Makkah deploys 23,000 cleaners

The Makkah Municipality is deploying 23,050 seasonal workers for this year’s Haj, with 7,800 specifically allocated to work in Mina, Arafat and Muzdalifah, according to the city’s mayor.

Osama Al-Bar said in a statement released recently that the city’s cleaning teams work around the clock. In the central area, over 10,900 workers are deployed in 670 teams.

The municipality is making logistical arrangements for the collection of 14,000 tons of waste during this Haj. It has already dispatched 1,025 pieces of cleaning equipment to the holy sites, said Al-Bar.

He said arrangements have been made for the hygienic slaughter of an estimated 500,000 head of livestock this year at 57 locations in the city.

He said the municipality has also launched surveillance of the city’s eateries, which covers 33,000 regular shops and 2,229 temporary shops permitted to operate for the Haj season. He said there would be 1,100 mobile shops in Mina, and 643 other shops at the holy sites.

The mayor said that the government would get assistance this year from volunteers including Saudi scouts and students from universities, colleges and public health institutes.

The municipality is coordinating its work with the Civil Defense, electricity department and other agencies to meet emergencies such as fires and heavy rain.

HOUSE OF ALLAH: One of the rare pictures of Kaaba in olden days

Haj and its rites were first ordained by Allah in the time of Prophet Ibrahim (peace be upon him). However, with the passage of time both the form and goal of Haj rites were changed. The process of distortion reached its peak with the introduction of idols to the Kaaba, as was previously mentioned. Many major tribes with their allies and slaves used to come to Makkah and encamp there separately. Competitions in generosity were staged. In order to assert his superiority, the chief of every tribe set up huge cauldrons, slaughtered numerous camels and cooked the flesh which was then freely distributed for the "pilgrims." The sole objective of this extreme generosity was for their name to be exalted in the whole of Arabia and for it to be publicized that this person slaughtered so many camels and gave food to so many people. Singing, drinking, adultery and various kinds of immorality were indulged in, and the thought of God scarcely occurred to anybody.

The religious rites of Tawaf (circling of the Kaaba) was reduced to a circus. Women and men went round and round the Kaaba performing Tawaf stark naked. They said: "We shall go before God in the same condition in which our mothers gave birth to us." Prayer in the Masjid of Ibrahim was accompanied by hand-clapping, whistling and the blowing of horns. The name of God was pronounced in the prayer of intent known as Talbiyah (Labbayka Allahumma Labbayk: "Here I am present, My Lord, I am present.") However, even this expression of reverence was distorted with the following additions: "No one is your partner except one who is permitted by you. You are his master and the master of what he possesses."

Sacrifices were also made in the name of God; however, the blood of the sacrificed animals was poured on the walls of the Kaaba in the belief that Allah demanded flesh and blood. Doing business or working for one's livelihood during the Haj journey were considered unlawful. Others used to give up food and water during Haj and regarded this abstention as part of worship, while others stopped talking from the beginning of Haj until its end.

These distorted Haj rites continued to be practiced for nearly two and a half thousand years. Ultimately, however, the time arrived for granting the Du'a (prayer) of the Prophet Ibrahim, which he had invoked while raising the walls of the Kaaba: "Oh Lord! Raise up in their midst a Messenger from among them who will recite to them your revelations and instruct them in the Scripture and in wisdom and who will reform their morals. (Qur'an, 2:129)

Consequently, a man arose from the progeny of Ibrahim whose name was Muhammad ibn Abdullah. Prophet Muhammad (peace be upon him) revived the same genuine and pure religion which was taught by Prophet Ibrahim. In the course of 23 years he (peace be upon him) completed the mission of purifying the Kaaba and establishing Allah's religion as the law of the land, and he again declared the Kaaba as the universal center for worshippers of the one True God.

