Muhammad Sadiq Bey (1832-1902)

 



Muhammad Sadiq Bey was an Egyptian army engineer and surveyor and the first person to take photographs of the holy cities of Mecca and Medina and the Hajj. Travelling several times to the Hijaz in an official capacity as treasurer of the pilgrims’ caravan, he first went in 1861 taking with him a device known as a wet-plate collodion camera, a technique invented in the 1850s which used glass plate negatives. These were more robust than paper negatives and produced clear photographic images which could be reproduced in large numbers on albumen-coated paper.

In 1880 Sadiq Bey returned to the Hijaz and took photographs of buildings and interiors in Mecca and Medina, as well as of important Meccan officials. He was also able to take panoramic pictures of the holy mosque at Mecca from multiple angles. Sadiq Bey’s pioneering achievement was noted with great interest in Arabic and European magazines and he won a gold medal at the Venice geographical exhibition in 1881.

He published Mash‘al al-Mahmal (The Torch of the Mahmal) in 1881, which contains his collection of photographs, a history of the mahmal and the kiswa cloth which covered the Ka‘ba, and his observations of Mecca and Medina. Further publications include Dalil al-Hajj (The Guide to the Hajj) in 1896, a distillation of his journeys.

Later publications on the holy cities often used Sadiq Bey’s photographs, including Muhammad Batanuni’s The Journey to Hijaz and Subhi Saleh’s Pèlerinage à la Mecque et à Medine. (See Badr el-Hage Photographies anciennes de la Mecque et de Médine, 1880-1947 (Paris 2005)

for SR30 billion in compensation



ENDLESS WAIT: Delay in the payment of compensation to land owners
is largely blamed on complicated bureaucratic procedures.

Chairman of the Endowments Committee at the Makkah Chamber of Commerce Sharif Aladiin Shaker Al-Ghalib said that the committee owes billions of riyals in reimbursements to owners of appropriated lands for expansion projects in the holy city.

Al-Ghalib said that payments worth an estimated SR30 billion are yet to be made to the owners of lands which were expropriated for expansion projects. He added that the amount includes SR1.8 billion for an endowment expropriated about seven years ago.

Al-Ghalib attributed the delay to complicated bureaucratic procedures, the lack of a clear system for the management of endowments, as well as the failure to purchase substitutes for expropriated endowments to benefit the public.

He said these factors have caused the beneficiaries to lose income, as well as lost opportunities to benefit from their investments.

He called for the need to facilitate procedures for the disbursement of entitlements of endowments, adding that the committee is interested in acting on the issue of private and public endowments in Makkah and will work to identify and provide solutions.

He also called for the development of special laws and regulations for endowments including the establishment of special endowment courts.
The Endowments Committee has also invited its members to an emergency meeting at the Makkah Chamber of Chamber of Commerce, in the presence of President Maher bin Saleh Jamal, to discuss the ongoing obstacles.

“The committee will invite all civil endowments in Makkah to participate in the discussion for developing the endowments sector in Makkah,” said Al-Ghalib. He said that the committee will also work on creating a database of endowments through the office of an adviser in order to process all data and allow for easy communication between the authorities concerned.

NEW RULE: Under a new GACA rule, only 5-liter Zamzam bottles are allowed per passenger.

Passengers departing from Jeddah’s King Abdulaziz International Airport have expressed shock and disappointment at the new rule limiting the amount of Zamzam water they can carry with them.

Earlier, passengers could take a minimum of 10 liters of Zamzam water per person, but the new rule limits the amount to only five liters per passenger causing tensions with airport officials.

Muzamal Sarkar, traveling to London, called Arab News and complained about the change in rules which prohibit passengers from taking 10-liter bottles of Zamzam water.

Sarkar explained that many passengers were taken aback by the sudden change in rules and were now wondering about what to do with the 10-liter bottles they had carried with them from Makkah.

“I carried a 10-liter Zamzam water bottle which I had bought from Makkah for SR30 to take back home but when I approached the safe wrap company to pack it for me, they informed me that they no longer packed 10-liter bottles as we weren’t allowed to carry them,” Sarkar said.

He further said that there was a stall at the airport which was selling five-liter bottles of Zamzam water for SR10 each and the packing facility was also at a distance from the airport.

“Luckily, the driver who had come to drop me at the airport was still there, so I was able to send back the 10-liter bottle and buy the smaller bottle instead to take to London for my wife who is suffering from cancer,” he said, adding that many passengers were upset at this sudden decision.

