200 copies of Braille Qur’an distributed

The Ebsar Charitable Organization and Association for Visual Impairment has distributed 200 copies of Braille Qur’an in Saudi Arabia and other Arab countries with the cooperation of King Fahd Qur’an Printing Complex in Madinah.

Mohammed Tawfiq Bellow, secretary-general of the association, said that this was the second phase of distribution of Braille Qur’an to the blind and visually-impaired. The first phase of distribution of Braille Qur’an was held toward the end of 2012.

Bellow said: “Most of the people can read Qur’an from Braille, but they don’t have copies, and 20 percent of the copies have been distributed among schools both within and outside the kingdom.”

According to a study conducted by the association, almost 27 percent of beneficiaries of the current phase showed that they can read and write in Braille and that of these, nearly 60 percent are excellent and professional, while another 25 percent are considered weak.

Bellow said that the majority of visually-impaired individuals need copies of Braille Qur’an. However, only a small number of Braille Qur’an copies are published and need to be organized for their distribution.

He said that printing technology should include other mechanisms such as methods of printing, braille handwriting, provisions of intonation and diacritical marks and installation, without which reading properly becomes a difficulty.

He also said that Esbar will continue with the distribution of Braille Qur’an, as they are reference for many associations for the visually impaired in the Arab and Islamic world.

The copy of Braille Qur’an has six volumes. Each folder contains 991 pages and is divided into five parts.

Many Indians opt out of Haj

Performing Haj this year will be costlier for Indian Haj pilgrims thanks to a fragile Indian rupee, cuts in subsidies provided by the Indian government and an increase in the costs of South Asian Haj Establishments in Makkah.

Last year, one US dollar equaled 53 Indian rupees, but now the US dollar is trading in at above 66 rupees.

The fact that exchange rates for Haj pilgrims are decided by converting the value of Saudi riyals into US dollars accounts for the rise in the cost of the Haj pilgrimage.

Earlier estimates had fixed the exchange rate at 14.98 rupees per Saudi riyal, which was later revised to 16.07 rupees.

In all, 136,020 pilgrims are scheduled to arrive from India beginning Sunday, 123,511 of them coming through the Central Haj Committee (CHC), a government agency, and another 34,005 through private tour operators. There are two categories of accommodation available for Indian pilgrims. They are in Aziziah, which is cheaper, and the more expensive Green category.

Pilgrims under the Green category of accommodation paid 179,800 rupees compared to 164,905 last year, and those under the Aziziah category have shelled out 149,450 rupees this year against 136,264 rupees last year.

Unlike neighboring Pakistan and Bangladesh, the majority of Indians opt to perform the Haj pilgrimage through the CHC, where Haj pilgrims are selected through a draw of lots. The selected persons are required to pay the charges in two installments.

Many Haj applicants whose names figured in the draw opted out after coming to know of the increase in costs.

In Andhra Pradesh alone, over 400 applicants withdrew from the pilgrimage due to the cost factor. The CHC has extended the deadline to pay the second installment to the first week of August.

Unlike other countries that charge full-fare air tickets, India has a standard policy of subsidizing aviation transport costs for Haj pilgrims.

This year, Air India is charging 28,000 rupees compared to last year’s 20,000 rupees. The Indian government has provided a total of 691 million rupees in Haj subsidies, whereas it spent 836 million rupees last year. The 145-million-rupee deficit has resulted in Haj pilgrims paying 8,000 rupees more in airfare this year.

The Haj subsidy amount is paid to Air India by the government. Several Muslim leaders have criticized the payment of subsidy to Air India since it is an ailing carrier.

No leniency for Haj law violators

Saudi Arabia will not be lenient with violators of Haj regulations, the Council of Ministers said Monday, reaffirming the Kingdom’s move to prevent Saudis and expatriates from performing the annual pilgrimage without Haj permits.

