Scholar revives controversy
over face-covering niqab

Religious scholars in Saudi Arabia are once again facing off over the controversial issue of the face-covering niqab. The former head of the Makkah branch of the Commission for the Promotion of Virtue and Prevention of Vice, Sheikh Ahmad Al-Ghamdi, stirred the new uproar when he openly stated that women are allowed to reveal their faces in public.

“I am truly convinced about the fact that women do not have to cover their faces, and my wife, who is a cousin, is equally convinced about it,” Al-Ghamdi said while appearing on a television talk show alongside his wife, who was not veiled.

Al-Ghamdi appeared on the TV to prove he stood behind his view after a heated debate ensued after a reply he gave to a woman went viral on the Internet with thousands of people offering their comments.

“I received a question on my Twitter account from a woman who asked me if Islam allowed her to post a picture of her face on a social network,” Al Ghamdi said. “I told her that it was allowed. My opinion was based on scholarly books and on the stance of well-known and highly respectable religious figures,” he said.

Many religious scholars found Al-Ghamdi’s actions to be pompous and controversial and said women should not reveal their faces in front of male strangers.

Kingdom’s Grand Mufti Sheikh Abdulaziz Al-Alsheikh has said Muslim women had a duty to wear full hijabs, which cover their faces.

“There are those who said that it was okay for women to show their faces to strangers and that the veil is a social tradition, and not a religious order. This is wrong because covering the face is a religious obligation,” he said in remarks published by local news site Sabq.

Member of the Board of Senior Scholars and the General Presidency of Scholarly Research and Ifta Sheikh Saleh Al-Fawzan said when there is not a clear edict on a particular issue in the Qur’an and Sunnah (Traditions of the Prophet), one may refer back to the opinion of the great scholars of Islam.

“A woman’s veil is a protection for her against men with vile intentions. According to the Maliki school of thought, women are prohibited from revealing their faces to strange men. There is no clear evidence for this prohibition in the Qur’an or the Sunnah, but it is widely accepted that a woman’s face may invite unwanted attraction and therefore she must cover it to protect herself,” he said.

The imam of Quba Mosque in Madinah, Sheikh Saleh Al-Maghamsi, said it is always better to be modest though he admitted that not all scholars agree that women should not reveal their faces.

“One must see the social conditions in a country and listen to what the scholars of that country say on the matter. If a woman finds no hardship in covering her face, then she should wear the veil. But if she lives in a country where unveiling is the norm, then we have no right to force her to put on her veil. The best judgment is to leave the decision to the women themselves. They are aware of the men of their culture and what exposes them to danger and what doesn’t,” said Al-Maghamsi.

Sheikh Abdulaziz Al-Fawzan, a scholar at the High Institute for Jurisprudence at Imam Muhammad Bin Saud Islamic University and supervisor of Islam Message Network, agreed.

“If she is used to covering her face and if she is comfortable in doing so, she may continue the practice; but if she is not, it should be left to her own judgment. I personally find that it is important for a woman to cover her face, especially if she is young and beautiful. However, if she is old or unattractive then she may be lenient,” he said.

Sheikh Yousef Al-Shabily, another scholar at the same institute, said differences are normal among scholars and it is every Muslim’s responsibility to find out what is right for him or her.

“I personally do not believe that covering the face is mandatory. However, I do not excuse women who put on makeup and reveal their faces. That is inarguably prohibited. Even scholars who have allowed women to unveil their faces set a condition that they should not be beautified in any manner,” said Al-Shabily.

Sheikh Adel Al-Kalbani, a former imam of the Grand Mosque, said Saudi society is not used to conflicting opinions on religious matters. “We believe in one opinion and view everything else is wrong. I tweeted once that you would know a real Saudi hijabi when she travels abroad. Many Saudi women take their hijab off when they travel because they are not covering their faces as a religious duty. All in all, no scholar should force his followers to listen to him. It is hard to say anything definite about an issue that has been a matter of dispute for a long time,” said Al-Kalbani. In his reply to what Sheikh Al-Ghamdi publicly announced, Al-Kalbani said it is important to remember that a religious issue is being discussed and all views should be respected.

“There are more pressing matters than figuring out whether women are obliged to cover their faces or not. We need a law against sexual harassment, for example. Sexual harassment exists in our society and it has nothing to do with women revealing or covering their faces and we need to address it,” said Al-Kalbani.

No tourist visas for foreigners

The Saudi Commission for Tourism and Antiquities (SCTA) has rejected media reports that it would soon start issuing tourist visas for overseas visitors.
“The previous postponement of tourism visas is still valid. There is no intention at present to issue this kind of visa again,” the SCTA said in a statement on Thursday night.

