New Umrah Season 1436/2015

Umrah season begins on Nov. 23

1st Safar 1436 = 23 November 2014

Thursday, 30 October 2014 - 06 Muharram 1436

JEDDAH — The Ministry of Haj has unveiled plans to further strengthen the electronic regulations to improve the services as well as streamline the arrival and departure of pilgrims with the beginning of the Umrah season on Nov. 23 (Safar 1).

Minister of Haj Bandar Hajjar will attend on Thursday a meeting of the concerned officials and heads of Umrah service providers to discuss the updated electronic services, the Saudi Press Agency reported. This will be the second meeting aimed at developing the international electronic network for Umrah and further improving the services and facilities for pilgrims in the new season.

Eissa Rawas, deputy minister for Umrah affairs, said the meeting is being convened in view of the resounding success of last year’s Umrah season when a total of 6.15 million foreign pilgrims performed the lesser pilgrimage.

“The meeting will discuss the pros and cons of last year’s Umrah operation plan to improve the facilities and services. Introduction of the e-regulations has contributed significantly in upgrading the services,” he said.

Hajjar announced recently that the arrangements made during 2012 to restrict the number of pilgrims because of space constraints due to the ongoing expansion of the Grand Mosque would continue in the coming season also. The ministry made 20 percent and 50 percent cuts in the number of foreign and domestic Haj pilgrims respectively while the period of Umrah visas was reduced from one month to 14 days.

The e-tracking system is the major highlight of the e-regulations introduced by the ministry. The system enables the ministry to have an electronic control on the entire process, including issuance of visas, monitoring of services provided to pilgrims, entry and departure of pilgrims etc.

Mataf expansion phase-3 under way

SERVING THE FAITHFUL: Work is under way to create more space for worshippers at the Grand Mosque.
Thursday 30 October 2014

The third phase of the King Abdullah Project for the expansion of the mataf, the circumambulation area around the Kaaba, began this week.

Contractors have removed several old structures between the Safa hillock and the central area facing the King Fahd expansion site.

Sultan Al-Qurashi, project manager at the Presidency for the Affairs of the Grand Mosque and the Prophet's Mosque, said the third phase of the project includes construction at King Abdul Aziz Gate with minarets over it and three floors covering a total area of 81,567 square meters.

He said work is under way to move chandeliers, decoration lights, fans and amplifiers, which will be packed and kept in a special warehouse.

Barriers would soon be placed on the top floor, first floor and the basement to ensure the work takes place smoothly, Al-Qurashi said.

He said the southern square of the mosque between the Safa hillock and King Abdul Aziz Gate would be partially cordoned off for demolition and construction activities.

However, the first phase of the project would be opened for worshippers. The entrance to the mataf would be from the western side of the mosque on the ground floor of the King Fahd expansion site and on the eastern side through Al-Salam Gate at the masaa, the area of running between the hillocks of Safa and Marwa. The project includes plans to restructure the area between the mosque and the location of the Third Saudi Expansion, providing direct access to the entrance to the mataf and the wheelchair tracks.

There would also be bridges constructed to link the newly expanded mataf and the building of the Third Saudi Expansion at the levels of the first floor and the roof. The government is exploring the possibility of adding four more floors in future and a mechanized circumambulation facility, in addition to shading over the mataf and the roof.

The project also includes the installation of Zamzam water supply and automated collection of garbage and removal of dust on all the new floors. There will be firefighting systems, rainwater drainage, extension of power connections, electricity stations, telephones, entrance control, intercom systems, lighting, sound systems, closed-circuit cameras and clocks in the expanded area, he said.

Business booming for money changers

in downtown Madinah
Sunday 26 October 2014

Pilgrims are now frequenting currency exchanges in their thousands in downtown Madinah to change their currencies to help them shop in the Taiba market. Numbers of such pilgrims have skyrocketed with large groups of pilgrims and visitors to Madinah arriving from all over the world with different nationalities and various currencies.

According to the expectations of currency changers, more than a quarter of a billion Saudi riyals have been exchanged in all of the currency exchanges in the holy city during the pilgrimage season this year.

During a tour of the central business district by Arab News, it was found that the purchasing movement in the region and the demand for switching currencies is strong, and many currency changers are proud to have sufficient experience in detecting counterfeit currencies through looking closely at the bills to identify fake money.

