Ottoman-era domes being restored in Mataf


The domes of the Ottoman-era being reinstalled in the northern part
of the Mataf (circumambulation area) on Saturday

MAKKAH — The Ottoman-era domes, which were removed two years ago to expand the mataf (circumambulation area), are being restored, according to director of the projects administration in the General Presidency for the Affairs of the Two Holy Mosques Sultan Al-Quraishi.

The domes are being restored as per new arrangements that will restrict them to three sites. Work is underway to restore the domes in the northern part, including the mukabiriya (the chamber for the call for prayer).

The technical committee for the expansion projects decided not to reinstall the domes on the masaa side (the area in the Grand Mosque where pilgrims run between the holy areas of Safaa and Marwa as part of the Sa’i ritual.)

Low-cost Haj begins from SR3,000: Ministry

MAKKAH — The Haj Ministry has decided that the low-cost Haj this year will range between SR3,000 and SR5,000.

The ministry has informed all 72 local companies providing low-cost Haj packages to abide by the new fares.

According to the ministry, the Haj fare in the camps classified at A-1 will be SR5,000 going down to SR4,800 in the A-2 camps; SR4,400 in the B category; SR4,150 in the C class; SR3,900 in the D-1 bracket; SR3,500 in the D-2 class; and SR3,000 in the E camps.

The ministry said the companies might add SR250, which is the price of an Al-Mashaer train ticket, to the costs.

It said the camps in Mina and Arafat will be provided with all services including three meals, water, soft drinks, hot drinks, a medical doctor, security guards and around the clock cleaning.

The ministry said the buses transporting the pilgrims should not be older than 2006 models.

It also said the service-providing companies should serve the pilgrims with dry meals in Muzdalifah, where they stay for a night before proceeding to Mina and Makkah.

International airport planned in Taif city


The existing airport, located 30 km east of Taif city and 70 km from Makkah

RIYADH — The proposed new airport in Taif will now serve as an international airport.

An approval to this effect was given on Sunday by the board of directors of the General Authority of Civil Aviation (GACA).

Last year, GACA sources unveiled plans to build the new airport mainly to serve Haj and Umrah pilgrims.

The contract for the airport project is expected to be awarded in the coming months, and it will be developed on a build-operate-transfer basis.

The existing airport, located 30 km east of Taif city and 70 km from Makkah, was converted to a regional airport in 2009 when GACA allowed international airlines to operate at the airport.

The board also gave the go ahead to carry out studies to establish a security company for airports and approved a bylaw for a fund for airports. The board meeting was chaired by GACA President Sulaiman Al-Hamdan, the Saudi Press Agency reported.

The board also endorsed carrying out studies to prepare organizational bylaw for a committee to examine violations in the civil aviation rules. The meeting reviewed reports about converting Riyadh’s King Khaled International Airport administration and the air navigation sector into separate companies.

Egyptian pilgrim delighted
at being in the holy city

Egyptian pilgrim Mohammed Adel Ali is here in the Kingdom to perform Umrah.
After performing Umrah, he headed to the city of the Prophet (peace be upon him).

He expressed deep happiness and delight at being in Madinah. “I work in Kuwait and this is for the first time that I am performing Umrah,” he said. “I cannot describe my feelings in words. I am very, very happy to be here in this holy land.”

He expressed his desire to come here for Haj. “I hope I can make it for the major pilgrimage,” said Ali.

He praised the Kingdom for according top priority to the needs of the pilgrims. “They (the Saudis) have extended all kind of help to make our Umrah easy and memorable,” he said.

He was all praise for the massive expansion of the Two Holy Mosques. “They look glorious and one can notice the efforts of the Saudi leadership and the people in doing everything they can to make them look grand,” he said.

He stressed the depth of the strong Saudi-Egyptian ties. “Egyptian people’s love and respect for the Kingdom is rooted in history, culture and religion,” he said.

Ali visited well-known sites in Madinah.

“I visited Al-Baqee cemetery, Uhud battle site, Al-Ghamama Mosque, Al-Fatah Mosque and the well of Caliph Othman,” he added.

