Arafat will have permanent fireproof tents

The holy site of Arafat, where more than two million pilgrims stand in prayer at the peak of the annual Haj pilgrimage, will have permanent fireproof tents next year like Mina, said Maj. Gen. Sulaiman Al-Amr, director-general of the Civil Defense Department.

The fireproof tent project for Arafat will be implemented next year or the year after,” Al-Amr said in comments published on Sunday. He said specialized committees that were set up to conduct a study on the project have recommended its implementation.

The Arafat tents, to be designed like the Haj Terminal of King Abdulaziz International Airport, will have two floors and will accommodate nearly eight million pilgrims. The project is estimated to cost about SR2 billion.

Habeeb Zainul Abideen, undersecretary at the Ministry of Municipal and Rural Affairs, said the project would change the face of Arafat completely. “It will cover an area of eight million square meters,” he said, adding that the double-story tents would increase Arafat’s capacity by 71 percent.

Saud bin Hamdan Al-Dikri, director of projects at the ministry, said the Arafat tents would be fire-resistant with a minimum height of 15 meters. The ground floor of these tents will be for common and pedestrian use as well as for first aid, food, maintenance and cleaning services. “The project will eliminate the risk of fire hazards posed by cotton tents currently in use,” he added.

Some domestic Haj service firms, meanwhile, said they are planning to sign contracts with specialist companies to set up 100-percent heat-resistant German-made tents in Arafat. Some groups have invited bids for the purpose.

Ali Muqallid, manager of a company that supplies European tents, said his company rents high quality fire-resistant to Haj service firms.

He said the Civil Defense has no objections on erecting the tents in Arafat so long as they comply with the safety regulations. Specialized companies set up 400,000 meters of tents for Tawafa organizations and domestic Haj service firms in Arafat during the last Haj season, one source said.

The Ministry of Haj has announced that 174,556 domestic pilgrims are performing Haj this year through an integrated-services system provided by the government.

The Haj Ministry has also stepped up efforts to offer superior services to the pilgrims and upgrade the existing services.

The ministry’s low-cost Haj program has attracted almost 41,000 domestic pilgrims. As part of its plan to provide optimum services to the guests of God, the ministry held a training workshop on Sunday titled “The Directed Surveillance” in order to monitor the low-cost Haj program, the facilitated Haj programs and some of the camps of international pilgrims.

Hussein ibn Nasir Al-Sharif, deputy minister of Haj for Haj Affairs, said that the workshop was held to train 45 male and 15 female participants in dealing with notifications received during the surveillance, complaints or negative feedback.

More than 5,000 field observers have been deployed throughout the ministry’s different sectors and are tasked with inspecting the pilgrim accommodations, field service offices and to monitor any negative feedback until the end of Haj.

“All efforts are geared to achieve the highest performance rates during this year’s Haj and to gain the pilgrims’ utmost satisfaction,” Al-Sharif said.

He added that the ministry was devoting its efforts to supporting all licensed Haj companies and that the pilgrims could now access the toll free number 800430444 for any complaints or suggestions.

“Lines are open for pilgrims to call in from around the Kingdom and they will be attended by staff in both Arabic and English languages,” Al-Sharif said.
Afsheen Khan, one of the members at the center told Arab News that pilgrims can call them at the toll free number for inquiries or complaints.

A 60-year-old Saudi man who embarked on a journey by foot from Asir, south of the Kingdom, plans to reach Makkah by next week.

Nasir Al-Qahtani, who reached Taif on Sunday morning, is performing Haj on behalf of his late mother and plans to celebrate the Kingdom’s National Day in Jeddah.

Al-Qahtani passed by several governorates in the Asir region, carrying the Saudi flag and the logo of the Saudi Commission for Tourism and Antiquities in support of national tourism.

He is also carrying a popular logo to raise awareness about traffic safety. “I wanted to embark on the Haj pilgrimage by foot to be able to enjoy my country’s natural beauty and to cheer on development,” said Al-Qahtani.

“I want to promote the idea of spending time within the country and confirm the role played by SCTA chief Prince Sultan bin Salman in encouraging domestic tourism.”

He added: “I timed my arrival next week because I love Makkah, its governor and its people and thank them for serving Umrah and Haj pilgrims,” he said.