Along with the revival of Haj, all the deviant and idolatrous customs of the period of ignorance which had become rampant since the time of Prophet Ibrahim (peace be upon him) were completely eliminated. All the idols in Kaaba were smashed and removed, and the worshipping of other than Allah that was being done there was stopped. All invented rituals were wiped out and all fairs and carnivals were stopped. Furthermore, it was ordered that Allah's worship should only be carried out in the prescribed manner. Competitions among poets in the exaltations of their forefathers and clansmen's achievements were all stopped. Instead Allah told them: "And when you have completed your rites (of Haj), then remember Allah as you used to remember your fathers, nay with a more vigorous remembrance." (Qur'an, 2:200)

All competitions in generosity which were meant solely for pride and fame were terminated and in their place was revived the system which existed in Ibrahim's day, whereby animals would be slaughtered exclusively in the name of Allah in order that poor pilgrims may be fed during Haj. Allah said: "Eat and drink but do not be excessive. Verily He does not love the wasteful." (Qur'an, 7:31) The practice of spattering the blood of the sacrificed animals on the walls of Kaaba and throwing of their flesh there was also stopped. Allah informed them that: "Their flesh and their blood do not reach Allah, but it is the devotion from you that reaches Him." (Qur'an, 22:37)

Circling the Kaaba in a state of nudity was strictly prohibited by the Prophet (peace be upon him) on Allah's command. And Allah further explained: "Say, who has forbidden the adornment (dress) given by Allah which he has bought forth for his servants." (Qur'an, 7:32)

It was also prohibited to start for Haj without taking provision; and Allah said: "You must take provision for the journey because (not to take provision for a journey in the world does not mean taking provision for the Hereafter) the best provision for the Hereafter is piety." (Qur'an, 2:197) It was formerly considered an act of piety not to trade during Haj because it was regarded as being unlawful in this condition to utilize sources of livelihood. This concept was also rejected by Allah who said: "It is no sin for you that you seek the bounty of your Lord (by trading)." (Qur'an, 2:198)

After abolishing all other pre-Islamic customs. Haj was made a model of piety, fear of Allah, purity, simplicity and austerity. When the pilgrims set out from their homes, they were ordered to purify themselves of all worldly pollution, abandon sexual relations with their wives and abstain from filthy language and indecent acts.

The Prophet (peace be upon him) said the following about a neat, clean, selfless and sincere Haj: "Whoever performs Haj solely for Allah and in the course of it abstains from sensual and sinful acts, he will return as pure as a new-born child."

Is it true that right next to the Haram towards the motorway side there was a mountain that no matter what they tried on it they couldn't demolish it ?

If you mean mount abu qubais where the kings palace is, then the reason for not having it demolished is very well explained in this thread. It is to do with the Zamzam and balance of the land. It's very detailed, sister Rouyaka19 has posted some great details on this.

Special camps, routes for pilgrims
 
using Mashaer train

MAKKAH — Pilgrims utilizing Mashaer trains during this year's Haj will have camps designated near the train station in Arafat and Mina.

The head of the Makkah branch of the Ministry of Haj, Yaseen Fatani, said a special route will also be designated for these pilgrims, leading from their camps to the train stations. These procedures are meant to ensure the safety and security of the pilgrims.

Minister of Municipalities and Rural Affairs Prince Mansour Bin Miteb and the Minister of Haj Bandar Al-Hajjar had discussed pilgrim safety issues and agreed on several measures.

Fatani said each Haj season brings experiences that the ministry benefits from. All positive ones are taken into consideration while care is taken to avoid a repeat of the negative experiences.

He said a meeting was held with the deputy minister of municipalities, Dr. Habeeb Zainulabideen to discuss pilgrims' transport. The ministry will make sure that the pilgrims in the camps have train tickets and teams have been formed for this purpose. The team members will have special uniform to distinguish them.

"All bodies participating in the Haj operation have one goal in mind and that is the safety and security of pilgrims," said Fatani.

RIYADH – Saudi authorities are optimistic that the Haj season will pass without outbreak of the deadly MERS-coronavirus, Health Minister Dr. Abdullah Al-Rabeeah said here on Saturday.

“We are optimistic we can achieve yet another success as the Haj season nears. The Umrah season during the holy month of Ramadan succeeded despite health challenges such as the coronavirus,” he said at the inauguration of the 2nd International Conference on Mass Gathering Medicine.

Saudi Arabia has “longstanding experience” dealing with health challenges brought by large numbers of people, Al-Rabeeah said.

