Umrah flights irregularity awaiting action

LAHORE - Even after the suspension of seven PIA officials allegedly involved in overbooking of Umrah flights and an inquiry has been conducted against them, miseries of the pilgrims could not be minimised.

Sources claimed that two flights Pk-7609 and Pk-709 were overbooked by 50 and 20 passengers respectively and several passengers were denied of boarding cards. PIA officer seeking anonymity said that Pk-7609 was overbooked with 50 passengers, out of whom five passengers did not report while 27 were upgraded to business class and 18 passengers were denied of boarding cards.

Another officer said that the PIA chairman had issued clear instructions to all the staff not to exercise overbooking on Ummrah flights due to the sanctity of the matter and an Ehram-clad passenger should not be denied of boarding at any cost. But PIA officials kept on making money from Umrah flight operations by being part of the illegal business.

Sources claimed that office bearers of CBA union (Air league of PIA employees) were involved in this illegal activity.

Air League president Shamim Akmal was not well these days but his senior vice-president Rehan Butt was patronising such elements involved in this dirty business.

However, the PIA chairman had suspended seven employees of Central Reservation Control (CRC) but no big fish was ever questioned. An inquiry has been started against them but no senior officer or Union office bearer was among the suspended ones.

When contacted, PIA spokesman Hanif Rana said that the chairman had suspended seven officials involved in malpractice and inquiry had been started. He said that General Manager Security Col Jamshed had been appointed as Inquiry officer and was asked to report the chairman within four days. He was confident that action would be taken against responsible.

When this reporter tried to contact Air League president Shamim Akmal, his cell phone stayed unattended.

QA provides 18 free tickets to elderly for Umrah

DOHA: Qatar Airways (QA) has provided 18 free air tickets to the elderly to perform Umrah.

The initiative is part of QA’s corporate social responsibility and commitment to support segments of society, including the elderly, the airline said yesterday.

QA is seeking to improve cooperation with Qatar Foundation for Elderly People Care (Ehsan).

This was discussed during a meeting at the Ehsan headquarter with a QA delegation headed by Nabila Fakhroo, Vice-Chairman, Employees’ Affairs, a statement said.

Ehsan Khalid Abdullah Hussein, Director, Public Relations, praised QA’s initiative and support to the elderly.

He said the initiative will lead to stronger partnership between both sides.

Play Bukhari, Muslim audio with new app

People can now enjoy on smartphones Hadiths (traditions of the Last Prophet, peace be upon him) recorded by Bukhari and Muslim as a new app has been developed by a dawa center in Riyadh.

“The new app will enable people hear all Hadiths recorded in the two authentic books,” said Faleh bin Mohammed Al-Saghir, supervisor of the project at the Cooperative Dawa Office in Rabwa.

The app allows people to download these Hadiths and share them with others. It also offers a list of most important Hadiths.

The app for Bukhari is http://bit.ly/13H0ktk for iTunes and http://bit.ly/1B6ILxO for Android devices while for Muslim it is http://bit.ly/1EkkgD2 and http://bit.ly/18r7huE.

“People can also follow Hadiths by clicking on the list of subjects,” Al-Saghir said, adding that it also allows people to make comments.

“We have also published another app for the Sunnah Network Radio in order to help listeners to know and enjoy the radio’s programs on their smart phones,” he said.

Al-Haramain rail project deserves top priority

The Al-Haramain High Speed Rail project is every bit as important as it is ambitious. It will link the holy cities of Madinah and Makkah via the King Abdullah Economic City in Rabigh and Jeddah with a spur to the King Abdulaziz International Airport. At Jeddah, it will also connect to the new national rail network.

When it is completed, the 453-kilometer line will be carrying 50 million people a year. It will be key contributor to the latest improvements in the Haj and Umrah projects.

Unfortunately, the operative word is “when”. Work on the Al-Haramain project, which began in 2009, was due to have been completed by 2012. It was acknowledged from the outset that this deadline was ambitious. But the contractors and project managers who took on these major and complex works, originally budgeted to cost just under $10 billion, accepted the timing as readily as they accepted the advance payments for their efforts.