15,000 security personnel
to be deployed at holy sites

More than 15,000 Civil Defense security personnel and officers will be deployed at the Kingdom’s holy sites from Monday in implementation of a general emergency plan during the Haj season.

Maj. Gen. Suleiman Al-Amro, director-general of the Civil Defense, said personnel are on high alert to ensure pilgrim safety and to cope with potential risks during the busy season.

“Personnel have received continuous training and our headquarters are fully equipped with technical equipment,” he said.

Al-Amro said that field leaders would soon deploy defense units, as well as the centralized supervisory, preventive, and geological survey teams.

“Units will liaise to implement the comprehensive plan,” he said.

He called on all Civil Defense officials taking part in the campaign this year to be fully dedicated to their national and religious duties and to take their jobs seriously.

Ningxia Chinese to perform Haj for the first time

Minister of Haj Bandar Hajjar held a meeting with the Chinese Ambassador Mustafa Yang Djibo at his office on Sunday to discuss the arrangements for Haj pilgrims from China.

This year, an estimated 14,000 Chinese pilgrims will be performing the annual pilgrimage.

Haj Ministry sources said that the Chinese envoy shared the operation plan with Hajjar and also thanked Custodian of the Two Holy Mosques King Abdullah for extending Haj services to the pilgrims. Additionally, Djibo hailed the ministry’s efforts in ensuring the comfort of the pilgrims, ministry sources added.

For the first time, Chinese pilgrims from Ningxia, an autonomous region will be performing the Haj this year. The first flight with 297 pilgrims from Ningxia arrived in Jeddah on Saturday. A total of 2,833 pilgrims are scheduled to arrive from this part of China.

Some pilgrims expressed joy at being able to perform the pilgrimage noting that their parents had been unable to do so owing to the restrictions in the past, Chinese media said.

Around half of China’s 20 million Muslims live in Ningxia, where the people identify their ethnic group as Hui, a recognized minority in China.

Unlike the Uighur Muslims in the autonomous region of Xinjiang, otherwise known as East Turkestan, where the Muslims are largely of a Turkic ethnic background, the Hui population is a Sinitic race that has accepted Islam.

Stiff penalties for firms trading in Umrah visas

JEDDAH – Saudi Arabia will block computer system of Umrah service companies and establishments in case any of their pilgrims overstayed their visas, according to the amendments made in the regulations for Umrah pilgrims and visitors to the Prophet’s Mosque.

The weekly session of the Council of Ministers, chaired on Monday by Crown Prince Salman Bin Abdulaziz, deputy premier and minister of defense, instructed the ministries of interior and Haj to carry out this directive.

In a statement to the Saudi Press Agency following the session, Minister of Culture and Information Abdulaziz Khoja said that the Cabinet approved the new regulations in this regard after reviewing the minutes prepared by the ministerial committee entrusted to carry out studies on how to address the difficulties faced while implementing the Umrah regulations and the executive bylaw pertaining to it.

The Cabinet stressed that the Ministry of Interior will take penal action contained in Article 60 of the residency law against the Umrah companies and establishments which engage in trading Umrah visa or promoting any fake programs so as to bring in people into the Kingdom for purpose other than Umrah performance.

The amendments have been made in the regulations to extend services for Umrah pilgrims and visitors to the Prophet’s Mosque, endorsed by an earlier Cabinet session held nearly 15 years ago.

After reviewing a report presented by the minister of economy and planning, and the recommendation of the standing committee at the Supreme Economic Council, the Cabinet approved the general goals of the Kingdom’s 10th Development Plan that was endorsed by the Shoura Council on June 23. Khoja said the plan contains 24 general goals, of which the most important one is to preserve the Islamic values and teachings, strengthen national unity and consolidate the Kingdom’s identity.

Other goals include expanding the potential of the national economy and bolstering its growth, stability and competitiveness, enabling citizens to secure permanent housing in line with the diverse programs and options aimed at meeting the requirements of people, strengthening the basic reform march and support civil society organizations besides raising the productive capacity of the state bodies and their employees, and consolidating the fundamentals of accountability and transparency, protecting integrity and combating corruption.

Khoja said the Cabinet also approved the inclusion of some amendments in the timeshare law with regard to tourist real estate units, that was endorsed by it in 1427H. According to the amendments, a new paragraph (No. 3) has been added to Article 4 of the law under which non-Saudis are prohibited from engaging in timesharing or its marketing in Makkah and Madinah, as well as from obtaining any right through timeshare agreements (without the way of inheritance) in the tourist real estate units in the holy cities.

