Indonesia trains staff to help Hajis

Haj pilgrims from Indonesia will begin arriving in the Kingdom on Monday. Indonesia sends the highest number of Haj pilgrims to the Kingdom.

The Indonesian government has made comprehensive arrangements for its pilgrims, Ahmed Jauhari, head of the Indonesian Haj mission in Jeddah, told Arab News.

The first flight of Indonesian pilgrims will arrive from Jakarta to Madinah on Monday and another flight from Makassar will arrive in Madinah the same day.

Around 168,000 pilgrims from Indonesia will perform Haj this year. More than 200,000 would typically come yearly, but the number has been axed in line with reduction quotas to make way for the Grand Mosque expansion.

He said that 371 flights through Garuda and Saudia will transport pilgrims from 10 different embarkation points in the country to Jeddah and Madinah.

“We will operate on average five flights to King Abdulaziz International Airport in Jeddah and Prince Mohammad bin Abdulaziz International Airport in Madinah daily,” he said.

“Many of these pilgrims have waited for up to 10 years to perform Haj.”

Juahari also said that 155,200 pilgrims will perform Haj through the government’s Haj mission while the remainder have opted for private tour operators.

The majority of pilgrims are women, he said.

Over 3, 000 personnel from various ministries, including the Ministry of Health, are being deployed by the Indonesian government to assist pilgrims.

The Indonesian Haj mission has also locally recruited 595 seasonal personnel in Jeddah, Makkah and Madinah.

A three-day orientation program was conducted for these personnel to get them acquainted with their tasks.

Indonesian Ambassador Abdurrahman Muhammed Fachir conveyed to the season employees general policies and procedures put down by Saudi authorities for Haj services, including reception and departure procedures, housing, transportation, catering, grouping and pilgrim movement, he said.

Dhahran hotel employees donate
blood for use during emergencies in Haj

DHAHRAN — About 50 hotel employees volunteered to donate blood in support of a corporate responsibility initiative by DoubleTree by Hilton in Dhahran on Thursday.

"The Gift of Life — Donate Blood" campaign, under the supervision of the hotel's DoubleTree CARE committee, was organized in partnership with King Fahd Specialist Hospital Dammam.

The campaign invited members of the public to donate blood, which will be sent to hospitals in Makkah for emergency use during the upcoming Haj.

"We are proud to partner with King Fahd Specialist Hospital Dammam and pleased to host the blood donation event at the DoubleTree by Hilton Dhahran," said the hotel's general manager, Ahmet Antepli.

"We believe in being at the heart of the community and with 50 members of our staff volunteering to donate blood, together with hotel guests and the public, we contribute to the act of CARE-ing and sharing our corporate responsibility.”

King Fahd Specialist Hospital in Dammam is one of the important health projects in Saudi Arabia and is providing specialist medical services for families in the Eastern Province.

According to a company press release, the global motto of DoubleTree by Hilton is "Where the Little Things Mean Everything", which is reflected in the DoubleTree CARE culture that encourages team members to be themselves and enjoy more genuine interactions with guests. This is designed to Create A Rewarding Experience (CARE) for guests.

The CARE committee is composed of a diverse group of employees and managers who listen to feedback from guests and team members and bring forward ideas in order to maintain an active, engaging workplace culture that delivers on its commitments, the press release by DoubleTree stated.

Makkah Municipality to keep holy sites clean

The Makkah Municipality is finalizing Haj operational plans to ensure public health and hygiene standards in the holy city and pilgrimage sites during the busy and crowded upcoming season.

Barbers and slaughterhouses in Makkah will be closely and constantly inspected, according to municipality officials.

“We are deploying more than 23,000 personnel to implement the Haj plan with support teams from the Ministry of Municipal and Rural Affairs, other municipalities, the Department of Public Security and the Boy Scouts,” Makkah Mayor Osama Al-Bar said in a statement on Sunday.

The mayor said that several scouts and students from universities and health colleges will be appointed as temporary health observers.

He said that the municipality is equipped to deal with any circumstances, including rain in and around the holy sites.

Al-Bar said that in addition to cleaning operations, inspectors would closely monitor markets, shops and eateries in the area. Personnel will be deployed in densely populated areas around the clock in two shifts, he said.

Some 14,000 cleaners will work during Haj, of whom 7,500 will be working inside Makkah and 6,500 at the holy sites.

These cleaners will be equipped with more than 1,000 electronic cleaning machines and other heavy equipment.

The mayor said that the municipality will use 1,240 automated compressors and 131 stores to contain more than 14,000 tons of garbage in Mina.

“Most of this equipment and waste containers are environmentally friendly and easy to use in crowded areas,” he said.

“The municipality is expecting that 400,000 animals will be slaughtered in Makkah. As such, the municipality will seek the services of veterinarians, who will ensure that sacrificial animals are fit for consumption.”

A total of 57 checkpoints will be set up at various routes to check the animals, he said.

Public health teams will closely monitor 33,000 permanent shops and eateries in Makkah, in addition to more than 2,200 seasonal grocers. Holy sites have 643 temporary shops, kiosks and bakeries, in addition to several barber shops with 1,100 chairs combined.

