.

Many pilgrims are finding it difficult to find space even outside the Grand Mosque to join the congregational night prayers. Special forces under the Saudi diplomatic corps that have been assigned to crowd control management are not allowing pilgrims to sit anywhere in or around the Grand Mosque.

The Health Ministry has drawn up a special plan to deal with emergency cases, especially on the 27th night of Ramadan, on which Muslims believe destiny was determined.

Emergency teams have been put on high alert, while temporary teams in Taif and Jeddah have been deployed to deal with accident cases.

The ministry is equipped to admit incoming emergency cases from accidents occurring on Riyadh, Jeddah and Madinah highways.

Airstrips at King Abdullah Medical City and the Al-Noor Hospital are on alert to receive emergency cases brought in by helicopters from accident sites, according to Abdul Wahab Shubaily of the Health Ministry in Makkah.

Security aviation forces, meanwhile, have been conducting air surveillance to identify traffic jams in the city and to provide humanitarian aid, security operations and logistical support to vital government agencies during Ramadan.

“Eight helicopters are taking part in surveillance operations,” said Mohammed Al-Harbi, head of security aviation.

“The Grand Mosque area and highways connecting Makkah to Jeddah, Madinah and Riyadh are constantly monitored from above.”

The Civil Defense has set up six special teams to assist medial-related cases.
“We have deployed Civil Defense personnel inside the Grand Mosque to assist pilgrims,” Col. Saleh Al-Olayani of Makkah’s Civil Defense told Arab News.

“Falling ill suddenly can hamper pilgrim traffic, so we have deployed teams inside the Grand Mosque to shift sick and elderly pilgrims who cannot continue performing the pilgrimage onto ambulances and then to hospitals,” he said.

“A standby force that is being supervised by 25 senior officers will help Civil Defense personnel boost the capability of field teams and units, while the Civil Defense operation room will monitor the movement of Umrah pilgrims via CCTV cameras that cover all of Makkah’s districts around the clock.”

Egyptian sells land to fund Umrah trip

A 70-year-old Egyptian man sold a valuable piece of land recently so that he could perform Umrah this year.

Abdullah Abdul Ghaffar sold his land in Al-Minya and traveled to the Kingdom to perform Umrah during Ramadan.

Arab News met him in the Rawda at the Prophet’s Mosque in Madinah.

He told Arab News that his childhood wish was to perform Umrah and Haj. “My poor financial situation never allowed me to achieve my dream,” he said.

Abdul Ghaffar owned a small house in his hometown village. After consulting his wife and children, he decided to sell the land for 20,000 Egyptian pounds. “My family agreed immediately because they knew how important it was for me to visit Saudi Arabia for Umrah,” he said.

He was overwhelmed by his visits to the Kaaba and the Prophet’s Mosque. “I cried for joy and kneeled thanking God for fulfilling this long-held dream.”

Abdul Ghaffar does not miss prayers at his local mosque. “After I pray Fajr at the mosque, I go home. When it is time for the noon prayer I go to the mosque again and stay until late at night to perform all the prayers including Isha and Taraweeh,” he told Arab News.

Airports to handle 100m travelers by 2020

Privatizing airports is among several initiatives suggested in the GACA report on modernizing the Kingdom's airports.

The Kingdom’s 27 airports will accommodate 100 million travelers by the year 2020, said a report issued by the General Authority for Civil Aviation (GACA).
Prince Fahd bin Abdullah bin Mohammed Al-Saud, GACA president, approved the strategy.

“This strategy coincides with modernization projects witnessed in the field of civil aviation, especially after the Council of Ministers issued a decision that approved the strategy aimed at increasing operational competency,” said Prince Fahd.

The sector has made significant achievements, which includes opening air fields, allowing new air carriers to operate in the Saudi market, developing and establishing regional airports and launching privatization programs in the civil aviation sector, he said.

“We aim to increase the productive competency of the sector and strengthen the Kingdom’s standing in the international civil aviation arena,” he said.

The report highlights major civil aviation initiatives, such as increasing passenger seating capacity, developing and establishing airports throughout the Kingdom, coming up with programs to transform regional airports into international operations, privatizing airports and the civil aviation sector and strengthening competition in land services, such as cargo handling.

The report also suggests creating programs aimed at strengthening competition in air catering and air cargo and consumer protection programs for air travelers.

The rich lease hotel rooms
overlooking Grand Mosque

MAKKAH — New projects in the central area of Makkah has led Saudi and Gulf businessmen to renting out housing units in hotels overlooking the Grand Mosque for long-term lease of up to 15 years, Makkah daily reported.