“The Kingdom will be strict in executing punishment on violators of Haj regulations,” said Culture and Information Minister Abdul Aziz Khoja after the Cabinet meeting, which was chaired by Crown Prince Salman, deputy premier and minister of defense.

The Cabinet was referring to the public awareness campaign titled “Haj is Worship and Civilized Behavior,” which was launched by Makkah Gov. Prince Khaled Al-Faisal on Sunday, ahead of the pilgrimage that begins on Oct. 13.

Expatriates going for Haj without valid permits would be deported immediately and will not be allowed to come back to Saudi Arabia for 10 years, Prince Khaled said during the launching ceremony. Tough punishments will be imposed on unauthorized Haj agencies and owners of vehicles that help undocumented pilgrims reach the holy sites.

The Cabinet urged all government departments and private agencies to make all preparations to provide the best possible services to the guests of God. The government has decided to reduce the number of foreign pilgrims by 20 percent and domestic pilgrims by 50 percent this year because of ongoing expansion works at the Grand Mosque in Makkah.

Khoja said the Cabinet discussed a number of cultural, scientific and economic activities witnessed by the Kingdom last week. It commended Custodian of the Two Holy Mosques King Abdullah for endorsing a program to support the steadfastness of Palestinian cities and donating $200 million for the project.

The program, which was announced at a conference of Organization of Islamic Capitals and Cities in Makkah on Sunday by Minister of Municipal and Rural Affairs Prince Mansour bin Miteb, aims at developing Palestinian cities.

The Cabinet was also briefed on the Kingdom's participation in the Beijing International Book Fair. The Saudi pavilion at the fair attracted a large number of visitors. The Cabinet thanked China for selecting the Kingdom as the first Arab and Muslim guest of honor of the Beijing Book Fair.

The Cabinet meeting also appreciated the measures taken to ease the burdens of litigation with the opening of the qualitative specialization sections within specialized courts and the intensification of training support for judges.

The Cabinet approved the agreement with Kuwait in the field of air transport services, which was signed in Jeddah on last Oct. 1. It endorsed the membership of the Ministry of Islamic Affairs, Endowments, Call and Guidance in the Standing Committee for Money Laundering.

The Cabinet decided to add a representative of the Investigation and Public Prosecution Bureau to the committee on combating organized crimes and human trafficking at the Human Rights Commission.

It appointed Sulaiman bin Saleh Al-Nasyan assistant undersecretary for school affairs at the Ministry of Education; Abdulmohsen bin Musaed Suwailem consultant engineer at Riyadh Mayoralty; Adi bin Faleh Al-Buqami secretary of the Regional Council at Eastern Province Governorate; Saud bin Abdullah Al-Obaisi assistant undersecretary for services at Riyadh Mayoralty; and Abdullah bin Zaid Al-Rajeh assistant undersecretary for security affairs at Baha Governorate.

25% less pilgrims during Haj

There will be a 25 percent reduction in the number of pilgrims traveling by trains at the holy sites during the upcoming Haj season in comparison to the number of pilgrims allowed on the trains last year.

This is to ensure unimpeded transportation and timely movement, a Haj Ministry official said recently.

Mashair Railway trains traveling between Arafat and Jamarat Bridge with a capacity of 500,000 pilgrims were flagged off in 2011 with the aim of reducing the endless traffic bottlenecks at the holy sites during Haj seasons.

“The ministry plans to reduce the capacity of trains to 377,000 pilgrims this year as part of its measures to avoid repeating travel delays and other issues that arose last year,” director general of transport at the Ministry of Haj, Abdul Rahman Endijani, said.

The train service will only be for domestic and Gulf pilgrims this year, he said.

The ministry began considering the proposal for reducing the number of pilgrims earlier this year. It organized a workshop for departments to discuss the problems of rail transport during Haj seasons. It also called on departments to strive for a successful grouping strategy for train travel.

Another solution being implemented to keep railway stations safe from the influx of crowds is to fence off the station area so that undocumented or ticketless pilgrims cannot enter the station premises.