Bathroom facilities, tunnels, overpasses and drainage networks will also be checked regularly.

Al-Bar said that the municipality will establish 27 operational support centers at the holy sites and throughout Makkah to facilitate services.

'City of Light' could recapture
an intellectual leadership role

The holy city of Madinah has found a special place in World Economic Forum’s report of the global agenda council on competitiveness.

The report, titled “The Competitiveness of Cities,” was released this month. It answers key questions, such as: Can an ancient religious city as sacred and unique as Madinah re-brand itself as a knowledge economic city in the 21st century? Can an urban real estate project drive this vision for Madinah?

The report points out that millions of people come to Madinah throughout the year, not only for Haj, but also for Umrah.

The city could, with its new modern university, hold conferences on major modern-day issues, with experts in science, math and other specialties.

Whether this project leads to an intellectually vital residential and corporate community remains to be seen, but repositioning need not wait for buildings to be in place.

In prosaic terms, conference tourism could augment religious tourism in a culturally sensitive way, enhancing appeal for investors, retirees and even firms.

Even before the buildings are up, Madinah could simply announce informal symposiums.

Physicists might come in the first week of a month, astronomers the second and diabetic experts the third, for instance.

Intellectual stimulation could be added to spiritual activities. Madinah could recapture an intellectual leadership role, contributing to knowledge generation and dissemination and, in a way, keeping with both its historic and religious tradition as a “city of light.”



Madinah occupies historic position as the launch-pad of Islamic culture
by Prophet Muhammad (peace be upon him) more than 14 centuries ago.

At times, the project seemed to suffer from lack of coordination among real estate developers, city leaders and Saudi visionaries. Travel restrictions on women and non-Muslims who may not travel inside the excluded area in much of the city center also complicate things.

But if city competitiveness can be relevant to Madinah in the vision
of Custodian of the Two Holy Mosques King Abdullah, then there is virtually no city in the world that cannot benefit from a rethinking of its vocation in a newly interconnected world of the 21st century knowledge economy.

In 2006, the Kingdom announced its intention to create a new knowledge economic city in the northwest quadrant of Madinah, donating land and investing billions of dollars in a major city infrastructure and real estate development project.

Fast transport will link the area to the central mosque within minutes.
Companies with knowledge-intensive characteristics will be encouraged to site there and great minds will be encouraged to retire in the magical city.

Conferences will be held and properties sold to investors. Scheduled investments include a major new hospital and a vast Epcot Center for the Islamic world, including the lands of Islam and examples cited in the Qur’an, presented in a way designed to entertain and delight families during their leisure time.

But there is a greater vision.

“Al-Madinah Al-Munawwarah” literally means the “City of Light” and was historically a center for both spiritual and intellectual enlightenment. After prayers, students would gather around various pillars of the holy mosque as global scholars taught them. It was the bricks-and-mortar Internet of its day. This intellectual vocation fell by the wayside, but may now be on the rebound.

The report said that the objectives of this work are to encourage city leaders and policymakers at local, regional, national and international levels, as well as academic and other experts, to focus on competitiveness at the city level.

The work will also encourage a rich global dialogue on this issue and shine light on creative and path-breaking initiatives that address the multiplicity
of challenges facing today’s cities.

“The World Economic Forum has been studying competitiveness for over 30 years by focusing on the assessment of the productive potential of countries in The Global Competitiveness Report series,” said Espen Barth Eide, managing director of the Center for Global Strategies
World Economic Forum.

This report presents taxonomy of drivers of city competitiveness, as well as a number of representative case studies of cities.

The case studies are drawn from different geographies and varying levels of development that face different challenges and starting points.

The objective of this work is to inspire and motivate city leaders, the private sector and civil society to work together to address the most important competitiveness challenges of cities by shedding light on creative and innovative initiatives put into place by cities around the world.



KNOWLEDGE IS POWER: The Knowledge Economic City (KEC) in Madinah stands out among
the Kingdom’s economic cities because of its goal of promoting knowledge-based industries.

The Knowledge Economic City (KEC) stands out among the Kingdom’s economic cities because of its goal of promoting knowledge-based industries (KBIs). The new city will have a technological and economic information center, a campus for medical research and bio-sciences and a center for studies in Islamic civilization.

The project is the third economic city in the Kingdom initiated by the Saudi Arabian General Investment Authority in an aggressive bid to repatriate capital and attract value-added foreign investments. The project is expected to attract investments worth more than SR25 billion ($6.7 billion) and create nearly 25,000 new jobs.

The choice of Madinah augurs well, as the city was the seat of power and knowledge during the time of Prophet Muhammad (peace be upon him) and his righteous caliphs.

Over the centuries, it has attracted thousands of Muslim faithful from around the world, who came to the city seeking knowledge and wanting to live in the vicinity of the Prophet’s Mosque.

Custodian of the Two Holy Mosques King Abdullah launched the KEC on June 18, 2006. SAGIA played a pivotal role in the conceptualization of the project.