Khoja said, the Cabinet congratulated Custodian of the Two Holy Mosques King Abdullah for his prominent role and keenness in the affairs of the Ummah.

The awarding of honorary doctorates to the King from Riyadh’s Imam Muhammad bin Saud Islamic University and Al-Azhar of Cairo are in recognition of his pioneering role in serving the people of the world and achieving the principles of global peace and security, the Cabinet commended.

It expressed deep regret for not taking any decisive and courageous positions to end the suffering of the Syrian people in the ongoing conflict, which has already claimed the lives of more than 191,000 people and injuries to almost double of this figure at the hands of the Syrian regime which has lost its legitimacy.

The Kingdom reiterated its firm positions renouncing terrorism and extremism and rejecting and condemning the gross violations of human rights perpetrated by terrorist organizations in the name of Islam.

The Cabinet also thanked the security agencies for foiling attempts to smuggle in huge quantities of drugs worth SR1.8 billion and the arrest of 1,197 people involving in it over the past six months.

Housing problems of pilgrims ‘still unsolved

MAKKAH — Haj foreign missions controlling the rent of pilgrims’ accommodation and the locations of these buildings that are often far away from the Grand Mosque are just two of the problems facing this particular sector during the pilgrimage season, according to a seminar on the subject.

Other problems identified by the seminar, held by Makkah daily, include that the regulations do not permit Haj establishments to hire workers on a temporary basis and Haj establishments do not have the option of choosing the location of their offices, which are located away from the buildings where their pilgrims stay.

Zuhair Haddad, chairman of the committee in charge of inspecting pilgrims’ buildings, which is supervised by Makkah Municipality, said the committee conducted a study proposing solutions to all these problems and sent it to the higher authorities.

“If issued, the new regulations will make things better,” Haddad said.

Maher Jamal, president of Makkah Chamber of Commerce and Industry, is hopeful pilgrims will be able to stay near the Grand Mosque and perform all prayers there.

However, he believes one of the downsides is the central area around the Grand Mosque will be crowded with pilgrims all the time and water, transportation, and sewage networks will experience a lot of pressure.

The other disadvantage should all pilgrims live near the Grand Mosque is that the pilgrims will not have a chance to interact with Makkah people.

“We want pilgrims to experience our life first-hand and get acquainted with our social customs,” Haddad said.

Dr. Fayez Jamal, well-known writer, believes the current regulations, which do not permit Haj establishments to play any role in renting buildings for their own pilgrims and instead give this responsibility to Haj foreign missions, brings a lot of damage to the economy.

Some missions have taken advantage of the system and earned millions in commissions, he said.

“The Haj establishments should be given more powers in this regard,” he said.

Another problem, Jamal said, had to do with maintaining and supervising pilgrims’ buildings.

He said the establishments are the ones in charge of supervising such buildings on their own expense.

In other words, they have to pay to fix any shortcomings or mistakes.

“The Arab Countries’ Haj Establishment paid few years ago around SR4 million as a result of supervising pilgrims’ buildings,” he claimed.

أعلنت وزارة النقل أمس عن إنجاز 90 في المئة من مشروع قطار الحرمين في المدينة المنورة، كاشفة عن الانتهاء من المشروع نهاية العام الجاري، وذلك وفقا للخطة المعدة لذلك.

وتجول صاحب السمو الملكي الأمير فيصل بن سلمان بن عبدالعزيز أمير منطقة المدينة المنورة امس في المحطة، واستمع لشرح من قبل مهندسي المشروع عن المراحل التي تم تنفيذها والمراحل الجاري تنفيذها استعدادا لافتتاح المشروع نهاية هذا العام الجاري.

وأكد سموه أن مشاريع تطوير المدينتين المقدستين (مكة المكرمة والمدينة المنورة) تحظى باهتمام بالغ من حكومة خادم الحرمين الشريفين، قائلا " خدمة الحجاج والزائرين وتهيئة السبل الكفيلة بتسهيل أداء مناسكهم بكل يسر وسهولة هو نهج القيادة الرشيدة".

