Probe begins into violations
by domestic Haj groups

MAKKAH — A tripartite committee has started considering complaints and observations about the violations committed by domestic Haj campaigns during the just-concluded Haj, Makkah daily reported on Wednesday.

The undersecretary of the Haj Ministry for Haj affairs, Abdul Rahman Al-Nifaie, said: “The committee comprises representatives from the ministries of Haj, interior and commerce.

“It will continue its investigations until the end of November.” He said the complaints against the domestic Haj campaigns have been received from the pilgrims themselves and also from the local committees for supervision and followup.

“The committee will also be looking at the violations circulated on social media about the fake campaigns and their cheating of pilgrims,” he said. Al-Nifaie said after authenticating the complaints, the committee will issue the appropriate punishments against these campaigns.

“Among others, the complaints include the high prices of domestic campaigns and their substandard services,” he said.

He said the ministry was also receiving complaints from the pilgrims who came from abroad and would be seriously considering them.

“We will compile and sort out all the complaints and observations of the foreign pilgrims and will contact the concerned authorities for answers,” he said.

Returning Haj pilgrims wish they stayed longer

Several Haj pilgrims who have just concluded their lifetime spiritual experience appeared sad while leaving the holy land and many of them being quite old as also financially crunched lament the fact they won’t be able to make it again.
Imran Akbar for instance is returning to Pakistan and is very sad that his time in Makkah had passed so quickly.

“It was my dream to perform Haj and come to the house of God,” he said.
Akbar, who had saved money since young age to come to the House of God, wished to stay a bit longer. Not knowing if he will ever be able to visit again, he prepares to leave with a heavy heart: “Now that I am old, it is not easy for me to save money to come again. The people living in this holy land are indeed very lucky. I wish I could stay long enough to be buried here,” he said with tears in his eyes.

He felt happy to say that he visited Makkah, the Prophet’s mosque and other holy sites. “I am so glad that God made it possible for me to fulfill my dream.” Others too who are now leaving the Kingdom thought the same.

Fatima Abdul Rahman too wished she spent some more time in Makkah.
“I wish time stopped. I will never forget the moments I spent in the Haram. All my life, I wanted to visit and see the house of God and the Prophet’s mosque. It was my son who made my dream come true and sent me money to perform Haj,” she said.

“I can’t hold back my tears. These moments will live in my memories as I know I won’t be able to come back in the future to visit the holy city of Makkah,” she said.

The holy cities of Makkah and Madinah and the holy sites hold a special place in the hearts of Muslims. As the Haj this year has come to an end the Kingdom is likely to be emptied of all the pilgrims by the end of the holy month. One prays that their Haj will be accepted and they will reap the rewards of their efforts.

Ajwa dates hit by labor rules
and price increases

Returning Haj pilgrims are busy shopping for their favorite dates: Ajwa dates — a well-known, well-loved and delicious gift from the Kingdom. The stores in downtown Jeddah, Makkah and Madinah are busy selling all kinds of dates, with many pilgrims stopping by to see what all the fuss is about.

The prices of dates –specifically, the Ajwa dates — have increased by nearly 25 percent due to a shortage of farm laborers in harvesting regions, particularly in Madinah. This is largely the result of the implementation of new labor policies affecting both farms and vendors in the Kingdom. The conditions imposed by the Ministry of Labour to recruit seasonal workers in date farms has affected farms throughout the Madinah region, whereas associated rules for vendors have affected shops in Jeddah, Makkah and Madinah, according to local traders.

In the past, good quality Ajwa dates were sold for SR 110 per kilogram; now, they are being being sold for SR140 or above. Simultaneously, average quality dates that used to sell for SR 60 are now fetching prices between SR80 and SR100.

“Farmers in the Madinah region have been complaining about a shortage of labor in the area, as well as strict procedures to recruit temporary foreign labor to work in date farms as part of new labor policies that have significantly affected the logistics associated with the date harvest”, according to traders in Jeddah.

These Ministry changes have forced shop owners to comply with the new rules that have increased their shop-keeping costs, as well as increasing costs for other stakeholders in the date market.

Traders also told Arab News on the condition of anonymity that inspection teams from the Ministry of Commerce recently raided several shops that were selling substandard quality dates, and initiated penal measures against fraud vendors for tricking customers, mainly pilgrims.

The history of the Ajwa variety dates back to 5,000BC and is part of ‘Tibwi Nabvi,’ the medicinal practice of the Prophet Muhammad (peace be upon him). There are several references in Hadith and Islamic historical literature about Ajwa: Prophet Muhammad (peace be upon him) is reported to have said, “One who takes seven Ajwa dates in the morning remains under the protection of Allah from evil and from poison for whole of the day.”