According to sources at the Ministry of Municipal and Rural Affairs, its contract with the Chinese company to operate the railway will expire this year.

“The Ministry of Municipal Affairs will invite new tenders for the operation and maintenance of the Mashair Railway following this Haj season,” the source said, adding that the new contract will also include operations during the Ramadan.

Endijani said that the trains have operated since the middle of last month in order to ensure a glitch-free system during the Haj season.

He said the beginning of the trial run was aimed at ensuring safe and unobstructed transportation, adding that any delay in train services will have a domino effect on other services.

Another source responsible for modernization at the ministry said on a previous occasion that the investigation committee, appointed to discover the cause of delay in train services on the Arafat Standing day, identified seven reasons for the delay.

Most notable was the accumulation of passengers at stations and the refusal of other to board the train because it would not stop at the stations they wanted to disembark at.

“A pilgrim’s boarding and de-boarding is decided by Haj authorities and not by the pilgrim,” he said.

NWC to pump 10m cubic meters
 
of water during Haj

JEDDAH – National Water Company (NWC) announced that it will pump more than 10 million cubic meters of water per day to Makkah and the holy sites during the coming Haj season.

NWC has completed all preparations to make available ample supplies of water as well as to ensure its quality and safety, according to a company statement carried by the Saudi Press Agency (SPA).

The company has mobilized all its operational crews, comprising 350 engineers, technicians, supervisors and administrative staff to implement its Haj plans.

Moreover, there will be 2,000 contractors for the operation and maintenance of water systems in Makkah and the holy sites of Mina, Arafat and Muzdalifah. NWC has completed training programs for staff members and contractors.

According to the company statement, the Haj plan will be based mainly on ensuring water supplies from the desalination plants of Saline Water Conversion Corporation, that includes 560,000 cubic meters of water from Shoaiba plants. “NWC will implement a special program to ensure the quality of water distributed at the holy sites through mobile laboratories. These labs will carry out field tests at water reservoirs, pipelines and other facilities to ensure that they are free from contamination,” the statement said, adding that the company is making use of advanced water sterilization technology for Haj.



 


11-day holiday for Eid Al-Adha

Public sector employees in the Kingdom will have an 11-day Eid Al-Adha holiday this year, according to a statement of the Ministry of Civil Service.
“The holiday will start from October 10 (Thursday, Dhul Hijjah 5) and will end on October 20 (Sunday, Dhul Hijjah 15). Offices will reopen after the Eid holidays on Monday, October 21,” the ministry said in a statement carried by the Saudi Press Agency (SPA).
Last year, the government employees were given 16 days off during Eid Al-Adha.

Security measures to prevent illegal Hajis

Saudi security authorities have begun preparations to stop Saudis and expatriates wanting to perform the annual pilgrimage without valid Haj permits.

“We have already taken some measures to put an end to the problem of undocumented pilgrims during the Haj season,” said Deputy Makkah Gov. Abdul Aziz Al-Khodairy.

He said there would be changes in the location of checkpoints along the roads to Makkah, Mina and Arafat to prevent people from sneaking into the holy sites.

“We’ll use advanced monitoring cameras at checkpoints,” he said after holding a meeting with senior security officers in the region to discuss mechanisms to stop Haj law violators and implement punishment on them.
Security officers at checkpoints would keep a close watch on incoming pilgrims in order to stop illegals.

Makkah Gov. Prince Khaled Al-Faisal announced on Sunday that expatriates sneaking into the holy sites without Haj permits would be deported immediately and would be banned from entering the Kingdom for 10 years.

HEALTH SAFEGUARDS: Participants view a presentation on infectious diseases at the conference in Riyadh

A five-day conference on measures for “Prevention and Management of Common Diseases during Haj” commenced at a hotel in Riyadh on Sunday under the Ministry of Health.

Ahmed Usman, an MOH doctor who presented lectures on the day, said “The conference aims to emphasize the role of health care providers in the Kingdom in effective implementation of measures to combat diseases during Haj. We provide interactive sessions that can serve to train doctors.”