وأكد وزير النقل الدكتور جبارة الصريصري أن أعمال المشروع تنفذ وفق وتيرة متسارعة لإنهاء باقي الأعمال في المدة المقررة حسب الخطة الزمنية المعدة سلفا لتشييد هذه المشروع العملاق.

وأضاف الصريصري" هذا المشروع يعد أحد العناصر المهمة في البرنامج التنفيذي لتوسعة شبكة الخطوط الحديدية في المملكة وهو أكبر مشروع ينفذ حاليًا لخدمة ضيوف الرحمن من أجل تسهيل تنقلاتهم منذ وصولهم وحتى مغادرتهم، ليربط المدينتين المقدستين بشبكة نموذجية ومتطورة ويوفر عند اكتماله خدمة سريعة وآمنة وموثوقة لنقل الركاب وضيوف الرحمن والمعتمرين والزائرين"، موضحا" سيربط مكة المكرمة والمدينة المنورة مروراً بمدينة جدة ومدينة الملك عبدالله الاقتصادية في محافظة رابغ بخط حديدي مكهرب بطول 450 كيلو متراً لنقل الحجاج والمسافرين والمعتمرين والزوار".

ويتضمن المشروع إنشاء خمس محطات ركاب في وسط مدينة جدة ومطار الملك عبدالعزيز بجدة وفي مكة المكرمة والمدينة المنورة ومدينة الملك عبدالله الاقتصادية برابغ، تم بناؤها وفق أعلى المقاييس والمعايير المتبعة دوليًا وبمواصفات عالمية، ويضم المشروع أيضًا مرافق خدمية مصممة وفق معايير عالمية لمحطات القطار.

ويشمل مبنى المحطة صالة للقدوم وأخرى للمغادرة ومسجداً يتسع لعدد 600 مصل ومركز دفاع مدني ومهبطا للطائرات المروحية و6 أرصفة لوقوف القطارات إضافة الى 1000 موقف للسيارات مقسمة إلى مواقف قصيرة وأخرى طويلة الأمد، وصالات لكبار الشخصيات، كما تم ربط المحطة بنظام النقل العام من خلال توفير أماكن مناسبة لمواقف للحافلات وربط المحطة بممر مشاة مع محطة القطار الخفيف المزمع تنفيذها على طريق الملك عبدالعزيز.

Makkah Gov. Prince Mishaal bin Abdullah, who is also the head of Central Haj Committee, on Monday visited King Abdul Aziz International Airport’s Haj Terminal to oversee and ensure the safety and comfort of the pilgrims arriving from different parts of the world.

Prince Mishaal visited all the counters, whole area of the Haj terminal and lobbies, distributed gifts to the arriving pilgrims, check the reception area to inspect government services related to provide the necessary services to the pilgrims, health checking counters, the immigration and customs.

He stressed to put all the efforts, mobilize all energies and provide all the capabilities, and provide the best services to pilgrims and Umrah performers in Makkah, Madinah and at all the airports receiving pilgrims in order to facilitate the pilgrims so they can perform their Haj with comfort.

Prince Mishaal gave special attention to the health center specially setup to test the pilgrims for Ebola virus and other infectious diseases as part of the preventive measures of the Ministry of Health.

The airport authorities also discussed the plans and preparations of the General Authority for Civil Aviation at airport, Saudi Arabian Airlines and the Directorate General of Passports for the 1435H pilgrimage season.

Al-Amri said in a statement that there are around 104 counters at the Haj terminal that can attend to 3,800 pilgrims in about 45 minutes.

He also explained that according to need they put temporary counters to serve the pilgrims easily and with speed.

Saudia to carry 818,000 Haj pilgrims

Saudi Arabian Airlines (Saudia) will carry nearly 818,000 pilgrims coming for Haj this year from different parts of the world, said Saleh bin Nasser Al-Jasser, director general of the Kingdom’s flag carrier.

Saudia will carry 785,984 pilgrims from 72 international airports including 470,770 from Asia, 118,951 from the Middle East and Gulf, 105,462 from Europe and America, 90,801 from Africa in addition to 32,000 from Saudi cities.

“We have opened four new markets this year: Sudan, Sweden, Denmark and Norway,” Al-Jasser said. The first Saudia flight carrying Haj pilgrims arrived from the Bangladesh capital, Dhaka.