To assist pilgrims, there are highly informative banners and signs written in several languages, which are placed in the shops for customers.

Interestingly, many Nigerian and Senegalese pilgrims have been found to be carrying Saudi riyal checks rather than currency. The majority of pilgrims changing currency are from Africa.

Most money changers in these shops are well-versed in the languages used in the field of currency exchange, and able to communicate numbers in Bahasa Indonesia, French, Persian, Urdu and English.

Banks complain about high ATM rents

in the central areas of Makkah and Madinah

Thursday, 30 October 2014

JEDDAH — Local banks say they are unable to increase the number of Automated Teller Machines (ATMs) in the central areas of Makkah and Madinah because of high rents and have sought a rent ceiling.

Chamber officials have asked banks to increase ATM locations in the central areas of the two holy cities and the banks in turn have asked them to find a suitable solution to the rent problem in cooperation with building owners and investors.

Recently, the tourism committee at Madinah’s Chamber of Commerce and Industry recommended the need to coordinate with the Ministry of Finance and banks to find a solution that would lead to increasing the number of ATMs in Madinah’s central area, which currently has a very limited number of ATMs.

The chairman of the tourism committee at Madinah’s Chamber of Commerce and Industry, Abdul Ghani Ansari, told Al-Madinah daily that banks were contacted regarding this issue and they responded by saying there is a need to reduce rents of ATM locations.

He pointed out that currently, Madinah’s central area has no more than 10 ATMs, all located far apart which means people have to walk considerable distances to use them.

Realtor Mansour Abu Riyash criticized banks for turning huge profits, yet failing to make significant contributions to social responsibility programs. “We cannot differentiate between banks and other investors. Investors who make much less money are not asking for rents to be lowered but banks are asking for lower rents. This is not fair,” he said.

Haramain Train moored after 60 days

Linking Mashair Train to the Grand Mosque

Grand Mosque imam
given warm welcome in Manila

Golden Mosque in Manila

Saturday 1 November 2014

Thousands of Filipino Muslims turned out on Friday in Manila to welcome an imam of Makkah’s Grand Mosque to their country.

Sheikh Maher bin Hamad Al-Muaiqely delivered the Friday sermon at Manila’s Golden Mosque. This is the first visit of an imam from the Grand Mosque to the Philippines.

Al-Muaiqely is on an official weeklong propagation mission organized by the Philippine branch of the Saudi Ministry of Islamic Affairs, Endowments, Call and Guidance. He will travel to various Muslim-dominated cities in the country, including Marawi City, Cotabato and Davao City to deliver lectures.

Lanao Governor Mamintal “Bombit” Adiong is handling the preparation for Al-Muaiqely’s visit to his province, according to Musa Diamla, provincial cooperative officer in the governor’s office.

Al-Muaiqely is expected to arrive on Saturday to spend two days in the city and give a lecture at the provincial capital gymnasium. He will also meet the governor, mayors and Filipino foreign graduates and scholars.

Diamla said he is expecting 10,000 people at the first lecture, and also big crowds at various mosques in the city, including the King Faisal Mosque, where he is scheduled to offer Isha prayers.

An organizer, who wanted to remain anonymous, told Arab News over the telephone that Islamic scholars based in the Philippines had taken the initiative to invite Al-Muaiqely, to remind local Muslims of their faith.

“That was the salient sermon of Al-Muaiqely at the Golden Mosque in Manila on Friday. He called on Muslims in the country to return to their strong faith, and showed the real picture of Islam as a peaceful religion,” the official, who is accompanying the imam, told Arab News.

He said a large number of Filipino Muslims shook hands with Al-Muaiqely before and after his sermon. Saudi Embassy officials in charge of religious affairs are accompanying the imam.

Umrah visa violation rate falling

Saturday 1 November 2014

More than 6 million people visited the Kingdom to perform Umrah last year — the highest number of visitors to date. This has been confirmed by Haj Minister Dr. Bandar bin Mohammed Hajjar.

He said that the arrival and departure processes were smooth and efficient. Only 6,000 visitors failed to comply with their pre-determined departure dates, a ratio of 1 in 1,000 people, and about 10 times less than the anticipated violation rate, he said.

