The Ministry of Islamic Affairs, Endowments, Call and Guidance has signed contracts worth SR 11,452,837 million for the restoration of mosques throughout the Kingdom's regions.

The Ministry's Undersecretary for Administrative and Technical Affairs Abdullah bin Ibrahim Al-Huwaimel pointed out that the restoration projects include 219 mosques.

أوضح المهندس سلطان القرشي مدير إدارة النظافة أن الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي بدأت في تنفيذ خطتها لموسم الأمطار وذلك لما تشهد هذه الأيام من تقلبات في الطقس , حيث وجه معالي الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الشيخ الدكتور عبد الرحمن بن عبدالعزيز السديس وبإشراف ومتابعه من معالي نائب الرئيس العام لشؤون المسجد الحرام الدكتور محمد بن ناصر الخزيم إلى التجهز والاستعداد والبدء في تنفيذ الخطة الموضوعة لموسم الأمطار حيث يتم التنسيق مع الرئاسة العامة للأرصاد وحماية البيئة لمتابعة حالة الطقس المتوقع و حيث يجري رفع كامل سجاد الصفوف الأولى من الحرم القديم بالدور الأرضي والدور العلوي من اليوم السابق المتوقع لهطول الأمطار ويتم فرش المشايات البلاستيكية ( المانعة للانزلاق) وعددها 150 مشاية في الساحات على المداخل الرئيسة والمداخل الفرعية الهامة حيث يتم فرشها بشكل مسارين .

وكشف المهندس سلطان القرشي أن إدارة النظافة قامت بتجهيز المكائن داخل الحرم وخارجه البالغ عددها (70) ماكينة وتجهيز مواطير شفط المياه البالغ عددها (3) مواطير وذلك في أماكن تجمع المياه وركودها , وتوزيع العمالة المدربة على أعمال التجفيف السريع البالغ عددهم (450) عاملاً.

وأبان القرشي أنه أثناء هطول الأمطار تتخذ الإجراءت الآتية :

تأمين شريط أمني حول مواقع ركود المياه مع شفط المياه بمواطير صغيرة لعدم الإزعاج وتشغيل مكائن المطاف وفرش المشايات البلاستيكية المانعة للانزلاق ويتم تأمين فنيين لمعالجة الإنسدادت في حال حدوثها وتكثيف أعمال رش المبيدات لمكافحة الحشرات أو البعوض في نقاط الصرف وغيرها يومياً وفق جدول زمني ومواد محددة ومناسبة داخل وخارج المسجد الحرام .

وتضرع المهندس سلطان في ختام تصريحه إلى الله تعالى أن يجعل هذه الأمطار سقيا رحمة ويعم بنفعها البلاد والعباد.

ومن جانبه قال مدير إدارة تنفيذ المرافق البلدية المهندس هيثم بن أحمد شربيني إن الطريق الجديد تم تزويده بكافة ما يحتاجه الزائرون والمتنزهون من خدمات؛ حيث يحتوي على 200 دورة مياه و10 برادات و50 عامود إنارة ذات أشكال جمالية مميزة و100 كرسي لراحة المشاة و100 مظلة للحماية من أشعة الشمس و100 سلة نفايات و5500 متر مربع من النجيلة الطبيعية لإضفاء الأجواء الصحية للمشي.

The central administration for development projects in the Ministry of Municipal and Rural Affairs will soon float tenders for the new permanent tents project in Arafat, said Saud Al-Thikri, spokesman for the ministry.

He said a committee that comprises seven government entities met in Jeddah in mid-November and approved the launch of the biggest development project in Arafat.

The meeting included officials from the Ministries of Haj and Finance, Public Security, Civil Defense, Makkah and Holy Sites Development Authority and Tawafa establishments.

Al-Thikri said the administration is awaiting the Finance Ministry’s final approval, which is expected in two weeks, before putting the project up for bidding. The contractors offering the best technical specifications and financial value will be chosen to implement the project estimated to accommodate 7 million pilgrims. “The project is the biggest in Arafat and the construction of the project will start as soon as the Finance Ministry’s approval is granted,” he said.

The approval will determine the fate of several projects the administration is planning to develop in Makkah.

Authorities concerned with Haj will conduct a study to build permanent and fire-resistant tents with varying heights similar to those implemented in the tents in the Pilgrim City in King Abdulaziz Airport in Jeddah. These tents will increase Arafat’s capacity by 71 percent.

Al-Thikri said the new tents will be fire-resistant and at a minimum height of 15 meters with two residential floors. The ground floor will be for common and pedestrian use as well as for first aid, food, maintenance and cleaning services.

He said the project will provide pilgrims with an ideal residence which will eliminate the risk of fire hazards posed by cotton tents currently in use. “The project provides comprehensive and pioneering services, by using environment-friendly tents,” he added. The project aims to find creative solutions for the Arafat tents by cutting costs and raising safety standards.

An experimental project with the Mashair Train in mind will be implemented next year. The experiment will be evaluated before being implemented in other areas. Mobile tents have been ruled out in this project.

The Makkah Comprehensive Scheme states the capacity of the holy sites will increase to 4 million pilgrims by 2040, which is the concluding year of the scheme. The holy sites’ capacity is expected to reach 2.8 million in the near future.

Arafat’s roads occupy 13.6 percent of flat land which can be developed while pilgrims’ areas cover 69.4 percent and land for other purposes is estimated at 17 percent.

The tops of small mountains have been leveled to make them more accessible to pilgrims and increase the extent of land that can be developed to 98 hectares.

The expected cost of recommended projects in Makkah and the holy sites’ comprehensive scheme to be completed in 2040 is expected to reach SR723
billion.

The estimated cost was based on the expected price value at the time of implementation. Transport programs are estimated at SR126.3 billion, social services including health and education at SR255.2 billion; and service facilities programs at SR47.4 billion. The cost of other programs and projects has been calculated according to a developmental timetable to raise the capacity of the holy sites in general and Makkah in particular.

According to sources, the project was approved after Arafat experienced a heavy downpour which uncovered faults in 42 places accommodating hundreds of pilgrim tents posing a danger to their safety.

The ongoing expansion of the mataf (the circumambulation area around the Kaaba) will double the hourly capacity of the area from 48,000 pilgrims to 105,000 pilgrims after its completion in three years.

The expansion project, ordered by Custodian of the Two Holy Mosques King Abdullah, is expected to be completed in October 2015. It will accommodate more worshippers when the capacity in the other parts of the Grand Mosque rises to 2.5 million people following the completion of the entire expansion project.

The number of pillars in the Grand Mosque will be reduced by 44 percent when the project is completed, according to a documentary film on the expansion run by Saudi Channel 1 on Wednesday night.

“The pillars on the ground floor and the basement will be reduced by 30 percent and by 75 percent on the first floor,” the film showed.

The width of the mataf’s roof will increase from the present 20 meters to 50 meters, which will help reduce crowding during tawaf (circumambulation).

Bridges connecting various levels on the first floor will be parallel to the levels on the present mataf. The ground floor will be linked directly with the basement and masaa (the running space between the hillocks of Al-Safa and Al-Marwa) in the second phase of the expansion.

The new project will preserve the heritage and construction style of the Grand Mosque. The whole project will be completed in three stages over the next three years.

When the first phase of the project was launched in November 2012, construction around the mataf reduced the number of pilgrims performing tawaf to 22,000 pilgrims an hour.
