First Saudi Arabian Talgo Heads East

Delivery of the new Talgo trains for the Makkah to Madinah HSL in Saudi Arabia are under way. The first train was moved from Talgo's Rivabellosa factory near Miranda de Ebro in early December 2014 on a convoy of 13 low-loaders, and was loaded on board M/V Jolly Quarzo, scheduled to arrive at Jeddah on the 24th or 25th. The photograph was taken in the port district of Barcelona on 12 December 2014.

King Fahd Complex for Printing the Holy Quran in Madinah distributed during the last month of Muharram 389,639 copies of the Holy Quran, translations of its meanings, and religious books.

In its report, the Complex said that it has distributed 278,784,137 copies of the Holy Quran, translations of its meanings, and religious books since its inception in 1405AH at home and abroad.

Bones found during excavations to expand the Grand Mosque in Makkah have may be those of an animal and not from
an ancient cemetery, as some have thought, a source from the General Presidency of the Two Holy Mosques has said.

The bones unearthed during excavations to expand the Grand Mosque is not from an ancient cemetery and may be those of an animal, a source from the General Presidency of the Two Holy Mosques said Wednesday.

There has been much debate on social media about the bones since construction workers discovered them earlier this week at Mount Safa. Tests are now under way on the remains.

The source said that no cemeteries have been discovered during the expansion of the Grand Mosque, but that the organization is following up the matter with other government agencies.

According to reports, photographs published on social networking sites show security officers digging a hole around the site to check whether there are other remains.

The Saudi Commission for Tourism and Antiquities (SCTA) has also been involved in securing the site. The SCTA is currently working on the King Abdullah Project for the Protection of Heritage in the Kingdom.

The project includes more than 71 sites that cover architecture, museums, and traditional arts and crafts. The SCTA said that all its work complies with Islamic law.

It said that the government is doing a great deal to protect and develop projects showing the rich history of Islam, which includes the Qur’an printing complex.

found at the Grand Mosque belonged to animals.

MAKKAH — There is no graveyard in the Grand Mosque, according to the commander of the holy mosque’s special security forces.

According to local press reports on Tuesday, construction workers found some skeletons buried in the Grand Mosque but could not immediately verify if they were human or animal remains.

However, Brig. Mohammed Bin Wasel Al-Ahmadi said: “There is no truth to the news about the discovery of a graveyard buried under the mataf (circumambulation area) to the west of the Grand Mosque.”

Social media websites have circulated photographs of bones found in the Grand Mosque by workers who were executing the third stage of the mataf expansion project.

The commander added: “We have not received any news about the existence of a cemetery in the Grand Mosque. “If we have any solid data we would have immediately disclosed it.”

Photographs on social media showed some security officers digging a hole to check the source of the bones and what else could be unearthed.

Spokesman for the Presidency of the Affairs of the Two Holy Mosques Ahmed Al-Mansouri said the authenticity of the reports and the photographs would be thoroughly checked.

“The presidency is giving much attention to the photographs of the bones; we will verify them and issue a press statement,” he said.

The spokesman advised the media against circulating news that might undermine the sanctity of the Grand Mosque and said news concerning the Haram area should be thoroughly authenticated before publication.

Meanwhile, Makkah daily on Wednesday quoted a source at the presidency as saying that the remains found at the Grand Mosque belonged to animals.

Several violations by Umrah firms detected

The Ministry of Haj said here recently that it has uncovered several violations committed by Umrah firms in dealing with operators overseas.

In a circular issued to these firms recently, the ministry said that there would be severe penalties for those who break the country’s rules and regulations.

“No party should violate regulations and laws,” it said in the circular. The ministry said it would gladly explain the country’s legislation to those who need more information.

“The controls put in place by the ministry are applicable to all outside agents. Violators will face penalties in this regard,” it said.

The ministry said it would not endorse any contract presented to it by Umrah firms if it fails to meet the country’s specifications.

