عبدالله البرقاوي- سبق- الرياض: قام وزير النقل رئيس مجلس إدارة المؤسسة العامة للخطوط الحديدية المهندس عبدالله بن عبدالرحمن المقبل، أمس الأول، بجولة ميدانية شاملة على مشروع قطار الحرمين السريع بجميع أجزائه ومراحله ومكوناته، وعدد من مشروعات الطرق التي تقوم الوزارة بتنفيذها في المدينة المنورة.

استهل "المقبل" جولته بتفقد الأجزاء التي يجري تنفيذها من مشروع طريق الملك خالد "الدائري الثالث بالمدينة المنورة"، ومشروع ازدواج طريق "المدينة المنورة-حائل"؛ حيث وجه بضرورة بذل المزيد من الجهد وتوفير المعدات المطلوبة والعمالة اللازمة لتلافي التأخر وإنهاء أعمال المشروعين في المدة المحددة لهما في العقود.

وتوجه الوزير لتفقد محطة الركاب التابعة لقطار الحرمين السريع بالمدينة المنورة التي تم الانتهاء من تنفيذها؛ حيث اطلع على أقسام المحطة ومرافقها المختلفة وعلى الأنظمة المشغلة لها، ووجه بوضع لوحات إرشادية وتوجيهية ومعلوماتية داخل المحطة وخارجها وكذلك على الطرق المؤدية لها، وتنظيف وتهيئة المناطق المحيطة بها. وأمر الائتلاف الإسباني -مقاول المرحلة الثانية- بتوقيع محضر استلام المحطة للبدء الفعلي في الأعمال المطلوبة في المحطة وتسريع أعمال مد القضبان الحديدية من وإلى محطتي المدينة المنورة ورابغ، وكذلك استلام محطة مدينة الملك عبدالله الاقتصادية للبدء في تجهيزهما وتهيئتهما والعمل على إدارتهما وتشغيلهما.

وواصل الوزير جولته على مسار السكة الحديد وتوقف في موقع تنفيذ ورشة الصيانة المركزية بمنطقة المدينة المنورة؛ حيث لاحظ قصوراً وضعفاً في الإنتاجية من قبل إحدى شركات الائتلاف الإسباني المكلفة بتنفيذ مقر الورشة ووجّه إنذاراً للشركة وطلب منها فوراً برنامجاً زمنياً تعويضياً لتغطية التقصير الحاصل في تنفيذ الورشة وتقديمه لإدارة المشروع لاعتماده خلال 24 ساعة، واختيار مقاول آخر مؤهل لإكمال تنفيذ الورشة.

وأكمل جولته التفقدية على المسار باتجاه محطة مدينة الملك عبدالله الاقتصادية برابغ، مستقلاً العربة المخصصة لصيانة السكة الحديد لتفقد أجزاء من المسار التي تم الانتهاء من تنفيذه وتجهيزه بجميع عناصره ومكوناته، والتي من ضمنها القضبان الحديدية والكيابل الكهربائية وصولاً لموقع ورشة الصيانة الصغرى والتخزين في رابغ التي يتم فيها تخزين وفحص واختبار أحد القطارات ومجموعة عربات الركاب التابعة له الذي وصل مؤخراً لإجراء التجارب عليه؛ حيث اطلع على تجهيزات هذا القطار ومواصفاته ووسائل التقنية والترفيه المتوفرة به وأنظمة التشغيل به وكذلك مقاعد الركاب بدرجتيها الأولى والضيافة وأماكن تخزين الحقائب والعفش، ووجه الائتلاف بتلافي عدد من الملاحظات.

وتوجه بعد ذلك لتفقد محطة مدينة الملك عبدالله الاقتصادية برابغ؛ حيث اطلع على أقسام المحطة ومرافقها المختلفة، وكذلك على الأنظمة المشغلة لها، ووجه بسرعة الانتهاء من تجهيز كافة الطرق المؤدية من وإلى المحطة ووضع اللوحات الإرشادية والتوجيهية والمعلوماتية داخل المحطة وخارجها.

وواصل جولته عبر المسار باتجاه جدة، واطلع على سير العمل في المسار والتقاطعات على الطرق التي يمر عبرها، وأهمها التقاطعات والأعمال التي تنفذ على امتداد طريق الحرمين؛ حيث اطمأن على سير العمل بها، وشدد على المقاولين المنفذين بضرورة إنهاء الأعمال في التقاطعات الرئيسية من الطريق قبل حلول شهر رمضان المبارك القادم وبإنهاء كافة أعمال التقاطعات على كامل الطريق قبل موسم الحج، بإذن الله.