“We’ll transport pilgrims from all over the world to King Abdulaziz International Airport in Jeddah and Prince Mohammed International Airport in Madinah,” he said, adding that Saudia would carry 145,000 pilgrims to Madinah airport.

He said Saudia would make use of its newly purchased fleet to transport the pilgrims. “We have also rented 29 aircraft with 11,600 seats to meet the growing demand during the Haj season,” he said.

Saudia has deployed an adequate number of employees at all stations to meet the requirements of the Haj traffic. “We have also appointed employees from Indonesia, Malaysia, India and Bangladesh at the Jeddah and Madinah airports to meet passengers’ needs,” Al-Jasser said.

The airline has made arrangements for transporting Zamzam water cans for pilgrims on returning empty flights to India, Indonesia and Malaysia. It has also signed contracts with hotels to accommodate stranded pilgrims.
“We have set out an alternative plan, depending on the sighting of the new moon,” he explained.

Spelling out the airline’s special services, he said it includes the distribution of boarding passes in advance at ports of embarkation for return journeys.
“This will give pilgrims peace of mind and enable them to concentrate on prayers and worship instead of visiting the airline’s offices to make bookings and get boarding passes,” he added.

Saudia has also made arrangements for the distribution of meals that suit the taste of pilgrims from different countries on its Haj flights. “We have appointed airhostesses who can speak the language of the pilgrims,” Al-Jasser said.

The airline will also screen Haj-related documentaries during the journey. Pilgrims from Indonesia and Malaysia are given city baggage check-in services in Jeddah while Indian and Iranian pilgrims are given similar services in Makkah.

‘No livestock shortage’ for Haj at local markets

The Jeddah Chamber of Commerce and Industry (JCCI) has rejected claims on social networking sites that there would be a shortage of livestock at local markets for the upcoming Haj.

Suleiman Al-Jabri, chairman of the livestock traders committee at the JCCI, said there was enough supply for the Eid Al-Adha season. More than a million sacrificial sheep, goats and cows are expected at the Jeddah Islamic Port, he said.

Al-Jabri said the imported livestock was in addition to the strategic reserves at local farms of 200,000 animals. “We will be supplying about 500,000 head of livestock and more if needed, to maintain price stability and make the animals accessible for all,” he said, adding that the imported livestock had started to arrive at the end of August.

He said there would be a minimal increase of 10 percent in prices due to high demand during the peak season. He urged citizens not to be misled by rumors about the rising prices of imported sheep. “In fact, the prices of imported sheep will remain steady but the prices of local sheep will fall.”

He said that the average price for a barberry sheep from the Sudan was SR500, and SR900 for the Alsoakny breed from Somalia.

He said the committee had developed a strategy to deal with industry problems in coordination with relevant government agencies.

The Kingdom imports about 70 percent of its livestock due to the insufficient number of domestic animals. More than 2.5 million head of sheep is imported from neighboring Sudan and Somalia for the Saudi market.

Jeddah’s stagnant livestock markets have been revitalized after the lull in trade during Ramadan and Eid Al-Fitr. There was significant sales at Al-Khamra neighborhood recently, with an influx of sheep from neighboring governorates.

The prices of local breeds, in particular Al-Hari, ranged between SR1,100 and SR1,500, compared to SR1,300 previously.

Fahd Al-Sulami, a livestock investor and businessman, told Arab News there was an abundant supply of local sheep. “Livestock merchants have more than 1 million head of sheep in stock.”

Al-Sulami said more than 20 ships loaded with sheep have arrived at the port. “A medium-sized vessel carries between 100,000 to 450,000 head of sheep, while a big ship can carry up to 700,000,” he said.

He said government inspectors choose 100 head of sheep randomly to check quality, and make sure no sick animals enter the country.

Salem Al-Khaldi, a livestock merchant, said trade has started to pick up at local markets with the countdown to Eid Al-Adha, with many traders arriving in Jeddah and Makkah to sell their livestock to pilgrims.

Makkah mayor inspects new holy sites projects

MAKKAH – Mayor Osama Al-Bar on Monday made an inspection tour of a number of development projects implemented by the mayoralty at the holy sites. The tour also covered several service centers, public utilities and other projects implemented recently in Mina, Muzdalifah and Arafat.

Al-Bar visited the office of the Makkah governorate and mayoralty in Arafat. He then inspected the new projects such as pedestrian roads, pavements and lighting facilities, as well as projects in the squares around Mount Arafat. He directed officials to complete the remaining projects well before the Haj.