All major civil engineering projects carry a significant risk of over-running their timetable and indeed their budgets. But it does not have to be that way. Many major undertakings are delivered on time and on price. For instance, the intricate underground works of the Crossrail project in London are actually slightly ahead of schedule. Despite unexpected challenges, they are almost within budget.

Unfortunately, by contrast, our Al-Haramain High Speed Rail project is woefully behind schedule. It will be next year before even part of the railway starts operating. As of this summer it was being said that the Madinah to Rabigh section will be operating by the end of 2015. This means that the entire project is running more than three years over time.

This is frankly not good enough. It must be accepted that there may be good reasons for some delays. Nevertheless, to be delivering a project scheduled for just three years, at least six years later represents a substantial failure. Something has clearly gone wrong. Many contractors from around the globe are involved in the intricate planning and execution of this major engineering exercise. It can be expected that fingers of blame will be pointing in multiple directions. That blame-game is likely to be all the more urgent since the contracts almost certainly carry penalty clauses for late delivery.

While such clauses may seem the height of good sense when the deals are being drafted, it has been proven time and again on civil engineering projects around the world, that whenever things start to go seriously wrong, a stage can be reached when contractors start to look at their bottom line. They realize that what seemed to be a lucrative deal is in fact going to cost them a fortune. If a project seems unrecoverable, the point can be reached where it is cheaper cut back drastically on the effort to actually fix the problems and complete the agreed work. It may even be less expensive to walk away and leave the consequences to be fought over by rival teams of lawyers.

It must be hoped that nothing like this is going to happen with the Al-Haramain rail project. The minister of transport and chairman of the board of Saudi Railways, Abdullah Al-Muqbel has just completed an unannounced series of visits to different parts of the whole project.

It seems clear that he was not impressed with what he found. He has demanded that by February, the contractors submit a clear plan as to how they are going to clear the backlog of works and drive the project ahead.

The minister is absolutely right to be seizing this project by the neck and shaking some rigor into it. This railway is destined to change the face of the Kingdom. Its success will underpin the creation of the national rail network with its important links to other GCC states. It will also inspire work of Riyadh’s highly ambitious mass-transit rail and bus system and the mirror scheme planned for Jeddah. The economic opportunities that the Al-Haramain and its sister rail projects will produce are immense. The economic impact promises to be far-reaching. The new rail network will underpin the growth of the Kingdom’s diversification toward a nonoil economy. The existence of fast and efficient rail links across the country will also stem the move from rural areas to the city. It will support and boost the rural economy and diminish the very real pressures that are being felt by urbanization.

Therefore it is crystal clear that the challenges facing the Al-Haramain project need to be sorted out, as a matter of the highest priority.

to accommodate two million worshipers


توسعة المسجد الحرام تستوعب مليوني مصل

تسارعت وتيرة العمل في مشروع خادم الحرمين الشريفين لتوسعة الحرم المكي وصحن المطاف، وتشغيل مبنى التكييف المركزي لمشروع وقف الملك عبدالعزيز، فيما ينفذ العمل خلال ثلاثة محاور رئيسية، أولها توسعة الحرم المكي ليتسع لمليوني مصل، وثانيها الساحات الخارجية وتحوي دورات المياه والممرات والأنفاق والمرافق الأخرى المساندة، ما يعمل على انسيابية الحركة ودخول وخروج المصلين والمعتمرين والحجاج، وثالثها منطقة الخدمات والتكييف ومحطات الكهرباء والمياه وغيرها.

ويشمل المشروع توسعة ساحات الحرم من جهة الشامية بداية من باب المروة وانتهاء عند حارة الباب وجبل هندي بالشامية وطلعة الحفائر من جهة باب الملك فهد.

كما تضمن المشروع توسعة صحن المطاف ورفع طاقته الاستيعابية بهدم التوسعة العثمانية وتوسيع الحرم من الجهات الثلاث وقوفا عند المسعى وتوسعة الحرم من جهة أجياد.

ومن المقرر، بعد تشغيل مبنى التكييف المركزي لمشروع وقف الملك عبدالعزيز، تغذية تكييف الحرم من هذا المشروع وهدم المبنى القديم للتكييف.