The ministry said it has introduced new regulations to organize and regulate the services provided to Umrah pilgrims, in accordance with the aspirations of the government.

The new regulations were circulated to all licensed Umrah service providers and aims to rationalize Umrah procedures, boost services provided and maintain the rights of worshipers in terms of visas granted and packages.
Among the regulations includes the requirement by Umrah companies to provide the government with a SR2 million bank-guaranteed check if they want to operate in the Kingdom.

The ministry would be entitled to withdraw amounts from any party that fails to fulfill its obligations. A withdrawn amount would have to be covered immediately by a violating firm. A guarantee can only be canceled with the permission of the ministry, or when the license ends.

Criteria for granting licenses include financial solvency, efficient management, experience in the field, the number of delays in pilgrims leaving the country and previous sanctions.

Meanwhile the ministry said it expects 6 million Umrah pilgrims this year. It also announced that all preparations have been completed for the guests of God. It said it had taken into account the capacity of the mataf, the circumambulation area around the Kaaba, and space at the two holy mosques.

It said that the expansions at the two holy mosques are the largest in the history of the Kingdom, and is being monitored by Custodian of the Two Holy Mosques King Abdullah.

كشفت هيئة تطوير المدينة المنورة عن التصميم المعماري والعمراني لمشروع تنفيذ مداخل و بوابات المدينة المنورة على الطرق الرئيسية الثلاثة، بعد أن أعلنت عن طرح المنافسة لتنفيذ بوابتين الأولى على طريق الهجرة من المدخل الجنوبي للمدينة المنورة، والبوابة الثانية على طريق المدينة المنورة - القصيم السريع من المدخــل الشرقي،على أن يتم تنفيذ البوابة الثالثة على طريق تبوك من المدخل الغربي في وقت لاحق ، بما يتلاءم مع البيئة المحلية والطابع التراثي للمدينة المنورة، مع توفير الخدمات اللازمة للزوار والحجاج عند القدوم والمغادرة.

وأوضح أمين هيئة تطوير المدينة المنورة الدكتور طلال الردادي أن الهدف من المشروع هو إيجاد معلم حضاري ذو هوية فريدة حيث يعبر تصميم المدخل والبوابة عن المدينة المنورة ومكانتها التاريخية والإسلامية, مضيفا أنه تم الوضع في الحسبان الاعتبارات الجمالية لتصميم مداخل المدينة المنورة من خلال طرح أفكار تصميمية إبداعية ومبتكرة وفي نفس الوقت إيجاد علامة معمارية مميزة تدل على موقع الوصول للمدينة المنورة مع توفير الخدمات اللازمة للزوار والحجاج عند القدوم والمغادرة.

وأشار الدكتور الردادي إلى أهمية الاستدامة في تصميم موقع المداخل والمباني المقترحة به من خلال تأكيد الوحدة والارتباط العضوي بين عناصر المشروع ، إضافة إلى الاستفادة من الوسائل التقنية المتقدمة في تصميم وتنفيذ المداخل المدينة المنورة وفي تقديم الخدمات المختلفة بها.

كما تحدث عن وجود تخطيط شبكة متكاملة من حركة وتجمعات السيارات والحافلات والخدمات والطوارئ ومراعاة عدم التداخل بينها ، و التحكم في حركة السيارات والحافلات وتخطيط المسارات الأساسية والفرعية ونقاط التفتيش ومواقف الانتظار بكفاءة تامة ، إضافة إلي التنسيق الفراغي المتكامل للموقع وعناصره المختلفة بما يعكس تصميم جذاب ذو قيم جمالية متميزة ، وذلك من خلال تنفيذ الأفكار التصميمية المبتكرة لعناصر الفراغات (الأرصفة،الأسوار، الإضاءة ، الألوان)، مع مراعاة عوامل السلامة والأمان في كافة عناصر المداخل والعناية بتخطيط الموقع من ناحية خطط حالات الطوارئ والإخلاء .