وأكد وزير النقل، في نهاية الجولة، أن زيارته التفقدية للمشروع تأتي إنفاذاً لتوجيهات خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز -حفظه الله- الدائمة التي تؤكد على أن يتم تنفيذ المشروع بالسرعة الممكنة والمستوى والجودة المطلوبة حتى يمكن الاستفادة منه من قبل الحجاج والمعتمرين لبيت الله الحرام وكذلك المواطنين والمقيمين.

Imams endorse war on the oppressor

Head of the Presidency of the Two Holy Mosques Sheikh Abdul Rahman Al-Sudais has praised the government for launching Operation Decisive Storm in Yemen, describing it as a “legitimate” action to protect the citizens of that country from oppression.

In his Friday sermon at the Grand Mosque, Al-Sudais said the government’s actions have made it clear that it would not allow anyone to threaten the safety and security of a fellow Arab nation and Saudi Arabia.

“The Kingdom has embarked on an initiative that will be written in history as a move to champion the cause of the oppressed in Yemen,” Al-Sudais said in his sermon.

“Yemen is dear to all Muslims and the decision to extend a helping hand to the brothers in Yemen is characteristic of the Kingdom’s rulers. Operation Decisive Storm is a legitimate duty undertaken by the Kingdom in line with its traditional practice of helping the oppressed,” he said.

There was every indication that the mission would be a success because the Kingdom was being guided by a belief based on God’s laws, and the strength and unity of the coalition forces, he said.

He commended the Arab states for uniting to tackle the Houthis and appealed to the Yemenis to stand together so that they can protect their country.

He also praised the soldiers on the front lines, saying they were brave and fighting a holy war to protect their country and religion. The youth should rally behind their leaders, he said.

Imam and khateeb at the Prophet’s Mosque in Madinah, Sheikh Abdul Muhsin Al-Qassim, told worshippers assembled for the Friday prayer that only a strong belief in God would unify them, and enable them to live virtuous and successful lives.

Al-Qassim said Almighty Allah has ordered believers to fight oppressors and help protect the oppressed. “Rescuing oppressed people was a noble quality of the Prophet Muhammad (peace be upon him) even before he became a prophet,” he said.

He praised the Kingdom’s leaders for going out to help the Yemeni people by launching Operation Decisive Storm. He also warned the worshippers that they should avoid spreading rumors created by the enemy.

He commended the country’s soldiers for their devotion to Islam and homeland, and their willingness to sacrifice their lives to save an oppressed people.

Pilgrims’ tents to be equipped
within a week of allotment

RIYADH – Deputy Crown Prince Muhammad Bin Naif, second deputy premier and minister of interior, has instructed Haj service providers to furnish pilgrims’ tents at the holy sites of Mina and Arafat with all necessary amenities within one week after their allotment from the Ministry of Haj.

Prince Muhammad, who is also chairman of the Supreme Haj Committee, has directed the ministry to constitute specialized committees to monitor ensuring smooth procedures in the allotment of tents and their furnishing within the stipulated period, Al-Watan Arabic daily reported quoting the ministry sources.

The ministry will undertake evaluation and monitoring of the tents allotted to tawafa organizations of domestic and foreign pilgrims in Mina and Arafat in two phases. The first phase will be the period of allotment and furnishing of tents before the arrival of pilgrims and the second phase is during the Haj rites.

The Haj service providers shall submit a form filled up with details of the allotment and furnishing of the tents in Mina and Arafat. Another form about details of facilities and services provided to pilgrims in their tents in Mina and Arafat will also be furnished, according to sources at the tawafa body.

Some 3 million worshippers from around the world gather in the plains of Arafat and Mina for the annual pilgrimage, which is obligatory on every able-bodied Muslim male and female with the financial means.

The Haj this year will tentatively begin on Sept. 21.

JEDDAH — Prince Khaled Al-Faisal, emir of Makkah and adviser to Custodian of the Two Holy Mosques, has instructed that all projects in the holy city should be completed on schedule.

He called for the completion of regenerating the underdeveloped districts in Makkah within the coming five years while stressing the need for concluding all projects in their scheduled time.

The emir made these remarks while addressing a meeting of the board of directors of Al-Balad Al-Amin Company, which is owned by the Makkah Municipality, at his office here.