وكان خادم الحرمين الشريفين قد وافق على تنفيذ مشروع توسعة الساحات الشمالية للمسجد الحرام، لتشمل إضافة ساحات شمالية للحرم بعمق (380) مترا تقريبا وأنفاق للمشاة ومحطة للخدمات بمساحة 300 ألف متر مسطح يدخل الحرم المكي الشريف مرحلة تاريخية جديدة في بنائها.

ويشهد موقع مشروع خادم الحرمين الشريفين لتوسعة المسجد الحرام حاليا ورش عمل مكثفة على مدار الساعة لإنجاز أكبر قدر ممكن من توسعة الساحات الشمالية والجنوبية ودورات المياه الجديدة، ويتضمن المشروع الجديد إنشاء شبكة طرق حديثة مخصصة لمركبات النقل منفصلة تماما عن ممرات المشاة.

كما يتضمن المشروع مهابط للطائرات لعمليات إخلاء المرضى ونقلهم إلى المستشفيات بعيدا عن اختناقات الشوارع في وقت الذروة، وتحديدا في موسمي رمضان والحج، وأنفاق داخلية مخصصة للمشاة مزودة بسلالم كهربائية تتوفر فيها جميع معايير الأمن والسلامة، وسط منظومة متكاملة من الخدمات التي تساعد على سهولة الحركة والانتقال من وإلى الساحات الشمالية والغربية بعيدا عن الحركة المرورية، ما يوفر مصليات جديدة واسعة. وتلبى التوسعة جميع الاحتياجات والتجهيزات والخدمات التي يتطلبها الزائر مثل مبردات المياه لزوار بيت الله الحرام، فضلا عن تطبيق الأنظمة الحديثة للتخلص من النفايات وأنظمة المراقبة الأمنية، إلى جانب تظليل الساحات الشمالية.

وكشفت لـ«عكاظ» مصادر عن أن سطح مبنى التوسعة الجديدة لمشروع خادم الحرمين الشريفين للمسجد الحرام والساحات الشمالية يتضمن مواقع لمهابط الطائرات المروحية، وآخر ما توصلت إليه التقنيات الحديثة في كافة الأنظمة الكهربائية والميكانيكية والإلكترونية، وأنظمة التكييف والتخلص من النفايات بشكل آلي والاعتماد بشكل أساسي على التقنيات الحديثة في تشغيل وصيانة ونظافة التوسعة الجديدة، مشيرة إلى أن المشروع يوفر 15 ألف دورة مياه مجهزة بأحدث التقنيات والأنظمة للمحافظة على البيئة والموارد الطبيعية وترشيد استخدام الطاقة.

وتهدف المراحل الثلاث إلى توسعة مبنى الحرم المكي بقصد استيعاب أكبر عدد ممكن من المصلين لتصل طاقته الاستيعابية إلى مليوني مصل في وقت واحد مع نهاية أعمال المشروع كاملا، وتوسعة وتطوير الساحات الخارجية للحرم المكي ومنطقة الخدمات التي تعد أحد أهم المرافق المساندة وتشمل محطات التكييف والكهرباء والمياه وغيرها من المحطات التي تقدم الدعم لمنطقة الحرم.

ويتكون مشروع توسعة المسجد الحرام من بدروم وأربعة طوابق متكررة في كل دور دورات مياه، وتأتي خلف المسعى الجديد ثلاث ساحات متدرجة لتحقيق التسوية مع الجبال المقابلة للتوسعة، وهي في اتجاه دائري موجهة للكعبة المشرفة، وأسفل هذه الساحات أدوار أرضية للخدمات مثل مراكز الشرطة والدفاع المدني والإسعاف والمراقبة الأمنية ودورات مياه ضخمة.

كما يحتوي المشروع على بوابة الملك عبدالله بن عبدالعزيز من الجهة الشمالية، وهي بوابة ضخمة وعملاقة ترتفع عليها مئذنتان بنفس التصاميم المعمولة في الحرم من أعمدة وأقواس وطراز إسلامي، ويتكون المشروع من 6 مكونات رئيسية، فبالإضافة لمبنى التوسعة الرئيسين هناك الساحات الخارجية، الجسور، مبنى المصاطب، ممرات المشاة، مبنى الخدمات ومحطات التكييف والتوليد الاحتياطية، فيما ركزت التوسعة على الالتزام بأعلى معايير الأمن وأدق نظم السلامة، وتسهيل أداء الصلاة وشعائر العمرة على أكمل وجه والمحافظة على نظافة المسجد الحرام وصيانته من الأتربة والغبار.