In Mina, Al-Bar inspected a number of new service centers and residential buildings for cleaning workers. He was briefed on the preparedness of these centers to render the best possible services to the pilgrims. Al-Bar met heads of a number of departments and centers associated with providing service to pilgrims. He directed the officials to ensure flawless implementation of cleaning projects.

Meanwhile, Al-Bar signed a contract with a firm for provision of five solar garbage compactors to be used around Jamrat in Mina during Haj. The contract is worth SR995,000. He said that the mayoralty has readied about 1,100 electric garbage compactors, nine solar compactors, and 131 ground tanks with a total capacity to hold more than 14,000 tons of garbage. In addition, there will be 4,000 garbage boxes, each with a capacity of 240 liters, at the holy sites.

Jabal Al-Rahma Hospital gears up to serve pilgrims

Meanwhile, Jabal Al-Rahma Hospital in Arafat has completed all preparations to receive pilgrims. Dr. Wail Mutair, director of the hospital, said at present 20 outpatient clinics will be operational round-the-clock.

The hospital consists of 140 beds, including 14-bed emergency section, three-bed observation room, 17-bed intensive care unit, three-bed surgical room, two-bed isolation room, and four-bed dialysis unit.

Mutair said that a total of 310 staffers will assume duty from the beginning of Dhul Hijjah to start operation of the hospital for serving the pilgrims. The staffers include 31 specialists, 35 general physicians, 44 administrative staff, in addition to other paramedical staff.

MAKKAH — Authorities and Haj establishments have been racing against time to prepare the holy sites for Haj pilgrims ensuring that they perform their rituals with ease and in comfort, Makkah daily reported.

In Arafat, camps are being set up and prepared while huge air-conditioners are being installed in each camp, accommodating at least 800 pilgrims.

Trees blocking entrance to the tents have been removed. Makkah daily met the contractor who said Arafat would be ready a week before millions of pilgrims will converge on the valley on the 9th of the lunar month of Dhul Hijjah (approximately Oct. 3).

Shops are being set up all around the holy sites to provide pilgrims with all types of food and other essentials. A charitable restaurant, which offers free food to pilgrims every year, is under preparation as well.

Government agencies have already prepared their facilities in the holy sites. This year, the Civil Defense will dispatch 15,200 officers all over the holy sites. Police have already started carrying out patrols at Al-Rahma Mountain, Nimrah Mosque and other sites in the vicinity of Arafat.

Signs in different languages have been placed all over the holy sites, especially at Al-Jamarat Bridge. The Interior Ministry and the National Guard facilities in Mina have appeared to be up and running and prepared for the Haj season. Ministry personnel and vehicles are stationed at different locations.

The Ministry of Haj facilities in Mina are almost ready while Red Crescent facilities will also be ready by next week, its officials said. New restrooms will be ready in two months, according to the contractor of the project. However, there are 200 restrooms in Arafat, which are ready for use. Some potholes created by rains over the past year have not yet been fixed or filled, posing a threat to passersby and drivers.

The National Water Company plans to pump 10 million cubic meters of water to the holy sites this year for the Haj, the same amount as last season, said the company’s chief executive officer recently.

Luay Al-Musallam told Arab News that a crew of 3,350 engineers and administrators, supervisors and trained technical staff would be working to ensure all operations run smoothly for this year’s Haj, particularly during emergencies.

He said the company has invested heavily in technology and mandatory training programs to uphold quality standards.

Al-Musallam said the company has installed Compass, one of the best international technical applications, to accurately monitor the activities of contractors and ensure compliance with quality standards. This includes overseeing the running of bathrooms at the holy sites.

The firm is also using the Supervisory Control and Data Acquisition (SCADA) system to monitor the water and sewage networks in Mina. The SCADA system has been linked to the main operations room, which operates around the clock to ensure better water and environmental services in Makkah and the holy sites.

Al-Musallam said the company is in the process of rehabilitating 100 compound toilets in Mina, maintaining and replacing over 30 percent of the old water pumps, and many of the valves on the old water networks. It has also installed cameras to monitor the sewers to ensure they are clean and maintained.

The company manages and operates all parts of the drinking water system, air conditioning, fire systems, and sanitation at compound toilets for pilgrims every Haj season. There are more than 3,000 compound toilets scattered across Mina, Arafat and Muzdalifah.