During the meeting, Makkah Mayor Osama Al-Bar, chairman of the company’s board, and members briefed the emir on the company’s plan to develop several projects and their period of implementation.

Al-Bar said the company undertakes design works of projects, approval and execution of major utility projects, including roads, drinking water, sewage, irrigation and power transmission.

He said regenerating underdeveloped neighborhoods is the company’s top priority. Developing the Al-Sharashif Mountain region is among them. The project, spread over an area of 1.7 million sq. meters, is located at an extension of Ibrahim Khaleel Road, 500 meters from the Grand Mosque.

The project, which includes setting up of a multipurpose urban center consisting of residential, commercial and hospitality projects, and developing the road to the Grand Mosque, has been divided into five zones, he said.

Al-Bar said more than 27,000 people would have residential facilities with the development of Nakasa and Kidwa districts project, which covers an area of 450,000 sq. meters.

Development of Zamzam Square includes the underdeveloped area located between King Abdulaziz Road project and Umm Al-Qura Road, he said.

The mayor said the company is also working on making available soft housing project. The first phase of the project consisting of 45 buildings with 1,048 residential units, and the second phase of 68 buildings with 1,288 residential units were completed in 2014. Construction work for the third phase is under way and the project will be delivered to the beneficiaries in 2016.

According to Al-Bar, the company is also implementing a housing project for employees of companies working in the fields of administration and service at the project site of Makkah Gate, 17 km from the city center.

The project consists of 82 residential buildings for families and bachelors, 167 villas for families and a building for women. Makkah Gate Company is supervising the project.

Nearly a month ago, Prince Khaled chaired a ministerial meeting to discuss speeding up of development projects in Makkah, Jeddah and Taif.

Five ministers attended the meeting that outlined a new road map to expedite implementation of essential projects, including projects at the holy sites, underdeveloped districts, transport systems, and flood prevention measures.

The meeting decided to complete the project within 5 years and set up three subsidiary panels to follow up efforts to develop underdeveloped districts in Makkah, Jeddah and Taif.

A high-powered panel under Prince Khaled’s leadership has been formed to work out a mechanism to prevent the emergence of underdeveloped areas, set out a model plan for their development and open new roads and service centers in newly developed districts.

New mobile app to trace Haj pilgrims

An Internet-based, user-friendly smartphone application has been launched to address the issue of missing Haj pilgrims.

Haj comitte has launched a new app named, 'Indian Haj Accommodation Locator Mobile App' for the comfort of people on this divine journey. Through this app, pilgrim will be able to access all the information related to the Haj yatra.

The “Indian Haj Accommodation Locator," compatible with both Android and Apple operating systems, has an icon reflecting colours of the national flag and can be downloaded for free via Google Play Store and the Mac app store.

Once downloaded, all you have to do is click on the icon and enter a pilgrim's cover number or passport number. You will get details about his/her accommodation, including building number, tent number or office number, plus an easy-to-follow satellite or a regular road map that will lead officials and volunteers to their location, in Mecca, Mina or Madina.

Every Indian pilgrim would, on arrival in Jeddah, be provided with a SIM card for use in that country and app will work only on that SIM.

By this app the consulate would constantly be in touch with the pilgrims, sending out text messages about important announcements.

With the help of this app, family members of pilgrims will also be able to track them and find their location.

With the constant increase in the number of Haj pilgrim this app is surely going to be beneficial.

‘We’re here despite Israeli occupation’

As convoys of pilgrims flock from around the world to perform Umrah in Madinah, the journey for some can be more difficult than others.

Palestinian pilgrim, Khalil Hanoun, said that his people’s suffering from the aggressive Israeli occupation didn’t make them think twice about coming to the holy sites to perform Umrah.

“Traveling is a real hardship and many people don’t get that privilege because of the travel ban by the Israeli occupation,” he told Arab News. Hanoun lives in the West Bank city of Nablus and has come to Makkah by land.

“The trip took me 24 hours to reach Madinah and then we will head to Makkah for Umrah after paying our salutations to the Prophet Muhammad (peace be upon him) at the Prophet’s Mosque,” Hanoun said. Despite Israeli pressure on Palestinians’ lives, Hanoun confirmed that people are still challenging the difficulties and are staying steadfast in face of the Israeli aggression.

It’s Hanoun’s first visit to the Kingdom and he shared with Arab News his feelings of happiness and contentment.

“I visited Islamic and historical sites and famous mosques like Quba Mosque, the seven mosques, the two Qiblas, the Uhud battle site as well as other Islamic sites in Madinah,” he said.

