16 شركة عالمية تتنافس لتنفيذ مشروع “مترو مكة”



تفتح أمانة العاصمة المقدسة مطلع الاسبوع المقبل الباب أمام الشركات العالمية وتأهيل المقاولين للبدء في تنفيذ مشروع النقل العام في مدينة مكة المكرمة بالقطارات والحافلات حيث تطرح عقود المرحلة الأولى التي أقرتها اللجنة الوزارية الإشرافية للمشروع لمدة ثلاثة أيام فيما تطرح بعد 3 أشهر المناقصة لاعتماد الشركات والمقاولين للبدء في المشروع الحيوي حيث من المتوقع مشاركة ائتلافات عالمية ومحلية.

ووفقاً لما ذكرته صحيفة «عكاظ» – أمين العاصمة المقدسة الدكتور أسامة بن فضل البار رئيس اللجنة التنفيذية للمشروع أن المرحلة الأولى تتضمن تنفيذ خطي القطار/المترو (ب) و (ج) حيث يبدأ القطار (ب) من منطقة الجمرات في منى ويتجه غربا مرورا بشمال المسجد الحرام ثم عبر طريق الملك عبدالعزيز الموازي مرورا بمحطة قطار الحرمين السريع «المحطة الرئيسة بالرصيفة» وينتهي عند طريق مكة المكرمة/جدة السريع غرب الطريق الدائري الثالث بطول 11 كيلومترا و7 محطات. وينطلق خط القطار (ج) من طريق المدينة المنورة مدخل مكة المكرمة الشمالي شمال مسجد التنعيم ويتجه جنوبا حتى يصل المنطقة المركزية غرب المسجد الحرام ثم يتجه جنوبا خلف وقف الملك عبدالعزيز ثم إلى شارع العزيزية العام ومنه إلى طريق الطائف الكر حتى يصل إلى جامعة أم القرى بطول 33 كيلومترا و15 محطة.
وتم تقسيم عقود المرحلة الأولى إلى ثلاث حزم من العقود وهي عقود الأعمال المدنية بما في ذلك حفر الأنفاق وعقد نظم النقل العام بالقطارات بما في ذلك أنظمة الإشارات والتحكم وعقد توريد وتشغيل القطارات والعربات.

واستعدادا لطرح مناقصة التنفيذ في الربع الأول من العام الجاري 2014م تم الإعلان عن بدء إجراءات تأهيل مقاولي الأعمال المدنية. وسيتم تقسيم الأعمال المدنية إلى عقدين مستقلين أحدهما يشمل الأعمال المدنية لمساري القطار اللذين يقعان في مجملهما في أنفاق تحت الأرض وتشمل كامل الخط (ب) وجزءا من الخط (ج). أما العقد الآخر فيشمل الأعمال المدنية لمسار الخط (ج) في الجزء المرفوع على جسور معلقة فوق سطح الأرض.

من جهة أخرى، تجري أمانة العاصمة المقدسة فحص طلبات شركات محلية وأجنبية متخصصة تقدمت لتنفيذ أعمال تطوير أنفاق السيارات والمشاة بمكة المكرمة والمشاعر المقدسة، وذلك لتنفيذ أعمال المرحلة الأولى من المشروع لـ7 أنفاق بمكة المكرمة منها مجموعة أنفاق طريق الملك عبدالعزيز مشاة (4 أنفاق بإجمالي طول حوالى 3045م) ونفقين في كدي بإجمالي طول 3347م ونفق المرور بالسوق الصغير بإجمالي طول 1519م حيث سيتم طرحها مباشرة بعد إتمام عملية التأهيل. وتتكون الأعمال من الأعمال الكهربية والميكانيكية والأعمال الالكترونية والاتصالات والأعمال الهندسية المدنية الإنشائية والمعمارية وأعمال التشطيبات والأعمال وثيقة الصلة بها والمنشآت الملحقة بالأنفاق.

The Afghan who hasn’t missed prayer
 
at the Prophet’s Mosque for 37 years

MADINAH — An Afghan national has set an example of piety by never missing one single prayer behind the imam of the Prophet’s Mosque.

Haji Muhammad has become very popular in Madinah because for a quarter of a century he has appeared on Saudi TV wearing the same black turban while standing on the right side of the first line behind the imam.

He told Makkah daily that he arrived in the Kingdom when he was 19.

He has been working as a plumber for 37 years and only traveled once to Afghanistan.

He said: “I’ve always made sure I perform all prayers in the Prophet’s Mosque since I was a young man.

“I love picking up the copies of the Holy Qur’an from visitors and putting them back in their cabinets.”

Haji Muhammad has made friends with visitors from outside the country who have been impressed with how devoted he is in performing all prayers in the mosque and at the same place.

