Umrah package: Blacklisted tour operator runs off
with Rs20 million, 250 passports



The company had been blacklisted but still remained open for business.

KARACHI: A number of ‘tour organising firms’ in the city exist only to swindle customers out of millions as they continue their affairs even after being blacklisted by the religious affairs ministry and the Travel Agents Association of Pakistan.

In the latest of such scams, Muhammad Ahmed Qadri, the head of a tour organising firm, Karwan-e-Islami International (Private ) Limi-ted, managed to get away with around Rs20 million, along with the passports of 250 would-be pilgrims, who wanted to perform Umrah.

 

The scammed people who had entrusted the company with their money and passports staged a demonstration on Thursday after they found its offices locked and the representatives’ cell phones switched off.

“We came to know about our collective plight through the company’s Facebook page and decided to hold a protest at its head office,” said Mansoor Durrani, who along with four family members had paid Rs400,000 to the firm.

He said that he had last visited the office on March 28 when the representatives, while handing over photocopies of visas, asked him for the remaining half of the due amount on the pretext of buying air tickets.

The tour operating firm, whose head office was located at the Al Mustafa Terrace in Soldier Bazar, boasts to be ‘the pioneer in group travelling for Hajj and Umrah’.

The officials

Qadri was blacklisted by the religious affairs ministry in January for issues in their Hajj travel services and earlier by the travel agents association over multiple financial irregularities but had still continued business.

“For duping a number of Hajj pilgrims last year, Qadri was blacklisted by the religious affairs ministry and was banned from working on any future Hajj operations,” head of the Karachi directorate of Hajj, Abdul Sattar Samtio, told The Express Tribune. “He had previously failed to arrange for the return of his customers, despite having taken a payment from them, which left them stranded in Saudi Arabia.”

However, until as recently as last year, the company was in the religious affairs ministry’s approved list of 734 Hajj group organisers. Despite the debarment notice to its owner, the tour operating firm flaunts the official signboard that is issued by the religious affairs ministry to its approved Hajj group organisers.

Samtio asserted that the religious affairs’ ministry cannot interfere with other operations of the company or its involvement in the latest scam because Umrah organisers do not come within its purview.

The chairperson of the Travel Agents Association of Pakistan, Muhammad Nadeem Sharif, also asserted that the company was blacklisted for defaulting on a payment to the association two years ago. When Muhammad Asif, who works with the tour operating firm, was approached by The Express Tribune, he confirmed that Ahmed Qardi was the owner as well as chief executive officer of Karwan-e-Islami.

“My conscience is clear.Those who have swindled would-be pilgrims out of millions are on the run,” said Asif. “Now, I cannot even think about visiting the office because protestors will beat me up instead.”

Asghar Abbas, whose tour operating firm, Karwan-e-Abu Zar, operates in the same building, told The Express Tribune that Qadri’s firm was found involved in similar scams at least twice before. “The victims are also to blame for being lured into Umrah packages that were clearly too good to be true,” he felt.

Faisal Mehmood Siddiqui, spokesperson for the Pakistan Hajj Group Organisers’ Committee, agreed with Abbas and explained that the Karwan-e-Islami had even announced Umrah packages that fail to cover basic ticket expenses. “We have pursued his financial irregularities; several FIRs have been lodged and even non-bailable warrants were issued against Qadri. However, I must also blame those who hand over their money to him without proper verification.”

Shoura demands Haram presidency’s restructure

RIYADH — The Shoura Council on Monday demanded restructuring of the General Presidency for the Affairs of the Two Holy Mosques.

The Council session chaired by its President Sheikh Abdullah Al-Asheikh also urged the presidency to create a new department under it for crowd control at the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah.

Fahaad Al-Hamad, assistant president of the council, said that the advisory body approved these two recommendations presented by Ibrahim Abu Obat and Assaf Abu Ithnain during deliberations on the annual report of the presidency.

The Shoura Committee for Islamic and Judicial Affairs briefed the council on its viewpoints after listening to the opinions and observations of the members about the report.

The council also decided to demand the presidency to take all adequate measures, including raising the performance level of the presidency workers, in serving the pilgrims and visitors to the Two Holy Mosques, the Saudi Press Agency reported.

The council discussed a report of the financial affairs aommittee with regard to the draft law of jobs related to direct public funding. The draft, read out by the committee’s Chairman Saad Mareq, contains 15 articles that spell out the rights and duties of those who take up such jobs.