Use of Prophet’s name on product stirs controversy

A local trader here has raised controversy by selling dates using the name of the Prophet (peace be upon him) on the packaging.

The packaging reads: “Where are the people who say they love the Prophet (peace be upon him) and follow his Sunnah.” By getting printed this on cover of the packaging, the trader says he refers to various Hadith, or sayings of the Prophet, that advise people to consume dates because of their health benefits.

Many people have taken to Twitter to criticize this method of marketing products to Muslims using Islamic injunctions. Some commentators said that the trader is only interested in making money and is able to get away with it because of poor government control.

The trader meanwhile remains adamant saying this is a legitimate form of marketing. He said he designed the logo himself and that the aim is to urge Muslims to love the Prophet and his teachings.

He said there are other products in the market, such as certain brands of coffee, which also encourage people to follow Islamic law by having it with their parents.

He said he has already marketed another product using the same method, which encourages people to obey their parents. He has printed large quantities of this logo, he said.

Pickpocket caught inside Grand Mosque

MAKKAH — Grand Mosque security officers nabbed an expatriate pickpocket who robbed several visitors of their possessions.

Officers found SR1,061 in cash and a residency permit in the thief’s possession.

He admitted during investigations that he robbed several people in the mataf (circumambulation area).

Commander of Special Forces Brig. Muhammad Al-Ahmadi warned that the officers will deal sternly with anyone who attempts to disrupt the security and safety of worshippers.

عبدالله البرقاوي- سبق- الرياض: تفقد وزير النقل رئيس مجلس إدارة المؤسسة العامة للخطوط الحديدية المهندس عبدالله بن عبدالرحمن المقبل يومي الأربعاء والخميس الماضيين مواقع مشروع قطار الحرمين السريع على امتداد المسار بين مكة المكرمة وجدة والمدينة المنورة والمحطات التي يمر بها القطار واطلع على سير الأعمال الجاري تنفيذها في المشروع في جولة مفاجئة.

واستهل وزير النقل جولته التفقدية بتفقد محطة الركاب بمكة المكرمة واطلع على سير العمل والخطة الزمنية المرسومة للتنفيذ ونسب الإنجاز التي تحققت حتى الآن.

وتفقد المهندس المقبل سير العمل على امتداد مسار الخط الحديدي الذي يجري تنفيذه حالياً من موقع محطة مكة المكرمة وصولاً إلى جدة وتفقد الجسور الواقعة على طريق الحرمين.

وأكد على المقاول ضرورة الإسراع في تنفيذ المراحل المتبقية وتقديم خطه عاجله لتلافي التاخير خلال مدة لا تتجاوز الشهرين تشمل زيادة المعدات والعمالة وتوفير كافة المواد اللازمه.

وأوضح للمقاول أن هذا بمثابة إنذار نهائي أما أن يلتزم ويتحسن أداء العمل أو يواجه عواقب تقصيره وتأخيره.

وتفقد "المقبل" أعمال محطة جدة التي في مراحلها النهائية وأكد على المقاول الانتهاء منها وتسليمها فوراً.

وواصل الوزير جولته التفقدية بزيارة مواقع العمل على الجسور الواقعة على شمال محطة على طريق الحرمين وسير العمل فيها ووجّه المقاول للاستعانة بمقاولين مؤهلين في تنفيذ الجسور للإسراع في تنفيذها وتلافي التأخير.

وقام المهندس المقبل بجولة تفقدية على موقع العمل حتى محطة الملك عبدالله الاقتصادية برابغ حيث اطلع على المراحل التي تم الانتهاء من تنفيذها بالمحطة والمنشآت والمرافق التابعة لها والتي توضح اكتمال العمل بها.

وفي صباح الخميس الباكر تفقد وزير النقل مسار المشروع حتى الوصول إلى الورشة التي أقيمت خصيصاً لإنتاج متطلبات سكة حديد القطار .