New terminal opens at
Prince Mohammad Bin Abdulaziz International

A ceremony was held today (April 1) to mark the opening of the new terminal at Prince Mohammad Bin Abdulaziz International Airport in Madinah, Saudi Arabia. The US$1bn project was delivered as a joint effort between London-based GMW Architects and Turkish firm TAV Airports.

The new 1,615,000ft2 terminal features 18 Code F contact stands, with apron space for a further 20 remote stands. It is Leadership in Energy and Environmental Design (LEED) Gold certified and has boosted the airport’s capacity to approximately eight million passengers per year. The terminal was approved for commercial flights after a three-month testing period following the completion of construction work in December 2014.

Alistair Brierley, design director at GMW Architects, said, “The growing number of [annual Islamic pilgrimage] Hajj passengers and the importance of Madinah as a religious site meant that a new terminal and an overall masterplan was the best way to plan for increased passenger flow.

“Passengers expect beautiful and comfortable airport buildings [and] the design of the new terminal reflects this.”

Passenger influx


Commercial flights began operating today (April 1) from the new terminal at Prince Mohammad Bin Abdulaziz International Airport in Madinah, Saudi Arabia, following a three-month testing period.

The new terminal and pier was designed by London-based GMW Architects and built by Turkish firm TAV Airports. Construction work was completed in December 2014 at a cost of approximately US$1bn. The terminal features 18 Code F contact stands, with apron space for a further 20 remote stands. It is also Leadership in Energy and Environmental Design (LEED) Gold certified thanks the use of local and sustainable materials such as stone and tiling.

“Passengers expect beautiful and comfortable airport buildings, the design of the new terminal reflects this,” says Alistair Brierley, design director at GMW Architects. “The height and proportions of the main hall and the pier combine to create an atmosphere of logical progression from arrival to departure as well as calm and tranquil spaces off the main circulation paths.”

The project was originally commissioned in 2011 to handle rising passenger numbers, particularly during the Hajj season when traffic numbers triple because of an influx of Islamic pilgrims. The construction of the new 1.6m ft2 terminal took place away from the main airport meaning minimal disruption was caused to normal operations. The airport handled over five million passengers in 2014.

“The old airport was an agglomeration of small disjointed buildings that had grown up over time,” adds Brierley. “The expanding capacity of Hajj passengers and the importance of Madinah as a religious site meant that a new terminal and an overall masterplan was the best way forward to plan for increased passenger flow.”

The result of the project is a highly-modernized terminal building that has expanded the annual passenger capacity of the airport to eight million a year. The second and third phases of the airport masterplan will further boost the airport’s capacity to 16 million passengers by 2037.

 

In order to create a sense of place for passengers, the architects have used the palm tree as a central motif running throughout the terminal. Brierley explains, “The overarching theme of the palm tree is signified at the main entrance to the site and runs consistently through the design. It represents shade, shelter and comfort in a hostile natural climate. This is a comfortable and calm space for regular travelers and Hajj passengers alike.”

To further help with the Hajj season influx, the architects created six large air-conditioned pavilions with tensile-fabric roofs that sit alongside the new terminal. These will serve as holding areas for Hajj passengers at peak times, alleviating pressure on the terminal and regulating passenger flow. In terms of wayfinding, the architects have used clearly identifiable color-coded systems to help inexperienced Hajj passengers navigate the airport. Other considerations were made to reflect the local culture including gender-specific security areas.

“There are cultural issues that affect security in the Middle East. At certain points in the journey through the terminal men and women are segregated. We also have to cater for the non-exposed female face in particular circumstances,” Brierley adds.

The next phase of the airport masterplan is already underway with the construction of a new hotel adjacent to the terminal. This is the first commercial building that will form part of a growing airport city. A second terminal, symmetrically positioned with the first, will also be built as soon as the airport approaches capacity.

Kingdom doesn’t require pilgrims to declare sect

The Ministry of Haj has rejected as false reports claiming that the Kingdom now requires all Haj pilgrims to declare their sect before arriving in the country.

The ministry said that it was the Pakistan Haj Ministry that has issued a form asking its pilgrims to declare their sect “for their own regulatory procedures,” according to a report in a local publication on Monday.