Many strongly believe in the remedial therapy of Ajwa as it was advocated by the Prophet Muhammad (peace be upon him), in particular, women believe that it prevents black magic and, as such, most female Haj pilgrims prefer to take Ajwa dates with them to present as gifts to their loved ones who are suffering from various illness.

Like other dates, Ajwa also ripens during the peak of summer, and it is kept in cold stores in order to enable continued availability throughout the year, especially during Haj and Ramadan. Unfortunately, most vendors sell dates in the open air, with constant exposure to the sun and heat, causing the dates to lose both taste and monetary value.

Logo urged for Madinah dates to check fraud

Agricultural researchers and experts interested in the Saudi date industry have recommended that Madinah dates be stamped with a logo to differentiate them from other dates and curb the phenomenon of fraud and sale of dates claimed to be from the Prophet’s city.

This came in an introductory meeting held recently by the Center of Palms and Dates Research at the Madinah Chamber of Commerce and Industry in the presence of members of the board of directors and heads of the committees.

Experts pointed out that many distributors try to sell ordinary dates in international conferences claiming that they are from Madinah.

The Madinah Chamber of Commerce and Industry (MCCI) secretary general stressed the importance of Madinah dates being in high demand.

This uniqueness gives the Madinah date an advantage over other dates as they originate from the city of the Prophet Muhammad (peace be upon him) giving the Madinah dates a special status.

The secretary general said it MCCI supports this industry through continuous communications among the chamber’s committees. He expressed appreciation for the role of the Center of Palms And Dates Research in supporting this strategic product. Dr. Abdulrahman Abdulaziz Al-Janubi, CEO of the National Center for palms and dates talked about the services provided by the center, listing the center’s achievements during the previous period and presented the center’s future strategy to serve this important sector.

Al-Janubi put forward a number of mechanisms for the participation of date exporters in foreign fairs and festivals and discussed ways to present the product according to world-class standards. He added that the center is keen on improving the quality of Saudi dates.

He said the Kingdom consumes around 800,000 tons of dates where there is a surplus of an estimated 300,000 tons. While the agriculture rates are increasing and the Kingdom’s consumption is steady, there’s a need to consider them asa source of wealth and not only as food.

Al-Janubi said the Kingdom exports more than 70,000 tons of dates, 30 percent of which are represented in gifts and sadaka (charity).

ANKARA — Justice and Development Party (AK Party) İzmir deputy Rıfat Sait said yesterday that Mecca and Medina need to be administered jointly by all Muslim countries during hajj season, criticizing the Saudi authorities who he accused of ignoring the needs of pilgrims. Sait, speaking on his return from hajj with a group of deputies, said they had faced serious problems during hajj, adding, "Everyone who goes there knows and experiences the problems. However, nothing changes."

"Islam is based on cleanliness. There are no proper outdoor toilets. This is a huge problem at Arafat. Some say that such problems at holy places should not be voiced. However, these problems cannot be ignored," he said.

He accused Saudi Arabian authorities of failing to provide proper municipal services. "A Saudi prince is responsible for each region. And he is not elected but appointed so does not care what happens. Turkish pilgrims are a bit better off but still other Muslims face serious hardship. I believe this is cruel. Only Kaaba and Al-Masjid al-Nabawi are kept clean. The rest is not kept clean and an infectious disease there can spread to the entire world," he said. He added that the holy sites should be administered by the entire Muslim world. "It cannot be left to Saudi Arabia to administer. The municipal, medical, security services should be managed jointly by Muslim countries. Each hajj season, one country can take the lead. One cannot pray in peace in all that dirt and confusion," he added. He said he would communicate all the problems he faced during hajj to the Saudi Embassy.

Kaaba’s senior keeper Al-Shaibi passes away

Ceremony of Washing Kaaba - 29 May 2014

MAKKAH — Sheikh Abdul Qadir Bin Taha Al-Shaibi, senior keeper of the Holy Kaaba, passed away on Thursday. He was 75.

Al-Shaibi’s body was buried in Makkah’s Al-Moalla Cemetery after offering funeral prayers at the Grand Mosque. A large number of citizens and officials of the Presidency for the Affairs of the Two Holy Mosques as well as his relatives attended the last rites.

Al-Shaibi died at King Khaled National Guard Hospital in Jeddah on Thursday morning. His death came while preparations were under way for washing of the Holy Kaaba on Nov. 8 (Muharram 15).

Al-Shaibi was named the senior keeper of Kaaba after the death of his paternal uncle Abdul Aziz Al-Shaibi four years ago. Last year, Sheikh Abdurahman Al-Sudais, head of the Presidency, handed the new lock and key of Kaaba to Al-Shaibi. The lock, which was made 30 years ago, was changed after authorities noticed that it was rusty.