After deliberations, in which several members took part, the council endorsed the committee’s demand to allot more time to carry out studies about the proposals made by the members before considering the draft for the final approval.

MADINAH — The Royal Court has earmarked a residential area of 15 million sq. meters to compensate owners of properties that had to make way for the Prophet's Mosque expansion project.

A source told Al-Madinah daily the area will be a first of its kind scheme in Madinah because it is strategically located on the third ring road, between the new Islamic University, the train station, and the new Prince Muhammad Bin Abdulaziz Airport. The area is also near the new government offices, medical colleges, and Taibah University faculty housing.

The source added that only residential building owners would benefit from this land scheme and prices for a 500 sq.-meter piece of land would be between SR500,000 to SR600,000.

He said: “The scheme will be ready within a year after all infrastructure work is completed and streets will be no less 20 meters wide.

“Those who wish to buy a plot of land will have to sign an agreement to that effect and the cost will be deducted from their financial compensation.”

The source added that priority would be given to owners whose property is near to the Prophet’s Mosque.

Hollande opens Haj show

French President Francois Hollande opened a first-of-its-kind Haj exhibition at the Institut du Monde Arabe here Tuesday and commended Saudi Arabia’s efforts to promote tolerance and peaceful coexistence and prevent violence and terrorism.

He described the Haj as an important annual event in which nearly three million pilgrims from around the world take part. The exhibition showcases 230 rare artifacts, photos and calligraphic writings depicting the history and progress of the Haj over the years.

“Organizing the Haj has become a huge responsibility,” the president said, while praising the great endeavors being made by the Saudi government to ensure the welfare and security of pilgrims. “The exhibition highlights the Haj’s religious, cultural and humanitarian aspects.”

He said the exhibition reflects the strong relations between France and the Arab world. “It also conveys messages of understanding to the other, tolerance and shunning violence and extremism,” he said, pledging support to the show, which will continue for three months.

Hollande praised Saudi Arabia’s pioneering efforts in confronting terrorism and its recent decree preventing Saudi citizens from joining the Syrian civil war and other foreign battles. “We will take a similar step within a few days to dissuade, prevent and punish those who are tempted to fight where they have no reason to be,” the president said.

Deputy Foreign Minister Prince Abdul Aziz bin Abdullah thanked Hollande for opening the exhibition, saying the president’s participation has given a new dimension to the event.

“The Haj is a spiritual journey to the House of God in search of peace, satisfaction and security,” the prince said, adding that it highlights the common identity of monotheistic religions. “The modern world is in need of these values to promote global peace and harmony,” the minister said while stressing the historic Saudi-French relations.

Hollande lauds KSA for Haj management

PARIS — French President Francois Hollande lauded Saudi Arabia for shouldering a herculean task of hosting nearly three million Haj pilgrims every year and rendering them the best ever services and facilities.

“Haj is a global event that is of concern for the entire world. There have been immense transitions in the conduct of pilgrimage to Makkah from all over the world through the ages until the present day,” he said while opening a Haj exhibition here on Tuesday.

The Riyadh-based King Abdul Aziz Library and the Paris-based Institute of Arab World (IAW) jointly organized the second Saudi Haj Exhibition, which will run for three months.

Prince Abdulaziz Bin Abdullah, deputy foreign minister, Faisal Bin Muammar, adviser to Custodian of the Two Holy Mosques King Abdullah and supervisor of the library, IAW President Jack Lang, and other dignitaries addressed the opening ceremony, the Saudi Press Agency reported.

Hollande also toured the gallery that showcased 230 rare artifacts, including 53 from the Kingdom, that have been collected from various international museums. He said the exhibition is the first of its kind in France and it displays rare historical pieces and manuscripts that speak volumes about the routes of Haj pilgrims to Makkah from various parts of the world.

Hollande also appreciated the display of letters and other collections highlighting the strength of relations between France and the Arab World and underscoring the need for tolerance and proper understanding of others, in addition to denouncing terrorism. He praised the Kingdom for its untiring efforts in combating terrorism.

The exhibition gives visitors an idea about the history of Haj, the routes followed by pilgrims to reach the holy sites in Makkah in ancient times, the various rituals of Haj and the development of Makkah during the Saudi era. A piece of Kiswa that covers the door of the Kaaba is also on display at the exhibition. The first Haj exhibition was held in London two years ago.