Dealers in the hotels sector estimate the percentage of rented units according to the lease system at 5 percent of all housing units in the vicinity of the Grand Mosque.

Sources in the hotel industry pointed out that the main segment that asks for long-term lease are Saudi and Gulf businessmen. They said people with limited incomes cannot afford the high cost of long-term lease.

Deputy Chairman of the Hotels Committee in Makkah Chamber of Commerce and Industry (MCCI) Yasser Hariri said: “The leasing system has been there for many years, but in the beginning it was restricted to two or three hotels.
The growing number of hotels that overlook the Grand Mosque from all directions has created a rise in demand.”

Hariri further said: “Businessmen are the ones who prefer this kind of rental, as they prefer to be independent and live in a place without interference by anyone. They can visit Makkah whenever they want and find accommodation available throughout the year. In addition, they can receive guests to enjoy the view overlooking the Grand Mosque.”

Meanwhile, member of the Real Estate Committee in MCCI Muhsin Al-Surouri said the long-term lease of hotel rooms in the vicinity of the Grand Mosque has reached 5 percent. He does not expect this volume to increase any further, as this kind of renting targets only one segment of society — the super rich.

According Al-Surouri, there are hotels that reject this kind of renting, as it limits their profits, especially since the rents of the central area hotels change according to the season and at times reach their peak.

The hotels that deal in long term renting include Al-Bait Towers, Jabal Omar Project, Makkah Construction Company and Dar Al-Tawheed Hotel.

SR50,000 for a room near Haram in Makkah

MAKKAH – The average price for a room in the vicinity of the Grand Mosque in Makkah has reached SR50,000 for the last 10 days of Ramadan, according to a report published in Makkah daily on Sunday.

This is because of a 25 percent increase in visitors to the Holy City as compared to the same period last year, and the lack of enough accommodations in view of the expansion work in and around the Haram.

Muhammad Tariq, a Haj and Umrah service provider supervisor, attributed the rush of visitors to the summer vacation which coincided with Ramadan.

He said service charges for an Umrah pilgrim start at SR350 at the beginning of the holy month and reach SR2,000 during the last 10 days of Ramadan.

Salim Al-Dowsari, owner of an office for Haj and Umrah services, said there are more than 450 Umrah service providers in Riyadh.

They have been forced to increase their charges by 20 to 30 percent according to the services being provided.

The Ministry of Haj said that more than 6.3 million Umrah visas have been issued so far this year, which is an increase of 900,000 over the same period last year.

However, in the last 10 days of Ramadan the number of visitors and pilgrims is expected to rise considerably.

Meanwhile, the Presidency for the Affairs of the Two Holy Mosques launched online registration facility for prospective worshipers intending to perform Itikaf (seclusion and staying in the mosque with the intention of worshipping) at the Grand Mosque in Makkah.

Itikaf is an Islamic practice consisting of a period of spiritual retreat in a mosque especially during the last 10 days of Ramadan and it is a Sunnah (Tradition) of Prophet Muhammad (peace be upon him). The Prophet (pbuh) encouraged those who perform Itikaf to spend their time reciting the Qur’an, performing prayers and seeking blessings from the Almighty Allah.

App to help correct Fatiha recitation

MAKKAH — The Charitable Society for Haj and Umrah Pilgrims' Gift has launched a new application on its website to teach pilgrims the correct recitation of Surat Al-Fatiha (the opening chapter of the Holy Qur'an) electronically.

The application, called "Al-Fatiha Anew”, allows the user to correct the recitation of Surat Al-Fatiha by repeated listening and recording, Al-Watan newspaper reported.

The application relies on voice correction technology tocorrect the recitation of the Qur’an. The user can listen to one verse or several verses recited by one of the famous reciters. Then he can record the recitation with his voice.

The program will analyze the recitation and point out the errors. The user can then repeat the recording until he is able to recite the verses correctly.

The director general of the society, Mansour Al-Amer said: “There is nothing more honorable than serving the Holy Qur’an and teaching people to recite it, especially Surat Al-Fatiha, without which the prayer is incorrect."
He said the application would serve over 1 million users through the society’s website and over 100,000 smartphone users who can download it.

Al-Amer said a center has been allocated near the Grand Mosque in Makkah under the name Al-Fatiha App (Maqra’at Al-Fatiha) to teach visitors to the Grand Mosque how to use the app.

MWL dispatches 830 Imams to perform prayers

New pedestrian tunnel in Makkah

Set for opening in two days

A new pedestrian tunnel extending from a local Makkah neighborhood to the Grand Mosque is set for opening in two days.