The initiative will be conducted in three phases. Yearly preparations are carried out in the first phase at the end of Haj. During the conference, a study was presented on notifying and reporting infectious diseases.

The second day of lectures will discuss the significance of “vector-borne diseases, emerging and re-emerging infectious diseases, outbreak investigation and management and group work for effective procedures.

Follow-up discussions on subsequent days will elaborate on the surveillance of influenza, meningitis and other common diseases, including the recent Middle East Respiratory Syndrome, the MERS coronavirus.

“Though there are provisions for administering vaccinations at international airports and other points of entry under the Ministry of Health, we advise Haj pilgrims to get their vaccinations administered at home before coming for Haj, as immunization takes time to kick in," said Tanweer Alam, a doctor at King Khalid International Airport in Riyadh, who also attended the awareness program.

The conference, which will see a huge turnout of doctors representing Ministry of Health hospitals, private hospitals and international airports including King Khalid International Airport, King Abdul Aziz International Airport, King Fahd International Airport in Dammam and Mohammed Bin Abdulaziz Airport Madinah, will continue until Thursday.

First Indian Haj flight arrives Saturday

136,020 Indian pilgrims set for Haj 2013

The first group of Indian Haj pilgrims arrive in Madinah on Saturday on an Air India flight from Goa.
This is according to E. A. Ahamed, Indian minister of state for external affairs, who spoke to journalists at a press conference at the consulate in Jeddah Wednesday. Consul General Faiz Ahmad Kidwai also attended the press conference.

The first flight from Ranchi arrives on Sept. 16 in Jeddah.

Ahamed said that Saudi Haj Minister Bandar Hajjar welcomed the arrangements made by the Indian government for its Haj pilgrims. The two men had a “very cordial, positive and fruitful” 45-minute meeting in Jeddah.
Ahamed said there were no major problems or issues, but just some minor points that Hajjar said he would look into.
“For example, we received a communication from the General Authority of Civil Aviation (GACA) that they intend to reduce the quantity of Zamzam carried by pilgrims on return flights from 10 liters to five liters. According to the Indian Mission this is in violation of the agreement between India's Directorate General of Civil Aviation and GACA,” Ahamed said.
The minister added that Hajjar said he had not instructed his ministry to introduce such a stipulation.
Ahamed said they have agreed to give metro train tickets to all Indian pilgrims coming through the Central Haj Committee for stations one and two. Indian pilgrims will not use station three because it is 3 km from their accommodation.

He said 136,020 pilgrims would come from India, of which 121,420 will be through the Central Haj Committee and 14,600 through private tour operators.
Saudi Arabian Airlines will operate from nine locations in India bringing in 74,090 pilgrims, whereas Air India will operate from 12 locations and fly in 47,330 pilgrims.

Saudia will operate flights from Ahmadabad, Bangalore, Calicut, Mumbai, Hyderabad and Jaipur to Jeddah; and from New Delhi, Lucknow and Varanasi to Madinah.
Air India will operate flights from Aurangabad, Bhopal, Chennai, Ranchi, Indore, Nagpur and Gaya to Jeddah; and from Guwahati, Kolkata, Mangalore, Goa and Srinagar to Madinah.
He said that Mobily SIM cards with SR5 talk time, with preloaded numbers of important Haj officials, would be given free to pilgrims at embarkation points in India. Gas will be refilled free twice in Makkah buildings.
For the first time, each pilgrim will be given a 750-gram packet of dates on arrival in Makkah and Madinah.

Ahamed said he was in Makkah on Monday and was satisfied with all arrangements including at the hospital, branch offices and dispensary. He said everything was in place in Madinah too.
He urged Indian expatriates in Saudi Arabia not to perform Haj without valid papers. The minister said they should abide by the rules and regulations of the Kingdom.