Hanoun’s friend, Abdul Salam Tasluq, expressed his happiness to achieve a lifetime dream by visiting Madinah and praying in the Prophet’s Mosque.

The pilgrims said the journey didn’t cost them more than SR2,000. They extended their gratitude to the government of Saudi Arabia for the exceptional reception.

JEDDAH — Transport Minister Abdullah Al-Muqbel, who is also chairman of the Saudi Railways Organization (SRO), has issued a strong warning to a company in the Spanish consortium responsible for implementing the high-speed Haramain Railway after it did not construct the central workshop for the service in Madinah on time.

The minister, who toured the train project on Saturday, said the company's production was “substandard” and its execution of the building construction “slow”.

He asked the company to prepare an alternative plan to compensate for the delay in construction and said this plan should be submitted to SRO’s management for approval within 24 hours.

He also asked the company to choose another contractor to implement the project without any delay.

As part of his field tour of the Haramain Railway project and the roads in Madinah, the minister inspected schemes that are currently being executed by the King Khaled third ring road and the construction of a double lane on the Madinah-Hail road.

He asked contractors to provide sufficient workers to implement the projects on time.

Muqbel also toured the train station in Madinah that has already been completed.

He said screens and electronic billboards providing information to passengers should be placed inside the station and along the roads leading to it.

He also said that the laying down of rail from the Madinah and Rabigh stations should be expedited.

He directed the Spanish consortium, which is in charge of executing the third phase of the project, to start preparing the station at King Abdullah Economic City (KAEC) in Rabigh for operations.

The minister also visited the KAEC station and reviewed the available operation and entertainment systems.

He concluded his tour by visiting the project's sector in Jeddah and inspected the progress of work in the railway and the road crossings.

He directed contractors to complete work on the main crossings on the Makkah-Jeddah Expressway before Ramadan and on all other crossings before Haj.

They said the train's stations in Madinah and King Abdullah Economic City (KAEC) in Rabigh have been fully completed.

The minister asked the Spanish consortium to operate the high-speed train between Madinah and Rabigh before the end of this year, especially as 370 km of rail has been constructed.

The train, which will join Makkah and Madinah through Jeddah, will cross the distance of 453 km between the two holy cities in about two and a half hours.

The central workshop of the train is located 25 km away from Madinah.

3,042 permits issued for housing 1.2m pilgrims

MAKKAH — The pilgrims accommodation committee has issued a total of 3,042 permits during the past five months for the accommodation of more than 1.2 million Umrah pilgrims.

The committee's chairman, Zuhair Al-Haddad, said the permits were issued to a number of hotels, buildings and towers in various neighborhoods that are within the parameters of the Grand Mosque.

“The committee will continue to issue accommodation permits until the end of Shaban (June 17),” he said.

The issuance of permits to accommodate pilgrims started on the first of Muharram 1436H (Oct. 25).

He said: “The accommodation of pilgrims is not limited to certain areas in Makkah.

“The only rule here is that the neighborhood should be within the boundaries of the Holy Haram.”

Haddad said development projects have helped demolish a number of old buildings that constituted threats to the safety of pilgrims.

He said the committee has about 20 engineering consultancy offices that will check the buildings before they are rented to accommodate the pilgrims.

“The pilgrims favor certain areas in Makkah.

“About 42 percent of them have opted for accommodation in Al-Aziziyah District while 18 percent favored Al-Otaibiyah and 14 percent the central area around the Haram.”

Haddad said even after the deadline for the issuance of the accommodation permits, the new buildings that were under construction at the time of the process can apply to accommodate the pilgrims when they are completed.

“The pilgrims always favor new buildings so when these buildings are completed, they can apply for accommodation permits until the beginning of Dhul Hijja (Sept. 14),” he said.

Haddad said the committee last year closed down 12 violating buildings and accommodated the pilgrims in other places.

43 pilgrims injured in different crashes
Wednesday, 22 April 2015

TABUK — Ten pilgrims of different nationalities suffered injuries when their bus was involved in a car accident on the Taima-Madinah road. The Civil Defense and Saudi Red Crescent attended the scene and provided first aid to six victims while four others were transferred to hospital.

In another incident, 33 Indian pilgrims were injured when their bus was involved in an accident 190 km from Madinah. Sixteen Red Crescent teams rushed to the location in addition to two helicopters. Two pilgrims were in a serious condition and airlifted to hospital while seven others suffered moderates injuries. All were transferred to hospital.