Al-Musallam said the company has introduced a mobile application to raise the performance and efficiency of operations and maintenance of compound bathrooms this year. The system also includes a global positioning function that allows crews to establish exactly where maintenance or repairs are needed. The system sends text messages automatically to maintenance teams.

Al-Musallam said the mobile application system would be used specifically for the Haj, and throughout the year to operate and maintain permanent compound toilets.

The company is implementing a Smart Laboratory System, which sends signals and electronic readings remotely from the water network, receives and analyzes them automatically, and sends early warnings to operation and maintenance teams to manage situations immediately.

He said that more than 2.4 million bottles of Zamzam water would be distributed during the pilgrimage season this year. This has seen the company double its seasonal staff at points of sale and distribution. This is part of the King Abdullah Zamzam distribution project.

JEDDAH – The security authorities have started taking penal action against 4,100 pilgrims who performed Haj without a permit.

Maj. Gen. Ayed Al-Harbi, commander of the Passport Forces for Haj, said that the name of these people have been included in the list of those against whom punitive measures will be taken soon.

The authorities earlier disclosed that those who are caught performing Haj without permit would be deported and banned from entering the Kingdom for 10 years. Similarly, owners of vehicles used to smuggle illegal pilgrims to the holy sites would be detained and fined, and their vehicles will be impounded.

Al-Harbi said that a total of 525,558 pilgrims arrived in the Kingdom to perform Haj by Tuesday. A number of pilgrims were sent back after discovering that they came on fake Haj visas or defying a ban after being deported from the Kingdom.

Meanwhile, a total of 80 residential buildings were put under the blacklist by the committee for the pilgrims’ accommodation after discovering that they are unfit for accommodating Haj pilgrims.

Interior Minister Prince Muhammad Bin Naif chaired a meeting of the Supreme Haj Committee in Riyadh on Tuesday. The meeting discussed a report about construction of buildings on mountaintops of Mina to find more space for pilgrims in the tent city.

Meanwhile, exploiting the need of a large number of Saudis and expatriates to register for low-cost Haj, brokers in Jeddah have increased the rate by more than 40 percent, reported a section of the Arabic press on Tuesday quoting market sources.

The low-cost Haj ceiling has been fixed at SR2,750 per individual. But sources from the low-cost Haj companies told Al-Madinah Arabic daily that the number of domestic pilgrims allotted to them was very little so they could only compensate by increasing their rate. They said the number of the domestic pilgrims, according to official statistics, this year will be 174,556, out of which the low-cost Haj companies were only given a total of 41,000 pilgrims.

Abdulrahman Al-Asmari, a Saudi, said a large number of domestic Haj companies stopped taking pilgrims about a week ago. “They put signboards in front of their offices that there will be no more registration for domestic pilgrims,” he said.

Mohammed Al-Shihri, another Saudi, said he is looking for other options as low-cost Haj companies stopped taking any pilgrim about 10 days ago. Al-Shihri urged the Haj Ministry to assign more pilgrims to the low-cost Haj companies.

Hamid Al-Hazli, an employee of a low-cost Haj company, said many pilgrims who could not register for low-cost Haj will fall prey to black market brokers.

He said that during the last days of registration, the rates of some companies might go up to more than SR25,000.

Ahmed Aljohani, an employee at a Haj service-providing company, said the registration was stopped a long time ago because the low-cost Haj companies were not given enough tents in Mina.

Abdul Karim Khatim, a Saudi, said he ran into a number of brokers near a Haj company’s offices who offered to register him at a low-cost Haj company if he was willing to pay an additional amount of SR1,500.

Ministry of Haj has approved 62 companies this year to offer low-cost Haj packages. The ministry has expanded the low-cost Haj program to accommodate 41,000 pilgrims this year, up from only 17,000 last year.

The ministry asked Saudis and expatriates wishing to perform low-cost Haj this year to register their names at its website, which has been created specially for this purpose.

The ministry said it would direct the intending domestic pilgrims to the officially accredited Haj service companies which are most suitable for them.

After registration, every pilgrim will be given a secret number which will be automatically conveyed to the Haj service provider.

The pilgrims will no longer have to visit the companies themselves as was the case in the past. The ministry will choose the suitable companies for them this year.