وخلال الجولة التفقدية؛ اجتمع وزير النقل مع الائتلاف الإسباني مقاول المرحلة الثانية وناقشه في تأخير العمل في بعض المواقع الجاهزة للتنفيذ والتأخير في توريد المعدات اللازمة والقطارات ونقل لهم أوامر وتوجيهات خادم الحرمين الشريفين التي تشدد على ضرورة بذل كل الجهود ووضع كافة الإمكانات وأقصى الجهود لاستكمال أعمال التنفيذ والانتهاء منها وفق الخطة الزمنية المحددة.

وأبدى لمسؤولي الشركات المكونة للائتلاف المنفذ للمرحلة الثانية من المشروع ملاحظاته على التأخير فى سير العمل.

وشدد المهندس المقبل على أهمية الالتزام بإنجاز الأعمال المتأخرة في المشروع وتقديم خطة عاجلة لتجاوز التأخير خلال مدة لا تزيد عن شهرين من ضمنها تعيين مديرين أكفاء ومؤهلين لكافة عناصر المشروع ووقع أعضاء الائتلاف تعهدات بذلك، مؤكداً في ذات الوقت على أنه سيتم تطبيق نصوص العقد بشأن التأخير في التنفيذ .

وتفقد وزير النقل محطة المدينة المنورة واطّلع على الأعمال التي أنجزت ومباني الخدمات والمرافق التي قطعت مراحل متقدمة في التنفيذ .

وفي نهاية الجولة؛ أكد المهندس المقبل أن مشروع قطار الحرمين السريع يعتبر من المشروعات العملاقة التي تنفذها حكومة خادم الحرمين الشريفين من أجل خدمة المواطنين والمقيمين وقاصدي بيت الله الحرام، ويحظى بدعم واهتمام ومتابعة من القيادة الرشيدة.

جدير بالذكر أن مشروع قطار الحرمين سيربط المدينتين المقدستين مكة المكرمة والمدينة المنورة مرورًا بمدينة جدة ومدينة الملك عبدالله الاقتصادية في محافظة رابغ بخط حديدي مكهرب بطول 450 كيلومتراً لنقل الحجاج والمسافرين والمعتمرين والزوار.

ويتضمن المشروع إنشاء خمس محطات ركاب في وسط مدينة جدة، ومطار الملك عبدالعزيز بجدة، وفي مكة المكرمة، والمدينة المنورة، ومدينة الملك عبدالله الاقتصادية برابغ، وقد تم تنفيذه ويضم المشروع مرافق خدمية.

كشفت جولة وزير النقل المهندس عبدالله المقبل، في محطة قطار الحرمين بالمدينة المنورة، أمس الأول، تأخر تسليم محطة قطار الحرمين بالمدينة شهرين، وذلك لعدم التزام المقاول بالتسليم في الوقت المحدد مسبقا، وهو بعد عشرة أيام وبالتحديد في 31 ديسمبر الجاري.

وبحسب مصادر مطلعة، فإن جولة الوزير جاءت مفاجئة للإطلاع على سير المشروع، ونسب الإنجاز، التي يسير عليها المشروع، فيما تجولت «عكاظ» في محطة قطار الحرمين بطيبة، والتقطت صورا حديثة للمحطة، التي يبدو بها العمل متقدما بمرحلة كبيرة، إلا أنه لم يصل لمرحلة تركيب القضبان الحديدية، وذلك في المسار الحديدي الموصل للمحطة، حيث انتهت بشكل كامل الأعمال المدنية التي تتضمن تنفيذ أعمال البنية الأساسية، وهي عبارة عن أعمال ردم وتسوية ورصف مسار الخط الحديدي وبناء الجسور، بينما لم تبدأ حتى الآن أعمال ما يخص المسار الحديدي الواقع بالقرب من محطة القطار داخل المدينة المنورة.