“The king’s vision for an economic city based on KBI is a forward-looking step. The project will boost the region’s chances of attracting investments in order to overhaul services in Madinah,” said a senior SAGIA official. “This vital project falls within plans to upgrade the Kingdom’s regions in a sustainable fashion, taking into consideration competitive advantages,” he said.

Given Madinah’s historic position as the launch-pad of Islamic culture by Prophet Muhammad (pbuh) more than 14 centuries ago, the KEC project is a renaissance of sorts, as Madinah will be used to launch knowledge-based industries, the official added.

The project is part of SAGIA’s efforts to promote investments into the sectors that offer the best competitive advantages, namely, energy, transportation, and knowledge-based industries. The KEC includes an interactive museum on the life of Prophet Muhammad (pbuh).

Madinah is uniquely positioned to attract Muslim talent from all over the world, eager to live, work, retire or make extended visits to the second most sacred city in Islam.

While it is rich in heritage, Madinah has already been a leader in digital economy initiatives and a pilot for e-government schemes. There are already well-established higher education institutions serving both SMET (science, mathematics, engineering, and technology) and religious segments.

Madinah’s expanding economy is driven by a growing number of Haj and Umrah pilgrims. More than 5 million visit the city every year and the number is expected to exceed 10 million within a decade.

The declaration of KEC as a special economic zone under the regulatory jurisdiction of SAGIA enables the city to provide an attractive and KBI-friendly business environment. KEC envisages an alternative central business district for Madinah with better facilities and infrastructure and one that is easily accessible to the region’s residents and visitors.

It will also be developed as a major tourist destination, supported by the unique theme park, world-class hospitality establishments and outstanding retail stores.

The new development will comprise a range of complementary zones, a technology and KBI zone, an advanced IT studies institute, an integrated medical services zone, a retail zone, a business district, residential zones, including high rises, houses and fully serviced apartments, shopping malls and a mosque with room for 10,000 worshippers.

The high-tech park, located over an area of 360,000 square meters, will contain a series of highly equipped “smart” buildings provided with state-of-the-art IT and telecommunications infrastructure.



Madinah finds special mention in WEF report

The Center of Islamic Civilization Studies and Research, which spans an area of 205,000 square meters, will benefit from the availability of a wide variety of resources and scholars in Madinah. It will specialize in history and cultural educational programs using modern distance learning technologies, video conferencing and Web casting.

Spanning 85,000 square meters, the Center for Medical Sciences and Biotechnology will provide medical services to Madinah residents, as well as to pilgrims coming from different parts of the world.

The theme park is being designed to give visitors of all ages, interests and cultural backgrounds an unforgettable virtual tour into the history of the Prophet’s heritage and Islamic civilization.

Over 60,000 security officers to be
deployed in Holy Sites

RIYADH — More than 60,000 security officers will be deployed in the Holy Sites during this year's Haj season to ensure the pilgrims are able to perform their rituals in peace and comfort, Maj. Gen. Osman Al-Mahraj, director of general security, has said.

“These forces will be stationed in Mina, Arafat and Muzdalifah to ensure the safety of pilgrims and enable them to perform their rites with ease and comfort,” he said.

The director on Sunday opened at the National Information Center a special electronic service for the screening of Haj permits.

“This new advanced service will prevent permits from being forged and will save a lot of time for the passport officials as it will enable them to read the permit's data and check its authenticity quickly,” he said.

Al-Mahraj said according to the system, the passport police would also be able to read a bar code on mini-buses to ascertain that all pilgrims in the vehicles have authentic Haj permits.

“The passport police will no longer need to climb into the vehicle to check the Haj permit of every pilgrim individually,” he said.

The director said only vehicles with 25 passengers or more will be allowed to enter Makkah and the Holy Sites.

Meanwhile, Director General of Passports (Jawazat) Maj. Gen. Sulaiman Bin Abdulaziz Al-Yahya said the passport police were thoroughly trained on the use of the modern equipment to combat forgery.

“The passport police have been supplied with the latest computers to process the procedures for pilgrims quickly and efficiently,” he said.

Al-Yahya asked all residents, Saudis and expatriates, to obtain Haj permits before they start their pilgrimage, otherwise they will be turned back.

He warned against transporting illegal expatriates to Makkah or the Holy Sites and said violators would be severely punished.

Al-Yahya revealed special passport police committees were set up in Makkah and Taif to try violators on the spot.

"The committees will be working around the clock to carry out their duties," he said.

On the other hand, Makkah Municipality has recruited more than 23,000 employees to implement its Haj plan aimed at providing consummate services to the guests of God.

Mayor Osama Al-Bar said the employees include about 14,000 cleaning workers who will be using more than a thousand pieces of cleaning equipment to keep Makkah and the Holy Sites clean during Haj.

He said the municipality also has teams to monitor markets to ensure the stability of prices.

“There are about 33,000 permanent shops in Makkah in addition to 2,229 temporary stalls selling food items during the Haj season,” he said.

Al-Bar said 27 municipal service centers were established in the Holy Sites to provide civic services to the pilgrims.