Some of them have seen him wearing the same black turban at the same spot every year they visited Madinah.

“When I worked for my sponsor, I told him from the start that I didn’t want to miss any prayer at the mosque and that in Ramadan I won’t work because I’ll be in the mosque all the time,” he said.

The devoted Afghani national is married to two wives and has 12 children.

Haji Muhammad is currently looking for a third wife.

Four Pakistani pilgrims die in accident

MADINAH — Four Pakistani pilgrims were killed and 29 others injured when their bus collided with a truck on their way to Madinah from Makkah. Twelve ambulance teams and two helicopter ambulances arrived at the location to transport the injured to Al-Hemna village hospital for treatment. Four of the severely injured passengers were rushed to King Fahd Hospital in Madinah.

Umrah propels Makkah hotel

Makkah’s hotel occupancy has risen to more than 90 percent around the central area of the Grand Mosque, raising hopes among investors that they will recoup some of their losses from last year.

A total of 1.7 million people have come on Umrah since the season opened in December.

The government reduced the number of pilgrims last year because of the expansion taking place at the Grand Mosque.

Hotel investor Fahd Al-Withinani told Arab News that the season got off to a strong start this year probably because Umrah firms and individuals were more aware of the limits on pilgrim numbers.

Another investor Mazen Drar agreed with this view and said investors now hope to make up for last year’s losses.

Al-Withinani said pilgrims came from inside the Kingdom, Gulf Cooperation Council (GCC) countries and Pakistan, India, Indonesia, Malaysia, Jordan, Egypt, Algeria and Sudan. There were fewer pilgrims from Iran, Iraq and Lebanon.

Another investor, Awaid Al-Fahmi, said many Saudis opted to spend the midterm school vacation with their families in Makkah this year.

A room overlooking the Grand Mosque costs SR1,000 a day, while rooms without a view are about SR700 to SR850 a day. Prices in areas around Mahbas Al-Jin and Al-Azizia ranged between SR400 and SR600 for a room a day.

He built Al-Bayt Al-Muzlim, or a dark room which was the prototype for the modern camera.

His revolutionary finding was that rays of light from an object passes through a tiny hole in the dark room and projects an inverted image of the object on a wall inside the room and this image could be permanently captured – the world’s first camera.

The 1001 Inventions Exhibition has replicated Al-Haytham’s dark room so visitors can have a real-life experience of what his camera was like and how it worked.

Al-Khawarizmi was a great Muslim mathematician who introduced the use of Indo-Arabic numerals that, over time, came to be known as algorithms.
His introduction of the zero as a placeholder in equations paved the way for the development of the decimal system.
His most significant contribution was his book, Hisab Al Jabr wal-Muqabalah, which defined the study of algebra.

Foreign and local firms line up
 
for Makkah Metro deals

Several alliances of local and international companies have started submitting prequalification applications to join the bidding process for the Makkah Metro service project.

“Fifteen national and multinational consortia have submitted their eligibility documents to be qualified for bidding for the civil works of the Phase 1 of the Makkah Metro project,” said Makkah Mayor Osama Al-Barr who is also chairman of the executive committee of the city’s public transport system.

The Development Authority for Makkah and Holy Sites received applications for prequalification for bidding.

The announcement about procedures were made on Nov.10 last year.
The first phase of the project comprises two lines (Green and Red lines) of 46 km with 22 stations.

While 60 percent of the lines will be hanging on elevated bridges, the rest of the lines will run through tunnels.

While the quotations will be invited in the first quarter of the year, contracts are expected to be signed in the last quarter of the current year, he said.

Saad Al-Qadi, executive president of the Makkah Trains Company for Public Transport and director general of the project, said the civil works have been divided into two contract packages with the aim of speedy completion of their works.

One package is for the underground lines of the ‘green category’ and part of the ‘red category’ while the other package covers the remaining ‘red category’ lines that run on hanging bridges.

The mass transit system in Makkah consists of four lines with a total length of 114 km and 62 stations in addition to a wide network of buses linking all districts with important areas.

15 consortiums bid for Makkah rail plan

MAKKAH – Fifteen consortiums of local and global companies have submitted their profiles to the Makkah and Ritual Sites Development Commission for the first phase of the train project, which will be implemented in Makkah, Saudi Press Agency reported Monday.

The first phase includes the construction of two metro lines, Green (B) and Red (C) with total length of 46 kilometers, according to Dr. Osama Al-Bar, chairman of the executive committee of public transport project in Makkah.

“Sixty percent of the 22 train stations will be built over the ground while the 40 percent will be underground, where tunnels will be dug,” he said. The tender will put up fir the first phase in the first quarter of the year 2014 while the contract will awarded at the end of the year.