The form, which Arab News has seen on the website of the Express Tribune, a Pakistani newspaper, has one section on the form asking, “Are you Shia,” with a box below requiring a “yes” or “no” answer.

The ministry said that the reports on social media not only attributed this to the Saudi side but also claimed that the government here would be investigating locally based expatriate pilgrims to determine their beliefs due to “unexpected hostilities and regional conflicts.”

A source at the ministry said the rumors are “false” and “only intended to discredit the Kingdom and exacerbate disunity.” He said “the Kingdom does not differentiate between pilgrims according to their race, nationality, or Islamic sect.”

The source said the form seen on social networking sites is not administered by the Saudi ministry of Haj and is “a violation of the Kingdom’s policy against sectarianism and racism.”

He said people should be wary of information spread online by those wishing to create strife and hatred among Muslims.

30% of eateries in Makkah,
Madinah sans health papers

Over 30 percent of workers providing food services to Haj and Umrah pilgrims in Makkah and Madinah do not have health certificates, a field study conducted by the Saudi Food and Drugs Authority (SFDA) has revealed.

According to the study, 28 percent and 4 percent of eatery workers in Makkah and Madinah respectively do not possess health certificates.

The study was presented at a workshop organized recently in Makkah under the theme, “The role of regulatory bodies and food companies in curbing cases of food poison during Haj season”.

The study was originally meant to identify the health status of the food providing facilities in two holy cities, determine technical and heath shortcomings and make recommendations to develop such facilities in coordination with the regulatory bodies concerned. Nagwa Mousa, a quality control expert, said that these inspections are very important and will help in closing lots of eateries that are violating rules.

Test run of Haramain Train after 8 months

MAKKAH — The test run of the Haramain railway will be carried out after eight months in the northern sector connecting Madinah with Rabigh, an official source at the project said.

He told Okaz/Saudi Gazette that all railway stations in this sector have been completed.

The source said railway stations in the southern sector connecting Jeddah and Makkah are around 94 percent complete.

“The test run on this sector will be made after eight months and the train will be put into service some time in 2016,” he said.

A large number of locomotives arrived earlier in Madinah by land from Jeddah for technical tests.

The express train will cover the distance of 453 km between Makkah and Madinah in one hour and 50 minutes.

En-route to Madinah, the train will stop at the two main stations of Jeddah and King Abdullah Economic City in Rabigh.

The source said work on all bridges between Jeddah and Makkah has almost been completed.

Work on the north sector of Madinah and Rabigh should have been completed in 2013 but it was delayed due to technical reasons.

Where to Assume Ihram?

Question:

As-salamu `alaykum. I'm travelling from New York to perform `Umrah. I will board somewhere in Jeddah and then make ihram from there (Jeddah). Is it OK?

Wa `alaykum as-Salamu wa Rahmatullahi wa Barakatuh.

In the Name of Allah, Most Gracious, Most Merciful.

All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.

Dear brother, thank you for your question and for trusting us. We commend your eagerness to perform `Umrah imploring Allah Almighty to accept all your rituals and grant you, and all Muslims, happy returns.

As for your question, you can assume ihram on board of the plane if you are travelling for `Umrah from New York. Another option is to assume ihram from Madinah in case that you start your journey from there.

In his response to your question, Sheikh Ahmad Kutty, a senior lecturer and an Islamic scholar at the Islamic Institute of Toronto, Ontario, Canada, states,

If you are intending to travel for `Umrah from New York, then you are supposed to assume ihram on your way before passing the miqat. This is rather easy if you are traveling by Saudi airline. They have a musalla (small masjid) on the plane where you can wear the ihram attire.

Also, you can make the intention for `Umrah after praying two rak`ahs (prayer units). They will let you know by making announcements prior to the approach of miqat. This is the ideal way. If, however, for reasons beyond your control, you could not do so, then, according to the rulings of some modern scholars, you may assume ihram from Jeddah.

There is still a better alternative which is less controversial. For this, you should travel to Madinah first and assume ihram while proceeding to Makkah from there. You are allowed to assume ihram either from Madinah itself or on your way (if you are taking the land route) from Dhul Hulayfah in the manner of the Prophet (peace and blessings be upon him). I would suggest you to go for the last option, if you can do it.