On behalf of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense inaugurated here today the 14th Scientific Forum for Hajj Research held by the University of Umm Al-Qura represented by Institute of Custodian of the Two Holy Mosques for Hajj and Umrah Research.

The Crown Prince accompanied by Prince Bandar bin Salman bin Abdulaziz was received by Prince Mishaal bin Abdullah bin Abdulaziz, Governor of Makkah Region, Minister of Higher Education Dr. Khalid bin Mohammed Al-Anqari, Minister of Hajj Dr. Bandar bin Mohammed Hajjar, Rector of Umm Al-Qura University, Dr. Bakri bin Matouk Assas, and dean of the institute and chairman of the organizing committee Dr. Atef Bin Hussein Asghar.

A speech was delivered by Dr. Atef Bin Hussein Asghar welcoming the crown prince and thanking him for opening the forum.

Crown Prince Salman, deputy premier and minister of defense, launched a major Haj Research Forum at Umm Al-Qura University in Makkah on Wednesday and reminded Saudi Haj managers of their responsibility in taking care of millions of pilgrims who come from around the world.

“It is a great honor for Saudi Arabia and its people to host the guests of God, while at the same time being a big responsibility on our shoulders,” the crown prince told a large gathering of officials, academics and students.

He said Custodian of the Two Holy Mosques King Abdullah instructed top government officials to provide maximum care to the Two Holy Mosques in Makkah and Madinah.

“I am here on behalf of the king to launch this forum,” the crown prince said, while reiterating the Kingdom’s efforts to provide the quality services to pilgrims by implementing massive development projects in Makkah, Madinah and the holy sites of Mina, Arafat and Muzdalifah.

Makkah Gov. Prince Mishaal bin Abdullah, Higher Education Minister Khaled Al-Anqari, Haj Minister Bandar Hajjar and other senior officials attended the opening ceremony at King Abdul Aziz Historical Hall in Abidiya campus.

Bakri bin Maatuk Assas, president of Umm Al-Qura, underscored Saudi Arabia’s endeavors in the service of pilgrims.

He also noted the special care given by the government to the holy mosques in Makkah and Madinah.

“The expansion projects implemented by the Saudi government in the two holy cities, as well as in the holy sites, are the largest in history,” he said.
He said the Haj and Umrah Research Institute at the university is manned by highly qualified researchers and is provided with advanced facilities.

Atif Asghar, dean of the Haj & Umrah Research Institute and chairman of the organizing committee, welcomed Prince Salman and participants, while highlighting his institute’s efforts to improve the atmosphere for Haj and Umrah by conducting research studies.

He said the forum would discuss about 40 research papers presented by experts.

Prince Salman later watched a documentary on the institute’s Haj research efforts and the massive projects carried out by the government in Makkah and other holy sites for the welfare and safety of pilgrims.

The Haj Ministry has not received cancellations for Umrah reservations in the wake of the coronavirus, said Abdullah Marghalani, undersecretary at the Haj Ministry and general director of the ministry’s Jeddah branch.

“We take directives solely from the Saudi Health Ministry, the only official body responsible for issuing health advice for the pilgrimage,” he said. “We do not take into account rumors circulating on social networking sites.”

The Health Ministry has reassured residents that the virus has not reached an epidemic stage, he said. This is why the Haj Ministry has not taken precautionary measures so far.

“Wearing a face mask is optional and cannot be forced upon pilgrims,” he said. “We have not had any complaints from foreign governments about any of their pilgrims being infected with the virus.

The virus itself has not affected Umrah pilgrims so far, nor has it had any effect on applications for the Haj and Umrah pilgrimages.”

According to official statistics, there have been 3.8 million Umrah pilgrims since the beginning of the season, a 30 percent increase from the 2.5 million pilgrims performing Umrah this time last year,” said Marghalani. Umrah service providers have also indicated a 30 percent increase in the number of applications this year.

First MERS case found in Makkah

JEDDAH – The Ministry of Health said on Wednesday it had discovered 11 more cases of Middle East Respiratory Syndrome (MERS) coronavirus, including what appeared to be the first case in Makkah.

A Health Ministry statement said eight of the people were in intensive care, two were stable, including a 24-year-old Saudi man from Makkah, and one showed no symptoms.

Three of the new infections were of health workers, while a 13-year-old Saudi girl is among cases recorded in Jeddah.

