أكد خبراء في جلسات الملتقى العلمي الثالث عشر لأبحاث الحج والعمرة المنعقد حاليا بمكة المكرمة تعذر هدم جبل أبي قبيس الواقع جهة باب الصفا في الحرم المكي الشريف، نظراً لكونه يحتوي منابع زمزم، وفي هدمه تأثير على هذه المنابع.
وكشف الدكتور محمد إدريس الخبير بمعهد خادم الحرمين الشريفين لأبحاث الحج، أن جبل أبي قبيس يمثل عائقاً أمام توسيع مخنق الصفا وليس القصور الملكية الموجودة هناك كما يعتقد البعض، لافتاً إلى أن تقارير هيئة المساحة الجيولوجية أثبتت أن الجبل يحتوي على منابع ماء زمزم، وفي هدمه إضرار بهذه المنابع.

Sri Lanka signed the annual Haj agreement with the Kingdom of Saudi Arabia on Sunday, allowing Colombo to send 2,800 pilgrims. Sri Lankan Senior Minister for Urban Affairs A. H. M. Fowzie, who held talks with Haj Minister Bandar Hajjar has explained that this year Sri Lanka was given the same quota of pilgrims as last year because of the ongoing development works in the two holy cities of Makkah and Madinah.

He said the island had around 2 million Muslims and his ministry had so far received more than 7,000 applicants for the forthcoming Haj. He pointed out that Hajjar had explained the difficulties faced by the Saudi authorities in accommodating a larger number of pilgrims because of the ongoing construction work at the holy sites.

The visiting minister said that he was told that the expansion work was underway to allow for 150,000 pilgrims to circumambulate the Kaaba at a time. “Currently 50,000 worshippers can circumambulate the Kaaba at a time,” he said.

Once this renovation is completed Sri Lanka expects it would get increased quota to send more haj pilgrims to Mecca, an annual holy ritual performed by the Muslims in the world.

Since the Sri Lankan government has been given a relatively small quota for Haj, pilgrims would be allowed to do Haj on a “first-come, first-served basis,” the minister said. He said Colombo would like to see an increase in its quota of pilgrims in the coming years since Muslims on the island are now free to travel in and out of the country following the end of a long-running ethnic conflict.

JEDDAH — The Philippine Consulate in Jeddah Monday succeeded in repatriating five Filipino Umrah pilgrims who had overstayed their visas in the Kingdom.

The five, who were originally with 700 Filipino illegal overstayers who had started camping beside the consulate, were named as 30-year-old Mohammad Guro Mangacop of Cagayan de Oro City; 35-year-old Solaiman Lindungan Salik of Talitay, Maguindanao; 46-year-old Saniya P. Duray of Basilan; 28-year-old Akrima Baid Jumdani of Sibuco, Zamboanga del Norte; and 32-year-old Hajiria Esteban Abison of Ipil, Zamboanga del Sur.

They departed from Jeddah at 5.15 a.m. and arrived in Manila later on in the day.

The repatriation of the Umrah overstayers happened after the consulate liaised with Saudi immigration authorities to facilitate their departure.

The repatriation requirements of Umrah or Haj visa overstayers are more easily met compared to those of runaway workers (huroob).

Those with huroob status have to secure no-objection certificates (NOCs) from their sponsors or employers and pay government penalties and fines, which can reach huge amounts depending on the number of years they have absconded.

Philippines Consul General Uriel Norman Garibay thanked the Umrah overstayers for having faith in the consulate’s capabilities to have them repatriated.

The consulate is determined to send home all Filipinos with illegal status.

Calls for reforms in Hai’a functioning

JEDDAH — Participants at the weekly Abdul Maqsood Khoja meeting here Monday lauded the Hai'a efforts in protecting society against corruption. At the same time, they were critical of the Hai'a working mechanism resulting in the loss of public trust in the body that propagates good deeds and prevents vice.


Abdullatif Aal Al-Sheikh, President of the Commission for the Promotion of Virtue and Prevention of Vice (the Hai’a) acknowledged the shortcomings but called on the people to give them some time as they are now undergoing changes. The Hai'a, he said, should be judged fairly and people should not neglect their positive efforts.

Asim Al-Hamdan, an Islamic researcher brought up the issue of visiting historic areas at the holy sites. Often the visitors are confronted by some Hai’a officials who demand IDs. He hoped that such practices be stopped and demanded that Hai’a officials have a proper background in fiqh (jurisprudence) before offering advice to the public.

