وقال "قاضي" في تصريح لـ"الحياة" إن المملكة ناشدت حجاج بيت الله الحرام تأجيل قدومهم إلى ما قبل بدء موسم الحج، وذلك تفادياً للازدحام بسبب أعمال التوسعة التي تقوم بها في الحرم المكي. وكانت وزارة الحج حسمت مسألة خفض أعداد الحجاج القادمين للحج هذا العام بسبب أعمال التوسعة الجارية في الحرم المكي، مضيفا: "وزارة الحج قامت بخفض أعداد حجاج الداخل بواقع 50 في المئة وبواقع 20 في المئة بالنسبة لحجاج الخارج".

وأشار قاضي إلى أن أعمال التوسعة المنفذة هدفها الرئيس توفير المساحات لقاصدي الحرم المكي الشريف، مضيفاً: «نؤكد ما ذكره المفتي العام للمملكة الشيخ عبدالعزيز آل الشيخ الذي شدد على ضرورة تخفيض أعداد القادمين للحج والعمرة، نظراً إلى تحقيق المصلحة العامة. ووصف المفتي العام للمملكة قرار خفض أعداد الحجاج والمعتمرين عبر تصريحات صحافية محلية مؤخراً، بالأمر الضروري واجب الاستجابة له وتطبيقه كونه يحقق مصلحة الأمة على المدى الطويل.

وكانت قنوات ومواقع إخبارية عالمية خلال اليومين الماضيين قد أشارت إلى أنباء عن سعي الحكومة السعودية إلى خفض أعداد حجاج العام الحالي جراء أعمال التوسعة التي انطلقت بعد انقضاء موسم الحج الماضي، وتستمر للعامين المقبلين، إذ ينفذ المشروع عبر خطة زمنية تستغرق ثلاثة أعوام.

وسبق أن أعلنت وزارة الحج قبل أسبوع عزمها تقليص أعداد المعتمرين في الموسم الحالي للأسباب ذاتها المختصة بأعمال التوسعة في قبلة المسلمين.

MAKKAH — The basement and two floors of mataf (circumambulation area around the Holy Ka’ba) will be ready before the holy month of Ramadan, according to an official.

Abdulmohsen Bin Abdulrahman, director of the department for projects and consultations at the Presidency for the Affairs of the Two Holy Mosques, said that a temporary special area for tawaf (circumambulation) is being constructed for pilgrims with special needs and that will also be completed before the fasting month, tentatively starting on July 9, Al-Watan Arabic daily reported.

Abdulmohsen said that the temporary area will be on experimental basis and this area for wheelchairs will be separated from the place for others performing tawaf.

“Four pillars have been erected and they will support an upper tiled passage designed for the movement of these pilgrims, and the passage will be linked to the first floor of the Grand Mosque. The entire phases of the temporary mataf area for the disabled and other pilgrims will be completed before Haj,” the official said. This area will be dismantled after completion of the mataf expansion project, where there will be a permanent special area for the disabled worshippers.

Abdulmohsen said works on the mataf expansion project are being progressing well. “We are racing against time and working around the clock to finish the first phase of the project before Ramadan,” he said.

Mataf expansion is part of the first phase of the ongoing largest ever expansion in the history of the Grand Mosque, for which Custodian of the Two Holy Mosques King Abdullah laid the foundation stone in August 2011. The SR80 billion project is designed to increase the mosque’s capacity to more than two million worshippers, with an addition of 456,000 sq. meters area to the existing mosque, which has a total area of 356,000 sq. meters.

Municipality readies Makkah for Ramadan

Thousands of laborers will be working around the clock to keep the holy city of Makkah clean during the month of fasting that commences July 9.

The Makkah Municipality has approved a comprehensive plan to clean, collect garbage and monitor shops to ensure they adhere to food and safety standards. The workers will be deployed along roads and tunnels and ensure that streetlights and flood drainage systems work.

A municipality statement said yesterday that over 8,500 workers with equipment would be used, particularly in the Central Zone during the month. Additional workers and equipment will be deployed to cope with emergencies during the last 10 days of Ramadan.

The mayor will head the supervisory committee for Ramadan, with the support of deputy mayor, directors and top officials of the Ministry of Municipal and Rural Affairs.

There will be 28 teams to eradicate insects, rodents, and stray dogs and cats. The teams will have 432 supervisors, technicians and drivers supported by 192 pieces of equipment for disinfecting and removing stagnant water, the statement said.

Municipal inspectors will make frequent visits to commercial establishments and markets to ensure adherence to hygiene and environmental health standards. Public health facilities will be inspected in collaboration with the General Administration for Environmental Health. There will be close monitoring of food shops. Samples will be collected from eateries, water companies and ice factories to ensure they are hygienic. The municipality plans to take 140 food samples daily throughout the month.