Umrah visas for Bangladeshis closed

Saudi Arabia's Ministry of Hajj blacklisted 31 agencies of Bangladesh for human trafficking in the name of Umrah visa. Following allegations of human trafficking and other irregularities against them, the Kingdom of Saudi Arabia (KSA) has stopped issuing Umrah visas to Bangladeshis for the past one month. The resumption of issuing Umrah visa is uncertain.

The Saudi move to blacklist 31 Bangladesh Hajj agencies has created concerns among those want to perform Hajj in future. They have expressed concern that blacklisting of a large number of Bangladeshi Hajj agents for irregularities can create complications in issuance of the Hajj visa for Bangladesh pilgrims during next Hajj season.

According to sources, more than 1,000 Bangladeshis, who went to Saudi Arabia with Umrah visa, started living there illegally. A significant number of Bangladeshis did not come back after going to perform Umrah, compelling the Saudi government to stop issuing Umrah visas from March 22.

According to information received from the Saudi Hajj ministry, 31 Hajj agencies in Dhaka, Chittagong and Sylhet are involved in human trafficking to Saudi Arabia with Umrah visas. A good number of people, who went to Saudi Arabia to perform Umrah in the last four months through these agencies, did not return home.

The matter came to the notice of the Saudi government which immediately took steps to blacklist Bangladesh, according to a news agency.

الدائري الأول يخرج من تحت الأرض ليطوق الحرم المكي

بدأت ملامح الدائري الأول في مركزية الحرم المكي تكتمل، مما يشير إلى قرب افتتاحه، لتنفرج بذلك أزمة المرور في المركزية خاصة خلال المواسم.
وإذ لم يحدد أحد من المعنيين موعدا لافتتاحه، فإن الموعد المحدد لتسليمه هو نوفمبر 2016.
والدائري الأول يطوق المركزية بهدف امتصاص الحركة المرورية حول المسجد الحرام، وقد أفردت له الحكومة جل الاهتمام لأنه يقع على تماس مباشر مع الحرم المكي الشريف، وطوقته بعدة جسور أولها طريق الدائري مع جبل الكعبة بطول 230 مترا شمال غرب المسجد الحرام في حارة الباب وأحيانا يسمى مقلع الكعبة.
وسمي بهذا الاسم لأن الأحجار المستخدمة في بناء الكعبة المشرفة قطعت منه عند إعادة بنائها عندما هدم جدارها السيل في العهد العثماني الأول عام 1039 للهجرة، وقيل أيضا إنه سمي بهذا الاسم لأن سيدنا إبراهيم - عليه السلام - أعاد بناء الكعبة من حجارة هذا الجبل، وقيل إنه أخذ من جميع جبال مكة.
ويبلغ طول جسر تقاطع الطريق الدائري مع طريق أم القرى 260 مترا، ويمر بمشروع جبل عمر، وهو أحد المشاريع التطويرية المقامة حاليا في مكة
المكرمة.

يحد الموقع شمالا
ويطل على حي جرول، بواسطة المرور من قبل أنفاق الفلق التي أعيد بناؤها لتكمل مسيرة الدائري الأول وربط جهته الشرقية بالشمالية. وهو الطريق
الذي يصل منه القادمون إلى الحرم المكي الشريف من أحياء العمرة والنوارية، بالإضافة إلى القادمين من المدينة المنورة. ومن أبرز المعالم التي يمكن الوصول إليها من الدائري الأول في جهته الشمالية بئر طوى وجرول وساحة إسلام التي تتفرع منها عدة طرق مؤدية إلى مختلف أحياء مكة المكرمة، كما يرتبط الدائري من تلك الجهة بالمصاطب المخصصة لتوسعة الملك عبدالله والساحات الشمالية بالحرم المكي الشريف.