Hashim Abdu Hashim, Editor-in-Chief of Okaz newspaper, said that the Hai’a has committed a number of violations and that these violations have harmed the personal freedom of the public.

He added that the Hai'a should deal with people based on respect and trust rather than “invading their privacy aggressively.” What is needed, said Hashim, is to “revise the Hai’a system and re-identify its tasks and discourage volunteers and part-time employees from working there.”

Abdul Mohsen Al-Qahtani, former chairman of Jeddah Literary Club, called on Hai’a officials to act “rationally” to succeed in their tasks.

Hai’a president Al-Sheikh said that what they are doing is promoting virtue and preventing vice. This is the only way that can guarantee safety and security for society. “The King has advised us to protect the basics of Islam and to protect the rights of the people and asked us to be role model for the well-mannered interaction with the public,” he said.

Al-Sheikh said that he has faced many challenges since taking over the reins of Hai'a. Several people have categorized him as a liberal with Westernized views. “There are some people who work for Hai’a and do not want it to change. They want to remain chasing people and following them in streets, breaking doors and invading the privacy. That will all be things of the past,” he asserted.

According to him the number of violations against the commission has decreased lately. “If a violation is committed by the Hai’a once a week I will not remain in this position for one more day. We monitor violations, warn and punish.”

Al-Sheikh said that they have got rid of all the part-time workers and there are now some 6,000 permanent employees. “We admit that we make mistakes and are for change; we want others to appreciate our positive efforts and not to neglect them,” he said.

Last year, he said, the Hai'a arrested 215 magicians and got rid of 426 distilleries. The Hai'a also documented 554 human trafficking and prostitution cases and addressed 700 blackmailing cases.

Al-Skeikh said: “The message we want to convey to the public is that we work for long hours to serve you, we seek your comfort, we do not want to harm you, and if we make mistakes we apologize. We want you to forgive and remember our positive work, have patience as we are changing, and we are re-training the Hai’a staff.”

The Hai’a has organized over 14,000 training courses for its staff in cooperation with 33 universities. Assistance has also been sought from the Ministry of Foreign Affairs to train Hai’a staff on dealing with diplomats. Training to the Hai'a staff is also provided by investigation agencies.


The Ministry of Finance, he said, has been approached to provide new jobs for women at the Hai’a. “We have called for the employment of women at the Hai’a and we are praying for that,” he said.

The Hai'a, he said, supports female employment in other sectors too but only if they are provided with suitable environments. Answering a Saudi Gazette question about the absence of anti-harassment system despite the fact that many women are now employed at commercial centers and shops, he elaborated: “We are there to support women, they can call us, we will not leave them without help at shops, and we will stand by their side. We have documented a number of cases such as women being fired because they do not look good and attractive. That is ignorance, it is not accepted.”

Money exchange houses in Makkah and Madinah are refusing to accept Iranian rials from Iranian Umrah pilgrims because the value of the currency has fallen drastically.

Iranians are among the largest groups of foreign pilgrims in the Kingdom this year. They have resorted to using US dollars while abroad due to Iran’s deepening financial crisis, according to Arab News interviews with money exchange offices and retail shop-owners.

The Iranian rial’s value continues to drop in global financial markets, and has fallen far below the Iranian official exchange rate. It takes about IRR 38,450 Iranian rials to buy one US dollar in Tehran.

In February, the annual inflation rate of the Iranian rial reached 121 percent.
Since the beginning of Umrah season, money exchange houses and most shop owners in the holy cities are refusing to accept Iranian rials.

“It is a risk to accept the currency, which is losing value,” said one shop owner. However, some shop owners in Makkah are accepting 50,000 and 100,000 rial notes in the hope that they can sell them later if the value rises.

Gholamreza Rezaie, Iran’s Haj and pilgrimage representative in Saudi Arabia, said that there are more than 500,000 Iranian pilgrims performing Umrah this year. Each pilgrim pays around 30,000,000 rials ($ 2,442) for the pilgrimage. Many of these pilgrims come from the Tehran, Mashhad, Isfahan and Tabriz provinces, according to a report.

The deepening cash crisis is forcing Iran to deploy its security forces to patrol the streets of Tehran and other major cities, warning that security men would arrest anyone illegally trading dollars or carrying foreign currency without an official invoice.

A local Arabic daily reported that Adel Maltani, head of the exchange agents committee in Makkah, said the value of 10,000 Iranian rials is worth not more than 75 halalas. It was previously valued at SR 4.