The fuel stations and cafeterias on highways and mobile cafes will be inspected to ensure that they are engaged in licensed activities. There will also be committees to monitor prices at markets, kiosks and stalls.

Inspections of slaughterhouses and meat shops will be beefed up to ensure that slaughtered animals are healthy and the shops and workers are following health regulations. The municipality will work with the Agricultural Department to ensure that animals meant for slaughtering are free of contagious diseases.

The committee will take steps to protect people from old and dangerous buildings. Preparations are also being made to tackle any emergency such as fire and floods, the statement added.

من جهته، أوضح عبدالواحد الحطاب مدير العلاقات العامة في وكالة المسجد النبوي الشريف، أن العمل متواصل وعلى قدم وساق في المنطقه الشرقية هذه الأيام، متوقعا أن يتم الانتهاء منها قبل رمضان المبارك، مشيرا إلى أن التوسعة ستكون في صالح الأعداد الكبيرة التي تفد إلى المسجد النبوي الشريف في كل عام، وتأتي حرصا من خادم الحرمين الشريفين على كل مايهم مسجد رسول الله صلى الله عليه وسلم وزوار طيبة الطيبة والمسلمين جميعا.

اهتمام كبير
فيما أكد رئيس لجنة الزيارة والسياحة في غرفة المدينة عبدالغني الأنصاري، أن المسجد النبوي الشريف والمسجد الحرام بمكة المكرمة، يحظيان باهتمام كبير ورعاية خاصة من لدن القيادة الحكيمة، وأضاف «تأتي توسعة خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز -حفظه الله- الأخيرة، كأكبر توسعة شهدها المسجد منذ إنشائه، مبينا أن التوسعة فيها قراءة للمستقبل، خاصة وأن النمو السكاني للمواطنين يرتفع 3 في المئة في كل عام، متوقعا أن يصل عدد السكان إلى 24 مليونا أي بعد سبع سنوات من الآن، إضافة إلى النمو السكاني لعدد المسلمين في العالم، ما يستلزم توسعة لكل من المسجد النبوي والفنادق والبقيع وزيادة عدد الشوارع المحيطة في المسجد النبوي»، وأردف قائلا «عدد زوار المدينة يصل إلى عشرة ملايين نسمة سنويا، مما يعني أن التوسعة الجديدة جاءت في صالح هذا الحراك الاقتصادي والنمو في عدد المسلمين الكبير، وخدمة وتطوير قطاع الحج والزيارة».

Postpone Haj if you can

In an unprecedented move aimed at preventing congestion and stampedes and ensuring safety of the guests of God, Saudi authorities have urged domestic and foreign pilgrims to postpone their Haj plans for this year if possible due to ongoing expansion work at Makkah’s Grand Mosque.

The call follows the government’s decision to reduce the number of foreign pilgrims by 20 percent and domestic pilgrims 50 percent this year. Grand Mufti Sheikh Abdul Aziz Al-Asheikh has backed the measure, saying it was taken in public interest.

In a series of announcements through the Holy Qur’an television channel, which is aired from Makkah, the government advised pilgrims intending to perform Haj and Umrah this year to postpone their plans to reduce congestion at the Grand Mosque.

“By making this announcement our government is not preventing anybody from Haj, but asking them to postpone in order to avoid congestion and help first-time Hajis to perform their religious duties without difficulties,” Saeed Al-Qurashi, a member of the Haj & Umrah Committee at Makkah Chamber of Commerce and Industry, told Arab News.

He said the mataf (the circumambulation area around the Holy Kaaba) could hold now only 39,000 faithful per hour, suggesting an influx of a large number of pilgrims could cause congestion inside the mosque.

“Once the mataf expansion is completed, it can accommodate more than 130,000 pilgrims per hour. So, it would be better for our brethren to come for Haj next year or after two years, when they will be able to perform their rituals with ease,” he explained.

Hatem Qadi, deputy Haj minister and spokesman of the ministry, emphasized the need for reducing the number of foreign and domestic pilgrims this year.
“The period for cutting the number of pilgrims will not exceed two years,” he said. The ongoing expansion work at the two holy mosques are aimed at accommodating more pilgrims in the coming years, he pointed out.

Qadi cited the grand mufti’s statement on the issue saying the government took the decision because it was essential. “The ongoing expansion is for the benefit of pilgrims,” the mufti said.

Mohammed Noor Rahman Sheikh, Indian consul for Haj, said his country would send more than 170,000 pilgrims this year. “We have been informed about the government’s plan to cut the number of foreign pilgrims by 20 percent,” he told Arab News.