The Interior Minister has warned prospective pilgrims to obtain a Haj permit as security forces were on high alert to avert any attempt to sneak into the holy sites without a permit.

“The interior minister has issued an order that people without a Haj permit will not be allowed to enter the Haj premises,” Director of Public Security Maj. Gen. Uthman Al-Muhrej said while launching the Electronic Haj permit teader service at the Public Security Club in Riyadh on Sunday.

Establishments and individuals who had ignored the permit regulation last year incurred penalties including suspension of all government services. They were also referred to the Prosecution and Investigation Commission for legal action, Al-Muhrej said.

He added that security checks at entry points and roads leading to the holy sites have been tightened with the posting of more officers.

He put the number of security officers whose task is to regulate pilgrim services at the holy sites at 60,000. They also ensure that no vehicle carrying less than 25 passengers enters the holy sites.

“This service (electronic Haj permit reader) will save a lot of time at security check points particularly for vehicles carrying more than 25 passengers. An officer can check the barcode sticker on the vehicle without needing to see the permit of each individual passenger,” he said.

The electronic reading system has been introduced by the Public Security Directorate in collaboration with the National Information Center with the aim of regulating, speeding up and simplifying the Haj permit checking.

Al-Muhrej said the mechanical reading system will end the forgery of Haj permits and weed out fake Haj service establishments. He added that checking of domestic pilgrims will start from their own provinces without waiting for their arrival at the entry points to Makkah.

“The violators will be arrested at permanent and temporary security checkpoints on roads across the Kingdom,” he said.

He also warned illegal transporters of pilgrims that the directorate is aware of the secret routes through which they smuggle pilgrims into the holy sites. More officers have been deployed on such dirt roads.

"As we have no official statistics yet, it is not possible to predict at this time the number of pilgrims for the upcoming Haj. However, their number will be determined by the capacity of the holy sites and the ratio of the domestic and foreign pilgrims,” he said.

First Indonesian Haj flights
arrive in Jeddah, Madinah

JEDDAH — The first official Haj flight from Indonesia, carrying 455 pilgrims, arrived at King Abdulaziz International Airport in Jeddah Monday afternoon.

Indonesian Ambassador to Saudi Arabia A.M. Fachir welcomed the pilgrims who arrived on board flight GA-1101, which came from Ujung Pandang.

Another group of 455 Indonesian pilgrims landed in Madinah’s Prince Muhammad Bin Abdulaziz International Airport on Monday.

They were received by Indonesian Consul General Dharmakirty Syailendra Putra along with Arsad Hidayat Jurjanih, deputy head of the Indonesian Haj delegation.

Some 168,800 Indonesian pilgrims will fly to Saudi Arabia to perform Haj.

Of those, 155,200 have registered for the state-run program.

They will arrive in the Kingdom on board 371 flights until Sept. 28.

The remaining 13,600 opted for premium services organized by private operators. This year the Indonesian mission’s Haj Affairs Office has mobilized 595 seasonal helpers who will work in Jeddah, Makkah and Madinah. They are selected from Indonesian residents, university students and healthcare professionals.

This team will handle pilgrims' reception and departure, housing, transportation, catering, the groupings and movement, guidance, consular affairs, security and healthcare services.

A receptionist at the Prince Mohammad International Airport in Madinah has earned the gratitude of pilgrims for his act of honesty.

He found an envelope containing SR2,500 which belonged to an Indian pilgrim who came to perform Haj. The receptionist followed the applicable procedures in such cases, and handed over the envelope with the money to the Lost and Found Office.

The office for pilgrims’ services contacted the Indian Haj Mission to locate the pilgrim.

PHVG holds workshop for Haj volunteers

The Pakistan Haj Volunteers Group (PHVG) held a training session and workshop for its volunteers at the Pakistan International School in Azizia at the weekend.

The group organized the training workshop for the volunteers to gain an understanding of this year’s Haj plan and their duties.

The PHVG is a nonprofit group of volunteers from all fields of life and backgrounds who want to serve the guests of God of all nationalities.

The group’s management team includes Mohammed Nawaz, Hafiz Amjad, Noman Taj, Wasim Bukhari and Mohammed Ismail.

Amjad said that the basic duties of the volunteers in the past was to guide lost pilgrims to their accommodation in Mina. However, this year they will perform their duties near the Grand Mosque and Azizia district in Makkah where a large number of pilgrims are expected to stay. The volunteers will work for 12 hours in a two-shift system.

“Volunteers are equipped with maps, instructions and wheelchairs to help elderly pilgrims,” said Amjad.

Explaining the training of volunteers, he said they are given information in two sessions which detail the organization’s mission and vision, its field work and communication with the control room.

“The need for volunteers is acute on the first day of Haj,” said Mohammed Ismail. “So more than 800 volunteers will be dispatched on Day 1.”

He said they had initially hoped to enroll 3,000 volunteers but owing to accommodation issues, they were only able to take in 1,200 volunteers.