The SCTA said that the decision, as published in Um Al-Qura, the official government newspaper, has clearly indicated that there has been a postponement to “an unspecified date, so all efforts of the SCTA will now be focused on completing the infrastructure and providing proper services for local tourism needs only.”

It urged the media to seek clarification directly from it on tourism matters. It stressed that its current priority is to develop local tourism for its major target markets, which are citizens and residents.

The SCTA’s response comes in the wake of media reports earlier this week that the organization would issue these visas to boost the tourism industry.
The report stated that an estimated 1.5 million people a year would come to the country on these visas, providing the national economy with about SR35 billion over five years. This was based on each tourist spending about SR5,000 in the country.

Investment in Saudi tourism and travel markets this year has been estimated at SR170 billion, of which SR70 billion was generated from domestic tourism.

في إطار الجهود التي تقوم بها الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي من أجل تطوير المنظومة الخدمية التي تقدمها لقاصدي الحرمين الشريفين والمرافق التابعة لهما أوضح مدير مكتبة المسجد الحرام سعادة الأستاذ منصور بن محمد النقيب بأنه تم تزويد مكتبة المسجد الحرام بكتب جديدة وبلغات مختلفة منها الإنجليزية والأوردية والفرنسية والإندونيسية وغيرها وذلك بالتعاون مع مكتبة دار السلام.

وأبان سعادته أن الكتب الجديدة تحتوي على تفسير القرآن الكريم والحديث والفقه والسيرة النبوية والمواعظ وتراجم كتب المناسك والحج والزيارة لكبار العلماء كالشيخ عبدالعزيز بن باز والشيخ محمد بن عثيمين, وأن الرئاسة ممثلة بمكتبة المسجد الحرام تسعى جاهدة إلى توفير ما يحتاجه الزائر من الكتب المهمة.

الجدير بالذكر أن مكتبة السجد الحرام تستقبل يومياً من (250) إلى (300) زائر، وخصص يومي السبت والخميس لاستقبال الزائرات من الساعة 4 عصراً إلى الساعة 9 مساءً.

MADINAH: The Miqat Mosque, also called Aaba Ali or Bir Ali, is one of the most noticeable spots in Madinah. It is the station for pilgrims from the Prophet’s city and pilgrims passing through it. At this place, they wear their ihram, the two pieces of white cloth that each male pilgrim must wear prior to performing Haj or Umrah, and make niyah, the intention of performing Haj or Umrah in Makkah.

This mosque has many names, such as Miqat, Aaba Ali, Bir Ali, Al-Shajarah Mosque (tree mosque) and Al-Mu’ris Mosque.

The mosque is located within the blessed Aqeeq Valley and is 14 kilometers away from the Prophet’s Mosque.

The mosque was built by the Caliph Umar bin Abdulaziz when he was prince of Madinah and renewed during the Abbassid and Ottoman eras.

It was very small, then built with mud and stones, until late King Abdul Aziz ordered it to be expanded and renewed.

With the increasing number of pilgrims every year, the mosque became a large station for pilgrims. It is built now on 6,000 sq. meters and consists of two groups of corridors separated by a wide, open space. It can accommodate up to 5,000 persons.

كشفت لـ(عكاظ) مصادر مطلعة في الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي، عن إعادة ترتيب الرواق العثماني في صحن المطاف بالمسجد الحرام، وذلك ضمن مشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز آل سعود - حفظه الله - لصحن المطاف.

وأبانت ذات المصادر أن الترتيب الجديد للرواق العثماني في صحن المطاف سيقتصر على ثلاث جهات فقط، حيث قررت إدارة المشاريع في الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي إلغاءه من جهة المسعى، وأرجعت السبب إلى تمييز جهة المسعى والطريق المؤدي إليه من صحن المطاف، في ظل كثافة الحشود البشرية المتجهة من صحن المطاف الى الصفا بالمسعى، بسبب ضيق المكان، فضلا عن زيادة المساحه أمام الطائفين من المعتمرين والحجاج، وكأحد التدابير الأمنية لإدارة الحشود البشرية في مواسم العمرة والحج، حيث يشهد الطريق الى المسعى كثافة بشرية عالية، يستوجب معها إدارة الحشود البشرية وإفساح المجال أمام ضيوف الرحمن.

وأكدت معلومات (عكاظ) أن أعمدة الرواق العثماني التى تمت إزالتها ضمن مشروع توسعة صحن المطاف تم حفظها بعناية فائقة وسوف تخضع لإجراء اختبارات هندسية، للتأكد من مدى سلامتها الإنشائية قبل إعادتها الى صحن المطاف مع استبدال التالف منها.