The first group of Sri Lankan Haj pilgrims will arrive at the Haj Terminal in Jeddah on Sept. 13.

The country’s Consul General Adam Bawa Uthumalebbe told Arab News on Wednesday that 2,240 Sri Lankan pilgrims would perform Haj this year. “Last year we had 3,200 pilgrims but the quota was reduced this year by 20 percent because of the ongoing development work in the holy city of Makkah,” he said.

SriLankan airlines and Saudi Arabian Airlines are transporting the pilgrims this year, he said.
“Sri Lankan President Mahinda Rajapaksa has given special instructions to the Sri Lankan missions in the Kingdom to offer the best facilities and services to the Lankan pilgrims,” Uthumalebbe said.

He said the consulate would deploy a team at the Haj Terminal to welcome the pilgrims. The officials would offer refreshments and attend to the needs of the pilgrims until they leave for the holy cities.

He said his mission had formed three teams in Makkah, Jeddah, Mina and Madinah to assist the pilgrims. In addition to the mission’s staff, volunteers have also been brought in to help. A medical team is accompanying the pilgrims.

The Saudi Foreign Ministry has sent two diplomats to the Saudi Embassy in Colombo to issue Haj visas. According to an official from the Saudi Embassy in Colombo, work on issuing visas is taking place smoothly.
This year, pilgrims will be coming through a network of 40 travel operators from Colombo.

Two months ago, senior minister in charge of Sri Lankan Haj operations, Abdul Hameed Mohamed Fowzie, signed the Haj agreement with Haj Minister Bandar Hajjar in Jeddah.

Fowzie had said that this year first-time pilgrims would be given preference. “I have also stipulated the minimum cost for each pilgrim, which should include airfare, accommodation and internal travel.” He warned that the government would punish travel operators who try to exploit pilgrims.

Around 7 percent of the country’s 20.2 million inhabitants are Muslim. This year, Fowzie and Deputy Minister A R.M. Cader will join the pilgrims during the latter part of the season.

Hajis urged to support Adahi project

Haj pilgrims have been urged to make use of the Kingdom’s sacrificial meat utilization program, which is aimed at helping the faithful perform their sacrifices in an orderly and hygienic manner in order to prevent environmental pollution at the holy sites of Mina and Makkah.

Ahmed Mohamed Ali, president of the Islamic Development Bank (IDB), which supervises the prestigious "Adahi" program, has said that the Saudi government has spent more than SR1 billion to build infrastructure facilities for the project, which include advanced slaughter houses and huge cold storage.

“We deploy about 40,000 workers including veterinarians, administrators and butchers, to carry out the project every year,” Ali told a press conference at the IDB headquarters.

The meat for this year’s sacrificial animals will be distributed among the poor in 28 countries, as well as in different parts of Saudi Arabia.

Last year, the project utilized meat of 961,829 sheep. “We have made arrangements to utilize the meat of one million sheep and 10,000 cows and camels during this Haj season,” Ali said. This year, IDB has fixed the price of a single sacrificial sheep at SR490 ($131 or 99 euros). “Despite the rise in prices of livestock worldwide, we have managed to import an adequate number of sheep at a reasonable rate,” the president said.

He requested foreign Haj missions to encourage their pilgrims to purchase Adahi coupons for sacrifice, including hady, fidya, odhiya, sadaqa and aqeqa, through Al-Rajhi Bank, Saudi Post, Al-Amoudi Exchange and Haji & Mutamir Gift Association.

King Fahd Complex for the Printing of the Holy Quran in Madinah

The King Fahd Complex for the Printing of the Holy Qur’an in Madinah distributed hundreds of thousands of copies of the Holy Qur’an in June and July.

“We have distributed 158,182 copies of the Qur’an in different sizes, 58,050 copies of parts of the Qur’an, 5,071 copies of audio recordings, 178,109 copies of the translation of the holy book in various languages and 97,239 copies of religious books,” the King Fahd Complex said.