Mohammed Nawaz, the group’s senior founder member, said the organization was established in 2011. “However, the group got official recognition by the Saudi and Pakistani governments last year. This recognition allowed us to work in cooperation with the World Assembly of Muslim Youth (WAMY), Pakistani Haj Mission and other charitable organizations.”

Low-cost Haj: Ministry begins
accepting online applications

The Haj Ministry website has started accepting applications from Saudis and expatriates who wanted to make use of the low-cost Haj scheme.

More than 40,000 pilgrims are expected to benefit from the low-cost Haj scheme this year, said Abdul Hameed Al-Sinani, secretary general of the Coordination Council for Domestic Haj Service Firms.

Speaking to Arab News, Al-Sinani said 53 companies and establishments have been authorized to provide low-cost services to eligible pilgrims for SR2,500 to SR5,000.

“About a third of the total domestic pilgrims are accounted for this low-cost service. The program, which is introduced by the ministry, will be a great relief for a good number of citizens and expatriates,” he said.

Other domestic Haj operating companies have been striving to scale down the cost of Haj, but can only slash prices to a certain extent since factors, such as rising air fare and road transport costs, food supply contracts and rising labor charges, are beyond their control.

“The cost of renting out tents, furnishing tents and making additional modifications on them have also risen considerably,” Al-Sinan added.

Such factors have made it difficult for the council to force companies to bring down their charges despite demands on companies not to hike prices unreasonably.

“The council did not directly force or interfere in the pricing policies exercised in domestic pilgrim companies. It is, nevertheless, the council’s duty to advise them to keep their prices affordable,” said Al-Sinani, adding that he found that companies were cooperative and have slashed prices from last year’s higher tariffs.

Saad Al-Qurashi, owner of several domestic Haj companies, reiterated that the coordination council does not have the authority to set tariffs of private companies. “The council should uphold its fundamental roles and represent us effectively so we remain reassured,” he added.

JEDDAH — The General Authority of Civil Aviation (GACA) warned airlines against transporting female pilgrims under the age of 45 without a legal guardian.

GACA said that violating airlines will be fined SR50,000, according to a report published in a local daily.

Violating female pilgrims will be denied entry and sent back on the same flight.

The airline will be fined and will bear the expenses for any violating passenger’s stay at the airport’s transit area until they are returned home.

According to a source, these warning instructions are issued annually by GACA to organize the operation of transporting pilgrims.

GACA aims through these instructions to provide care for the pilgrims and ensure their safety, starting from their arrival to the Holy Sites until they are to depart to their homes.

Saudi Gazette interviewed an executive manager at a Haj company in Jeddah who said the problem is created by Haj agencies from outside the country.

He said they break the rules issued by the Haj Ministry.

He added, "Many of these agencies list on the official papers of women with no legal guardian the name of any male member in the group.

“It is a common practice by these agencies and it is hard to prove the relationship between them.

“These agencies aim to earn more money and they will do anything for it.

“They increase the cost of the trip for female pilgrims with no legal guardian and fix them with any name as a legal guardian and most of them agree.

“This is out of our control.”

Few Saudi takers for Haj guide jobs

Numerous job opportunities open for Saudis every Haj season, but there are very few takers for them.

Marwan Khashoggi, deputy general manager of Haj Bus Syndicate in Madinah, said Saudi young men have not registered for any of the available jobs at his office during this Haj season.

Speaking to Arab News, Khashoggi said the office is currently seeking to employ more than 1,000 Saudi young men to work as guides on buses during the season.

“The coordinating body for pilgrim associations (Tawafa) opened its doors to receive job applications from Saudis last month. We are looking to hire Saudis for the seasonal jobs which the Haj season provides for them,” said Khashoggi.

He said that distinguished and outstanding guides would be awarded experience certificates in addition to bonuses amounting to SR6,000 during this Haj season.

“Applicants can fill out a form at the syndicate’s office accompanied with a copy of ID,” he said adding that all the applications will be scrutinized by a special committee and reviewed according to several criteria including previous work experience in the field and a good knowledge of the roads and main streets of the city.

“This project implemented by the office is under the supervision of the Haj Ministry and one of a kind in the region,” he added.

He said the project aims to employ national cadres, creating job opportunities for the Saudi youth.

The Passport Department is reviewing its media plan to ensure a successful peak season once again through its Haj awareness campaign among citizens and residents who wish to perform Haj this year.

A meeting was held on Thursday to review the department’s media Haj awareness plan, the public relations wing of the department said Sunday.

Director-General of Passports Maj. Gen. Suleiman Al-Yahya was briefed during the meeting on a visual presentation of the department’s media campaign which will be launched during this Haj season which has already begun with the arrival of pilgrims from various countries in the two holy cities of Makkah and Madinah.

During the meeting, Al-Yahya also discussed a number of ideas and suggestions that had been put forward for a successful campaign.

Every year more than 2 million Muslims perform Haj.

The General Authority for Civil Aviation (GACA) has confirmed the arrival of 54,263 pilgrims in the Kingdom by air across Hajj and Umrah halls at King Abdulaziz International Airport in Jeddah and Prince Mohammed bin Abdulaziz International in Madinah since the start of this year's Hajj season on Dhu Al-Qa'dah 1 - 5, 1435, aboard 287 flights from various Arab and Islamic countries.

