No Umrah visa after July 8

The Ministry of Foreign Affairs has announced July 8 (Shaban 29) as the last date for seeking Umrah visas.

All Saudi diplomatic missions across the world will continue issuing Umrah visas until the “end of Shaban,” said Osama Nugali, a spokesman of the Ministry of Foreign Affairs, here.

According to the statistics released by the Ministry of Haj, the Kingdom has already issued about four million Umrah visas this year.

“This is a routine procedure that is taken every year by Saudi Arabia,” said a travel agent Arif Kannauji, who has been working for a local Haj and Umrah operator in Riyadh.

“Every year, we are requested not to accept any visa application for Umrah during Ramadan,” he said.

The move, Kannauji said, was to ensure that all those willing to perform Umrah have received their visas well in time, during the month of Shaban itself. It normally takes 7 to 14 days to get a visa.

Umrah season starts in the month of Safar, the second month in the Islamic calendar, until the end of Ramadan.

Until July 1, about 3.8 million Umrah pilgrims entered the Kingdom, which is an increase of 400,000 compared to the same period last year, according to a report issued by the Ministry of Haj recently.

The costs of performing Haj and Umrah are expected to increase this season according to pilgrim service providers.

The surge in prices has prompted Umrah and Haj service providers to call for the intervention of government bodies to intervene and put a cap on prices.

Delays in receiving the pilgrims’ tents exacerbate the constraints on Umrah and Haj providers. Abdullah Al-Ghamdi, director of Al-Ehsan Haj and Umrah Company, noted that the delay in receiving the tents is an annual problem that leads to breaches in the contracts signed with pilgrims. “The delivery process should start by the beginning of Shawwal, so that each provider can make the necessary arrangements,” he added.

He pointed out that overseas pilgrims make arrangements with Tawafa institutions with fixed and defined prices.

Noting that internal Haj and Umrah service firms face many problems, Al-Ghamdi said: “Transportation costs are our biggest problem in this regard, with prices on the rise every year.”

Although the prices of the last Haj season were high, it is expected that this year prices would be much higher, forecasts Al-Ghamdi, adding, “Reducing the numbers of internal and foreign pilgrims by 50 and 20 percent respectively will not contribute to decreasing the prices.” The problem, he noted, is that a large number of pilgrims continue to enter the holy sites without authorization.

Husain Al-Qahtani, director of Al-Ojour for Haj and Umrah Company, agrees. “I do not expect the prices to drop, unless the government intervenes and puts in place certain procedures,” he said.

Last year Haj costs increased 60 percent. But another investor speculates that prices will witness greater increases this year.

“In view of the shortages in laborers, service charges will be higher as well,” explained the investor.

من المقرر أن تقفز التوسعة الجديدة للمطاف في الحرم المكي من 48 ألف طائف إلى حوالي 105 ألف طائف في الساعة ما يعني مضاعفة الطاقة الاستيعابية. وجاء في فلم وثائقي بثه التلفزيون السعودي عبر قناته الأولى عن المشروع أن أعمال التوسعة التي خطط لها أن تتماشى مع توزيع أعمدة الدور الأرضي والبدروم المقترح تخفيضها بنسبة 30% وتخفيض أعمدة الدور الأول بنسبة 75% ليكون إجمالي تخفيض عدد أعمدة الحرم بنسبة 44% بما يمنح المعتمرين شعوراً بالراحة والسعة.

ويتضمن المشروع توسعة سطح المطاف ليصبح بعرض 50 متراً بدلاً من 20متراً ، وبذلك تحل مشكلة الاختناق التي كان يعني منها الطائفون سابقاً وإنشاء جسور رابطه مع مناسيب الدور الأول ، مع مراعاة التصميم الحالي للمناسيب الأرضية ، إذ سيتم تخفيض مناسيب الحرم ليصبح متوازي مع منسوب صحن المطاف وتحقيق الارتباط المباشر لبدروم التوسعة الثانية ، بالإضافة إلى المسعى ليصبح بكامل عرض المبنى الجديد مما يحقق الارتباط والاتصال البصري بشكل كامل مع الأخذ في الاعتبار المحافظة على الإرث التاريخي لعمارة الحرم وتوثيق أشكاله بأدق التفاصيل .