Reduction in numbers
of Haj and Umrah visitors

MAKKAH — The Grand Mufti, Sheikh Abdulaziz Al-Alshaikh, head of the grand scholars committee, has supported the decision to reduce the number of Hajis and Umrah visitors during the coming two or three years, Al-Sharq newspaper reported.

A number of Shariah specialists have also supported the decision, as it will be for the benefit of the visitors of Al-Haram and the Prophet’s Mosque. They said that this decision is in accordance with the rule of warding off harm.

They said that the Jamarat in Mina had been in the past only a single floor bridge where millions of Hajis had to crowd to perform their duties. It has now become a five-story bridge that can easily accommodate the large number of Hajis.

Al-Mataf also could accommodate only 30,000 worshippers, but after its expansion, it can accommodate 130,000.

Dr. Mohammad Al-Sahli, head of the Islamic studies center of Um Al-Qura University and member of the Human Rights Commission, said that the Grand Mufti’s decision is a correct one. It is in the benefit of Muslims during this period that experiences the expansion of the two Holy Mosques.

He said that Custodian of the Holy Mosques’ expansion is a gigantic project that seeks to provide services to the worshippers and facilitate their duties.

Makkah has now become a large workshop, and Al-Haram and surrounding areas cannot accommodate the increasing numbers of Umrah visitors and Hajis. Dr. Yousof Al-Wabel, Deputy President of the Two Holy Mosques Affairs, said that that the decision is to the benefit of visitors of the two Holy Mosques.

He said that the expansion of Al-Mataf will be of great benefit, as it will accommodate 130,000 an hour after the expansion. He pointed to the Jamarat project of a five-story bridge to accommodate the millions of Hajis, and allow them to perform their rituals safely and easily as an example of expansion.

Dr. Mohammad Al-Masoudi, ex-faculty member of Taif University, said that reducing the number of Umrah visitors and Hajis is in compliance of the rule of warding off harm. It is worth mentioning that Makkah and Madinah are currently witnessing a number of development projects. One of the most important projects is the expansion of Al-Mataf area to accommodate 130,000 worshippers an hour.

Nearly 10,000 workers are currently working in eight new projects in Al-Haram yards, of which is the development of the existing toilets and building new ones.

The expansion of the Northern yards of Al-Haram is also a huge project, which will, upon completion, add more praying space for worshippers, and relieve crowding problem inside Al-Haram.

In addition, additional toilets, services, and infrastructure will help worshippers perform the rituals in complete safety and comfort.

CITC: WhatsApp to be blocked
 
before Ramadan

The Communications and Information Technology Commission (CITC) has announced that it will block WhatsApp before Ramadan if the US-based instant free-messaging application does not comply with the requirements set by the Kingdom’s telecom regulator.

Arab News’ sister publication Al-Eqtisadiah had reported earlier that representatives of WhatsApp have refused to accept the regulatory conditions issued by the CITC.

“We have been communicating with WhatsApp and other similar communication platforms to get them to cooperate and comply with the Saudi telecom providers, however nothing has come of this communication yet,” Abdullah Al-Darrab, governor of the CITC, told Arab News in a telephone interview.

Al-Dabban added that Viber was blocked last week for its noncompliance, while WhatsApp and Skype are next on the list, warning: “We will take punitive action against these applications and services if they do not comply with the regulations.”

Asked when WhatsApp services would be blocked, the CITC chief replied: “It is highly likely before Ramadan.”

Al-Darrab said the CITC has requested communication platforms that provide services via the Internet to establish a local server to enable the Kingdom’s telecom regulator to monitor user activity.

“We gave them a week to comply and have been communicating with them since March to no avail. Therefore, this has left us with no choice but to block these services, beginning with Viber,” he said.

Founder and CEO of Viber, Talmon Marco, has reportedly said that Viber is currently working on overcoming the block.

Nonetheless, residents in the Kingdom have said that news of blocking Viber and threats to sever other applications are unacceptable and threaten the Kingdom’s advancement in global technology and modernization.

“I understand that they want to be able to monitor all types of communications, but the CITC must realize that they can’t just cut Saudi residents off from the rest of the world by blocking new services,” Nourah Farida, a Saudi businesswoman, told Arab News. “This is because Viber, Skype and WhatsApp are used for personal and business communication.”

Farida concluded that she usually conducts weekly coanference calls via Skype with colleagues in the UAE and other countries and that blocking these services is expected to incur heavy costs on local businesses.
“How are we supposed to communicate globally, are we expected to go back to using text messages and e-mails?” she asked.

In 2010, the CITC threatened to ban BlackBerry’s instant messaging service, requesting that a local server be established to monitor activity. Eventually, the ban was lifted after BlackBerry’s creator, Canada-based Research in Motion (RIM), complied with the regulatory requirements.