يذكر أنه للحفاظ على الإرث التاريخي لعمارة الحرم الشريف، بدأت الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي بالتعاون مع الشركة المنفذة لمشاريع التوسعة أعمال التوثيق بكافة أشكاله باستخدام أحدث التقنيات لتوثيق أدق التفاصيل تمهيدا لإعادة بناء الأروقة القديمة باستخدام العناصر المعمارية التاريخية نفسها بشكل يتناسب مع التخطيط الجديد، ويتم تنفيذ المشروع على ثلاث مراحل خلال ثلاث سنوات، حيث بدأ العمل في شهر محرم من عام 1434هـ وتمت إزالة الجزء الأول من المباني، وتنفيذ أعمال الإنشاء لهذه المرحلة مما أدى إلى انخفاض ملحوظ بالطاقة الاستيعابية للمطاف من 48 ألفا إلى 22 ألف طائف في الساعة.

وبعد موسم حج عام 1434هـ بدأ العمل بإزالة الجزء الثاني من المباني وانتقال حرمة الطواف إلى الجزء المتاح من الصحن والمطاف المؤقت بدوريه الأول والثاني، لتبدأ عندها أعمال الإنشاء للمرحلة الثانية بعد تركيب الأسوار العازلة لمنطقة العمل مع الإبقاء على بعض الأسوار الجزئية للمرحلة الأولى لأغراض التشطيب النهائي.

وبنهاية موسم حج عام 1435هـ بدأت أعمال المرحلة الثالثة من توسعة صحن المطاف، بتركيب أسوار العزل المؤقتة الخاصة بمنطقة العمل للشروع بأعمال الإزالة والإنشاء مع بقاء جزئي لأسوار المرحلة الثانية والأولى لإنهاء أعمال التشطيب حتى نهاية شهر شعبان من عام 1436هـ، ومع نهاية ذلك العام تكون كافة الأسوار المؤقتة قد أزيلت مع المطاف المؤقت، حيث تكون أعمال مشروع رفع الطاقة الاستيعابية للمطاف قد اكتملت.

MAKKAH — The third and final phase of the King Abdullah Project for Expansion of the Mataf (circumambulation area around the Holy Kaaba) is progressing in full swing, said Muhammad Al-Waqdani, undersecretary for project management at Presidency of the Two Holy Mosques.

A steel foundation is being constructed at the area opposite the King Fahd Expansion.

“There is no delay so far. The concrete will be poured on the foundation this week or the beginning of next week,” Al-Waqdani said.

The first two phases of the project were completed within the stipulated period of time. The expanded facility can now accommodate 70 percent more pilgrims.

Demolition of the old structure of the Grand Mosque between the Safa hillock and the central area facing the King Fahd expansion structure, including the King Abdulaziz Gate with two minarets over it and three floors, started in November as part of the third and final phase of the expansion.

With the completion of this phase, the total area of the project will be 81,567 square meters.

The third phase will consist of 22 escalators, 12 lifts for the disabled and elderly pilgrims, and Zamzam water drinking areas.

The new structure will have gates much wider than the existing ones to facilitate the smooth flow of pilgrims and crowd management on a larger scale, especially during the peak Haj and Umrah seasons, when the gates in the southern direction of the mosque are crowded.

Syrians on Haj, Umrah visas can stay on

The Kingdom has decided to allow Syrians to stay in the country without iqamas as long as their visit, Haj, or Umrah visas are valid, but they would have to correct their status later.

According to the Minister of Justice Mohammed Al-Issa, the ministry would allow Syrians holding these visas to live here legally. Sources indicate the ministry asked the General Directorate of Passports to inquire into the possibility of granting Syrians this concession.

“The Directorate General of Passports replied that this would be permissible as long as the visit visa granted to the individual is valid,” said sources, quoted by the local media.

The ministry issued a circular to all courts, ordering them to implement the decision for eligible Syrians.

The new decision comes after the Ministry of Interior exempted Syrian workers in violation of the residency or labor regulations from deportation during inspection campaigns.

Maj. Gen. Mansour Al-Turki, the security spokesman at the ministry, said the current circumstances in Syria do not allow for the deportation of Syrians in violation of regulations, and the ministry will allow violators an opportunity to correct their status.

Last week, Prince Mohammed bin Naif, minister of Interior, called on the general supervisor of the Saudi national campaign to support Syrians, to cover tuition expenses for children of Syrian refugees in Lebanon.