Dr. Saleh Bin Taha Al-Shaibi, the oldest member of Shaibi family, will be the new keeper of Kaaba. The Shaibi family continues to honor the tradition of Prophet Muhammad (peace be upon him) by handing down the position of keeper (sadin) of the Kaaba to its oldest member.

The sadin is responsible for opening and closing the Kaaba gate and washing it. When the Prophet (pbuh) entered the Kaaba after conquering Makkah, he smashed all the idols inside it, washed it, closed its gate and then called Othman Bin Talha and gave him the key saying, “These keys will remain with you until the Day of Judgment.”

Sheikh Abdul Qadir Al-Shaibi was the 108th successor of Othman Bin Talha. On an earlier occasion, he had said: “The keeper of the Holy Kaaba is the only one responsible for its affairs. It is a huge honor that no one can take away from us because it was bestowed upon us by the order of Almighty Allah.”

Pilgrims receive the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud Gift of the Holy Quran upon their departure from Madinah at Prince Mohammed bin Abdulaziz International Airport after performing their Hajj rituals and visiting the Prophet's Mosque and prominent historical and archaeological sites in Madinah.

The Saudi Press Agency (SPA) monitored the feelings of joy on pilgrims' faces as they receive copies of the Holy Quran and other religious publications of King Fahd Complex for Printing the Holy Quran in Madinah.

The Complex's Secretary General in Madinah Dr Mohammed bin Salim Shadid Al-Ofi said that the Complex has distributed to pilgrims, since its inception in 1405 AH until the year 1434/1435 AH, 37 million copies including more than 29 million copies of the Holy Quran, 5 million copies of translations of its meanings, 400,000 copies of its parts, and 3000 recordings.

Al-Sudais welcomes constructive criticism

Abdul Rahman Al-Sudais, head of the Presidency of the Two Holy Mosques, has said that he receives constructive criticism with an open mind.

Speaking to media professionals on the occasion of a ceremony at the conclusion of this year's Haj and Umrah seasons, he said: “We are not afraid of the media but welcome them instead with open hearts and gladly accept their constructive observations and request for transparency on any issue.”

He called on the media professionals to attend the seminar organized by the public relations department at the presidency’s headquarters.

During the ceremony, he announced the end of this year’s Haj and Umrah season, noting that planning and organization are the cornerstones of a successful season, commending the cooperation of all parties concerned.

He said that evaluation committees had embarked on assessing the works of the presidency’s personnel during this season, and have started preparations for the next one.

Deviant ideology has no place in Islam: Al-Sudais

Sheikh Abdul Rahman Al-Sudais, head of the Presidency of the Two Holy Mosques, said Salafism reflected the true Islamic way of life suited to any time or place.

“It is the way of life of the adherents of Sunnah who followed in the footsteps of the Messenger (peace be upon him) and also the way of the early believers, the Muhajirs and the Ansars," Al-Sudais said while delivering the Friday sermon at the Grand Mosque.

"It is also following the will of the Prophet (peace be upon him) who said: ‘Hold fast to my Sunnah and the way of life of the rightly guided caliphs after me. Beware of the innovations in religious matters; each new innovation in religious matters is a deviation from the right path and every deviation ends up in Hell Fire,'" he said quoting Sheikh Al-Islam Ibn Taymiah.

However, Al-Sudais clarified that opposition to new innovations was confined to religious matters and did not apply to modern scientific inventions and technological advancement. He said that some people do evil deeds and wrongfully attribute them to the teachings of the Prophet (peace be upon him). The Salafi principles and method could not be held responsible for the erroneous understanding and practice of some people, he said.

Al-Sudais said the Kingdom has been holding fast to the Salafi creed and the teachings of Sheikh Muhammad bin Abdul Wahhab who called on people to follow the path of Tawhid and faith. His teachings sought to reform people from the aberrations in the creed and he fought against deviant views and wrong practices.

“His call was not for a new religion or a fifth school of thought but for the true understanding of the teachings of the Prophet (peace be upon him), his truthful companions and followers of the succeeding generations to strictly follow the Holy Qur’an and the Sunnah of the Prophet. His teachings were poles apart from the takfiri ideology and the khawarij practices, even though they attracted baseless accusations, false charges and attempts to tarnish him,” Al-Sudais said, adding the teachings of Sheikh Muhammad bin Abdul Wahhab were labeled by his enemies as Wahhabism. “The land of the Two Holy Mosques follows the moderate middle path of the Salafi way in the light of the Holy Qur’an and the Sunnah and the way of the righteous early followers of the Prophet.