He said that around 200,000 pilgrims who have arrived in the Kingdom for Haj so far are in good health conditions.

Saudi Arabia is very keen to enhance its expertise in handling healthcare in mass gathering. Therefore, the Kingdom has introduced the Saudi diploma program in mass gathering healthcare at the Global Center for Mass Gathering Medicine which was launched at the Health Ministry in collaboration with the World Health Organization (WHO),” Al-Rabeeah said.

Dr. Alaa Addin Olwan, regional director of WHO Office for the Eastern Mediterranean, said that in appreciation of the Kingdom’s expertise and dedicated efforts in providing healthcare services for a huge mass of pilgrims over the years, WHO decided to appoint the deputyship of the Saudi Health Ministry as a contributing center in mass gathering medicine accredited by WHO.

Health ministers of Bahrain, Egypt, South Korea, Sudan, Turkey and Yemen and vice health minister of Indonesia emphasized the role of efficient surveillance in detecting cases with communicable diseases, especially MERS-coronavirus.

While recognizing the need for generating and recording accurate data and information on infection cases, the ministers admitted the right of anonymity for patients.

Al-Rabeeah commended the efforts and success of the Kingdom, and the rest of the world in facing healthcare challenges posed by epidemics such as bird flu, MERS-coronavirus and others.

Dr. Ziad Maimish, deputy health minister and chairman of the conference organizing committee, said the conference is a valuable opportunity to exchange expertise, policy formulations and strategy setting.

In addition to speeches and documentaries on the development of healthcare services in the Kingdom, the conference focused on the launch of the Global Center for Mass Gathering Medicine, WHO program for mass gathering, a review of 2012 mass gathering events and global health, mass gathering medicine in Korea, and Haj 2012 and Umrah 2013.

The Jeddah Islamic Port (JIP) has installed 40 state-of-the-art fingerprint and other devices to detect fake Haj permits and other false documents.
However, Sahir Tahlawi, director general of JIP, told Arab News that no case of bogus Haj document has yet been uncovered.

"The arrival of pilgrims has been going according to plan. There is full coordination around the clock with the Customs Department, the Passport Department and other government agencies operating within the JIP. We are seeking to provide the best possible services to the guests of God," he said.
Two groups of pilgrims arrived by boat yesterday. The first group had 1,196 pilgrims and the second 250.

Fahd Al-Adwani, director of the Haj department at JIP, said that two passenger ferries from Sudan arrive at the port every day. "We expect there will be 34 trips carrying about 18,000 pilgrims, who will keep coming until Dhul Hijjah 4 (Oct. 9)," he said.

"We are coordinating with agencies at the JIP to facilitate the arrival of pilgrims ... so they can perform their religious duty smoothly. There are four fully equipped buses to transport the pilgrims who arrive by air after the entry procedures are completed," he said.

All systems go for safe Haj

The Civil Defense Department has drawn out an emergency plan to ensure the security and safety of the nearly two million pilgrims who are expected to visit Makkah and other holy sites for Haj this year.

“The plan aims at dealing with emergency situations during the peak Haj days, including floods, accidents and catastrophes,” said Lt. Gen. Saad bin Abdullah Al-Tuwaijri, director general of the department.

The plan, which envisages greater coordination with various government departments, also aims at protecting public and private properties. “We have made arrangements to deal with 13 potential dangers during Haj,” he said.

“We will intensify our efforts to enlighten pilgrims about safety regulations in coordination with the Haj Ministry, Information Ministry, Tawafa organizations and foreign Haj missions. We will also educate them how to deal with emergency situations.”

Meanwhile, the Ministry of Haj said it would set up special camps close to Mashaer Railway stations to organize the boarding of pilgrims onto the trains. “We have held a meeting with municipality officials to discuss how to organize the movement of pilgrims at Mashaer Railway stations,” said Amin bin Yasin Fatani, a senior ministry official. Pilgrims from Southeast Asia, Arab and Gulf countries and Saudi Arabia will benefit from the service this year.