يحد الموقع شرقا
يمر الدائري الأول المحيط بالحرم المكي الشريف من الجهة الشرقية بحي الغزة، ليطل على شعب عامر والشامية، ويشق الطريق الرئيسي للمسجد الحرام للقادمين من أحياء الشرائع وجبل النور والمعابدة وريع ذاخر، كما يسير عليه القادمون إلى الحرم من طريق السيل القادم من منطقتي الرياض والشرقية ودول الخليج العربي.
وأبرز المعالم التي يمكن الوصول إليها من خلال الدائري الأول في جهته الشرقية مقبرة المعلاة، ومسجد الجن، وشعب علي وشعب عامر، بالإضافة
إلى مواقف النقل العام، والتي يتم إنشاؤها في الموقع السابق للبريد السعودي بالغزة.

يحد الموقع جنوبا
يمر الدائري من جهته الجنوبية على حي أجياد، بحيث يطل على الحي من خلف أبراج وقف الملك عبدالعزيز قادما من الجهة الغربية ليعتلي الطريق
المؤدي إلى الحرم المكي وباب الملك عبدالعزيز قبل إزالته لصالح مشروع توسعة المطاف، ليتجاوز إلى الأنفاق المجاورة لمحطة كهرباء الحرم المكي
الشريف، منعطفا خلف عمائر أجياد بطريق محبس الجن ليلتقي بأنفاق شعب علي، ويمكن الوصول من خلاله في تلك الجهة إلى رئاسة الحرمين وقصر الصفا وأبراج البيت، ويطل على الساحات الجنوبية المرتبطة للحرم المكي الشريف.

يحد الموقع غربا
يشق الدائري الأول في جهته الغربية طريق إبراهيم الخليل، بحيث يمر من خلف مشروع وعمائر جبل عمر، قبل أن يأخذ دائرته من خلف أبراج وقف الملك عبدالعزيز، إذ يتصل من تلك الجهة بحي المسفلة والهجلة، بالإضافة إلى كونه يستخدم للوصول إلى طريق الكعكية والليث، كما أنه طريق
سريع إلى جدة، إذ يتقاطع مع طريق الشميسي، ويتم استخدامه كثيرا في المواسم للهروب من اختناقات الشوارع الرئيسة بالسيارات، ويتصل بالساحات الخاصة بتوسعة الملك فهد، وفنادق دار التوحيد وهيلتون وشركة مكة للإنشاء والتعمير، وموقف سيارات الأجرة المؤدية إلى مختلف مدن المملكة.

- يمر من أعلى شارع أجياد

وأضاف أن المسجد سيبنى على مساحة 10300 متر مربع بسعة 3 آلاف مصل، وتحيط به مجموعة من الخدمات التجارية والتعليمية، وهو على طريق رئيسي، وبه مدرستا أطفال بنين وبنات، بالإضافة لمجمع عيادات متكاملة، وسكن للعاملين، ومكتب للإمام، و140 موقفا للسيارات أسفل المبنى بالإضافة إلى 160 موقفا خارجيا، كما يراعي المبنى الوصول الآمن لذوي الاحتياجات الخاصة، وبه دار للعقود والمناسبات والعزاء وصالتا طعام بالإضافة إلى قاعات للمحاضرات والاعتكاف وقاعة إعداد وجبات طعام ومكاتب إدارية ومكتبتان سمعية وبصرية ومركز لغسل الكلى وفصول للتقوية.

وأكد بأن المسجد يحوي مركزا للحي يلتقي فيه الأهالي، ومكتبة، وبه مغسلة أموات للرجال وأخرى للنساء، بالإضافة لمصلى نساء بسعة 500 مصلية.

وأفاد أن المشروع يعمل بنسبة 35 إلى 50 في المئة من الطاقة الكهربائية للمشروع من الإضاءة والسماعات والتي ستكون بالطاقة الشمسية، مبينا أنه يعتبر بعد تنفيذه هو الجامع الأول عالميا صديقا للبيئة وذكيا لما طبق فيه من تقنيات حديثة توفر المياه والطاقة.

وأشار إلى أن مشروع مسجد الأمة يعتبر المسجد الأول في العالم المبني على المعايير العالية على مستوى الاستدامة وعلى مستوى المساجد الخضراء والمساجد الذكية وجميع هذه المعايير ستنعكس على أداء المسجد ليصبح أول مسجد ذكي في الشرق الأوسط.