ويعد مشروع توسعة المطاف أحد المشاريع المهمة التي تتيح مساحة أرحب لأداء العبادة بيسر وسهولة ، حيث سينفذ المشروع من خلال ثلاث مراحل في ثلاث سنوات. وبدأ العمل في شهر محرم من هذا العام 1434هـ بإزالة بعض المباني والقيام ببعض الأعمال التي أدت بشكل طبيعي لانخفاض حجم الطاقة الاستيعابية للمطاف من 48000 طائف إلى 22000 طائف في الساعة.

وينفذ ذلك بإعادة تركيب الأسوار المؤقتة والانتهاء من بناء دور السطح وتركيب الدور السفلي للمطاف المؤقت بعرض 10 أمتار وربطه بالدور الأرضي . ويستأنف العمل بعد حج هذا العام لإزالة الجزء الثاني من المباني وانتقال حركة الطواف إلى الجزء المتاح ، حيث تبدأ عندها أعمال إنشاء المرحلة الثانية بعد تركيب الأسوار العازلة لمنطقة العمل مع الإبقاء على الأسوار الجزئية في المرحلة الأولى لغرض التشطيب النهائي .

وبعد حج عام 1435هـ تبدأ أعمال المرحلة الثالثة بتركيب أسوار العزل المؤقت الخاصة بمنطقة العمل ، والشروع بأعمال الإزالة مع بقاء أجزاء من أسوار المرحلة الثانية والأولى حتى نهاية شهر شعبان من عام 1436هـ . ومع نهاية عام 1436هـ تكون كافة الأسوار المؤقتة قد أزيلت مع المطاف المؤقت حيث تكتمل أعمال مشروع رفع الطاقة الاستيعابية للمطاف ليصبح عدد الطائفين في المبنى من دون الطواف المؤقت حوالي 105 ألف طائف في الساعة مما يعني مضاعفة الطاقة الاستيعابية.

ويأتي رفع الطاقة الاستعابية من ضمن استراتيجية بعيدة المدى لفك الاختناق والزحام في المطاف التي يعاني منها الطائفون في المواسم بالإضافة إلى توفر الانسيابية التامة عند المطاف تماشياً مع التوسعات المتتالية للحرم المكي.

MAKKAH — Faithfuls wishing to pray at the Prophet’s Mosque will have the facility of using shuttle buses at the beginning of Ramadan. A non-stop transportation of the faithful will start at 6 p.m and will continue till 30 minutes after the Taraweeh (special Ramadan) prayer. During the last ten nights of the blessed month, the shuttle buses will continue until 30 minutes after Tahajjud (late night) prayer.

With several ongoing projects, the Central Area is already cramped and narrow and the introduction of shuttle buses will significantly reduce traffic jams near the Holy Haram.

The Commission for Developing Madinah is also working hard to complete the first ring road project.

The plan includes several parking lots wherefrom the buses start their trips. They are King Abdulaziz Street inside the Central Area, Al-Baqee’ parking lot which will have a black color, Syed Al-Shuhada (Hamza) Parking lot which will have a red color, Mujamma Stadium parking lot, Al-Salaam Road parking lot which will have blue color, and Al-Aliya Mall parking which will be indicated by green color.

Spokesman of Madinah Traffic Department Col. Omar Bin Hammad Al-Nazawi called on citizens and expatriates to benefit from the shuttle buses during the holy month of Ramadan. He said there will be security men to watch the worshipers’ cars parked in the parking lot. He said security patrols will carry out their task in streamlining the to and fro flow of shuttle buses.

Al-Nazawi lauded the success of the shuttle transport system carried out last year as it reduced the crowding near the Prophet’s Mosque.