Separately, Health Minister Dr. Abdullah Al-Rabeeah, said he is optimistic that this year’s Haj would pass without outbreaks of the deadly MERS coronavirus. “We are optimistic we can achieve yet another success as the Haj season nears after the Umrah season when more than five million foreign pilgrims performed the ritual, despite health challenges such as the coronavirus,” said Al-Rabeeah.

The Presidency of the Two Holy Mosques Affairs said it would facilitate the ground and first floors of the new Grand Mosque expansion, as well as the plazas surrounding it, for prayers during the Haj season.

تبدأ لجان الحصر والتثمين العقاري، خلال الأسابيع القادمة، بحصر العقارات الواقعة ضمن نطاق مشروع توسعة المسجد النبوي وتطوير العشوائيات.
وحسب مصادر بوزارة المالية من المتوقع أن يشمل استكمال إزالة العقارات في الجهة الشرقية، إضافة إلى الجهتين الشمالية والجهة الغربية الجنوبية بجوار مكتبة الملك عبدالعزيز، وستبقى الجهة الجنوبية بالنسبة للفنادق في المركزية كما هي: وتشمل العملية إزالة جميع العشوائيات، التى تقع داخل نطاق الدائري الأوسط «طريق الأمير عبدالمجيد».

وأوضح المصدر أن المسح الجوي في مراحله النهائية، مشيرًا إلى أنه سيتم الإعلان في الصحف الرسمية عن العقارات، التي ستتم إزالتها لصالح مشروع التوسعة ومشروع تطوير العشوائيات، حسب المخططات الجوية، والتي تمتد مساحتها إلى الدائري الأوسط.

وبين أن نزع الملكيات سيمر بأربع مراحل: المرحلة الأولى المسح الجوي والمرحلة الثانية الإعلان في الصحف الرسمية والمرحلة الثالثة لجان ميدانية لحصر العقارات وطلب الصكوك وتثمينها ثم المرحلة الأخيرة الإفراغ لصالح الدولة.

وأكد أن الجهة الشمالية ستزال على «3» مراحل، وتمتد لـ»3» سنوات في كل سنة مرحلة، نظرًا لما يشهده موسم الحج والعمرة من تواجد للمسلمين من شتى بقاع الأرض، والتي تشمل الأكبر مساحة من حيث الطاقة الاستيعابية.

وأفاد أنه يتم إسناد تقييم العقارات، التي ستنزع لمصلحة المشروع للجنة تقدير العقارات الحكومية، واصفا اللجنة استمرار أعمالها بأنه جاء تأكيدا على نجاح اللجنة في تقدير أكبر عمليات نزع ملكية حدثت في مكة، والخاصة بمشروع تطوير ساحات الحرم المكي الشمالية.

وأضاف، أن المدينة المنورة تعيش في الوقت الحالي نقلة عقارية متطورة تواكب تطلعات صناعة العقار الحديثة، حيث إن فيها الآن مشروع تطوير العشوائيات، المشروع الأضخم الذي سيعمل على الارتقاء والنهوض بالقطاع الاقتصادي العقاري في المدينة المنورة، وسيرسم له الملامح الرئيسية، التي سيسير بها في مشروعات التطوير، وذلك من أجل الوصول وبلوغ الهدف وتصبح مدينة يشار إليها بالبنان.

درب السنة
من جهة أخرى قامت لجنة مشروع درب السنة بأمانة المدينة بمواصلة أعمالها وفق المحاور، التي تم اعتمادها وهي: اعتماد شكل المشروع الجديد وبدلا من أن يصل المشروع بين مسجد قباء والحرم (عبر شارع قباء) سيكون الربط عبر حي البحر و حي المغاربة عرض شارع درب السنة 300 متر.
كما تقرر أن يبدأ نزع الملكيات مطلع العام القادم، وأعدت اللجنة تصميما ثلاثي الأبعاد يوضح أنه بعد تنفيذ المشروع سيصبح بالإمكان رؤية بوابة الحرم من مسجد قباء. يذكر أنه صدر قرار قبل عدة أيام بإيقاف البيع والشراء للعقارات في منطقة المشروع وهي حي البحر وحي المغاربة وحي الجمعة.