In a press release, GACA explained that the number of pilgrims who have arrived at Jeddah-based King Abdulaziz International Airport reached (32,918) pilgrims, aboard (177) flights from different nationalities while the number of pilgrims arriving through Madinah-based Prince Mohammed bin Abdulaziz International amounted to (21,345) pilgrims on board of (110) planes of several carriers of different Arab and Muslim nationalities.

أفصح لـ «عكاظ» المهندس سلطان القرشي مدير عام المشاريع في الرئاسة العام] لشؤون المسجد الحرام والمسجد النبوي أن العمل في جميع المشاريع التطويرية في المسجد الحرام ستتوقف مؤقتا في منتصف الشهر الجاري، مع استمرار اعمال الصيانة الطارئة لمباني المسجد الحرام مع الساحات المحيطة به ودورات المياه من خلال فريق من المهندسين والفنيين بإدارة المشاريع كقسم الصيانة وقسم الاشراف على المشاريع وقسم الرخص والمتابعة وقسم المناوبة الميداني، على أن يعود العمل في تلك المشاريع بعد موسم الحج بانطلاقة المرحلة الثالثة لمشروع رفع الطاقة الاستيعابية لصحن المطاف وإزالة باب الملك عبدالعزيز.

وقال المهندس سلطان بن عاطي القرشي مدير عام المشاريع في الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي إن الإيقاف يتم تدريجيا مع توفير المتطلبات التشغيلية اللازمة لخدمة قاصدي المسجد الحرام مثل توفير مشارب سقيا زمزم وتأمين الأنظمة كالصوت والانارة والتكييف وعناصر الحركة من سلالم كهربائية ومصاعد وجسور والتي وضعتها الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي التي تسعى الشركة المنفذة للمشاريع لتنفيذها خلال هذه الأيام وقبل موعد إيقاف حركة المشاريع.

وبين المهندس القرشي أن الإيقاف يأتي ضمن حرص الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي على سلامة ضيوف الرحمن خلال موسم الحج وإيجاد المزيد من الراحة والطمأنينة في توفير المساحات والساحات التى تخدم الحجاج والخدمات الأساسية كدورات المياه والمواضي. موضحا أن المسجد الحرام سيشهد فتح بعض المواقع الجاهزة لخدمة ضيوف بيت الله الحرام من الحجاج واستعدادا لموسم الحج، حيث سيشهد الحرم المكي فتح أطراف صحن المطاف والدور الأرضي والدور الأول ثم سطح الحرم للطائفين، مبينا أن عملية فتح تلك المواقع سيكون تدريجيا وفق الأدوار الأكثر كثافة من ضيوف الرحمن.

وقال المهندس القرشي إن هذا العام سيشهد اكتمال المرحلة الثانية بربط دور السطح «سقف الدور الأول» مع توسعة الملك فهد وبذلك تكتمل الحلقة شمال غربي المسجد الحرام من خلال سطح المرحلة الأولى والثانية مع سطح الحرم القديم وتوسعة الملك فهد.

35,000 low-cost Haj applications in hours

Wednesday, 3 September 2014 - 8 Dhul-Qedah 1435

MAKKAH — Deputy Minister of Haj for Pilgrim Affairs Dr. Husain Al-Shareef said local pilgrim companies have received 35,000 applications for the low-cost Haj program within hours after they started accepting applications.

He added the registration procedures went very smoothly and no problems or obstacles were faced by any of the applicants.

He pointed out Minister of Haj Bandar Hajjar has approved the increase of low-cost pilgrims from 19,000 last year to 41,000 pilgrims this year.

“This represents a 116 percent increase and the ministry will allow 50 percent of the total number to register through our website,” he said.

First group of 46 Filipino pilgrims arriving today

The first group of 46 Filipino pilgrims will arrive in Jeddah on Wednesday, the Philippine Consulate General in Jeddah announced on Monday.

“A 17-member advance team for Haj assistance, headed by Malo Manonggiring, regional director of the National Commission on Muslim Filipinos (NCMF) for Visayas, has also arrived,” Consul General Leo Tito L. Ausan Jr. told Arab News.

Ausan, who took over from former Consul General Norman Garibay, who has been cross-posted to Ottawa in Canada, said the team includes supervisory and medical staff.

He expressed his thanks to the Saudi leadership for the hospitality accorded to Filipino pilgrims in the past, as well as the intensive efforts exerted at making the pilgrimage successful.

“The annual religious ritual, as far as Filipino pilgrims are concerned, has been orderly and convenient,” he said.

Vice Consul Rodney “Jonas” Sumague, supervising officer of the pilgrimage according to the consulate, said that the second group of 240 pilgrims will also arrive in Madinah on Wednesday.

They will be followed by another group of 165 pilgrims on Thursday and another group of 117 pilgrims on Friday.