Another passenger, Salman Hassan Zaman, told Arab News that about a month ago he had traveled with his family carrying five bottles of 10-liters of Zamzam water but this time he was stuck with the 10-liter bottle and had to discard it at the airport.

Saudi traveler Ali Al Zahrani said that the new rule for carrying Zamzam should be mentioned on the airline ticket to avoid the harassment passengers were currently experiencing.

“It’s unfair to suddenly change the rules without prior notice,” he said.
Meanwhile, a Saudi Arabian Airline airport officer said that the rule had been imposed by the General Authority for Civil Aviation (GACA) not the airlines. He further said that GACA had given the contract to a company which supplies the five-liter packed Zamzam water for the passengers at the airport.

In an earlier statement, Saeed Musfer Al-Wadi, director of the King Abdullah Project for Zamzam of the National Water Company, said: “Zamzam water is being packed according to norms set by the civil aviation authorities and they are exclusively packing five-liter cans for returning pilgrims as advised by the civil aviation authorities.”

In order to find out when the rule for pilgrims had been extended to general travelers, Arab News called GACA, but received no response.

Pilgrims on their way home after successfully completing the Haj are often sad at leaving the Kingdom having a fulfilling spiritual experience in the two holy cities and holy sites. Many of them buy souvenirs to remind them of their journey of a lifetime.

Arab News recently met a group of Indonesian pilgrims in a market near the Prophet’s Mosque to record their experiences of their stay in the Kingdom. With the help of a translator, the Indonesian pilgrims expressed their feelings and impressions of their visit to the holy sites and Haj services in general.

Siraj Nour said: “I am overwhelmed with having completed the Haj successfully and appreciate all the services in place to facilitate the rituals so smoothly.”

He said he was impressed by the large-scale projects in the Two Holy Mosques being implemented by the Saudi government, in addition to the services being provided to visitors to the holy shrines.

Mohamed Zain, another Indonesian pilgrim, said that the Indonesian people held the Kingdom in high regard for its being the land of revelations and the cradle of Islam, adding that they had performed Haj with ease thanks to the generous services provided by the Saudi government.

“As we prepare to go home, we thought to buy some gifts for our relatives such as perfumes, rosaries, precious stones, silver rings, the famous Madinah dates and Zamzam water,” said Haji Mohamed Zain hoping that he will come back to the Kingdom to perform Haj with his family.

Likewise, Abdulraziq said he felt comfortable and had peace of mind in Madinah, especially in the Prophet’s Mosque and wished he didn’t have to leave the mosque. He said that he was also impressed by the beautiful streets, markets and luxurious hotels in Madinah.

He pointed out the rich Islamic antiquities in Madinah and the historical mosques which stand in testament to the Islamic faith over the centuries.

Three arrested for forging Haj permits

MAKKAH — Police have arrested two employees of the Haj Ministry and a Saudi teacher in Taif for allegedly forging a total of 1,700 Haj permits, Makkah daily reported on Sunday.

The forgers were able to collect SR2.4 million from selling the permits to a number of Haj campaigns and individual pilgrims, with each one carrying a price of SR1,200.

Police recovered SR1.2 million and is currently taking the legal steps toward punishing the culprits and regaining all the money from them.

According to police, one of the suspects was caught in Jumoum, near Makkah, and the other two in Taif.

The police said they received complaints from a number of pilgrims and Haj campaigns that they had been victims of the three forgers.

Meanwhile, Haj Minister Bandar Al-Hajjar said pilgrims who overstayed in the Kingdom after performing Umrah were less than 6,000, constituting less than 0.1 percent of the total number of pilgrims who arrived in the Kingdom since the Umrah season started in November 2013.

“The overstayers have been tracked by the electronic system that follow up the Umrah pilgrims,” he said.

Al-Hajjar was addressing a meeting on Saturday of Umrah and Haj companies held under the slogan of “Towards an Effective Partnership to Promote the Umrah International Network”.

Senior officials from the ministry also attended the meeting, which was being held as part of preparations for the new Umrah season starting later this month.

The ministry's undersecretary Issa Rawwas, who delivered a presentation on the electronic system, said Saudi diplomatic missions abroad will start receiving applications for Umrah on Nov. 23 and the first batch of pilgrims is expected to arrive in the Kingdom before the end of the month.

Royal Commission scouts honored for serving Hajis

Scouts of the Royal Commission for Jubail (RCJ) schools received a gold medal for their service and efforts in helping pilgrims during this year’s Haj. 15 scouts represented the RCJ among a total of 5,000 scouts from the high schools throughout all regions of the Kingdom that went to Makkah to serve Hajis.