Umrah pilgrims will be able to walk from the Jaroul neighborhood straight into the Grand Mosque.

The pedestrian tunnel is equipped with advanced air conditioning, emergency and fire systems and will have a security presence at all times.

The tunnel, which is 600 meters long and 15 meters wide, will also have water coolers and advanced lighting and will extend through public transport stops and end at the King Abdullah extension in the northern area of the Grand Mosque.

The tunnel is divided into two sections.

One section, which is six meters wide, will be devoted to security authorities and emergencies, while the other nine-meter-wide tunnel will be for pilgrims.

The tunnel will serve thousands of pilgrims once the train project is completed.

How pure is Zamzam water sold on streets?

MADINAH — All roads leading out of Makkah are dotted with people of different nationalities selling Zamzam water bottles to visitors and Umrah pilgrims. But several people are questioning the very source of the water: whether it is pure Zamzam or mixed with tap water, a report in Al-Hayat daily said.

The report cited several people denouncing the lack of enough monitoring on the sale of Zamzam water, which is carried by pilgrims from across the world to their home countries. The report reiterated that unauthorized sale of Zamzam water is illegal.

The selling of the holy water is being done with impunity right under the nose of the authorities and close to the bottling plant at Kudai in Makkah. A bottle of Zamzam which costs SR5 at the plant is being sold for SR15 to SR20 or even higher just outside the plant.

Ayman Hilal, a citizen, said he is afraid that the water he has taken from hawkers outside the plant is not pure.

Several other people cited in the report said they have a feeling that regular tap water is mixed with Zamzam.

Ahmed Al-Matrafi, a citizen, said he has seen residue on the bottom of the bottles many times, which indicates that normal water has been mixed with Zamzam.

However, a vendor who declined to be named, said there is no fraud involved and added that there is no impurity in the Zamzam bottles. "We sell the bottles at very reasonable prices, since little halal (permissible) income is far better and blessed than haram (ill-gotten) income," he said.

He said he goes to Makkah everyday to secure his share of Zamzam, and adds the cost of the bottles, and his expenses for the daily trip, and only gains very little profit.

Grand Mufti and head of the Board of Senior Scholars Abdulaziz Al-Asheikh has called for the intervention of security bodies and the Presidency of the Affairs of the Two Holy Mosques to stop the unauthorized selling of Zamzam water.

He added that the government has made Zamzam available to everyone to prevent vendors from controlling its availability and selling it at high prices.

Begging a major nuisance for Makkah residents

MAKKAH — Begging in the holy city has become a phenomenon, especially during the fasting month of Ramadan and the Haj season when large numbers of pilgrims and visitors come to the Kingdom, according to local residents.

According to official statistics, the majority of the beggars are expatriates, particularly from the African continent and Yemen.

The beggars may use an existing disability or fake a new one to obtain sympathy.

Many beggars usually squat on the roads leading to the Grand Mosque.

A number of citizens have expressed anger over the presence of beggars in the holy city and said they are harming the Kingdom's reputation.

Assim Khalil, a Saudi resident, questioned how long begging would continue during Ramadan and Haj.

He said beggars are exploiting the goodwill of pilgrims to make huge sums of money by faking disabilities.

Khalil accused certain countries, which he did not identify, of encouraging low-income citizens to fake disabilities before sending them to the Kingdom to beg during the fasting month and pilgrimage season.

Mohammed Al-Harbi commended the efforts of the Makkah municipality that succeeded in reducing the number of beggars in the central area around the Grand Mosque. He said as a result many of the beggars have changed course and are now carrying out their activities along the roads leading to the Grand Mosque and at the traffic lights.

Al-Harbi recalled that a beggar on a stretcher was asking people for money at the Al-Rusaifah parking lot. "But when the beggar saw a policeman approaching, he dropped his stretcher and ran like a sprinter," he said.

Haitham Ahmed said begging has become a job for unemployed people. He said: “This is an easy and well paying job. “You can make easy money by becoming a beggar, especially if you fake a disability.”

Ahmed said some of the beggars would not hesitate to get abusive with those who did not give them money.

He recalled a Yemeni woman who was begging at a traffic light called him bad names when he refused to give her money.

He said his friends were also cursed by beggars for not giving them money.

Akram Hussain said beggars are now concentrating in the neighborhoods of Al-Hafair, Al-Shabakiyah and Al-Misyal.

He noted that a number of men and women from African countries would come to this area with their children to beg worshippers for money.