Of Wednesday’s 11 new cases, four were recorded in Riyadh, six in Jeddah and one in Makkah itself, the statement said.

The latest cases bring the total number of confirmed cases in the Kingdom to 272, of whom 81 have died.

The authorities are consulting global experts from Germany, France, the UK and the US on how to combat the virus.

“Every effort is being made to understand its current behavior and any potential alteration in its behavior,” Assistant Deputy Minister of Health Mohammed Zamakhshary said of the coronavirus in an interview.

In Jordan, a 25-year-old Saudi citizen tested positive for the disease and is in a stable condition, the state-run Petra news agency said on Tuesday.

“We believe MERS is a zoonotic virus, meaning that the virus comes from animals, namely camels, and is transmitted to humans,” said Maria Van Kerkhove, a senior research fellow at Imperial College in London and a technical expert for the WHO.

“The virus can also be transmitted from human to human, which we have seen between family members and health-care workers caring for MERS patients.”

The virus has spread to Southeast Asia, killing a Malaysian man who visited Saudi Arabia, the WHO said last week. A Filipino health-care worker returning from Abu Dhabi who initially tested positive for MERS was shown not to have the virus when a second test was carried out.

Although the worldwide number of MERS infections is fairly small, the more than 40 percent death rate among confirmed cases and the spread of the virus beyond the Middle East is keeping scientists and public health officials on alert.

MAKKAH – The King Abdullah Bin Abdulaziz project for Zamzam has invented an automatic machine for the sale of Zamzam bottles to visitors and the public.

The machine will dispense bottles within two minutes when a pre-obtained receipt that contains a barcode is placed on a screen that verifies the payment and number of bottles purchased.

These machines have been installed to combat the black market for Zamzam water bottles and to ensure a fair distribution of bottles to all visitors and the public.

Citizens and residents are allowed a certain number of bottles and this allocation is monitored through their identity cards.

The project will ensure that Zamzam bottles contain clean and pure holy water that is not mixed with other additives.

Zamzam production can be increased according to demand and the space available in the warehouses.

The main warehouse can accommodate 1.5 million bottles of Zamzam and another warehouse can accommodate 200,000 bottles.

The project works around the clock to serve the needs of citizens, residents, Haj and Umrah visitors, and allows them to buy Zamzam at nominal prices.

The National Water Company (NWC) is continuously developing its services to realize the goals of the King Abdullah Zamzam project.

It is considered the first and largest such project in the Kingdom and worldwide and its total cost has reached SR700 million.

sponsored 55 workers to perform Umrah

SHARJAH: Sharjah Municipality (SM) organised a Umrah trip for 55 talented workers for the second year in a row.

The Umrah trip was for a number of outstanding workers in cooperation and coordination with the Sharjah Charity Association coming under its social aims to empower those who are unable to visit the House of God.

Riad Abdullah Eilan, Director General of Sharjah Municipality said the municipality decided to send 55 workers from its staff to perform Umrah who have never performed it in the context of social support and sponsor workers who can not perform these rituals due to their financial circumstances.

The municipality was leader in this initiative in cooperation and coordination with the Sharjah charity Association and began organising this trip since last year sending around 50 workers to perform Umrah. He added that SM will organise this trip every year for a number of workers and provide them with the opportunity to visit the House of God and the Prophet’s Mosque.

The selection of workers is according to several conditions including a failure to perform Umrah before, seniority and excellence in job performance. The trip took ten days and included good hotel services, facilitated transportation, food and other facilities in addition to a sum of money for each worker for miscellaneous expenses.

Preparations for Haj to begin early

Haj Minister Bandar Hajjar announced Wednesday that his ministry would begin allocating spaces for pilgrims at the holy sites of Mina and Arafat among the Tawafa organizations next week. “The move will enable Tawafa organizations to make early arrangements to receive pilgrims,” he said, and added that his ministry would coordinate with the Finance Ministry to carry out maintenance works on all tents.

Hajjar said the measure were taken on directives of higher authorities to keep the tents and other facilities and services ready to receive pilgrims ahead of the annual pilgrimage.

The minister expected substantial progress in services rendered by various departments during the upcoming Haj season. About 3 million pilgrims are expected to perform Haj this year, including 2 million from abroad. Saad Al-Qurashi, chairman of the National Committee for Haj and Umrah, welcomed the ministry’s early distribution of space and tents in the holy sites, saying it would have a big impact on improving Haj services. “We have called on authorities in the past to allocate tents well in advance of Haj,” Al-Qurashi told Arab News.