The scout team was accompanied by scout commander Abdullah bin Hassan and have been trained using specialized intensive programs and courses, such as crisis and disaster management, first aid, rescue and safety, and civil defense.

The scouts travel to Makkah each year to help serve and guide pilgrims by providing advice that helps them to perform their rituals easily. The scouts frequently help lost pilgrims return to their camps, and assist the elderly and children in the area. According to the Saudi Arabian Scouts Association (SASA), there were 20 mobile centers for scouts all over the holy sites this year, with a total of 4,900 scout assistants in attendance.

After returning to Jubail, the scout group met with the Director of Educational Services Department, Muhammed Saeed Al-Hajri, who congratulated them on their achievement, and wished them further success and excellence in the coming years of their participation.

Outside of the holy period, too, the scouts support officials of the ministries of Haj, health, and municipal and rural affairs in their work.

قررت إدارة التربية والتعليم بمنطقة المدينة المنورة نقل خمس مدارس تقع ضمن مشروع خادم الحرمين الشريفين لتوسعة المسجد النبوي والمناطق المحيطة به إلى مبانٍ بديلة حيث تم نقلها:» 3 إبتدائية و1 متوسطة و1 ثانوية» إلى الدراسة في المرحلة المسائية وهي مدرسة ابتدائية أبي الطيب المتنبي وابتدائية عمرو بن العاص وابتدائية عبدالله بن الحارث ومتوسطة الخليل بن أحمد الفراهيدي وثانوية سعد بن عبيد الأنصاري.

وقررت إدارة التربية والتعليم بمنطقة المدينة المنورة نقل المدارس سالفة الذكر بكافة منسوبيها من طلاب ومعلمين وموظفين من مبانيها الحالية للمباني البديلة بميزانيتها المعتمدة.

ووجهت الإدارة مديري الإدارات المعنية بنقل المدارس فضلًا عن تخصيص غرفة لحفظ وثائق المدارس المزالة يتم حفظها في المدارس البديلة، كما وجهت مدير شؤون المباني باستلام المباني الحكومية المخلاة بالتنسيق مع مدير مكتب التربية والتعليم ومديري المدارس المزالة.

وكانت إدارة التربية والتعليم بمنطقة المدينة المنورة قد قررت نقل 116 مدرسة شاملة لكافة المراحل وللبنين والبنات وذلك لصالح التوسعة الكبرى للمسجد النبوي الشريف من بين حكومية ومستأجرة فضلًا عن مبانٍ إدارية أخرى في عدد من الأحياء الواقعة ضمن نطاق توسعة خادم الحرمين الشريفين لتوسعة المسجد النبوي والمناطق المحيطة به. وإلى ذلك تتواصل أعمال الإزالة في الجهة الشرقية للمسجد النبوي عبر إزالة عدد من الفنادق الواقعة ضمن نطاق التوسعة في الوقت الذي قررت فيه اللجنة الإشرافية غرة العام الهجري الجديد موعدًا لفصل التيار الكهربائي عن عدد من المناطق والأحياء التي ستتم إزالتها لاحقًا لصالح التوسعة.

Syrian Hajis eye Kingdom asylum

Haj pilgrims from Syria have refused to return home after completing the pilgrimage citing the ongoing political unrest and have appealed for asylum in the Kingdom.

With the deadline for leaving the Kingdom having expired, about 1,200 Syrian pilgrims approached the Haj Ministry to help extend their stay in the Kingdom as refugees. However, the ministry has made it clear that the issue falls under the jurisdiction of the Ministry of Interior.

“Some 1,200 Syrian pilgrims have decided not to leave and have requested local authorities to extend their stay in the Kingdom,” said Mohammed Khalid Kooki, chairman of the Supreme Haj Committee of the Syrian Coalition in a statement on Monday.

Around 12,000 Syrian pilgrims performed Haj this year with half of them coming from Syria and the other half from neighboring countries including Turkey, Lebanon, Jordan and Egypt where they are living as refugees.

“The majority of Syrian pilgrims seeking asylum in the Kingdom have arrived from Lebanon where tensions are running high with Syria. Consequently, they don’t want to return to Lebanon and neither are they able to return home to Syria,” Kooki said.

“The Haj Ministry is not authorized to extend the stay of any pilgrim and it is the Interior Ministry which is the appropriate authority in this matter,” said Amin Fatani, director of the Haj Ministry in Makkah.

He said that the ministry treats overstaying pilgrims as violators of the residency laws and that the Syrian pilgrims had already been recorded as violators on the ministry’s electronic tracking system.