كما تسارعت وتيرة العمل في رفع الطاقة الاستيعابية لصحن المطاف، وكشفت لـ «عكاظ» مصادر مطلعة عن أن أعمال التوسعة وصلت إلى مراحل متقدمة من التنفيذ، وأن الرئاسة ضاعفت جهودها بالتنسيق مع المجموعة المنفذة لمضاعفة الإنتاجية اليومية لإنجاز المشاريع. من أجل خدمة ضيوف الرحمن وتيسير أداء الفريضة.

كوشك: نبع توسعة المطاف ليس من زمزم

استبعد الدكتور المهندس يحيى بن حمزة كوشك -أحد المهتمين ببئر زمزم- ما تناقلته بعض وسائل التواصل الاجتماعي لمقطع فيديو يظهر نبع لماء قيل إنه نبع لبئر زمزم، نبع في مواقع الحفريات والإزالات في المسجد الحرام ضمن مواقع المرحلة الثالثة لمشروع خادم الحرمين الشريفين لرفع الطاقة الاستيعابية لصحن المطاف.

وذهب كوشك إلى التأكيد أن مصدر المياه في مواقع الحفريات والإزالات يعود لمجرى عين زبيدة التاريخية قائلا «هذا النبع هذا ليس مصدره بئر زمزم، إنما مجرى لعين زبيدة التاريخية. حيث إن موقع بئر زمزم في صحن المطاف ويقع بالتحديد على بعد 23 مترا من الكعبة المشرفة ومن الحجر الاسود». وأشار إلى أنه من الضروري زيادة الاهتمام بعين زبيدة التاريخية ومعرفة طرق مجراها.

يذكر أن الدكتور كوشك عضو في العديد من الجمعيات واللجان الهندسية المحلية والدولية، وله العديد من الدراسات المتعلقة بقنوات المياه ومجاريها في مكة المكرمة وبعض مدن المملكة قام بدراسة تعقيم ماء زمزم بواسطة الأشعة فوق البنفسجية التي ضمنها كتابه الشهير (زمزم طعام طعم وشفاء سقم).

RIYADH — The first phase of Madinah’s new international airport is nearing completion at a cost of $1.4 billion.

Initially, the new Prince Muhammad International Airport can accommodate 8 million passengers a year, the Saudi Press Agency reported.

As part of preparations for starting operation, Faisal Al-Sugair, deputy president of the General Authority of Civil Aviation (GACA), made on Wednesday an inspection tour to the new airport facilities.

His tour covered passenger terminals, check-in-counters, reservation and immigration counters, aerobridges and other facilities.

The airport will have the capacity to accommodate 11 million passengers when the second phase is completed and 27 million with the completion of the final phase.

The airport will have a total area of over four million square meters, of which the arrival and departure terminals will have 153,000 square meters.

There will be 16 gates connected with 32 aerobridges, in addition to 64 check-in-counters, and 25 self-service counters. There will be 12 special counters and six waiting lounges for pilgrims during the Haj season on a total area of 10,500 square meters, besides a parking a lot for 100 buses for pilgrims.

It is the Kingdom’s first airport project being implemented wholly by the private sector on build-operate-transfer basis.

A consortium, led by Turkish group TAV Airports alongside partners Al Rahji and Saudi Oger, is implementing the project. The consortium will also be in charge of managing and running the airport after it is completed, and will operate it for at least 25 years.

77 doors in Grand Mosque open for visitors

MAKKAH — Some 77 doors in the Grand Mosque in Makkah have been kept open for pilgrims and visitors to avoid crowding, according to the Presidency of the Affairs of the Two Holy Mosques.

Director of the presidency’s department of doors Abdullah Bin Muhana Al-Tumaih said 46 of these doors would remain open 24 hours a day while an additional 31 would be opened on Fridays.