At the Prophet’s Mosque in Madinah, Imam and Khatib Sheikh Husain Al-Asheikh called on the believers to introspect and evaluate their own deeds to know how far they have succeeded in making the best use of their time leading lives as true Muslims on the occasion of the end of the current Hijri year.

اليوم.. فصل الكهرباء عن عقارات التوسعة في 4 أحياء بالمدينة

تباشر اللجنة الإشرافية على أعمال نزع الملكيات وترحيل الخدمات بمشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز للتوسعة الكبرى للمسجد النبوي اليوم السبت، البدء في فصل التيار الكهربائي للعقارات الواقعة في المناطق العاجلة ضمن مشروع خادم الحرمين الشريفين للتوسعة الكبرى للمسجد النبوي وهي أربعة أحياء: بني ظفر( العوالي) والعطن وبني معاوية( الأجابة) وبني عبدالأشهل (السحمان).

وأكدت اللجنة أنه تقرر صرف ما يعادل 80% بحد أعلى من قيمة التعويض لجميع الملاك الذين يقطنون في المناطق التي ستزال لتدبير مساكن لهم قبل تسليم عقاراتهم بشكل نهائي، شريطة أن يتم إفراغ العقار لصالح المشروع لدى كتابة العدل أو المحكمة المختصة.

ويذكر أن وزارة المالية قد أنهت في وقت سابق صرف ما يقارب 4 مليارات لمستحقيها كتعويض لمَا يقارب نحو 120 عقارًا بالمدينة المنورة استلموها عن منازلهم التي تدخل ضمن نطاق توسعة المسجد النبوي الشريف في المرحلة الأولى، والتي تبلغ عدد عقاراتها نحو ألفين ومائة وتسعة وثمانين عقارًا من التعويضات، والتي شملت عدة أحياء منها المركزية وباب الشامي والأعمدة بعد أن تم إنهاء إجراءات التنازل عن تلك العقارات بكتابة العدل لصالح التوسعة ومنحتهم مهلة للإخلاء.

فيما يجري العمل على إنهاء المعاملات وعملية الإفراغ لبقية العقارات التي تدخل ضمن نطاق التوسعة في مرحلته الأولى من إفراغات المرحلة الأولى المستعجلة.

70% of Makkah Mashaer Metro staff are Saudi

The Makkah Mashaer Metro (MMM), developed by the China Railway Construction Corporation (CRCC), recently disclosed to Arab News that 70 percent of its locally recruited staff are Saudi.

According to CRCC’s Operational Department data, the number of local staff at MMM in 2010 was approximately 1,000, and increased by 100 percent to 2,000 in 2011. There was also a cent percent increase in 2012, with the number rising to 4,000.

As per the requirements of the Saudi Ministry of Municipal and Rural Affairs (MOMRA), the number of Saudi employees continued to rise to 5,500 in 2013 and reached 6,000 in 2014.

Despite this, it has been revealed that fewer than 50 Saudi employees have taken high-level positions such as third party interface managers, deputy station manager, station master, assistant station master, station control room agent and other supervisory roles.

The SR6,600 billion project has now been operational for five years. During this period, it has transported a total of 26 million pilgrims from Arafat to Mina, a journey that only takes 13 minutes, while the route from Arafat to Muzdalifah is completed in just seven minutes.

This government service is available only for pilgrims and, due to this intent, the passenger ticket cost covers only one-third of the total operational expenses, according to Deputy Stations Manager Taher Baghdadi.

Baghdadi noted that since the opening of the MMM in November 2010, not a single accident has occurred anywhere on the metro route. Further, the travel time from Arafat to Muzdalifah has been reduced from its previous six to eight hours, to less than 20 minutes — a historic achievement in the history of transportation.

Regarding the role of Saudi employees in the MMM’s operation, Baghdadi said “There are 50 Saudis in senior positions who are supervising nine stations. We employ 6,000 people during Haj, some of whom work on contract only during Haj, after having been trained extensively."

About passenger ticketing and train access, he noted that the Ministry of Haj coordinates with Haj operating firms and sells around 400,000 train tickets to these agencies for pilgrims. According to Baghdadi, “the train staff won't stop pilgrims who insist on boarding the train as we treat them as guests of this country.” He added that only during the peak hours does the MMM insist that the pilgrims purchase tickets.

Last week, CRCC invited Arab News to discuss these matters with them exclusively. Arab News is the only Saudi media body to have gained first hand information about the MMM’s operation.

Authorities also allowed Arab News access to the restricted operational control areas in CRCC headquarters in Makkah. An additional visitation was also conducted in which Arab News representatives visited stations, monitoring and control centers, and met with top executives at the CRCC, including Saudi officials.