The minister was addressing a public meeting organized by the ministry for Umrah companies. Hajjar urged all companies and institutions to direct their efforts toward ensuring the best quality services are provided to all visitors.

The meeting was a follow-up gathering to an earlier session held on the 28th of Shawwal in Madinah.

The participants analyzed successes and failures in the past year and launched discussions in preparation for the coming season. Isa bin Mohammed Rawas, undersecretary for Umrah at the Ministry of Haj, highlighted the benefits of the new electronic service for visa processing that will start in Safar. The presentation also covered new regulations announced by the ministry for licensees both inside and outside the Kingdom.

These measures are aimed at facilitating Umrah procedures and boosting the level of services provided to pilgrims.

Saudi overhaul reshapes
Islam’s holiest city Makkah

gulfnews.com/polopoly_fs/1.1393703!/image/2862319611.jpg_...
Essam Kalthoum, left, managing director of the Bawabat Makkah Company,
which oversees several projects around the city, shows at his office in Jiddah,
Saudi Arabia, a prototype of what the heart of Mecca will look like after
construction around the Grand Mosque is complete.
October 3, 2014

Makkah: As a child, Osama Al Bar would walk from his home past Islam’s holiest site, the Kaaba, to the market of spice and fabric merchants where his father owned a store. At that time, Makkah was so small, pilgrims could sit at the cube-shaped Kaaba and look out at the serene desert mountains where the Prophet Mohammad (PBUH) once walked.

Now the market and the homes are gone. Monumental luxury hotel towers crowd around the Grand Mosque where the Kaaba is located, dwarfing it. Steep rocky hills overlooking the mosque have been leveled and are now covered with cranes building more towers in row after row.

“My father and all the people who lived in Makkah wouldn’t recognise it,” said Al Bar, who is now Makkah’s mayor.

As Muslims from around the world stream into Makkah for the annual Haj this week, they come to a city undergoing the biggest transformation in its history.

Decades ago, this was a low-built city of centuries-old neighbourhoods. Over the years, it saw piecemeal renewal projects. But in the mid-2000s, the kingdom launched its most ambitious overhaul ever with a series of mega-projects that, though incomplete, have already reshaped Makkah.

Old neighborhoods have been erased for hotel towers and malls built right up to the edge of the Grand Mosque. Historic sites significant for Islam have been demolished. Next to the Kaaba soars the world’s third tallest skyscraper, topped by a gigantic clock, which is splashed with coloured lights at night.

“It’s not Makkah. It’s Makkah-hattan,” said Sami Angawi, an architect who spent his life studying Haj and is one of the most outspoken critics of the changes.

Critics complain the result is stripping the holy city of its spirituality. They also say it is robbing the Haj of its more than 1,400-year-old message that all Muslims, rich or poor, are equal before God as they perform the rites meant to cleanse them of sin, starting and ending by circling the Kaaba seven times.

Makkah is revered by hundreds of millions of Muslims worldwide. They face the Kaaba every day in their prayers. The Grand Mosque is one of the few places in the world where Muslims of all stripes gather - Sunnis and Shiites, secular Muslims, mystics and hard-liners.

1- Construction cranes and scaffolding dominate the minarets and entries to the Kaaba at Mecca, Saudi Arabia, where a major expansion project is revamping the holiest site in Islam.
2- Tens of thousands of Muslim pilgrims moving around the Kaaba, the black cube seen at center, inside the Grand Mosque, during the annual Hajj in the Saudi holy city of Mecca, Saudi Arabia.

Overseeing Makkah is also a key source of prestige for Saudi Arabia. The past two kings — the current one, Abdullah, and his predecessor, Fahd — have adopted the further title of ‘custodian of the two holy mosques’, referring to Makkah’s Grand Mosque and the Prophet’s Mosque in nearby Madina.

Now the city is being molded to a particularly new vision. Two forces shape that vision. One has Makkah’s planners largely catering to wealthier pilgrims by focusing on construction of five-star hotels, surrounding the Kaaba in marble-sheathed luxury. Nearby pilgrims can shop at international chains, including a Paris Hilton store and a gender-segregated Starbucks.

The other force is a strict interpretation of Islam. One tenet of this is that Muslim tombs or sites connected to revered figures — even the Prophet Mohammad (PBUH), his family and companions — should be destroyed to avoid veneration of anything other than Allah. It’s the same iconoclastic zeal that has prompted militants from Daesh to blow up Muslim shrines in Iraq and Syria.

