Saudi Transport Minister:
Haramain rail stations 75% completed

Dammam, Asharq Al-Awsat—Significant progress has been made on the much-delayed Haramain high-speed rail project and the stations along the line are 75 percent complete, according to Saudi Transport Minister Dr. Jabara Al-Suraisari.

The minister’s comments came in a statement following a two-day tour of work on the new line, which will connect Mecca and Medina via Jeddah. Suraisari, who is also the chairman of the board of the Saudi Railways Organization, said that the progress made was “reassuring.”

Members of the Shura Council had called on Monday for an investigation into delays and excess expenditure on the project, which was originally scheduled for completion in 2012 but is now expected to wrap up in late 2015.

“The Nazaha [Anti-Corruption Commission] should investigate the budget allocated to the Haramain Railway project and the reasons for the increase in the funds needed for the completion of the project,” the Shura Council said during Monday’s discussion of the Railway Organization’s annual report. Members also criticized the delay, saying the project had taken twice as long as originally planned and that more than twice the initial budget had been spent.

But Suraisari said there had been constant follow-up on the project at the highest levels, and that supervisory committees carry out weekly and monthly site inspections.

The two final segments of track, a 165-kilometer stretch on the approach to Medina, will be handed over to Phase II contractors shortly, so that the electrification of the entire 450 kilometers of track can be completed, he said.

The president of the Saudi Railways Organization, Mohamed Al-Suwaikat, added that the first batch of rolling stock—equipped to travel at speeds of at least 300 kph—would be delivered soon.

Madinah Museum is located at the Hejaz Railway Station in Madinah

The Madinah Museum is located at the square of Bab Al Anbaryah at the refurbished Hejaz Railway Station in Madinah. The museum was founded in 1999 and made a new opening in December 2013.

The Saudi Commission for Tourism and Antiquities (SCTA) completed the first phase of the museum at the station, and this represents a cultural façade of Madinah region, which abounds in archeological and Islamic historical sites. “The SCTA has refurbished the buildings of the old Hejaz Railway Station and transformed them into a museum to showcase the rich history of Madinah through the ages ever since the pre-historic period until the present day. The commission had earlier established another museum at the train repair shed to highlight the history of the Hejaz Railway.

The museum’s first phase consists of 14 halls to showcase exhibits, and they include the lobby of the museum, halls for Madinah’s environment and history of its nature, Madinah before Islam, Madinah during the Prophet’s period, halls of the Prophet’s wives and children, Al-Ansar and Muhajireen, the Prophet’s Mosque, Madinah during the period of Caliphs, Madinah through Islamic ages, Madinah in the period of first Saudi state, Madinah in the second Saudi state, Madinah during the period of King Abdul Aziz, and Madinah heritage.

The second phase of the museum would include construction of building on an area covering 12,000 sq. meters. It will house five halls to showcase artifacts from King Abdul Aziz Library of Madinah, and the Prophet’s Mosque, as well as those related to Madinah through the ages, in addition to a hall for children, and another for Saudi life. There will be digital display of artistic and archeological artifacts representing the history of Madinah and its urban heritage through the ages.

- Saturday to Thursday from 9:00am to 9:00pm
- Friday from 5:00pm to 9:00pm

JEDDAH — Women passengers at King Abdulaziz International Airport (KAIA) in Jeddah have expressed satisfaction over services rendered by female Saudi officers who were posted recently at the airport's immigration counters.

"The women officers serving female travelers are doing their job with dexterity and finesse," Al-Madinah newspaper said on Sunday.

"The female passport officers have achieved a resounding success in their new assignment in a very short time," it added.

The Ministry of Interior has appointed 74 Saudi women officers to process the passports of arriving and departing Saudi and expatriate women. They were distributed among the immigration counters at the airport's northern and southern terminals.

Before they took over the immigration counters, the female officers had been working behind the scenes in back offices to verify the passport data of female passengers.

They received rigorous training on passport processing before they were placed on the immigration counters. They work round the clock in four shifts of eight hours each. A number of female passengers said the women officers were doing "an accurate, quick and flawless job". They said the female immigration officers treated them nicely, respected their privacy and provided them with fast service.