Emir of Madinah Region Prince Faisal Bin Salman has issued directives to form a committee under the chairmanship of Madinah governorate and with members from the mayoralty, Madinah Development Commission, Road and Transport Administration, Traffic Department and Saudi Public Transport Company (SAPTCO) so as to facilitate the movement of pedestrians.

The Prince Muhammad International Airport (PMIA) in Madinah is ready to receive the huge number of pilgrims expected to arrive during the month of Ramadan.

Director General of PMIA Abdul Fattah Ata said special attention has been paid to ensure speedy disposal of the formalities related to pilgrims’ arrival and departure from the airport.

“All the potentials in the airport including its manpower and machinery will work to ensure pilgrims receive prompt services,” Ata said in a statement to the Saudi Press Agency yesterday.

The month of Ramadan, which is considered to be the peak of the Umrah season, is likely to start on July 9, according to the Umm Al-Qura calendar.

Preparations for Ramadan include refurnishing the airport lounges as well as repairing and maintaining the equipment including the baggage conveyor belts. The counters for customs, immigration, and airlines companies are working day and night, he said.

The security and comfort of pilgrims and visitors are the underlying reasons behind the preparations at the airport, he added.

“Steps have also been taken to ensure a high level of coordination between all departments working in the airport to ensure the security and comfort of incoming and outgoing pilgrims,” he said.

All the eight departments involved in the airport’s operations and pilgrims affairs, in addition to a number of private agencies are working around the clock.

He added that planning and preparations for Ramadan season commenced sufficiently in advance with due consideration for the work force of airline companies, security officials and also in coordination with the Ministry of Haj for the supply of buses for pilgrims’ transport. Care has also been taken with airline companies that charter pilgrim flights so that their schedules are spaced to avoid crowding in the airport. Steps have also been taken to man all service points to guarantee that passengers complete their travel formalities without delay.

He added that a number of expansion projects have been undertaken at the airport in the past, making it one of the major airports in the Kingdom.

According to airport statistics, 869,714 pilgrims arrived and 399,449 departed in aircraft of 17 airline companies since the beginning of the Umrah season until last week.

Mataf expansion work in the Grand Mosque in full swing

The ongoing expansion of the mataf (the circumambulation area around the Kaaba) will double the hourly capacity of the area from 48,000 pilgrims to 105,000 pilgrims after its completion in three years.

The expansion project, ordered by Custodian of the Two Holy Mosques King Abdullah, is expected to be completed in October 2015. It will accommodate more worshippers when the capacity in the other parts of the Grand Mosque rises to 2.5 million people following the completion of the entire expansion project.

The number of pillars in the Grand Mosque will be reduced by 44 percent when the project is completed, according to a documentary film on the expansion run by Saudi Channel 1 on Wednesday night.

“The pillars on the ground floor and the basement will be reduced by 30 percent and by 75 percent on the first floor,” the film showed.

The width of the mataf’s roof will increase from the present 20 meters to 50 meters, which will help reduce crowding during tawaf (circumambulation).

Bridges connecting various levels on the first floor will be parallel to the levels on the present mataf. The ground floor will be linked directly with the basement and masaa (the running space between the hillocks of Al-Safa and Al-Marwa) in the second phase of the expansion.

The new project will preserve the heritage and construction style of the Grand Mosque. The whole project will be completed in three stages over the next three years.

When the first phase of the project was launched in November 2012, construction around the mataf reduced the number of pilgrims performing tawaf to 22,000 pilgrims an hour.

Temporary Mataf

Temporary efforts are under way to increase the capacity from 22,000 to 35,000 pilgrims in view of the huge number of pilgrims and visitors expected to arrive for tawaf during Ramadan. Construction of temporary mataf floors of metal, connected to the mataf on the first floor, is under way currently. This is for people with special needs during Ramadan. The work will be suspended during Ramadan and resume immediately afterward.