Hussain said an initial group of beggars give their place to others from their country when they make enough money.

According to officials at the Umrah and Haj companies, many pilgrims come to the Kingdom with the sole purpose of begging or stealing. They said they would not hesitate to inform the security forces when they see any pilgrim extending hands to worshippers, asking for money.

Astronomer: Eid will be Tuesday

RIYADH – An astronomer and astrophysicist at King Fahd University of Petroleum and Minerals expected Tuesday (July 29) to be the first day of Eid Al-Fitr.

According to Ali Al-Shukri, it will be difficult to see the crescent on Sunday because the moonlight will be dim and the moon will set around 11 minutes after the sunset.

On this day, however, it is possible to sight the crescent with special telescopes from southern Africa and South America. Astronomically speaking, sighting of the moon with the naked eye will be possible only on Monday, he said.

Umrah packages soar on Ramadan’s last ten days

The cost of Umrah packages are soaring during the latter part of Ramadan, whether for basic transportation and lodging or for high-end, five-star luxury hotels.

Umrah travel operators in the capital, for instance, have increased pilgrim packages by 150 percent.

Indeed, Umrah packages cost SR90 outside the peak season, but a return fare from Riyadh to Makkah on luxury coach, including accommodation, will now cost SR220 per pilgrim and there will be an additional charge of SR20 if pilgrims wish to visit the Prophet’s Mosque in Madinah.

The influx of pilgrims, however, is slated to subside with the advent of the Eid festivities. The peak season also coincides with the summer holidays this year.
As such, a large number of vacationers, including Saudis, have showed up at Makkah, exacerbating the crowding problem.

Meanwhile, a leading hotelier in Makkah told Arab News that hotels are nearing 100 percent occupancy at the end of the holy month.

“A 10-day package during this period costs a minimum of SR18,000,” he said. “In addition, the hotel charges SR2,200 a night for walk-in guests.”

“Accommodation at five-star hotels will cost anywhere between SR31,000 and SR40,000 during the latter part of Ramadan, which includes two meals,” said another hotelier.

Pilgrims come mainly from within the Kingdom, as well as from the Gulf countries. Muslims from countries such as Egypt, Turkey, Algeria, India, Pakistan, Sri Lanka, Malaysia and Indonesia are also coming.

“There are less pilgrims coming from Iraq and Syria due to the turmoil that has plagued the region,” he said.

Local hotels in Madinah, in liaison with local tour operators, have arranged city tours to historical sites.

According to one sales executive from Al-Rushd, a travel operator in the city, weekend packages to Makkah and Madinah begin at 4 p.m. from Riyadh on Thursday and end on Saturday at midnight.
There are nearly 275 Umrah travel operators spread out in the capital, with most concentrated in the Batha area.

The Dawah Center in Rawdah arranged for 45 coaches to ferry Umrah pilgrims from the capital free of charge.

Moulavi Ramzan from the center said that the beneficiaries of this program are mainly singles from Asian and Arab countries. Accommodation, transport and iftar will also be provided, he said.

Fewer people going
for ''itikaf'' at Holy Mosques

Authorities at Makkah and Madinah have reported a lower-than-expected turnout of worshippers who have registered for “itikaf” (total seclusion) at the Grand Mosque and Prophet’s Mosque. Thousands of Muslims confine themselves to mosques across the Kingdom during the last ten days of Ramadan.

“A total of 5,400 people have registered for itikaf at the Grand Mosque and Prophet’s Mosque in Madinah,” Ahmed Al-Mansuri, spokesperson of Presidency of Two Holy Mosque Affairs, told Arab News on Tuesday.

“The presidency had made arrangements to accommodate a huge number of people, but the turnout is lower than we had anticipated,” said sources.

Gates number 11, 18 and 32 have been assigned to itikaf observers at the Prophet’s Mosque and numbers 75, 76, 77, 81, 82 and 83 near the expansion site at Makkah.

Exclusive shelves and safes with keys have been allocated for worshippers who will stay overnight during the last days of the holy month.

Grand Mufti Sheikh Abdul Aziz Al-Asheikh, meanwhile, has reiterated that itikaf can be observed at any mosque and is not necessarily confined to the Grand Mosque.

Worshippers who choose to go into total seclusion will spend most of their time reciting Qur’an and engaging in supplementary prayer.

Itikaf is one reason why room rates have skyrocketed in Makkah during the latter part of the Islamic month. “Being able to spend the last days of this month in solitude is a blessing from God,” said Moiz, an Indian pilgrim who has come from Hyderabad to perform Umrah.