The travelers said the female immigration officers are characterized by self-confidence and seriousness. The passengers expected the female passport officers to further prove their acumen, especially during this critical time when a large number of Saudi women are traveling abroad for summer vacation and a large number of foreign women are arriving to perform Umrah during Ramadan.

Rafat Flimban, head of the female passport section, said the women immigration officers are now performing complete passport procedures instead of just verifying data. She said the women officers were doing their work perfectly and on an equal footing with male officers.

"One of the fruits of the confidence vested on us by Custodian of the Two Holy Mosques and the interior minister is equality between men and women in security work according to the teachings of the Islamic Shariah," she said.

Flimban said they are determined to shoulder their responsibilities in driving the wheel of development in the Kingdom side by side with men.

Khuloud Al-Qahtani, a female immigration officer, said they were thoroughly trained on monitoring the borders, fingerprinting and entering data in computers. She said their work would preserve the privacy of all female travelers.

Fatima Zaki, another female immigration officer, hoped that they would present a bright picture of Saudi women and said they are extending consummate services to the women leaving the Kingdom or arriving for work, Haj, Umrah or visits.

The main concern of Egyptian pilgrim Adel Mahmoud, who came to perform Umrah recently, is the disunity of Muslims, and while standing atop the historic Uhod mountains, he prayed for the unity of Muslims all over the world.

Speaking with Arab News, he said he also prayed for the security and stability of Saudi Arabia, Egypt and other Muslim countries.

Uhod witnessed one of the major battles between the forces of goodness and evil, and a large number of Muslims visit this place every year to remember those Muslim warriors who dedicated their lives to Islam.

He thanked God for having gotten an opportunity to visit the holy cities as well as to perform Umrah and pray at the Prophet’s Mosque.
“This is for the first time I am coming for Umrah,” he said.

Mahmoud expressed his desire to perform Haj, and hoped he would be able to come for the annual pilgrimage in the near future.

“I was really amazed by the remarkable progress achieved by Saudi Arabia,” he said. “I take this opportunity to commend the Saudi government for its efforts to expand the two holy mosques.”

Mahmoud thanked Saudi authorities for giving them warm welcome at airport. But he was unhappy with the Umrah service company.

“Its service was very poor. We had to wait at Yanbu airport for two hours for the buses to come and pick us up, and the accommodation facilities were below standard. They asked us to get ready at 7:30 a.m. for visiting the historic places in Madinah but their buses came very late,” he pointed out.

Mahmoud and other pilgrims in his group paid 7,300 Egyptian pounds each for their Umrah journey.

Makkah police gear up for holy month


Makkah police check permits of motorists entering the holy city

More than 2,000 police personnel will soon join the Makkah police force as part of a plan to be implemented on the first day of Ramadan to facilitate the Umrah season in the holy city, said Director of Makkah Police Maj. Gen. Assaf Al-Qurashi.

Al-Qurashi added that last Ramadan, the police dealt with more than 300 theft cases in the Grand Mosque mostly involving illegal African citizens. The police also provided assistance to over 2,000 pilgrims who had lost their way.

“We work under the direct supervision of Interior Minister Prince Muhammad bin Naif and senior police officers to ensure all measures are taken to ensure the safety of the visitors to the holy mosque during Ramadan,” Al-Qurashi said, adding that Makkah police will oversee the performance of the transport companies responsible for the frequent commutes of pilgrims between the residential areas and the holy sites.

A 24-year-old Nigerian who used a steel bar to smash a big lamp at the Grand Mosque in Makkah said he had done so after smelling a good scent.

The man told police that he had gone to the Mosque to pray after having a heated argument with his family.

“I was at the Mosque when an old man and a woman passed by and pushed me…I got mad because of this…moments later, I smelt a good scent which made me more mad and pushed me to attack the lamps,” he said, quoted by Makkah newspaper.

It quoted police sources as saying the man would not be jailed but would be deported as part of a deal in which he agreed to drop charges against eight security men who severely beat him while arresting him at the Grand Mosque.