The complex has distributed more than 264 million copies of the Qur’an, translations of its meaning and religious books at home and abroad since its inception in 1984.

It distributed 264,625,394 copies of the Holy Qur’an, audio recordings and religious books to different domestic and foreign organizations, as well as private and charitable agencies, mosques, institutions and different Islamic bodies.

The report pointed out that the Kingdom’s missions in Beijing, Beirut, Rome, Alaska and Amman are part of foreign organizations covered for distribution.
Earlier, the complex participated in eight exhibitions in the Kingdom and 10 abroad. It conducted training programs for 347 people during the period.

The complex receives between 2,500 and 4,000 visitors daily. Each visitor is presented with a copy of the Holy Qur’an.

The late King Fahd opened the complex in 1984 to print and distribute copies of the Holy Qur’an across the world. The printing complex distributes about 10 million copies of the holy book each year in 30 different languages.

Ghlamallah called hadjis to consider the extension work of the Holy Places

28,800 Algerian pilgrims will accomplish this year, the rites of Hajj.

Algeria, which benefited from a quota of 36,000 pilgrims each year , has seen its share fall by 7,200 pilgrims this year due to reduced quotas of each Muslim country , because of the development and extension works at the Holy mosque in Mecca , said yesterday Bouabdallah Ghlamallah Minister of Religious Affairs and Waqf , adding that the departure of the first group of pilgrims is scheduled for September 18 from the airport of Algiers , Oran and Annaba.

The minister was speaking at an information day on the Hajj season 2013 in favor of the pilgrims of the wilaya of Algiers, held in Dar El -Imam , insisted on taking care of pilgrims and their management . He has said that members of the national mission of Hajj are willing to coordinate their efforts to "facilitate" the pilgrims performing the rites of Hajj . The mission consists of two boards, each with 85 imams and mourchidate , the first commission aims to religious orientation of pilgrims. The second is, in turn, responsible for accommodation and includes partners from civil protection and administration of ONHO . " Imams and mourchidate remain attentive to the pilgrims and respond to their concerns about the performance of religious rites of the fifth pillar of Islam ," he said . The minister , on the other hand, stressed the need to respect the organization of groups to prevent pilgrims to wander , especially the elderly. With regard to measures put in place to ensure the welfare of the pilgrims, the minister assured that the problem of accommodation was resolved. The minister said further that modern buses were hired to transport pilgrims during various movements .

To ensure the best conditions of comfort and security to the pilgrims , including transportation and accommodation , doctors were mobilized for the supervision of the Hajj season.

For his part, the Director of the National Hajj and Umrah ( ONHO ) Sheikh Berbara, said that the state will pay the cost to stay and transport of pilgrims estimated at 15,000 dinars for each.

For pilgrims who want to benefit from additional services , Mr. Barbara said that they must enter into service contracts with authorized travel agencies for this purpose. It should be noted that the delivery of Algerian pilgrims to the holy places of Islam will be provided by the national company Air Algeria and Saudi Airlines Saudi Arabian company.

Minister of Religious Affairs and Wakf Bouabdallah Ghlamallah called Algerian Hajjis for the 2013 season to take the context into account "exceptional" on the holy places of Islam because of the extension work .

Ghlamallah recommended hadjis to "adapt to the situation and not be demanding for certain services such as accommodation or transportation because of exceptional circumstances " caused by the expansion work at the mosque Mecca. He stressed , in this regard , available to members of the Algerian mission hajj to support all the needs of Hajis on the holy places , namely health coverage and administrative assistance for the reception, accommodation and transportation according to the program's mission .

The Religious Affairs Minister also recalled the development of a guidance document entitled "Agreement between the hadji and the Algerian mission Hajj " on the rights and duties of hadji hadji also a guide that contains all the information related to the rites of hajj with al-ihram , al-tawaf and parking at Mount Arafat.

He said , moreover , the existence of a national commission to monitor the situation of Algerian hadjis composed of representatives from various sectors including health and transport.