“The Filipino pilgrims’ delegation, totaling 6,700 people, will be headed by NCMF Secretary Yasmin Busran Lao,” said Sumague, who received his Master’s of Arts in public administration from the premier University of the Philippines in Diliman (UP-Diliman) in Quezon City.

Vaccination against meningitis
mandatory for all Haj pilgrims

The Ministry of Health announced on Tuesday that vaccination against meningitis is mandatory for all local and international Haj pilgrims.

Taking the flu shot is also recommended, in addition to quarantine requirements for foreign pilgrims depending on the country they live in, according to officials.

“Vaccination should be taken at least 10 days before pilgrims arrive into the holy cities,” Health Ministry spokesman Khaled Mirghalani told Arab News.

“Vaccination against meningitis is valid only for a period of three years.”

Mirghalani pointed out that meningitis, a serious condition, may spread during Haj because of pilgrims coming from endemic countries.

“Congestion and overcrowding facilitates the transmission of the disease,” he said. “The vaccine is given to adults and children over the age of two, but is not administered on pregnant women.”

Mirghalani said the ministry’s national scientific committee, which acts as a command center for the pilgrimage, monitors pilgrims arriving from around the globe to keep a tab on all infectious diseases.

He pointed out that the health requirements for this year focused on several diseases, such as Ebola, coronavirus, yellow fever, meningitis, polio and vaccination against seasonal influenza virus.

He noted that quarantine requirements for issuing Haj visas have been circulated to Saudi overseas missions through the Foreign Affairs Ministry in Riyadh. Yellow fever-endemic countries are Angola, Benin, Sudan, Senegal, Burkina Faso, Central African Republic (CAR), Cameroon, Burundi, Chad, Uganda, Congo, Côte d’Ivoire, Sierra Leone, Somalia, Ethiopia, Democratic Republic of Congo, Gabon, Gambia, Ghana, Guinea, Equatorial Guinea, Guinea-Bissau, Togo, Kenya, Liberia, Sao Tomé and Principe, Mauritania, Niger, Nigeria, Rwanda, Tanzania, Mali, Ecuador, French Guiana, Guyana, Brazil, Bolivia, Suriname, Peru, Panama, Trinidad and Tobago, Venezuela, Colombia, Argentina and Paraguay.

Pilgrims who apply for Haj visas should attach a vaccination form against fever in these countries.

An oral dose of polio is also compulsory for pilgrims coming from Uganda, Kenya, Benin, Angola, Togo, Niger, Burkina Faso, Mali, CAR, Chad, Côte d’Ivoire, Ghana, Democratic Republic of the Congo and Ethiopia regardless of their age.

Besides these vaccinations, the spokesman advised pilgrims to take precautions against influenza to prevent flu during their stay in the Kingdom.

The flu vaccine is not mandatory, but is strongly advised considering present weather conditions and the susceptibility of pilgrims to influenza.

High-risk patients who have chronic ailments, such as diabetes, hypertension and renal diseases, have been advised to take the flu vaccine, which will help them to perform Haj and Umrah rituals more efficiently.

Mirghalani reminded pilgrims to pack edible items in tightly sealed in containers.

نشرت صحيفة "الإندبندنت" البريطانية، في عددها الصادر اليوم "الثلاثاء" تحقيقًا لأندرو جونسون بعنوان "السعودية قد تخاطر بإحداث انشقاقات بين المسلمين بسبب خطط لنقل قبر الرسول" في ظل مخططات توسعة وتجديد الأماكن المقدسة.

وقال "جونسون": إن "قبر النبي محمد (صلى الله عليه وسلم) قد يهدم وتنقل رفاته إلى مكان غير معلوم، الأمر الذي قد يؤدي إلى إحداث فتنة في العالم الإسلامي".

وأضاف كاتب التحقيق أن "هذا الاقتراح الجدلي يعتبر جزءًا من دراسة لملف أعده أكاديمي سعودي، وتم توزيعها على المسؤولين في المسجد النبوي في المدينة المنورة الذي يحتضن قبر النبي محمد عليه السلام، تحت القبة الخضراء المعروفة بالروضة الشريفة التي يقصدها الملايين من الزائرين طوال العام".

وتابع "جونسون" أن "الدعوة إلى تدمير الحجرات المحيطة بقبر الرسول من شأنها أن تثير بلبلة في العالم الإسلامي، فضلًا عن أن نقل قبر النبي قد يؤدي إلى فتنة لا مفر منها".

وحث التقرير الذي جاء في حوالي 61 صفحة على نقل قبر الرسول إلى البقيع حيث سيدفن فيها من دون أي تحديد لقبره، لكنه عاد ليوضح أن "ما من أي دليل حتى الآن يثبت أنه تم اتخاذ قرار حول هذا الموضوع".

وحسب صحيفة "مكة" السعودية، التي نشرت الدراسة، فقد رفض المهندس عبدالحق العتيبي، الباحث في تاريخ المدينة المنورة والخبير في العمارة الإسلامية، ما انتهت إليه الدراسة، معتبرًا أن توصيات الباحث "مطالبة غير منطقية".