وأكد مصدر مطلع لـ«عكاظ» أن محطة القطار بطيبة بحاجة إلى شهرين حتى يتم الانتهاء من أعمال بنائها وتجهيزها، إضافة إلى تركيب القضبان الحديدية في المسار المخصص للقطار في المنطقة الواقعة بنطاق المدينة المنورة، التي لم تنته بعد. وتوقع المصدر أن يتم تسليم المحطة والمسار الحديدي ليكون جاهزا للتشغيل التجريبي في شهر فبراير المقبل على أقل تقدير. في السياق ذاته، أوضحت مصادر فنية بمشروع قطار الحرمين أن المشروع بين محطتي مكة المكرمة وجدة واجهته بعض المعوقات

Minister of Transport and Chairman of the Board of the Saudi Railways Organization Abdullah Al-Muqbel has called on the contractors of the Al-Haramain train project to complete the remaining phases of the project as soon as possible and to submit within two months an emergency plan to avoid delays in the implementation operations.

The minister warned that this was the final call for the completion of the rail project prior to taking the necessary criminal action which may include withdrawing the project from the contractor.

The warning came following a recent surprise visit by the minister over a span of two days to the location of the project where he inspected the course of work along the train’s track between the cities of Makkah, Jeddah and Madinah in addition to the train stations.

The minister urged the contractor to accelerate the pace of work in the completion phases within two months. He said that the emergency plan should include increasing the equipment and manpower and other materials to expedite the work of the project.

Al-Muqbel inspected the course of work at the Jeddah station which is in its final stages and urged the contractor to complete the finishing touches.

The visit included a tour to the work locations at the overpass to the north of the station on Al-Haramain Road where the minister gave directions to contractors to recruit qualified and experienced manpower to complete the project quickly.

The minister also inspected the work site at the train station in King Abdullah Economic City in Rabigh, including the workshop established to manufacture the necessary requirements of the railway.

During the tour, Al-Muqbel met with members of the Spanish consortium (RENFE) that will implement the second phase of the work and discussed with the officials the reasons for the delays in a number of locations. Saudi Arabia could issue tourism visas

The tourism sector in the Kingdom has high expectations for a big boost in the market next year, after the Saudi Commission for Tourism and Antiquities (SCTA) approved provisions to issue tourism visas and regulate the system, in order to revive local tourism. If the proposals are finally approved, the SCTA would issue visas in coordination with the Ministries of Interior and Foreign Affairs. The Kingdom has a tourism market in areas with a strong historical background, like Madain Saleh or Al-Ahsa's ancient castles.

Although investors and businessmen in the tourism field are pushing for tourism visa, procedures for its issuance will be clarified by the SCTA in the coming weeks.

“Tourism agencies are waiting for the official system to deal with tourism visa. This system will determine the visa's period and fees,” Al-Khallej Travel and Tourism Agency's director, Abdullah Al-Subaie, told Arab News. “The tourism sector in the Kingdom can create real profits and job opportunities,” he added, urging the SCTA not to miss an opportunity to improve the country's economy.

According to experts in the field, the volume of investment in Saudi tourism and travel market this year is estimated at SR170 billion, of which SR70 billion was generated from domestic tourism and SR100 billion from inbound tourism including pilgrims.

Domestic tourism alone has seen a remarkable growth recently, with the volume of spending in the sector, surging from SR59 billion in 2010, to SR103 billion in 2014. However, Saudis also spend billions abroad during holidays. Incoming foreign tourists, including pilgrims, contribute heavily to the growth of commercial business in the Kingdom.

Although it's not clear yet if the tourism visa proposal will be approved, SCTA's new regulations seemed confirmed, and ready to be launched in six months. The new conventions will control the relation between different tourism facilities and the service providers. Once the regulations are applied, all businesses in the field will have to hold a valid SCTA license to certify they have passed the necessary requirements.

The commission stated that violators, whether tourists or Saudi businesses, who violate the new regulations will be fined with up to SR50,000. Sanctions also involve preventing an SCTA member from entering and supervising any hospitality facility or any business involved in tourism.