Pilgrims swallow ‘kiswa’ threads
seeking blessings

MAKKAH — Misconceptions have led some Umrah pilgrims to swallowing the threads of the Kaaba cover (kiswa), thereby setting off a pointless practice that leads to the disfiguring of the cover.

They remove the threads using rings and scissors in the hope that it will bring them good luck and blessings. This continued action has disfigured the kiswa, Makkah daily said.

The director of the factory manufacturing the Kaaba kiswa, Muhammad Bajoudah, said many Umrah performers pluck the threads of the kiswa and then swallow them due to wrong beliefs. He said this is due to their ignorance, as they have not given the ritual its due importance.

These Umrah and Haj pilgrims carry out practices that contradict the correct rites, as they cut the threads of the kiswa hence disfiguring it. He prayed to Allah Almighty to guide them.

Bajoudah said there is a department in the kiswa factory for repairing the portions that have been removed. There is a team of experts, specialists and field workers on hand to deal with these problems that occur almost daily due to wrong notions of the pilgrims.

As the Kaaba’s Kiswa (the black cloth covering the Kaaba) is prone to holding and rubbing by worshippers, the General Presidency of the Two Holy Mosques Affairs has designated technical workers around the clock for fast-fixing operations.

Director general of the Kiswa factory, Muhammad Bajouda, says the technical team proceeds at the spot to fix any damage to the Kiswa, so things will not exacerbate.

He explained to Al-Eqtisadiah newspaper that the part surrounding the Black Stone facing the door of the Kaaba is the most vulnerable of all, and that more workers had been assigned for the task of repairing the covering to a total of four, with more experienced employees working continuously.

“The mission of the factory is not restricted to knitting and making the cover and the dressing of the Kaaba on the ninth day of Dhul Hijjah every year, but also to provide two technical workers around the clock nearby the Kaaba to monitor and repair it immediately once damage has been spotted,” said Bajouda.

He pointed out that the technical team had all equipment and gear for the reparation process in its possession without referring to the factory, explaining that once any part of the cover cannot be repaired, the whole part is replaced by a new one encircling the Kaaba’s contours. “This procedure is usually done every three to four months, or when necessary, without having to wait for the ninth of Dhul-Hijjah next year.”

Damages of the Kiswa, said Bajouda, were a result of worshipers holding on to the covering or rubbing their bodies to get more blessings, something thousands of pilgrims do on a daily basis, which results in tearing some parts of the Kiswa, or sometimes total damages.

The Kiswa is made of natural silk dyed in black, and consists of five parts: four parts to cover the four sides of the Kaaba, and the fifth one — a curtain — to cover the door. The four parts are knitted to each other.

The dress is made of 47 layers of cloth material, each with a length of 14 m and 95 cm in width. The cost of one dress of the covering is SR1 million, which includes the cost of workers, administrators, and other necessities. On the third part of the 14-m height is the belt of Kiswa with Qur’anic verses written on it, surrounded by two frames of Islamic motifs, embroidered and covered with a silver gilt wire. The length of the belt is 47 m and consists of 16 pieces.

The Kiswa also includes the curtain door of the Kaaba made of pure natural silk, with a height of 7.5 m and width of 4 m, embroidered by verses of the Holy Qur’an made of gold and silver wires. Under the belt are six verses of the Holy Book. Eleven oil lamps are hanging between the sides of the Kaaba.
Although machinery is used to make the Kiswa, the embroidery is still handmade.

The dressing of the Kaaba takes place on the ninth day of Dhul-Hijjah every new Hijri year through an official Islamic event organized by the General Presidency of the Two Holy Mosques and attended by a large number of officials and Grand Mosque senior staff.

The chances that the Haj Ministry will be able to launch online system for Haj operations this year look grim.

“We are working to launch the electronic system for Haj operations from this year but are not certain if we will be able to do it,” Ali Al-Ghamdi of ministry told Arab News. He said a major part of the online portal job has been completed and a minor part, which is however crucial, remains to be completed.