During the first phase, the temporary fences separating the work areas will be restructured and the first floor construction completed. The construction of a temporary basement floor for the mataf at 10 meters wide is also included in the first phase.

The work will be suspended during Haj and resume afterward.

Construction of the second phase will start with the removal of more structures that block the expansion work. During this stage, tawaf will be allowed only in the available space. After the Haj in 2013, the third phase will start and be completed toward the end of the year.

Israel planning to raze Al-Aqsa
 
to build ‘second temple’

RAMALLAH – Israeli authorities on Monday began new excavations near Al-Aqsa Mosque Complex in occupied Jerusalem, a Palestinian foundation said.

The Al-Aqsa Foundation for Endowment and Heritage said that the Israeli authorities began the excavations in the southern part of Al-Magharebah Gate, the eastern part of the Umayyad palaces and at the entrance of the Wadi Hilweh neighborhood. The three sites are located in Jerusalem’s Old City.

The foundation said that its inspection teams documented the new excavations in the three sites. It added that these excavations take place at night and are covered with tents and plastic sheets.

It warned that the use of huge machines in the excavation work in the area puts in serious danger the foundations of the Al-Aqsa Mosque. It added that the Israeli will build in the sites several facilities, including synagogue for women, restroom facilities, police station, tourists’ centers, a network of bridges and iron stairs.

The foundation stressed that goal of excavations “is to Judaize Jerusalem and the collapse of Al-Aqsa Mosque to build the so-called second temple on ruins of it.”

It described the Israeli move as “a theft and piracy against the Islamic civilization and culture.”

On May, Israel called off a planned visit by a technical delegation from United Nations Educational, Scientific and Cultural Organization (UNESCO) to inspect conservation work in Jerusalem’s Old City, saying that the Palestinians had “politicized” the delegation.

The UN body said in a statement at the time that the mission’s goals were to “examine the state of conservation of the Old City of Jerusalem and its walls, a World Heritage site.” The Old City of Jerusalem was placed on UNESCO’s list of World Heritage sites in 1981.

The mission was to present its report and recommendations before the beginning of the World Heritage Committee’s annual meeting on June 1. The delegation was supposed to arrive as part of a deal between Israel and the Palestinians in April whereby Israel would let the delegation tour the Old City, and the Palestinians would postpone five anti-Israel resolutions pending before the body.

The five resolutions dealt with the Al-Aqsa Mosque Compound, the Al-Magharebah Bridge, Bethlehem, Hebron and Gaza. Under the deal, Israel agreed to attend a UNESCO meeting to be held in June in Paris to discuss the Al-Magharebah Bridge.

وبالعودة إلى التاريخ فقد انطلقت مشروعات توسعة الحرم المكي عام 1344ه، حيث أمر الملك عبدالعزيز بن عبدالرحمن -طيب الله ثراه- بصيانة المسجد الحرام وإصلاحه، وفي مستهل عام 1373ه أُدخلت الكهرباء وتمت إضاءة المسجد الحرام، ووضعت فيه المراوح الكهربائية، وبعد وفاته، واصل أبناؤه من بعده مسيرة تطوير وتجديد المسجد الحرام، ففي عهد الملك سعود والملك فيصل والملك خالد -رحمهم الله- استمرت عملية توسعة وتطوير المسجد الحرام لتصبح مساحة الحرم (193000م2)، وتبلغ طاقته الاستيعابية (400) ألف مصل.

وفي عهد الملك فهد بن عبدالعزيز -رحمه الله- استمرت عمليات التوسعة، وشملت تجهيز الساحات الخارجية، وإدخال نظام التكييف، وإدخال أنظمة إطفاء الحرائق وتصريف الأمطار، وغيرها من الخدمات الأخرى، حيث بلغت مساحة المسجد (356000م2)، وبطاقة استيعابية (600) ألف مصل.