He said the opening of these doors was accompanied by the provision of other services including Zamzam water and distribution of copies of the Holy Qur’an.

“The procedure was aimed at facilitating entry and exit at the Grand Mosque, especially in light of the large number of pilgrims and visitors these days,” he said.

Tumaih said the presidency was keen to make entry and exit easy and comfortable for visitors to the Grand Mosque, particularly with the start of the third and final phase of the project to expand the mataf (circumambulation area).

He asked pilgrims and visitors to cooperate with officials in charge of the doors and to maintain the cleanliness of the Grand Mosque.

He also asked them to make use of lockers set up outside the Grand Mosque to store their valuables.

Tumaih urged pilgrims and visitors not to insist on entering the Haram immediately after prayers when worshipers would be exiting.

He also asked them to observe the signals placed outside the Haram before entering.

“When the light is green, this means that there are empty places available inside the Grand Mosque. When it is red, this a clear indication that there are no empty places, so pilgrims should not enter the Haram.”

MAKKAH — Haj Minister Bandar Al-Hajjar has ruled out the possibility of reducing the number of this year’s Umrah pilgrims because of the ongoing expansion projects in the Two Holy Mosques in Makkah and Madinah.

The minister, however, said that no more than 500,000 Umrah pilgrims would be permitted to be present in Makkah and Madinah at any one time.

He was commenting on his ministry’s announcement that so far about half a million pilgrims have arrived for Umrah since the season started on Nov. 23. Of them, as many as 170,000 have left the Kingdom for their respective countries after performing Umrah.

Al-Hajjar said the system of granting Umrah visas was different from the process for issuing Haj visas.

“Umrah visas are granted according to the number of pilgrims who have already left the Kingdom,” he said, adding that unlike Haj, there are no quotas for countries sending Umrah pilgrims.

The minister said the granting of Umrah visas depends largely on the completion of arrangements and services, including accommodation and transportation.

“The duration of the Umrah visa is two weeks, which cannot be extended,” he said.

The Umrah season will continue until after Ramadan (mid July 2015). Meanwhile, director of the Haj Ministry branch in Madinah Mohammed Al-Bijawi said the number of Umrah pilgrims this year would be reduced by about 20 percent compared to last year due to the expansion work in the Prophet’s Mosque.

“Haj service providing companies should consider the expansion work and, therefore, reduce the Umrah programs,” he told Al-Madina Arabic daily on Wednesday.

Bijawi said Umrah visas would be granted according to available bed capacity in the accommodation facilities licensed by the Saudi Commission for Tourism and Antiquities (SCTA).

He said the demolition of a number of hotels in the central area around the Prophet’s Mosque has greatly reduced accommodation facilities for visitors near the mosque.

About 26 hotels near the mosque will be demolished for the expansion work. “This will affect the number of Umrah visas to be granted this year,” he said.

عام ثالث يهل ولاتزال منطقة سيد الشهداء بالمدينة المنورة تخلو من جامع يؤدي فيه الأهالي الصلاة، حيث يطالب أهالي حي سيد الشهداء وزارة الشؤون الاسلامية بسحب مشروع جامع سيد الشهداء حمزة من المتبرع الذي لم يستطع اكمال بنائه بسبب خلاف مع المقاول المنفذ.

ويعيش زوار وأهالي منطقة سيد الشهداء حمزة بن عبدالمطلب احد اهم المناطق التاريخية الاسلامية والواقع بجانب جبل أحد في حيرة من أمرهم إذ أنهم يضطرون للصلاة في مسجد مؤقت تم بناؤه بمساحة صغيرة جدا بجانب هذا المعلم التاريخي الكبير اضافة الى وجود خدمات متواضعة من دورات مياه واماكن صغيرة للوضوء لا تكفي حاجتهم.