Maltani said that financial markets during the first three months of the Umrah season contracted by 20 percent against the same period last year.
“The volume of exchange ranged between SR 12 and SR 15 million through 17 accredited exchange shops,” he said.

Maltani explained that some Arab countries too are experiencing political uncertainties with adverse effects on their currencies. Pilgrims from these countries are refraining from exchanging large volumes of cash. He cited the example of the Egyptian pound, which fell more than 15 percent in recent months.

The number of pilgrims from Algeria and Morocco has also dropped off from the previous year, Maltani said. “Those coming from Turkey are better off, in terms of their numbers and the volume of money they spend.”

أعلن مسؤولو الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي الشريف أن 45 يوما تفصل بين المرحلتين الأولى الثانية من مشروع خادم الحرمين الشريفين لتوسعة صحن المطاف لزيادة الطاقة الاستيعابية، حيث من المقرر اكتمال المرحلة الأولى في 15 شعبان المقبل. وأكدوا أن أعمال التوسعة تتواصل حاليا، وقد وصلت إلى مراحل متقدمة من التنفيذ، مشيرين إلى أن المشروع دخل أسبوعه الخامس عشر تقريبا، ومع اقتراب موعد تسليم المرحلة الاولى ضاعفت الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي جهودها بالتنسيق مع المجموعة المنفذة لمضاعفة الإنتاجية اليومية للأعمال المنجزة في المشروع، حيث ستتم الاستفادة من المرحلة الأولى التي تحتل كامل الجهة الشرقية من الأروقة المطلة على الصحن، إضافة إلى جزء من الجهة الشمالية والجنوبية، وسيلتزم المقاول بتسليم دور القبو المحاذي لصحن المطاف والدور الأرضي والدور الأول.

ويذكر أن أعمال القواعد للمرحلة الأولى شارفت على نهايتها إضافة إلى أعمال أجزاء كبيرة من أعمدة دور القبو، ما مكن المقاول من مباشرة العمل في تجهيز بعض مسطحات بلاطة الدور الأرضي، في سباق مع الزمن للتمكن من الاستفادة من الدور الأول في موسم رمضان المقبل، ما سيوفر طاقة استيعابية عالية.

إلى ذلك يجري العمل على قدم وساق لتنفيذ مطاف المعوقين المؤقت في حلقة دائرية تحاذي الرواق القديم بعرض 12 مترا، لفصل حركة المعوقين عن حركة الطائفين في صحن الطواف طيلة مدة تنفيذ المشروع، وذلك بسبب انقطاع حلقة الطواف في الأروقة نتيجة أعمال الإزالة التي تقتضيها مراحل تنفيذ المشروع طيلة السنوات الثلاث التي تنتهي مع نهاية العام 1436هـ.

ويتكون المطاف المؤقت من طابقين متعامدين يرتبط أحدهما بأروقة الدور الأرضي والآخر بالدور الأول الذي سيخصص لطواف المعوقين، وسيراعى في كل العناصر المرتبطة به الفصل الكامل بين حركة المعوقين وحركة المشاة في أروقة الدور الأرضي، كما سيراعى ربطه بمسار سعي المعوقين في ميزانين الدور الأرضي حفاظا على سلامتهم وتسهيلا لأداء النسك. يشار إلى أنه استخدم لتنفيذ هذا المشروع تقنيات عالية وعناصر إنشائية مسبقة الصنع، ويشمل ذلك القواعد والأعمدة والجسور والبلاطات والعناصر المعمارية التكميلية، وذلك من خلال الاعتماد على الألياف الكربونية التي تتميز بخفة الوزن والقوة والمتانة العالية والسهولة في التركيب والتفكيك. وسيتم تخصيص الدور الأرضي من المطاف المؤقت للمشاة لتخفيف العبء على صحن المطاف.

However, Muhammad Idris, undersecretary of Custodian of the Two Holy Mosques Institute for Haj Research in Umm Al-Qura University, said that Mount Abu Qubais represents an obstacle to the expansion of Safa passage but not the royal palaces.

Sami Barhameen, secretary general of the Makkah Development Authority, said that the comprehensive plan for Makkah in its strategic framework for all projects, including that of King Abdullah Project for Reconstruction of Holy Makkah has been approved.

He said the plan includes 21 development sub-plan to cover all sectors of Makkah, such as the Geographical Information Systems (GIS), the demographic studies, the transport and environment plans, the expansion of the Grand Mosque, the structural plan and building controls plan.