According to Al-Ghamdi, the ministry is more than determined to operate online processing for Haj than any other foreign Haj mission. “But the ministry has to complete integration with all relevant ministries and also with foreign Haj missions,” he said.

The ministry is currently applying an e-tracking system on Umrah pilgrims that enables it to monitor the movement of pilgrims starting from visa endorsement in their countries to their stay in the Kingdom until their departure.

The electronic system for Umrah pilgrims has proved highly successful, according to Haj Minister Bandar Hajjar.

Abdul Wahid Saifuddin of the Pilgrim Establishment for Non-Arab African Countries said it would be more convenient and easy for all stakeholders if the Haj Ministry opted for electronic service.

Several foreign countries are waiting for the electronic mechanism to be applied for housing allocation.

Indonesia, India, Pakistan and Bangladesh are among the major countries that send Hajis and have been urging the Haj Ministry to introduce electronic system for Haj operations, especially to handle housing allocation. Foreign Haj missions believe that electronic system will eliminate several hurdles.

Electronic system can not only expedite the arrangements for Haj pilgrims but also reduce the time and expenditure to visit Makkah personally by foreign Haj missions. Besides, it can effectively eradicate the role of middlemen in real estate dealings.

The Ministry of Health reported only two fresh MERS cases on Monday, bringing the total number of cases to 700 including 287 deaths since the disease was first discovered in 2012. A Saudi and an expatriate from Makkah and Madinah respectively were the latest casualties.

Acting Health Minister Adel Fakeih said that although the spread of MERS coronavirus is now under control, people should continue to be cautious and fight the challenge of combating the disease.

The minister was speaking at the inauguration of the three-day regional consultative meeting of the countries of the Eastern Mediterranean region organized by the Saudi Center for the Adoption of Health Facilities in cooperation with the WHO regional office at the Crowne Plaza Hotel in Jeddah.

More than 50 experts and representatives of the ministries of health from Arab countries, Afghanistan, Iran and Pakistan attended the meeting.

Fakeih attributed the success in the control of the spread of the virus to health officials and members of the public.

He said that the ministry is keen on maintaining transparency in revealing accurate data of the developments in the spread of the virus. He said that the Health Ministry had discovered that 92 people had died of the coronovirus in the last two years but they had not been recorded.

“The Health Ministry discovered that 92 people had died of the coronovirus in the last two years following extensive verification and re-evaluation of previous medical records,” the minister recalled.

He explained that these deaths had occurred in hospitals which were not under the purview of the Health Ministry.

Touching on the consultative meeting, he said it gives an opportunity for all delegates to exchange their views and experiences with world renowned experts to deal with various health problems at national and regional levels.

World Health Organization’s senior executive for Eastern Mediterranean countries S. Siddiqui expressed concern over the increasing number of deaths due to lack of quality service in the region. He said that a proper health care system can save lives and also reduce government expenditure.

Muslims should expect scorching temperatures of over 50 degrees Celsius and more than 15 hours a day of fasting in Ramadan this year. However, the hours will decrease slightly to 14 hours and 40 minutes toward the end of the holy month.

Makkah, Madinah, Yanbu, Riyadh and Dammam, are expected to record the highest mercury levels.

Hussain Al-Qahtani, spokesperson of the Presidency of Meteorology and Environment, told Arab News on Monday that the temperature during Ramadan would likely remain high due to the low pressure in the Arabian Peninsula and hot weather conditions across the Middle East.

Al-Qahtani said temperatures would be between 45 and 50 degrees Celsius in the Makkah region, 42 to 47 in Madinah, 44 to 47 in Riyadh and the Central Province, more than 50 in the Eastern Province, 39 to 45 in the Northern Border Province and 42 to 46 in the Southern Province.

He said Makkah recorded 49.8 degrees Celsius on July 1, 1989, Madinah 49 on July 20, 2005, Riyadh 48 on July 25, 1987, and Dammam 50 degrees on July 28, 2007.

Ramadan is the ninth month of the Islamic calendar, which is based on the lunar cycle. The holy month occurs around 11 days earlier every year in the Gregorian calendar.

The cycle for each season takes nine years. Ramadan will occur in spring again in 2017.