ويؤكد ابراهيم المولد ان الجامع رغم حداثة تصميمه يعد أحد أكبر مساجد المدينة المنورة والذي اكتمل منه 60% وتم بدء العمل به بعد هدم المسجد القديم وبشكل متواصل إلا أن العمل توقف به منذ عامين نظرا لحصول خلاف بين الممول (المتبرع) والمقاول في صرف مستحقات المقاول ما أدى إلى توقف المقاول عن البناء، واستغرب الأهالي توقف المشروع لفترة طويلة جداً امتدت لثلاثة اعوام متصلة رغم أهمية المسجد الذي يتوافد عليه مئات الآلاف من الزوار على مدار العام كونه يتوسط حي سيد الشهداء ويصل عدد سكانه إلى 15 ألف نسمة. واستغرب بندر المزيني قيام الشؤون الإسلامية بتسليم مشروع هام ومسجد يعتبر من أهم المساجد بالمدينة وارتباطه بمعلم تاريخي إلى متبرع ليقوم بالتصرف فيه إذ ترتبط أهميته بمسجد قباء والقبلتين ويعتبر إحدى الواجهات الرئيسية للزوار والحجاج، فيما حمل الأهالي وزارة الشؤون الإسلامية مسؤولية تعثر المشروع وطالبوا بسحب المشروع كاملا من المتبرع الذي تكفل به، وإعلان ذلك سواء بتكفل الوزارة بالمشروع بالكامل أو إيجاد متبرع جديد لإكمال المشروع، مؤكدين أن مثل هذه المشاريع يجب أن تتكفل بها الوزارة المعنية خاصة أن المشروع في أحد الأماكن المهمة التي يقصدها الزوار والحجاج مطالبا بإنهاء المشكلة واستكمال بناء المسجد في أسرع وقت ممكن، لافتا إلى أن الكثير من الزوار يتحرجون من زيارة سيد الشهداء بسبب عدم وجود مكان يكفيهم للصلاة فيه، مشيرا إلى دخول المشروع في عامه الثالث دون تحرك أي من الجهات المختصة، مفيدا أن على المتبرع عند وصوله إلى نقطة حرجة أن يعلن أن إكمال المشروع أصبح دون استطاعته بدلا من تمسكه بإنهاء المشروع ما أدى إلى تعثره دون وجه حق في ذلك.

من جهته أوضح لـ «عكاظ» مدير فرع وزارة الشؤون الإسلامية والدعوة والأوقاف بالمدينة المنورة محمد الامين الخطري أن المتبرع أوقع ادارته في حرج كبير مع الاهالي اذ انه تكفل ببناء المسجد وتمويل تكاليفه وإدارة المشروع بالكامل وعمل فيه حتى تم إنجاز 60% من المشروع، إلا أنه توقف بعد ذلك لمشكلة حصلت مع المقاول المنفذ مؤكدا أن الوزارة تتابع الموضوع لاستكمال المشروع في أسرع وقت ممكن.

Thousands lose jobs
as Madinah hotels are demolished

The multibillion-riyal expansion of the Prophet’s Mosque in Madinah has seen several hotels demolished, resulting in the loss of 12,000 jobs, a local Arabic daily newspaper reported Thursday.

Ghani Al-Ansari, the head of the tourism committee at the Madinah Chamber of Commerce and Industry, was quoted as saying that the government must address the issue of men and women losing their jobs.

He said almost 4,000 have already lost their jobs in the first phase of the expansion, with the same fate awaiting 8,000 more in the next few days. “We hope the government will find alternative work for them,” he said.

Several workers said they do not know what they are going to do now.
Mohammed Zaheer, who worked at a hotel, said he has joined many others in looking for work.

He said the demolition of hotels in the area would benefit hotel owners but employees like him have been left to fend for themselves.

The facelift of Madinah, including the expansion of the Prophet's Mosque, is expected to cost more than SR100 billion. E-system to monitor Umrah services

MADINAH — The Haj Ministry will next month implement an electronic system to follow up the services being extended to Umrah pilgrims from their arrival at the airport until their departure back home. The ministry’s undersecretary for the affairs of Umrah, Issa Rawwas, said the concerned officials would be able to watch the services through special monitors installed in their offices.

“All data and reports concerning the pilgrims and the services being extended to them will be downloaded in a databank and will automatically appear on the monitors,” he said.

Rawwas also said no Umrah visa will unless all services including accommodation, transport and sustenance have been ensured. He indicated Umrah visas may be reduced this year and said consultations on the issue were under way.