In Makkah, hardly any site associated with Prophet Mohammad (PBUH) remains. Many were destroyed in previous expansions of the Grand Mosque in the 1980s and 1990s, and the new development is finishing off much of what remains. In 2008, for example, the house of Abu Bakr, Prophet Mohammad’s (PBUH) successor as leader of the Muslim community, was razed to make way for a Hilton hotel.

The country’s top religious official, Grand Mufti Abdul Aziz Al Shaikh, backed such demolitions last year, saying “the removal of such things within the expansion is necessary.”

The urban renewal is necessary, Saudi officials say, to accommodate Haj pilgrims whose numbers are expected to swell from around three million currently to nearly seven million by 2040.

The $60-billion Grand Mosque expansion will almost double the area for pilgrims to pray at the Kaaba. Around half the cost went to buying about 5,800 homes that had to be razed for the expansion, said Al Bar, the Makkah mayor. Domes and pillars dating back to rule by the Ottoman Empire are being pulled down to put up modern facilities.

Another mega-project is Jabal Omar, a hill on the mosque’s west side. The hill — a landmark in the city — was levelled and in its place, construction of around 40 towers is under way, mostly for luxury hotels providing some 11,000 rooms. The first of the Jabal Omar hotels, a Hilton Suites and the Anjum Hotel, just opened in the past few months.

On the mosque’s south side stands the 600-metre clock-tower skyscraper, part of a completed seven-tower complex that was built after tearing down an Ottoman fort on the site.

1- The tallest clock tower in the world with the world's largest clock face at the Abraj Al-Bait Towers overlooks the Grand Mosque and its expansion in Mecca, Saudi Arabia.
2- This is a Sept. 23, 1951 file photo shows a general view of the center of Mecca, and the Kaaba in the middle of the huge square, Saudi Arabia.

Also underway is the Jabal Sharashif project, in which a slum that largely houses Myanmarese and African migrants is to be torn down to build a new neighbourhood for Saudis, along with hotels. A four-line metro system is planned for the city along with a high-speed rail line to the port city of Jeddah, where the area’s airport is located, and to Madina.

The Grand Mosque’s expansion is being headed by the Saudi Binladin Group, which also built the clock tower. The Bin Laden family has been close to Al Sauds for decades and runs major building projects around the country. Al Qaida’s late leader Osama Bin Laden was a renegade son disowned by the family in the 1990s.

Speaking at a public forum in Jeddah in May, Nawaf Bin Laden, whose father is chairman of the conglomerate, said people are constantly asking if all this construction is needed.

“This can be answered in one moment in this image,” he said, flashing a picture of tens of thousands of worshippers praying in the street because there was not enough room inside the Grand Mosque.

But many in the audience were not convinced. Saeed Al Gamdi, a former Saudi diplomat, said he thinks greed is the main motivator.

Muslims around the world have an “intimate bond” with Makkah, he said. “It is not a place for one businessman or one company.”

Makkah’s planners didn’t have to build so close to the Kaaba, overwhelming the simple cube-shaped structure, said Irfan Al Alawi, a Saudi who heads the London-based Islamic Heritage Research Foundation. The hotels could have been built miles away and transportation improved.

“Already we are losing the spirituality,” he said. Pilgrims admire the clock tower instead of “looking at the Kaaba and admiring the house of God.”

Essam Kalthoum, managing director of the government-owned Bawabat Makkah Company, which is involved in a number of projects around the city, acknowledged that “it would be a farce” to say financial motivations are not coming into play.

But he said the main goal is to increase space for pilgrims.

1- This 1988 file photo shows an aerial view of Mecca and the holy Kaaba in Grand Mosque.
2- In this Sept. 7, 1954 file photo, Muslims visit the Kaaba, the Sacred House of Allah, during a pilgrimage to Mecca, Saudi Arabia.

Kalthoum showed a gift from a Turkish foundation he had just received: a photo of Makkah from the late 1800s.

“This is painful,” he said. “For those of us who witnessed some of this [past], it brings back memories.”

But he pointed to the Kaaba in the photograph. “Because of this place,” he said, the old markets and buildings had to go.