Dr. Saad Abdul A. AlGadhi, CEO of Makkah Mass Rail Transit Company (MMRTC), said the works for the first phase will have two separate contract to speed up the implementation of the project. One of the contracts will cover the underground railways (Green Track and part of Red Track) while the other covers the suspended bridges of the Red Track.

Makkah railway project consists of 4 lines with total length of 114 kilometers and 62 stations.

Madinah, Rabi'I 20, 1435, Jan 21, 2014, SPA

Under the patronage of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud and in the presence of Prince Faisal bin Salman bin Abdulaziz, Governor of Madinah region and head of the Supreme Committee for the occasion of Madinah as the Capital of Islamic Culture 2013 , the Minister of Culture and Information Dr. Abdulaziz bin Mohiuddin Khoja today opened of the VIII Islamic conference of the ministers of culture of the countries of the Organization of Islamic Cooperation.

The opening of the conference, which is held under the title "For Promotion of Cultural Rights in the Muslim World for the Service of Dialogue and Peace", was also attended by ministers of culture and heads of delegations and international organizations interested in cultural affairs.

The opening ceremony, which was held at the University of Taibah, began with a recitation of verses from the Holy Quran.

Then, the Minister of Culture and Information Dr. Abdulaziz bin Mohiuddin Khoja delivered a speech welcoming the ministers in Madinah.

The minister conveyed to them greetings and welcome of Saudi leaders and their best wishes to the participants.

The minister thanked Khalida Toumi, the Minister of Culture in the Republic of Algeria and Head of the seventh session of the conference, and Abulfas Garayev, the Deputy Head of the session and Minister of Culture and Tourism of the Republic of Azerbaijan, for their tireless efforts over the past two years in the follow-up work of the seventh conference of Islamic culture ministers which was held in Algiers, Republic of Algeria in 1433 AH, praying to Allah Almighty that the Conference reaches the desired objectives in the current session.

The Minister of Culture and Information called on the culture ministers in the Islamic world to be armed with the contents of culture to promote the principles of the true Islamic religion in love and deepen the bonds of brotherhood, harmony and understanding, also calling on their official and non-official cultural institutions to do their duties and work on the use of all means that reflect the cultural and Islamic glory to lift the injustice against Muslim peoples and introduce a pure image of the great message of Islam.

He appreciated the efforts made by the Islamic Educational, Scientific and Cultural Organization (ISESCO) in this context, referring to the documents presented by the Organization in the conference, including monitoring of the organization's efforts during the past two years and its forward-looking vision of the desired efforts for the next two years.

Dr. Khoja said that on this occasion and according to the proposal of the organization in the 7th conference in Algeria to prepare a document under the title 'A draft plan of action to activate the initiative of the Custodian of the Two Holy Mosques for dialogue between followers of religions and cultures, this document is complementary to the efforts based on the royal initiative, calling on culture ministers to adopt a resolution issued by this conference reflecting our interaction with the noble meanings of this royal initiative, and discuss aspects of cooperation to activate the initiative and reach a formula enabling Member States of the ISESCO Organization to participate in this area in the future.

He noted that this conference comes within the programs celebrating Madinah as the capital of Islamic culture; and during the year, successful efforts and numerous activities and programs launched from the culture of this blessed city, commending Prince Faisal bin Salman bin Abdulaziz, Governor of Madinah region for his support and directives to the Madinah event.

Dr. Khoja thanked the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud for patronizing and step-by -step following-up preparations for this great Islamic cultural event, Crown Prince Salman bin Abdulaziz Al Saud, Deputy Premier and Minister of Defense, for his support and Prince Faisal bin Salman bin Abdulaziz, Governor of Al-Madinah Al-Munawarah, who made the success of this occasion top of his priorities.

In this regard, Dr. Khoja announced two proposals embodying a vision to produce a joint cultural work and reflect the spiritual aspect of Muslim's second holiest city and its historic role in the service of Islamic culture and paying care to talented Muslims: First, establishment of Al-Madinah Al-Munawarah electronic website for Islamic culture, giving chance to every single Islamic country to display its cultural landmarks and introduce its output in arts, literature and science and, Second: bibliography of innovators in the Islamic world in the fields of arts and literature so that it would be written in paper or broadcast on line, introducing innovators, scientists and experts of the Islamic world in these cultural fields, aiming to strengthen ties among innovators, consolidate cooperation and exchange their experiences.

He said the ISESCO's Consultative Council for the implementation of the cultural strategy for the Islamic world could assign the organization's experts in the Islamic world to put the two proposals in an executive framework prior to presenting them to the coming session of the conference to name their executive mechanisms.