وقال العتيبي: تؤكد التوصيات عدم إلمام الكاتب بأبسط معارف تاريخ المسجد النبوي الموجودة في شواهد البناء العثماني، والتي توضح المواقع الشرعية وفق اجتهاد الفقهاء في تحديد موضع الروضة، ومن الآراء تقول أن أخر حدود بيوت النبي صلى الله عليه وسلم تابعة للروضة؛ لذلك ميزوها بالأسطوانات البيضاء التي تمتد إلى نهاية الحجرة جهة الشرق.

كما أن جدار القبلة الحالي هو الحد النهائي الذي وقف عنده سيدنا عثمان رضي الله عنه فلم يتجاوزه، ولم يتجاوزه كل من جاء بعده حتى يومنا هذا، فهو ينتهي عند حجرة أم المؤمنين السيدة صفية رضي الله عنها، وهي نهاية حدود الحجرات.

الدكتور أحمد كريمة، أستاذ الشريعة بجامعة الأزهر، رأى أن إثارة قضية "نقل قبر الرسول" كلام فارغ ومؤامرة خبيثة؛ لتحريض المسلمين ضد السعودية وإحداث شرخ فيما تبقي من الكيان المسلم انتقامًا من المملكة لمواقفها الإسلامية والعربية العظيمة، مؤكدًا أن المخابرات العالمية تتربص بالمسلمين وتستعد للانقضاض علي نظم وشعوب المنطقة.

وأضاف "المملكة السعودية التي تحتكم لشرع الله تدرك جيدًا الحديث الصحيح الذي رواه أبو بكر الصديق رضي الله عنه، أن النبي قال "نحن معاشر الأنبياء ندفن حيث نموت" ومن أجل ذلك دفن الرسول في حجرة السيدة عائشة التي كان يمرض فيها قبيل وفاته بعد أن استأذن زوجاته الأخريات.

The Deputy Editor-in-Chief of a Saudi Arabian newspaper has accused Britain’s The Independent of “theft,” claiming they have “robbed” one of their journalists of his efforts.

The Independent reported on Monday that the tomb of the Prophet Mohammad in the holy city of Madinah could be “destroyed” and the Prophet’s remains removed to an anonymous grave.

 

But in an editorial on Wednesday, Mowafaq al-Nowaysar – Deputy Editor in Chief of Saudi Arabia’s “Makkah” Newspaper said that The Independent “fell in the trap of misunderstandings after it mistranslated” an Arabic article that was posted in Makkah Newspaper on Aug. 25.

The article states that there are calls for the Prophet’s tomb to be “isolated,” not destroyed, explained Nowaysar, who also accused The Independent of previously stealing content from his newspaper.

Omar al-Mudhwahi is offering to provide the British newspaper with the correct translation of the study.

Speaking to Al Arabiya News on Wednesday, Omar al-Mudhwahi, the Saudi journalist who wrote the Makkah newspaper report said: “If they insist on stealing my work, at least they should allow me to provide them with an accurate translation … I would be glad to”.

“I had initially written about the proposal after reading a study by Saudi academic Dr. Ali bin Abdulaziz al-Shabal in a publication published on behalf of the General Presidency of the Two Holy mosques.”

In response to the allegations of “theft,” Deputy Managing Editor at The Independent, Will Gore, told Al Arabiya News on Wednesday they were “not aware of Makkah’s report” a week earlier.

“The information for our article was brought to our attention by the Saudi academic Dr. Irfan al-Alawi, who had read directly the work of Dr. Ali bin Abdulaziz al-Shabal and was concerned by its content. This follows on from previous Independent articles over recent years about the approach of the Saudi authorities to historical sites in Makkah and Madinah,” Gore said.

The Independent is claiming the story as an exclusive, and many British news sites carrying the news have credited the paper as breaking the story.

ISESCO denounces British journalist’s false allegations
about a study to move Prophet’s tomb

The Islamic Educational, Scientific and Cultural Organization (ISESCO) roundly condemned untrue allegations published by Andrew Johnson in the British newspaper The Independent, in which he says that the Saudi authorities are considering a presumed proposal formulated in a consultation document by a local academic suggesting to move the tomb of Prophet Muhammad (PBUH) to al-Baqi’ cemetery.

ISESCO refuted the allegations as unfounded, deeming them a spiteful plot to malign Islam and Muslims and distort the image of the Kingdom of Saudi Arabia, which has always been the trusted custodian and guardian of the Muslim world’s holy sites and architectural heritage, and shown full sensitivity and commitment to the needs of pilgrims and visitors from all around the world.

“This is a malicious slander meant to foment further unrest and plunge the Muslim world into irreversibly destructive strife, as part of a vast plot by criminal Zionism and colonialism to exacerbate the deadly sectarian divide and terrorism plaguing the whole region,” ISESCO went on.

ISESCO also called on Muslims everywhere to reject such vicious and erroneous claims, stressing that the Prophet’s tomb is and will always remain intact. It also invited Saudi Arabian authorities to sue both the journalist and the newspaper for publishing such unverified material and hideous propaganda.