He said the move could help reduce charges imposed on domestic pilgrims. Prices for normal Haj services for domestic pilgrims had gone up to SR12,000 during the last Haj season. “The early distribution of tents means substantial improvement in services being rendered by Tawafa organizations and Haj service companies to foreign and domestic pilgrims,” he said.

Stainless steel tanks to replace Zamzam
plastic containers in Makkah and Madinah

Authorities at the Grand Mosque at Makkah and the Prophet’s Mosque at Madinah will soon replace plastic water dispensers with stainless steel tankers in a bid to keep Zamzam water supplies sterile and cool for pilgrims ahead of the scorching summer months, said Maher Al-Zahrani, director of the Zamzam Water Division at the Presidency of the Two Holy Mosques Affairs.

Authorities have stepped up efforts to make Zamzam water more accessible to pilgrims amid ongoing expansion works.

“The new stainless steel tanks will initially be introduced in the Grand Mosque area in the first phase, then gradually installed in other areas,” said Al-Zahrani.

“The new water tankers are produced from the highest caliber of heat and corrosion-resistant stainless steel.”

The 316 type of stainless steel is considerably more resistant to sulphuric acid and other harmful chemicals that can be released in high temperatures.

In fact, the existence of high-quality stainless steel is a prerequisite in the manufacture of certain pharmaceuticals in order to avoid excessive metallic contamination.

Zamzam water was distributed in portable 9.5-liter tanks last month that are specially designed to combat and kill bacteria.

Anti-Islam film - first its distributor
and now his son embraces Islam

ARNOUD VAN DOORN has become a familiar name in the Muslim world. A Dutch politician, and once a harsh critic of Islam and a former member of the anti-Islamic Party for Freedom, Arnoud in 2008 was a distributor of the film, Fitna, which offended Muslims worldwide because it depicts false, defaming images of Muslims and their Prophet (peace be upon him).

Five years after the release of the film, Arnoud shocked the world by embracing Islam. He is a changed man; he converted to Islam after learning more about the religion, which he now calls ‘a religion of peace’.

Today, his name is making headlines yet again, as his son, Iskander Amien De Vrie, joins the Muslim faith.

Arnoud’s son, Iskander Amien De Vrie, surprised audiences when he was among the 37 people who converted to Islam during the Dubai International Peace Convention just last week, on April 18.

“I bear witness that there is no God to be worshipped but Allah and I bear witness that Muhammad (peace be upon him) is His worshipper and last messenger,” said Iskander.

Iskander said in an interview with Muaz Shabandri of Khaleej Times, “I saw my father become more peaceful after converting to Islam. That’s when I realized there is something good in this religion and it made me change my perception of Muslims. I started studying the Holy Qur’an and going through lectures of important scholars.”

According to the report, Iskander, 22, was drawn to Islam by a college friend who set a good example of what Muslims really are and how they live their life. His interest in Islam was also ignited by his father’s life and how he underwent a transformation to become a more peaceful person.

Talking about the anti-Islamic movie, Fitna, Arnoud clarified that he was not involved in its production, but he was responsible for distributing it, and he said that it was a mistake, which he deeply regrets.

The righteousness preached in Islam, the teachings that in essence are ordained to preserve human dignity and improve the human condition on all levels – that is what needs to be in a movie about Islam.

“I feel an urge and a responsibility to correct the mistakes I have done in the past. I want to use my talents and skills in a positive way by spreading the truth about Islam. I am trying to make a new movie about Islam and the life of Prophet Muhammad (peace be upon him). It would show people what examples the Prophet set in his life and the movie would invite younger people to Islam,” said Arnoud in the Khaleej Times report.

Both father and son now Muslims, Arnoud is calling on people to support his Islamic Foundation, which is fighting Islamophobia in Europe. He founded the European Dawah Foundation; this man who once had aimed to push people away from Islam is now inviting people to Islam. The team of volunteers at the foundation are working to help bridge the gap between Muslims and non-Muslims in Europe, and to correct the common misconceptions about Islam. The son plans to trek the same journey that his father took last year, to travel to Saudi Arabia to visit the holy sites, and he hopes that his mother will embrace Islam soon.