''Madinah Eternal Capital of Islamic Culture''

Madinah Gov. Prince Faisal bin Salman on Tuesday announced 13 initiatives aimed at making Madinah the eternal capital of Islamic culture. He said the initiatives have won the support of Custodian of the Two Holy Mosques King Abdullah.

The announcement comes at the conclusion of activities marking the selection of Madinah as the Islamic Cultural Capital.

Initiatives include the establishment of an oasis for Quranic learning to make Madinah an Islamic cultural center. The oasis will have halls for Quranic recitation, discussions and scientific research.

The Quba Cultural Center is another important project, which includes museums, libraries and parks, in addition to a center to welcome pilgrims and visitors. The King Abdul Aziz Library and the Haram Library will also be developed as part of the new initiatives.

A permanent exhibition will be established for the life and teachings of the Prophet (peace be upon him). Another exhibition center will be established to showcase the Prophet’s battles.

There will be a center for Madinah’s written heritage, the governor said, adding that an old Madinah district would be created inside the King Fahd Park. A center for Islamic architecture in Madinah, the expansion of Hejaz Railway Museum and the development of a Madinah research and studies center are other major initiatives announced by the governor.

Meanwhile, Culture and Information Minister Abdul Aziz Khoja launched a conference for OIC culture ministers in Madinah in the presence of Prince Faisal bin Salman. “Promotion of Cultural Rights in the Muslim World in the Service of Dialogue and Peace” was the conference’s title.

“Muslim countries should be armed with cultural content to promote the principles of Islam and deepen the bonds of brotherhood, harmony and understanding,” Khoja told the ministers.

He appreciated the efforts being made by the Islamic Educational, Scientific and Cultural Organization (ISESCO). He also noted Custodian of the Two Holy Mosques King Abdullah’s initiative for interfaith and intercultural dialogue.

The last conference in Algiers had called for coming up with a draft plan of action to activate the king’s initiative. He urged the ministers to support King Abdullah’s initiative.

“This conference comes within the programs marking Madinah as the capital of Islamic culture. During the last year, numerous activities and programs have been held in the city under the leadership of Prince Faisal,” Khoja said.

Haj quota reduction puts Indonesia in tight spot

Saudi Arabia has informed Indonesia that the 20 percent reduction in Haj quota would continue this year too due to the Haram expansion project.

Indonesia sends the highest number of Haj pilgrims to Saudi Arabia.

Indonesian Minister for Religious Affairs Suryadharma Ali, who was on a four-day visit to the Kingdom, was informed of this by Saudi Haj Minister Bandar Al-Hajar when the former called on him at his office on Tuesday. The Indonesian minister has since returned to Jakarta.

Indonesian diplomatic sources told Arab News: “Indonesia’s request for increase in Haj quota was turned down due to the expansion work. This means that about 50,000 Haj pilgrims from Indonesia will not be able to perform Haj, which puts us in a tight spot.”

Over 210,000 pilgrims from Indonesia had applied for Haj, but only 168,000 could perform Haj in 2013, and this had resulted in losses to Indonesia, the sources said.

The Indonesian minister also met with the head of Asian Haj establishment in Makkah and General Transport Syndicate to review housing and transport arrangements for pilgrims from his country during the next Haj season.

Indonesian Consul General Dharma Keerti hosted a reception for the visiting dignitary at his residence which was attended by Ahmed Mohammed Ali, chairman of Islamic Development Bank. Indonesia and IDB signed a mutual cooperation agreement on exchange of Haj expertise during the reception.

Indonesia will provide Haj pilgrim mechanism and saving schemes to the IDB, which in turn can share it with member countries. The IDB chief and the Indonesian minister exchanged views on development and maintenance of wakf properties, an IDB press release said.

Umrah pilgrims injured in bus accident

22 January 2014

Nineteen Umrah pilgrims from Jordan were injured on Monday after their bus smashed into a pedestrian bridge in the plains of Arafat. Four of the injured were treated for minor injuries at the crash site itself while 16 passengers were were moved to King Faisal and Al-Noor hospitals.

Col. Salman Al-Jemaiei, head of Makkah traffic police, said the bus slammed into the two-meter high bridge while on its way to the holy sites. Investigations are underway to determine the cause of the accident, he said.

Indian pilgrim missing

JEDDAH — An Indian pilgrim has gone missing in Madinah. Achchey Miyan, from the north Indian state of Uttar Pradesh, holding Passport No: H3501069 has not been seen after offering noon prayers in the Prophet’s Mosque on Friday.

Qaiyum Bano, Achchey Miyan’s wife, said they both left their Al Firdous 4 Hotel in the city for the Friday noon prayers.

After the prayers Achchey Mian never turned up at the designated place, she said. Achchey Miyan was carrying his hotel card and some Indian currency. He was wearing a white kurta and a sweater with black and white stripes.