ومع تزايد زوّار بيت الله الحرام يوماً بعد يوم، أصبحت مواصلة التطوير أمراً بالغ الأهمية، لذلك أمر خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز-حفظه الله- البدء في مشروع توسعة جديدة إكمالاً لما بدأه الملك المؤسس -طيب الله ثراه-، فجاءت خطة التطوير التي تهدف إلى إحداث أكبر توسعة للحرم المكي الشريف، تتناول تطوير الحرم المكي الشريف في مختلف النواحي العمرانية والفنية والأمنية، في مدة زمنية حددت بعامين من تاريخ تسليم الموقع خال من العوائق، ولضخامة المشروع وتنوع أبعاده جعل من الضروري تقسيمه إلى ثلاثة أقسام، يهدف القسم الأول إلى توسعة مبنى الحرم المكي ليستوعب أكبر عدد ممكن من المصلين، ويتوقع أن تصل إلى مليوني مصل في وقت واحد، أمّا القسم الثاني فيهدف إلى توسعة الساحات الخارجية للحرم المكي التي تضم دورات مياه وممرات وأنفاقاً، إضافة إلى مرافق أخرى، ومن شأن هذا القسم تسهيل دخول وخروج المصلين وزوار بيت الله الحرام.

ويهدف القسم الثالث إلى تطوير منطقة الخدمات التي تُعد إحدى أهم المرافق المساندة التي تشمل محطات التكييف، ومحطات الكهرباء، إضافةً إلى محطات المياه وغيرها من المحطات التي تقدم الدعم لمنطقة الحرم.

وينطلق مشروع التوسعة الذي يعد الأكبر في تاريخ الحرمين الشريفين، من حدود الجهة الشمالية للمسجد الحرام، وتضم أجزاءً من الأحياء القديمة المحاذية للحرم المكي الشريف من ذات الجهة، مثل بعض الأجزاء من أحياء "المدعى" و"الشامية" و"القرارة"، إضافةً إلى المنطقة الممتدة من حي "المدعى" في الشمال الشرقي من المسجد الحرام إلى حي "الشامية" و"حارة الباب" في الجزء الشمالي الغربي من الحرم الشريف، وتبدأ التوسعة من شارع "المسجد الحرام" شرقاً وتتجه على شكل هلال حتى شارع خالد بن الوليد غرباً في "الشبيكة"، إضافة إلى شوارع "المدعى" و"أبي سفيان" و"الراقوبة" و"عبدالله بن الزبير" في حي "الشامية"، وجزء من جبل "هندي" وشارع "جبل الكعبة"، وسيصبح إجمالي عدد المصلين بعد التوسعة الجديدة حوالي (1.600.000) مصلي.

ويجري العمل على إكمال المنارات التي ستضاف للتوسعة، وعددها أربع منارات في التوسعة، منارتان رئيستان على الباب الرئيس -باب الملك عبدالله-، ومنارتان إضافيتان الأولى في الركن الشمالي الشرقي، والثانية جهة الركن الشمالي الغربي، ليصبح عدد منارات المسجد الحرام بعد اكتمال التوسعة (13) منارة.

وسيركز المشروع على توسعة صحن الطواف، وإعادة بناء وتأهيل الأروقة المحيطة به في كافة الأدوار لتستوعب (130) ألف طائف في الساعة، بدلاً من (52) ألف طائف في الساعة، وسيشمل ذلك إحداث دور لذوي الاحتياجات الخاصة في ميزانين الدور الأول وربطه بمنظومة من المصاعد والمنحدرات التي تكفي لاستيعاب حركة الدخول والخروج منه وإليه، كما تم ربطه بمسار ذوي الحاجات الخاصة في المسعى الذي تم توفيره في مشروع خادم الحرمين الشريفين لتوسعة وتطوير خدمات المسعى، وسيتضمن المشروع كافة الخدمات التشغيلية والوظيفية الخاصة بالمستخدمين ومقدمي الخدمة، كنوافير الشرب والوضوء ونقاط التعبئة والغسيل وكافة المتطلبات المتجددة.