MAKKAH — The Makkah Chamber of Commerce and Industry (MCCI) and the Saudi Commission for Tourism and Antiquities (SCTA) have joined forces to encourage businesses in Makkah to sell goods made in the holy city.

The first products, according to Al-Watan newspaper, will include perfumes and small bric-a-brac that will be marketed to pilgrims. As a result, stores in the central Haram area of the holy city are awaiting the “Made in Makkah” products.

Maher Saleh Jamal, chairman of the MCCI’s board of directors, met several days ago with Muhammad Al-Amri, executive director of the SCTA in the Makkah region, to review the “Made in Makkah” project.

“Made in Makkah is a mega development project that is not restricted to handicrafts; it should be considered a priority project,” said Jamal.

“We can start by focusing on gifts and perfumes … We must forge ahead as this project can lead to the forming of large factories and not just goods made through cottage industries,” he said.

“The MCCI’s vision for the Made in Makkah project should not be restricted to gifts for pilgrims. We hope to export our products to countries abroad and Muhammad Al-Qurashi, deputy chairman of the board of directors of the MCCI, is working on developing this,” he added.

Officials are optimistic that Made in Makkah products will be available for sale over the next 12 months and that goods will also include traditional goods made through cottage industries.

The Hajj ministry's undersecretary Issa Rawwas said Saudi diplomatic missions abroad will start receiving applications for Umrah on Nov. 23 (1st Safar) and the first batch of pilgrims is expected to arrive in the Kingdom before the end of the month.

216 Saudis, 34 expats caught
smuggling illegal pilgrims

JEDDAH — The passport police arrested 250 citizens and residents for smuggling illegal pilgrims during the just concluded Haj season.

The Passport Department received reports of 216 citizens and 34 residents smuggling in pilgrims without Haj permits.

They were allegedly charging pilgrims to transport them to the Holy Sites so they could complete their Haj rites.

Punishments issued to these smugglers included confiscation of vehicles, fines, suspension and deportation for those who were not Saudi.

Not all of the arrested individuals were penalized as some were released due to a lack of evidence and others confessed to their crime.

The department holds Haj services companies and associations responsible for reporting any illegal pilgrims who enter the country without a permit or remain in the country after the duration of their Haj visa.

Failure to do so will subject the organization to a fine of SR25,000 for the first offense, SR50,000 for the second, and SR100,000 for the third.

The illegal pilgrim will be subjected to a fine of SR15,000 and deportation on the first arrest; a fine of SR25,000, three months imprisonment and deportation if caught a second time; and a fine of SR50,000, six months imprisonment, and deportation on the third arrest.

The anti-forgery unit caught three individuals trying to travel using forged passports.

One of them entered the country on a Haj visa and remained in the country for two years as an illegal expatriate.

The other two entered the country for Umrah and remained in the country afterward.

The individuals are currently being prosecuted by the unit.

The Passport Department at King Abdulaziz International Airport also detained two individuals for trying to leave the country with stolen passports belonging to pilgrims.

صرح مدير عام مصنع كسوة الكعبة المشرفة الدكتور/ محمد بن عبدالله باجوده أنه بإشراف مباشر من معالي الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الشيخ الدكتور عبدالرحمن بن عبدالعزيز السديس ومتابعة من معالي نائب الرئيس العام لشؤون المسجد الحرام الدكتور/محمد بن ناصر الخزيم يتمّ يوم غدٍ الخميس 13من شهر محرم لعام 1436هـ إنزال الجزء الذي تم رفعه من كسوة الكعبة المشرفة خلال أيام موسم الحج المبارك لعام 1435هـ وتثبيته بحلق الشاذروان المثبتة بالكعبة المشرفة وقد جرت العادة وفق خطة موضوعة رفع الجزء السفليّ من ثوب الكعبة المشرفة عند كسوتها في اليوم التاسع من شهر ذي الحجة ويبقى هذا الجزء مرفوعاً حتى مغادرة الحجاج والهدف من هذا الإجراء حماية الجزء السفليّ للثوب من العبث والتعلق به وإعاقة الطواف أثناء الازدحام.

On behalf of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, Prince Mishaal bin Abdullah bin Abdulaziz, Governor of Makkah region, will be honored to wash the Holy Kaabah on Saturday.

The Prince and his companions will wash inside Kaaba with Zamzam water mixed with rose perfume.

On this occasion, the General President of Grand Mosque and Prophet's Mosque Affairs Sheikh Dr. Abdulrahman bin Abdulaziz Al-Sudais praised the Kingdom's Leadership for its attention and care for Kaabah and the Two Holy Mosques.
